This was the first time I felt it was necessary to get involved in the rule making of rny
community because it was needlessly effecting myself and other local citizens..
I took time away from my wife on her birthday to attend the hearing on the proposed parking
restrictions and would first like to take the time to thank the Councilmen for not responding to
a knee-jerk reaction by our Mayor.
I'll be the first to admit there is a definite problem that needs to be addressed. As I stated at the
hearing, I have been commuting to Bainbridge Island for four and one-half years. After a serious
back injury that nearly left me bankrupt, this was the only job I could find. Yes I do enjoy my
job but I did not choose the commute. I also need all the money I make to keep digging my way
out of the hole I'm in, so the complacent attitude of the Mayor, and the staff person that I have
the option to pay Joe Diamond to park ( a man who has plenty of money and doesn't need any
of mine) I find contemptible. I not only pay taxes to maintain the streets, but also pay your
salary. You work for all the citizens not just the ones that whine the most. If you loose track
of that, maybe it's time to resign.
The one comment I find most offensive is when the Mayor said it affects the other citizens of
the community the same. That isn't true, if you live in the area you can get a permit, if your
visiting you can get a permit, you can live anywhere, not even paying taxes there, but work in
the area and you can park all day but if you live and pay taxes there and work somewhere else
you don't have the sarne right? What about the people who want to take advantage of our
beautiful city and parks, spending all day there, should they have to pay to park?
I see the problem every day, the daytime parking isn't a problem on Admiral Way. The majority
of the parking areas in adjacent lots are vacant. This area was developed after parking
requirements were a part of the code. In the core area I understand and agree there should be
tighter restrictions, maybe the three hour parking restrictions is appropriate. I personally, was
offended when you took the lot in front of Richards. A city lot (and streets) should not be
dedicated to just those businesses, which is the effect of the three hour limit.
The problem can easily be solved without needlessly affecting the wrong people. I have
personally seen the effects of your other parking restrictions. Every time one place is closed,
parking is harder to find. Especially when WASHDOT closed the lot at the light. The majority
of the cars I see have been there overnight or longer. If you spend one day watching where the
people are coming, you would see it's from the peninsula side. Furthermore, Kingston has had
similar problems during the day. If you could see the mass of people walking off the boat, the
problem becomes obvious. If the restriction was limited to just NO OVERNIGHT PARKING
these people would need to find other arrangements. The amount of people commuting the other
direction is insignificant. Half of the people I ride with live within the city limits.
I do strongly feel that we should work to solve a problem rather than reacting to it. By this I
mean plan on how we can help everybody regardless of where they live, to make their commute
easier. I was encouraged by your plan for commuter lots. I suggest you contact your local
churches to use their lots on weekdays only and shuttled by Community Transit. By coupling
bus shuttles with existing park and rides. Work with WASHDOT to provide areas to park
dedicated to commuters that is convenient for all. These are just a couple of options you can
offer people besides paying Joe Diamond, which at this time is the only parking available. Please
lets all work together to solve a definite problem that at this time is causing a hardship on the
local residents. Thank you for your consideration.
