Critical Areas Checklist
Ile Critical Areas Checklist contained on
this form is to be filled out by any person
preparing a Development Permit
Application for the City of Edmonds prior
to his/her submittal of a development permit
to the City.
Tle purpose of the Checklist is to enable
City staff to determine whether any potential
Critical Areas are or may be present on the
subject property. The information needed to
complete the Checklist should be easily
available from observations of the site or
data available at City Hall (Critical Areas
inventories, maps, or soil surveys). .
An applicant, or his/her representative, must
fill out the checklist, sign and date it, and
submit it to the City. The City will review -
the checklist� make a precursory site visit,
and make a determination of the subsequent
steps necessary to complete a development
permit application.
With a signed copy of thi's form, the
applicant should also submit avicinity map
of the parcel with enough detail that City
staff can find and identify the subject
parcel(s). In addition, the applicant is
encouraged to include any other pertinent
information or studies in conjunction with
this Checklist to assist staff in completing
their preliminary assessment of the site.

As a last resort I am writing the City Council in the hope that some action might be taken
to solve my problem.
I am located in the Ballinger triangle area, with a sewer problem caused by four poplar
trees bordering my property next to the road (242nd), but on city property.
I am not sure if you know the growing characteristics of the poplar tree,. but I have been
informed by the Roto-Rooter people the roots will go fifty feet out and down, and as
these trees are. almost directly over the main trunk line, major problems could develop.
Approximately every six months I must have the Roto-Rooter people ream my sewer
line to remove these tree roots because they are stopping up my line, a cost to me of
$25.00 plus each time.
In addition to the sewer problem, these roots are all over my yard witli "suckers"
popping up, some of which are 80 feet from the base of these trees.' They have broken
my sidewalk, heaved up my garage floor, as well as other cemented areas (see plan view).
Of course I've had to remove the cemented area affected, remove the roots, and recement—
an additional expense to me.
In addition, the trees are a caterpillar haven, a problem never taken careof by the city.
I do not have the equipment to spray these large trees as I do my own.
Both my wife and I have called several times to see if something could be done. Each
time we call it seems we are referred to a different department. We have been referred
to: the sewer, Engineering, street, and (the latest) Park departments, all of which assured
us they would look into the problem and get back to us. We have not even been shown
the Courtesy of a return phone. call frorn any of the people contacted, although they
assured us tli,ey would be in touch. hi the meantime, the problem goes on at my expense.
In my opin�on, the only solution to* the problem is the removal of these trees.
I would appreciate some sort of action such as a phone call, a letter, or a visit to see the
problem first liand. I will cooperate in any way I can.

I have been unable to obtain any information as to when Mr. or
Mrs. Scott contacted the Assistant City Engineer or the Buildings
and Grounds Superintendent regarding the removal of the Poplar
trees on the City right-of-way abutting their property. I have
not received any calls and Bobby Mills informed me that Abe Blandin
talked to Mr. Scott two years ago advising him to have the trees
removed. Abe advised Mr. Scott to bill the City for the tree removal
as we do not have the expertise to do this work ourselves. I have
been unable to reach Mr. or Mrs. Scott by phone or in person.
Larry Ogle and I checked into this situation this morning and I
feel that it would be reasonable to have a professional tree
service remove these Poplars. It is my recommendation that we
do this as soon as possible as the roots from the trees are infil-
traiing a nearby manhole and could cause havoc with the sewer line.
We are planning to T.V. this section of the sewer main on June 30
to determine the amount of root infiltration. Costs for the tree
removal will be paid from the Sewer Fund.

Dear Council members:
It has been four months since I wrote the Council on my Poplar tree problem. I received
a reply (dated June 29) from the public works director stating someone was looking into
the problem and would get back to me. I still have had no word as to what the decision
.may be.
In the meantime, I have had the Roto-Rooter people out again to cle . an the sewer line of
roots (see attached bill),
On September 22, we received notice.the city would begin work (already started) on re-
surfacing 242nd. As these trees border the edge of the present road with root!,growing into
the road, now would be a good time to take care of the problem.
I would appreciate some word from someone as to what, if any, decision has been reached.
