I am writing to inform you that as of November 21, 2003 1 am no longer leasing parking
for the operation of my bed and breakfast located at 202 Yd Ave. S. I am requesting that
the conditional use permit for the property be rescinded. i
After November 21, 2003 the above mentioned property will no longer be the Edmonds
Inn: Bed & Breakfast. This property will no longer be in compliance with the various
state and city codes that regulate operating a Bed & Breakfast, including the fire code.
As a result of the termination of the parking lease, the non-compliance with the Edmonds
City fire code, and the inadequate insurance coverage to be a licensed bed and breAdast
in the state of Washington, I would urge the Development Services Department to hold
another conditional use permit hearing before granting this property a license to operate
as a bed & breakfast.

In response to your letter of February 26, 1987, we have examined the
location of the proposed Pinkham Pillow, Ltd. commercial venture. The
review of surrounding property use shows an increasing intensity in
recent years and new construction continuing (restaurant remodel,
office construction, etc.). With the increasing demand for on -street
parking in that area, we are hesitant to approve the removal of any
spaces currently available to the public -at -large.
Please examine the possibilities of providing some on -site improvements
to the "narrow driveway off of Dayton Street", thereby, making it wider
and "handicapable." A facility which is on private property can be
better controlled by the management. A loading zone on a public street
is only as good as the level of parking enforcement patrol available.
While accomplishing the driveway widening, you could possibly have some
ramps installed to further eliminate physical barriers for wheelc.hairs
and other handicaps.
Please feel free to call on us in the Engineering Division for
guidelines on "barrier free" design, or Bruce Finke in the Planning
Division on planning/architectural related issues.

Our company, Pinkham Pillow, Ltd., purchased the property at the southwest
corner of Third & Dayton. CL=ently, we are engaged in the planning of a
commercial Bed & Breakfast Inn at this location.
An item of major concern in this planning is the ease of load/unload of .
passengers and baggage from vehicles. , After discussing this briefly with
Mr. Bruce Finke of City Planning, we were advised to contact you and your
Dept. for assistance.
It is our desire to make t1us Inn 11handicapable" using an existing street
level entrance at Third avenue for the handicap in wheel chairs. since
the main entrance on Dayton is not at street level.
Currently the load/unload of all patrons including handicap would be
restricted to a narrow driveway off Dayton street or the chance of finding
a parking place on Third (see enclosed sketch). The driveway is also too
narrow to set a wheel chair next to a car for handicap.patrons.
Since all commercial businesses are required by the city of Edmonds to
comply with the Downtom Business Area Parking Requirements (see
17.50.040- 17.50.070) we had to lease additional parking from a lot at the
northwest corner of Second & Dayton. This parking is leased as excess from
the Alaska Publishing -Co. and is a block from our location. We would
prefer that the driveway be used to help meet our parking requirements.
Thus decreasing the leased spaces required and also to decrease the number
of patrons having to deal with the valet parking inconvenience. However,
this still requires a place for convenient load/unload zone. Looking at
the enclosed sketch, please notice that a transit zone stretches across
the entire front of our building and. driveway, (points D-E) . We have no
intention of interfering with this existing zone. In fact the "front
doorstep" bus service and the charming trolly ride are an added plus for
our patrons.
The only conclusion we derive is that a load/unload zone of some type is
needed on the Third avenue side of our building. This would facilitate
close access for the handicap and those who have trouble with stairs to a
street level entrance. It would provide easy baggage and patron
load/unload at the curb. In addition, it would alleviate additional
corxgestion at the Dayton intersection caused by vehicles entering and
exiting the driveway onto a busy street.
Our preference for a Third avenue prospective load/unload zone is marked
on the sketch either between points A-B; or points B-C. We desire your
expertise, an - d request the help of your department on this matter. Any
help that you might be able to give us in regards to the planning or
applying for such a zone would be greatly appreciated. Please contact us

as the Chrysalis Sci:entific Services offices. Work continues to
go well as the summer progresses.
Regarding parking, we have approximately 1300 square feet of improved

spaces on site, the garage and the driveway, which we would like to
use both of if at all pos§ible. We need one additional parking . place
which we would like to purchase through the in -lieu parking fund. If
it is not feasible to use both on -site spaces we would like to purchase
two extra spaces.
We have con�iderecl putting a drive -through parking lot around the building
but this does not seem advisable due to the fact that it would take up
two existing on -street spaces and is also excessive for the small size
of our business. We will be leaving on the 25th of August for a much
needed vacation and will be gone for a month. My mother, Eva Lombardi,
will be continuing to oversee the work while we are gone. If you
require any further information please feel free to contact her or us
before we leave.

SUBJECT: REOUEST FOR 'IN -LIEU PARKING (STORRIE-LOMBARDI/CHRYSALIS)
On August 22, 1983, the City received a request from Chrysalis Scientific
Services, Inc. to utilize the In -lieu Parking Fund to provide for a por-
tion of the parking for an office building at 226 Dayton Street.
The required number of parking spaces for the building is three (office -
one space per 400 square feet; 13,00 square feet -,. 400 = three spac ' es)..
The applicant seeks to use the existing garage and driveway as two of the
required spaces and provide the third space by paying into the In -lieu
Parking Fund.
After review by the Engineering and the Fire Departments, itis my recom-
mendation that only one parking space be allowed in the existing driveway
and that the other two required spaces be provided either at another place
on -site or through use of the In -lieu Parking Fund.

Chairman Stole commented that in Edmonds all of the restaurants are full
for lunch as well as for dinner. Mrs. Medina felt Mr. Maxwell had some
valid concerns. She felt the situation at the fishing pier presently.was
an unknown, until ' it had gone through a full summer season. She felt they
would be giving away for commercial enterprise what the City did not have
to give away because it has rights of condemnation and public domain. MRS.
DERLETH THEN MOVED TO APPROVE CU-11-79, WITH A CONDITION OF A NONFORFEITURE
EASEMENT FOR PARKING, BECAUSE SHE BELIEVED IT COMPLIED WITH THE CITY'S

Ms. Luster said the, applicant is a psychiatrist specializing i.n geriatrics.
His proposal at this address is to have office space on the bottom floor,
storage space on the next floor, and his residence on the top. This would
not be a rezone. The required setbacks from 3rd Ave. S. and from Dayton
St. wo.uld be 15' but the existing older house is 14'8" from 3rd Ave. S. and
11'4" from Dayt on St. A 6'x 12' addition was proposed along the existing
building line and it would not interfere with traffic in the area. Ms.
Luster felt it was a reasonable request and would be a minimum variance for
the site. Zoning to the south is RMH and the three corners around it are
BC. Ms. Luster recommended approval, feeling it would not be detrimental
to the surrounding area.
With,regard to the Conditional Use Permit application, she said that was
for a doctor's office with a residence in the upstairs portion of the
building. She said the proposed use was consistent with the development of
the area. It will be a low key professional office. One,parking space for
every 200,sq. ft. of office area is reo ' uired. The proposed type of practice
would not substantially increase traffic or adversely affect adjoining
multi -family uses to the east. This type of combined use is DerTnitted in
this zone. Ms. Luster recommended approval because the use wa's compatible
with the devleoping character of the area, all code requirements will be
met, and the use will not be overly intensive inthis area and does abut
uses whi ch are more intensive. The public portion of the hearing was
opened. The applicant had nothing to add, and no one else -wished to speak.
The public portion of the hearing was closed. An explanation of the parking
was requested, and.the applicant said he was not happy with his parking
situation. He said he needed five parking spaces and there i s the required
square footage available but he was not satisfied with the parking layout
he would have to use. City Attorney Wayne Tanaka advised that he could not
buy into the In -Lieu Parking Fund in this zone. The parking layout is to
be worked out with the Engineering Division. Mr. Roy commented that this
property had appeared before the Board three times since he had been on the
Board, and he felt this was the best proposal he had seen for it. He did
not believe this remodel would be detrimental to the neighborhood. MR. ROY*
MOVED, SECONDED BY CHAIRMAN STOLE, TO APPROVE V-20-79 AND CU-15-79 BECAUSE
IT MEETS BOTH THE VARIANCE CRITERIA AND. THE CONDITIONAL USE PERMIT CRITERIA.
