(EHSI) issued a Post-Remediation Assessment Report letter to Mr. Brian JoK the homeowner of the private residence located at 24306-9& Avenue West, Edmonds, Washington. In the letter EHSI recommended that "ffie homeowner continue with the replacement of window fiwm and replacement of materials with water damage." On June 2, 2006, EHSI was ir&rmed by Mr. Joki that the following sentence in the 'Discussions" section of the letter, "[I]n Washington State it is necessary to have a structural pest inspector (SPI) license to report the presence of dry rot. The presence of dry rot fungus, while not a health issue may impair wood products to a point where safety issues become important" has been interpreted by the City of Edmonds to mean that EHSI recommends that a pest inspection be performed at the residence. EHSI is not requiring or recommending that such an inspection be conducted. EHSI does reconmmd that water -damaged wood products, as well as mold -affected windows and window fivnes, be removed and replaced as the next step in the renovation project. (EHSI) conducted a post -mold reniediation assessment in the private residence located at 24306 — 906 Avenue Wed, Edmonds, Wasbington. IU post -mold remediation assessment included: a visual inspeiction of the resklence; measuring the moisture oontew of previously affected building materials; and, the collection of several surfim samples fDr a determination of settled fungal conoentrations at the time of the assessment. Based on the results 1rom this assessment, EHSI recomnvmds that the homeowner proceed with the elimination of source(s) of water intrusion and the replacment of window fiames and building materials with significant water damage. The results of the assessment are discussed below. Backgr-ound On November 22, 2005, EHSI pe&rmed an initial mold and moisture assessment in the subject residence. At the time of the mold and moist= assessment the home had a very musty odor and visible mold growtb was observed on many surfaces. Additionally, the residence had a number of areas with visibly water -damaged materials. It was noted at that time that upkeep of the residence bad been neglected and gutta, downspouts, flashing and other water control devises and features were abserd or less than effective, Based on the results of the mold and moisture assessment, EHSI reconmunded that actions be taken to remove/clean viWe mold from the residence as well as eliminate source(s) of moisture. The initial mold and moisture assessment suggested that most of the water intrusion was occurring through roof or envelope leaks. Wet indoor materials coupled with a lack of ten4xwatmv controls created a very high interior relative humidity that likely led too much of the observed mold growth. 0 0 Joki Reedmw -40ca Ranedblice Assammwmt EHS1 PrCied 9113-01 May 16, 2006 Reported Information A&. Joki reported that the City of Edmonds has restricted fiuther actions at the residence, such as retnoval of windows and window flames as well as the removal and replacement of deteriorated wood products, until he can provide assurances that mold remediation has been conducted and is complete. Mr. Jold further reported that be intends to replace the roof and north wall of the residence. In addition, he reported that be intends to replace all windows and window ftmes as well as the floor in the first floor bathroom. Post-Remefflation Anemumat The post -mold rernediation assessnumt was conducted after materials with identified mold growth were reportedly removed and all areas cleaned using a vacuum equipped with a high efficiency particulate air (HEPA) filter. Typically, post-remediation assessments are conducted after removal of rnold-affected materials, drying of all remaining building materials and elimination of sourco(s) of water intrusion. VbUal Inspection At the time of this assessment, all interior walls within the residence had bean removed (Photos I and 2). Moreover, the first floor ceding was removed providing a clear line of site of the roof decking (Photo 3). While onsite, EHS1 noted that the mDld-affected mmaesials observed during the November 2005 assessment had been removed with the exception of window fi== in the Living Room and both bedrooms (Photo 4). The window fivnes have some spotty brown mold growth on painted surfitces. A door in the northwest bedroom also had some brown spotty mold growth on painted Surfitces. mobtare measn"nants The moist= content of building materials was determined using non-peneftating and penetrating Dr-EaAD moist= meters. Samples were collected fioni the Living Room fireplace mantle., the light switch at the top of the stairs near the kitchen and fiom the windowsill on the east wall of the basement. All samples were submitted to Lab/Cor Laboratories of Sadft WA. Lab/Cot is staffed by certified microbiologists and participates in the American Industrial Hygiene Associabon's Environmental Microbiology Proficiency Testing (AIHA EMPAT #101858). The samples were transfmW to Lab/Cor Laboratories under chain -of -custody control. The laboratory analyzed the tape lift samples by gaining than in lactophenol cotton blue and observing characteristic morphologies at serveral nugrufications. 11w laboratory report is presented in Appendix A. In all cases the laboratory reported the presence of a few scattered spores of several mold types inchding AspergilhsslPenkffliwn-like moK Uwtomlum sp., Cladosporium sp., Ganoderma sp. and Scopuhviqps& sp. Diwassion The initial mold and moisture assessment conducted by EHS1 was intended to determine the types and quantities of filamentous molds that may impact the health of son-w individuals. Filamentous roolds are one of many types of fiingus. Assessments fDr filamentous rnold do riot also include an assessment for the fimpl types responsible fDr "dry rot". While both "dry rot" and fiWneutous molds are finigi, in Washington State it is necessary to have a Strudural Pest Inspector (SPI) license to report the presence of "dry rot". The presence of "dry rot" fungus, wbile not a health ism, may impair wood products to a point whom safety issues become important. During the post-remiediation assessmart, the visual inspection Ebr fiWnentous. mold indicated that all mold -affected materials, with the exception of some window fiwnes and a door, have been removed from the reside=. The moisture meter assessment indicated that water mtrusion has not been totally elimin ed and not all building materials have been dried to a point where they do not have the potential to allow mDkl growth. It should be noted that the north side of the roof has a significant growth of moss (Photo 7) and it is believed that wood along the north end of the roof may have suffered water damage. EHS1 behaves that the next step is to remove materials with water damage. The removal of materials wM water damage will also remve the materials with elevated moisture content at the time of the post-remediation assessinent. (EHSI) conducted a mold and moisture survey at the residence. located at 23406 — glyh Avenue West, Edmonds, Washington. The survey was conducted at the request of Ms Jeannine Grat a Building Official with the City of Edmonds Building Department. EHSI was retained to identify and to document the extent of water damage and visible mold growth, collect surface tape lift samples of suspected mold growth, and to provide recommendations for further actions. While onsite EHSI noted a strong musty odor and observed a considerable amount of visible mold on most, if not A first floor walls and ceilings. Upkeep on the residence has been neglected and gutters, downspouts, flashing and other water control devises are absent or less than effective. Despite the presence of mold on most interior first floor surfaces, only a few building materials in the home had elevated moisture contents at the time of the assessment. Some of the water intrusion causing the elevated moisture content of interior materials likely came through roof or building envelop leaks. The high interior relative humidity is likely the moisture 'source for much of the mold in the residence. Laboratory results from tape H surface samples collected from selected areas of fungal growth indicate that a number of mold types including Aspergillus sp., Penicillium sp., Cladosporium sp. are growing in the residence. Sampling was limited and it is likely that other mold types also exist within the residence. EHSI recommends that action be taken to remove/c'lean visible mold from materials as well as eliminate source(s) of moisture that may provide an environment for fungal growth. Mold abatement activities should include eliminating the source(s) of moisture otherwise re -growth of mold will occur. At the conclusion of all other mold remediation activities, EHSI recommends that the residence be thoroughly cleaned throughout to significantly reduce the amount of settled, but not growing, fungal spores and particulates. EHSI recommends that abatement work be conducted workers with appropriate personal protective equipment (PPE) and training regarding working with mold. 0 0 EHS INTERNA TIONA L, INC. 23406-90'h Avenue W, Edmonds, WA PROJECT #9044-01 November 30, 2005 BACKGROUND EHSI was told that in 2001 the resident of the subject property moved out of the home and the home not been occupied since. It was reported that the heat, electricity and water have been turned off since the residence was vacated. It was additionally reported that the owner/resident was a "hoarder" who accumulated and stored items causing potentially unsaf� living conditions. On November 22, 2005, EHSI met with several representatives from the City of Edmonds Building Department as well as Mr. Michael Kealy, a real estate professional, who provided access to the residence and information regarding the history of the project. It was reported that the final contents of the home were removed and the residence is scheduled to be sold to a contractor who will perform renovations to the residence prior to re -sale. SITE DESCRIPTION The approximately 1,000 square foot residence, built in the first half of the 20"' century is wood - framed with a composite shingle roof and a half -daylight basement with cinderblock masonry units. A furnace unit located in the basement can provide warm air to first floor rooms via ducting through previously existing air grills located on lower walls and the floor. At the time of the assessment, the bathroom had all its fixtures but the kitchen bad nothing but bare plumbing at the time of this assessment. The first floor of the residence includes a living room with fireplace, a front room, a kitchen, a bathroom and two bedrooms. The basement is currently one large area with only the furnace and a water heater that is suspected of leaking. There is evidence that a carpet was once present in several rooms including the living roorn, front room and hallway. Hardwood floors were exposed in these areas at the time of the assessment. Various types of sheet and tile vinyl were present in'the.kitchen, bathroom and both bedrooms. Walls are typically lath and plaster construction. While not present throughout, several walls appear to have wallpaper. Most surfaces have been painted. Page 2 of 10 0 0 EHS INTERNATIONAL, INC. 23406-90 h Avenue W, Edmonds, WA PROJECT #9044-01 November 30, 2005 APPROACH On November 22, 2005, EHSI conducted the moisture and mold survey of the residence. The survey included a visual inspection of interior exposed surfaces for evidence of water damage and/or mold growth. Moisture measurements were taken in selected locations using a Dri-Eae Moisture Pro penetrating moisture meter as well as a Dri-Eae Moisture Pro non -penetrating moisture meter. In addition, tape lift surface samples for laboratory analysis were collected in areas with suspected fungal growth. Four (4) tape lift surface samples were collected during the survey. The tape lift samples were collected from suspected mold growth and submitted to an accredited laboratory for identification. SAMPLING METHODOLOGY Fungi Tape lift samples were collected in suspected mold -affected areas. Transparent tape was pressed onto then lifted off the suspected areas and placed into a pre -labeled re -sealable plastic bag for transport to the laboratory and analysis for non -viable fimgi. Tape lift samples were submitted to Lab/Cor Laboratories of Seattle, WA. Lab/Cor is staffed by certified microbiologists and participates in the 'American Industrial Hygiene Association's Environmental Microbiology Proficiency Testing (AIHA EMPAT #101858). Samples were transferred under chain -of -custody control. SURVEY AND LABORATORY RESULTS Visual Inspection A strong musty odor and visible mold growth was present in all.the rooms on the first floor of the residence. While the following is a brief description of the residence by room it should be emphasized that mold growth may be present on surfaces not otherwise noted. Mold growth appeared to be ubiquitous and ranged in color from black to green to orange to white. In addition to the molds observed there was a considerable amount of grime, spider webs, soot and other stains on surfaces in the residence. Small brown/orange spotty mold growth was observed on all walls, ceiling and window frames (Photo #2). Black spotty mold growth was also observed in areas. Ceiling paint/wallpaper was delaminating in several areas of the ceiling. The iron air vent was observed to be rusting. Bedroom I (NW Comer) — The northeast comer ceiling and wall was delaminating and had significant black mold growth (Photo #3). There was also black spotty mold growth on the lower wall in the southwest comer of the room. Yellow spotty suspected mold growth was observed on the ceiling and walls (Photo #4). The northwest comer of the room had some yellow and black mold growth and was delaminating. The ceiling of the closet in the room was delaminating on the west side (Photo #5). Bathroom — Cracked paint from moisture exposure was observed on the east wall (behind the tub) and on the ceiling in the northwest comer (Photo # 6). Spotty mold growth was observed on the painted door frame. Feces were observed on the floor by the toilet and it was reported that the toilet leaked prior to vacancy of the residence (Photo #7). Hallway — Yellow and black spotty suspected mold growth was observed on ceiling and walls (Photo #8). Bedroom 2 (NE Comer) — Black spotty mold growth was observed on window frames and casement. Brown spotty growth was observed on doors and door frames (Photo #9). Front Closet — At the time of the assessment, puddled water was observed on the hardwood floor by the door of the closet. It was reported that the water was from a recently spilled container. Front Room — Considerable moisture damage, delamination and mold growth was observed on the east side ceiling and upper wall (Photo #10). Black and brown mold growth was observed throughout. Page 4 of 10 0 0 EMS INTERNA TIONA I, INC. 23406-90'h Avenue W, Edmonds, WA PROJECT #9044-01 November 30, 2005 Hardwood floors in this room, as well as throughout the first floor, have an elevated moisture content and may have some fungal growth (Photo #11). Kitchen — There was spotty suspected mold growth throughout the room. A passive vent to the exterior was clogged and plywood sub -floor was warped where exposed (Photos # 12-13). Basement - Attic — The basement, on a concrete slab, had a less strong odor than the first floor. The pallet and floor beneath the water heater had a puddle of water (Photo #14). Batt insulation was between exposed studs along the north wall. In some cases the insulation was in poor condition, plants were growing into the area (Photo #15), and there was evidence of wood. decay at the base of the wall in many locations (Photo #16). Moreover, the underside of the floor decking beneath the bathroom was stained and a thick white growth was observed on floor decking, joists and a nearby door frame. Similar white growth was observed in several other areas of the basement as well (Photo #17). The attic is accessible through a ceiling opening near the stair to the basement. The attic has a white fluffy insulation on top of pink insulation. The roof deck was continuous wooden slats. Although roof leaks are likely there were none obvious at the time of the assessment (Photos #18-19). Ext�rior — A walk-through of the residence's exterior re -affirmed the dilapidated condition of the property. Of note was a downspout hanging but unattached to the northwest comer of the house, mildew growth on exterior siding and an accumulation of organic material in gutters (Photos 20-22). Relative Humidity At 3:30 pin on the day of the assessment the outdoor and indoor temperature was 43* F and the outdoor and indoor relative. humidity was 77%. Measurements exceeding 15% are considered significantly moist and capable of supporting mold growth. Despite the widespread mold growth, most building materials in the residence had a moisture content of less than 15%. Locations in the subject residence with moisture measurements approaching or exceeding 15% include: 1) The ceiling in the southwest comer (-6 ft2) of the living room had a moisture content of 14%; . 2) A ceiling area with a faint brown water stain (— 1 ft2 ) on the east side of the living room; 3) The area of ceiling with delamination in the front room had a moisture content of 15%; 4) All exposed hardwood floor on the first floor. had a moisture content of greater than 15%; and, 5) All exposed wood components in the basement had a moisture content greater than 15%. These exposed wood components included: studs, siding, joists, floor decking, stairs and support columns. Mold A portion of each tape lift was mounted on a slide and stained with lactophenol cotton blue. Characteristic morphologies were observed at a magnification of approximately 400x. The tape lift sample collected from the green growth on' the ceiling in the living room (9044-010 1) was 100% covered by a mixture of Aspergillus sp. and Penicillium sp. molds and 40% covered with Cladosporium sp. mold. The tape lift sample collected from an area with thick white growth on the basement doo'rframe (9044- 0102) was identified as being 100% covered with an unidentified hyaline hyphomycete. In addition, a few loose spores of AspergilluslPenicillium-like sporesvere identified. The tape lift sample collected from the ceiling of Bedroom 1 (9044-0103) was 100% covered with Cladosporium sp., Penicillium sp., Ulocladium chartarum, and an unidentified Chrysosporium-like sp. The sample also had a few loose spores of Scopulariopsis sp. mold. The tape lift sample collected from spotty yellow -growth on the Living Room wall (9044-0104) was identified as being 100% covered by both Aspergillus sp. and Cladosporium sp. molds. Page 6 of 10 0 . 0 EMS INTERNA TIONAL, INC. 23406-90'b Avenue W, Edmonds, WA PROJECT #9044-01 November 30, 2005 DISCUSSION/CONCLUSIONS The results of this assessment indicate that there is a considerable amount of mold growth in the subject residence. Mold growth was observed on most first floor surfaces. While there were several areas that had visual evidence of building material damage due to water intrusion, only a few of those areas had building materials with an elevated moisture content at the time of the assessment. The ubiquitous nature of the mold growth coupled with high interior relative humidity levels and the lack of elevated moisture content in building materials suggests that much of the mold growth is due to the high interior relative humidity. The laboratory identified a number of mold types including Aspergillus sp., Penicillium sp., and Cladospofium sp. as the predominant mold types on the samples collected. A brief discussion of identified mold types are provided below based on information available from Aerotech Laboratories' website fungal glossary (http://www.aerotechlabs.com). Aspergillus is a common type I & III allergen. They are' frequently isolated from forest products, soils, grains, nuts, cotton, organic debris, and water damaged building materials. Spores can also be found in moist ventilation systems and house dust. There are more than 160 different species of Aspergillus, sixteen of which have been documented as etiological agents of human disease but rarely occur in individuals with normally functioning immune systems. However, due to the substantial increase in populations of individuals with HIV, chemotherapy patients and those on corticosteroid treatment, contamination of building substrates with fungi� partictilarly Aspergillus is of concern. Aspergillosis is now the second most common fungal infection requiring hospitalization in the United States. Many Aspergillus species produce mycotoxins that may be associated with diseases in humans and other animals. Toxin production is dependent on the species or strain within the species and on the food source for the fungus.' AsPergillus and Penicillium spores are indistinguishable via direct microscopic examination. Aspergillus tends to colonize continuously damp materials such as damp wallboard and fabrics. Penicillium is commonly found in house dust, on water -damaged wallpaper, behind paint and in decaying fabrics. 1 Cladosporium is widely distributed in air and rotten organic material. C herbarum is the most frequently found species in outdoor air in temperate climates. It is often found indoors, usually in lesser numbers than outdoors. The dry conidia become easily airborne and are transported over long distances. This fungus is often encountered in dirty refrigerators, especially in reservoirs where condensation is collected. It can easily be seen on moist window frames covering the whole painted area with a velvety olive-green layer. Cladospofium often discolors interior paint, paper, or textiles stored under humid conditions. Houses with poor ventilation, houses with thatched straw roofs and houses situated in damp environments may have heavy concentrations of Cladosporium, which win be easily expressed when domestic mold is analyzed. It is commonly found on the surface of fiberglass duct liner in the interior of supply ducts. It is also found naturally on dead & woody plants, food, Page 7 of 10 0 0 EHS INTERNA TIONA I, INC. 23406-9& Avenue W, Edmonds, WA PROJECT #9044-01 November 30, 2005 straw, soils, paint, and textiles. The ability to sporulate heavily, ease of dispersal, and buoyant spores makes this fungus the most important fungal airway allergen; and together with Alternaria, it commonly causes asthma and hay fever in the Western hemisphere. ' A large number of organisms belong to this genus [Penicillium], and identification to species is difficult. Often found in aerosol samples, it is comnion in soil, food, cellulose, paint, grains, and compost piles. In the indoor environment it is in carpet, wallpaper, and in interior fiberglass duct insulation. Although this fungus causes fewer allergies than other molds, Penicillium. is reported to be a type I & III allergen. It may cause hypersensitivity pneumonitis and allergic alveolitis in susceptible individuals. I Ulocladium is reported to be a major type I allergen. 'This saprobe (weak parasite) is widespread and commonly found on plant materials, soils, dung, grass, compost, and textiles. Some species are cellulolytic and can grow on water -damaged building materials. Ulocladium is also found in dust and air samples; and indoors on carpets and painted surfaces. 1 Scopulariopsis is ubiquitous and can be found on soil, plant material, feathers, insects, dung, house dust and on a wide variety of materials including old carpets and water -damaged wallpaper. The species S. fimicola is known as the white plaster mold of mushroom beds while other species may attack bee larvae and silkworms. Scopulariopsis is a type III allergen, and may cause a variety of infections in humans. Chrysosporium is a saprobe of about 22 species and is commonly found in soil, dung, plant debris, sand, bird nests and seeds. This genus is ceRulolytic,,thermotolerant, and is a rare cause of human infections. Some health effects include onychomycosis, skin lesions, and endocarditis. Some species are also able to decompose hair, hoofs, and leather. It has type I & III allergens and can produce sterigmatocystin, a mycotoxin shown to cause liver and kidney damage in laboratory animals. ' RECOMMENDATIONS Based on the findings of this assessment, EHSI has the following recommendations to eliminate fungal growth in the residence. o Provide heat to raise the interior temperature, lower the interior relative humidity and reduce the moisture content of building materials. o Remove mold growth by removal of building materials on which the mold is growing or by a thorough washing (using a detergent and water solution) of mold -affected surfaces. o Locate and repair the source(s) of the water leaks. The location(s) of some of the areas with elevated moisture content suggest that roof leaks and/or a dilapidated gutter system are ible f responsi or at least some of the moisture intrusion. Remove mold growth from semi -porous materials such as exposed wood in the basement by washing thoroughly using a wire brush and a detergent and water solution. • Remove and replace all siding and other wood that appears to be deteriorating. Remove and replace at least 2-feet beyond the area(s) that is visually impacted. • Remove and replace attic insulation. The condition of the residence at the time of the assessment prompts EHSI to make these additional recommendations: o The residence's air handling system, including the furnace, ducts and grills should be cleaned and properly maintained prior to use. o EHSI observed several materials that are likely asbestos -containing, including 9-inch vinyl tile squares in Bedroom 2. Appropriate asbestos remediation measures should be exercised. o Finally, once the water intrusion is tern-iinated and visibly mold/water-affected materials are removed or cleaned there will continue to be countless millions of microscopic fungal spores and fragments on surfaces. EHS1 recommends that these spores and fragments be removed by detailed cleaning. This cleaning will include vacuuming using a vacuum with a high efficiency particulate arrestance (HEPA) filter followed by wiping the surface with a moist rag. If requested and authorized, EHSI will prepare a protocol for the cleaning and decontamination of the subject residence. The protocol would provide information regarding PPE, work practices and recommendations for post-remediation clearance testing. LIMITATIONS AND STANDARD OF CARE This mold and moisture assessment was conducted by EHSI in accordance with the Scope of Work defined by EHSI proposal 05-191 signed on November 21, 2005. It is understood that this assessment was limited to visible surfaces, and that extensive destiuctive testing to examine all hidden areas was not part of our scope. During the course of mold'abatement or other construction work, additional water damaged and/or mold contaminated materials may be found. EHSI followed currently accepted industrial hygiene practices, including professional opinions based on observations and laboratory data obtained. On May 6*, 2006, at the request of Mr. Brian ioki� a representative fiom, EHS-Internatiowil, Inc. (EHSI) conducted a pDst-moid remediation assessmew in the private residence located at 24306 — 9& Avenue West, Edmonds, Wahington. TU post-mDld remediation assessment included: a visual inspection of the resklence; measuring the moisture content of previously affected building materials; and, the collection of several mrfacie samples fDr a determination of settled fiingal concentrations at the time of the assessment. Based on the results from this assessment, EHS1 r000mmends that the homeowner proceed with the elinunation of sDurce(s) 'of water mtrusion and the replacement of window firames and building materials with significant water damage. The results of the assessment are diw� below. Backrumd On November 22, 2005, EHSI pe&rmad an initial mold and moisture assessment in the subject residence. At the time of the mold and moisture assessment the home had a very musty odor and visible mold growth was observed on many surfitces. Additionally, the residence had a number of areas with visibly water -damaged materials. It was noted at that time that upkeep of the residence had bow neglected and gutter, downspouts, flashing and other water control devises and features were absent or lass then effective. Based on the results of the mold and nioisture assessnient EHS1 reconimended that actions be taken to remove/clean visible mold from the residence as well as eliminate source(s) of mDW=. The initial mold and moisture assessment suggested that most of the water inftusion was occurring through roof or envelope leaks. Wet indoor materials coupled with a bwk of temperature controls created a very high mtemr relative humidity that likely led too much of the observed mold growth. Mr. Joki fiuther reported that he intends to replace the roof and north wall of the residence. In addition, he reported that be intends to replace all windows and window frames as well as the floor in the fag floor bathroom. Post-RanWb,doik Ammmment The post -mid remedialiDn assessment was conducted after materials, with identified mold growth were reportedly removed and all area cleaned using a vacuum equippeid with a high efficiency particulate air (HEPA) filter. Typically, post-remediation assessments are conducted after removal of tnold-affected materials, drying of all remaining building materials and elimination of source(s) of water intrusion. Visual Inspecdon At the time of this assessment, all interior walls within the residence had been remved (Photos I and 2). Moreover, the fM floor ceiling was removed providing a clew line of site of the roof docking (Photo 3). While onstte, EHSI noted that the mDid-affected materials observed during the November 2005 assessment had been rernoved with the exception of window fimes in the Living Room and both bedrooms (Photo 4). The window fimies have some spotty brown rnold growth on painted surflices. A door in the northwest bedroom also had some brown spotty mid growth on painted surfaces. mobtury meam"Mmts The misture content of building materials was determined using non -penetrating and penetrating Dr-Eaz* moisture meters. Typically, dimensional lumber has a misture co I of approximately 16 to 18%. On the day of the assessment, elevated misture contents of up to 25% were identified in the roofdocking along the north wall of the residence. Elevated moisture content was measuid on the underside of the roof docking to a distance of fbur-feet from the upper north wall (Pboto 5� Roof decking, siding and the window fiame in the southwest comer of the residence, Front Room, also had elevated moisture contents at the time of the assessment, with moisture contents up to 22% (Photo 6). Samples were collected fioni the Living Room fireplam nv&* the U& switch at the top of the stairs near the kitchen and from the windowsill on the east wall ofthe basement. All samples were submitted to Lab/Cor Laboratories of SeaftK WA. Lab/Cor is staffed by car 'fi ' microbiologists and participates in the American Industrial Hygiene Association's Envronmental.Microbiology Proficiency Testing (AlHA EMPAT #101858). The samples wery , num 6 to Lab/Cor Laboratories under chm-of-custody control. 1U laboratory analyzed the tqx lift samples by staining them in lactophenol cotton blue and observing characteristic morphologies at several magnifications. The laboratory report is ----1 InvuOULCU in Appendix A. In all cases the laboratory reported the presence of a few scattered spores of several mold types including AspergilluslPenkUftwn-like mold, Chaetomium sp., Cladospopium sp., Ganodermasp. ad -%qpukrfqpds sp. The initial motd and moisture assessment conducted by EHS1 was intended to deterrriine the types and quantities of filamentous molds that may impact the health of some individuals. Filamentous molds are one of many types of fimgus. Assessments for filamentous mold do not also inclu& an assessment for the fiu*d types responsible for "dry rat". While both "dry rot" and filamentous mAls are fimgi, in Washington St&e it is necessary to have a Structural Pest Inspector (SPI) licenu to report the presence of "dry rot". The presence of "dry rot" &%us, while not a health imm, may impair wood products to a point whom safety issues become important. During the post-remadiation assessment, the visual inspection for filamentous mold indicated that all mold -affected materials, with the exception of some window fimm and a door, have been removed fiurn the residence. 11w moisture meter assessment indicaW that water intrusion has not bow totally eliminated and not all building materials have been dried to a point where they do not have the potential to allow mold growth. It should be noted dud the north side of the roof has a significant growth of moss (Photo 7) and it is believed that wood along the north end of the roof may have suftered water datnage. EHSI believes that the noxt step is to remove materials with water damage. (EHSI) issued a Post-Remediation Assessment Report letter to Mr. Brian Joki, the homeowner of the private residence located at 24306-90th Avenue West, Edmonds, Washington. In the letter EHSI recommended that "the homeowner continue with the replacement of window frames and replacement of materials with water damage." On June 2, 2006, EHSI was informed by Mr. Joki that the following sentence in the "Discussions" section of the letter, "[I]n Washington State it is necessary to have a structural pest inspector (SPI) license to report the presence of dry rot. The presence of dry rot fungus, while not a health issue may impair wood products to a point where safety issues become important" has been interpreted by the City of Edmonds to mean that EHSI recommends that a pest inspection be performed at the residence. EHSI is not requiring or recommending that such an inspection be conducted. EHSI does recommend that water -damaged wood products, as well as mold -affected windows and window frames, be removed and replaced as the next step in the renovation project.
