RE: Response to 11/17/2009 e-mail regarding flooding Lake Ballinger residences

In response to the aforementioned e-mail, the City of Edmonds has inquired with the City of
Mountlake Terrace on the operation of the lake's outlet weir. Currently the weir is set at the
lowest level allowed by the Superior Court Order. All the weir plates were removed well in
advance of October 3 1, the last date listed in the Superior Court order for this action. Mike Shaw
of the City of Mountlake Terrace notified Ken Pierce and Jerry Thorsen of the Lake Ballinger
Corrimunity Association (LCBA) on October 1 via e-mail of this action. You may not have been
forwarded this information by the LCBA.
Using data from Sea-Tac Airport, the average precipitation for the months of October and
November are 3.19 inches and 5.90, respectively. Sea-Tac received 5.54 inches in October,
approximately 74 % more than average for the month. Sea-Tac has received 4.59 inches so far in
November, or 0.27 inches per day. This is approximately 42 percent above average for this 17 day
period. This higher than average rainfall amount over the past six weeks accounts for the current
lake level. The enclosed chart shows daily rainfall and lake level from data obtained from the City
of Mountlake Terrace. As you can see, there has been no let up in rainfall to allow the lake to
drain below 277.5 or so since mid -October.
At this point there is little that can be done legally to lower the lake level. The City of Edmonds
will provide you with sand bags at your request. Please contact Tod Moles, Street and Storm
Manager of the Edmonds Public Works Department at 425-771-0235 for the sandbags.

I have reviewed your account and will allow a credit for the billing
period -June 20, 1994 through August 7, 1994 in accordance with our
City policy. The policy states that the customer will be billed at the
retail rate based upon the average water consumption for the same
period during the previous year. In addition, the excess water lost
from the leak will be billed to customer at the City's wholesale rate
with a 15% surcharge added for administrative cost. Only one leak
credit will be granted in any three year period.

I am writing in regards to the current water bill we recently received.
It was very high this time because we had a water leak, but had a hard
time resolving it. This included having the City of Edmonds water dept
come out to help. We did finally find the leak & had it repaired, but
after a long enough,delay to waste alot of water.
I was wondering if you could make an adjustment to my bill. I have paid
it in full, to avoid being late, but would still appreciate your help.
I have enclosed a copy of the excessive bill for water useage, & also
a copy of the repair bill from Sateren Plumbing.
Thank you in advance for your help in this matter.
