RM Introduction: During the storm events of late 1996 and early 1997, an existing storage and auto repair building was damaged beyond repair. The applicant is proposing to replace the building in the same location. The new building will be taller than the damaged building, and thus ADB review is required. Staff Analysis: 1. Building Design: The damaged building was a metal building with a nearly flat roof (I in 12 pitch) with a height of approximately 15 feet 6 inches. The applicant is proposing a new building which will have the same design, materials, and roof pitch, but will have a height of 20 feet. The damaged building also has several roll -up type doors, while the proposed building has only two roll -up type doors. a) Materials: The applicant is proposing a corrugated metal building. b) Lightiniz: No new site or building lighting is proposed for this application. c) Colors: d) Signing: No signing is proposed. E. Compliance with criteria: In order for the ADB to approve this item, the Board must make the following findings: A. That the proposal is consistent with the comprehensive plan and other adopted city policies. 1) Community Culture and Urban Design Element of the of the Comprehensive Plan, section 13.6.a. states under General Appearance: "...Building forms compatible with adjacent uses ... Unsightly uses and storage screened by landscaping and fencing." 2) The proposal is a metal building located on a lot which slopes up from the main street. Therefore the building will be more visible than the building which is being removed. 3) The proposed building is located on a large lot which is surrounded on two sides by 5 line arterial streets and on one side by a limited access highway. The existing site is developed with other metal and stucco buildings. The building directly to the west of the proposed building is a corrugated metal building with a height similar to the height proposed. The lot to the cast is currently developed with a multiple family development. J� ADB-97-1 I B. Thai the staff has found that the proposal meets the requirements of the zoning ordinance, or the city has approved a variance or a modification under the zoning ordinance. 11), The proposed building is located in the CG zone. The proposal meets the required bulk standards and use restrictions for that zone. C. That the proposal as approved or conditionally approved satisfies the criteria and purposes ECDC W1 section 20.10, ADB Criteria, ECDC-section 20.12, landscaping, and ECDC section 20.60, sign code. 1) ECDC section 20.10.070 states "Long, massive, unbroken or monotonous buildings shall be avoided in order to comply with the purposes of this chapter ( 20.10) to allow light and air to occupants of the development and to provide space for landscaping and recreational facilities." LU, X� F.� Reconimendation: LL After a review of the proposal and the criteria located above, staff believes that the surroundings rnitigate the long unbroken building, and that the application is in compliance with the requirements found in the Edmonds Community Development Code as referred to in the required findings above.
