CITY OF EDMONDS Job Number 8097 October 19, 1998 We are pleased to present the Geotechnical Engineerin 'g Report for the proposed new SAF Inc, structure to be constructed at 243XX 76 Avenue West in Edmonds, Washington. The purposes of our work were to professionally evaluate subsurface soil and groundwater conditions, recommend general procedures for the grading and underslab treatment in the building areas, provide geotechnical engineering design parameters for shoring, and recommend bearing capacities for shallow wall footings. The scope of our services included-. 1) Logging and sampling two test pits excavated to a maximum depth of twelve feet below existing grades. The test pits were located in a manner to provide broad coverage of the proposed building site. The test pits were excavated with a rubber -tired backhoe and logged by an engineering geologist, Selected samples were taken of subsurface soils. 2) Reviewing collected soil samples in our office, and assigning appropriate laboratory tests consisting of moisture contents and sieve gradation tests. At the conclusion of the testing program, laboratory results were analyzed and compared with field notes and logs. 3) Preparation of this preliminary summary report in accordance with our understanding of project requirements and generally recognized local geotechnical engineering practices. A maximum excavation depth of fifteen feet is anticipated near the southwest comer ofthe site. We anticipate finish grades will remain near existing grades. General Site Coditions — Surface: The proposed new structure will be constructed on the vacant parcel on the east side of 76th Avenue West north of Mghway 104 in Edmonds, Washington. The attached Vicinity Map, Plate 2, shows the general vicinity of the site. At the time of our fieldwork, the site was covered with blackberry brush., other shrubs, and small trees. 5ub%gface ENploration and 2gscripkn� Two test pits were excavated with a rubber -tired backhoe to a maximum depth of 12.0 fed below existing grades at the locations shown on the Site Plan, Plate 3. The test pits were logged and sampled by an engineering geologist. The test pit logs are attached to this report. Recovered soil samples were subjected to moisture content and sieve gradation tests.. Test results and field density information are summarized on the test pit logs and attached plates, Although there may very well be some variation in the subsurface and/or conditions may not be readily apparent from the ground surface, we expect the following subsurface interpretation will be essentially correct: Some of the lower portions of the site are overlain with six inches to three feet of loose variable gravelly silty sandy fill. Underlying the fill (or the ground surface where there is no fill) is a loose gravelly silty sand. This looser material extends somewhere between 1.5 and 5,0 feet below existing grades. Underlying the loose gravelly silty sand is a very dense gravelly silty sand,' Test Pit No. 1, in the southwest comer, encountered a very dense gravelly sand with some silt at ten feet below existing grades. No groundwater seepage was noted during test pit excavation. The final test pit logs attached to this report present our interpretation of the field data and laboratory tests. The stratification lines oti the logs represent approximate boundaries between sod types at the exploration location. In actuality, the transition May be gmdual. The relative densities and moisture descriptions on the logs are interpretive descriptions based on observed conditions during excavation. The logs should be reviewed for specific subsurface information at each location tested.. SAFINC. STRUCTURE Job Number 8097 October 19, 1998 Page 3 Conclusions and RecQmmeadati2w General: The following general geotechnical conclusions can be drawn from our field and laboratory test data: 1) The native medium -dense very dense sandy soils at about 1.5 to 5.0 feet below existing grades can provide bearing to the structure, A bearing pressure of 2500 pounds per square foot (psf) can be utilized in design. 2) We recommend footing drains for all sides of the structure. Positive drainage to an appropriate drainage structure is recommended. 3) SoUs with a high percentage of silt and/or clay (>15%) are moisture sensitive and difficult to impossible to utilize as structural fill is the soil is more than two to three percent wetter or drier than the optimum moisture content at the time of compaction. The soils at this site are silty, and are moisture sensitive. 4) Shoring is required for the southwest comer of the site. Foundations: The proposed new structure may be supported on conventional continuous and spread footings bearing on the medium -dense to very -dense gravelly silty sandy soils at about 1.5 to 5.0 feet below existing grades, Alternatively, the footings may bear on the compacted structural fill built up from competent dense to hard native soils. All footings should bear at a minimum depth of 1.5 feet below existing grades. A bearing pressure of two thousand five hundred (2,500) psf may be assumed for footings bearing directly on the medium -dense to very dense native sandy soils. Footings bearing on compacted structural fill should be designed for. a maximum bearing pressure of two thousand (2,000) psf. The design bearing pressure may be increased by one-third to accommodate short term wind and seismic, loads. To provide protection against shear failure, we recommend continuous and spread footings have minimum widths of sixteen (16) inches and twenty-four (24) inches, respectively. Structural fill or crushed rock that is placed under footings should extend out beyond the edges of the footings a minimum distance equal to one-half the fill depth. For example, if two feet of structural fill was placed under a sixteen -inch -wide footing,. the total minimum width of the fill (and therefore the footing excavation) would be forty inches. i 3: 29 4258289443 DODDS GEOSCIEHCES PA, G E SAF INC. Lateral loads such as wind and seismic forces are accommodated by friction between the foundation elements and the bearing soils and by passive earth pressure against the foundations. However, passive earth pressure is only available if m Go, pacted structural fill is used to backfill against the foundations, or the foundations are poured against the existing soil. The passive resistance of undisturbed native soil and property compacted structural fill may be assumed to be an equivalent fluid pressure of three hundred fifty (350) pounds per cubic foot (peb. Seismic Delia The site is classified as Seismic Zone 3 by the Uniform Building Code, We recommend the designer utilize site soil coefficient Sc in their analysis. Water should not be allowed to pond where foundations, pavements, or slabs are to be constructed. Final site grades adjacent to the buildings should be sloped away from the structure for a minimum distance of ton fed. Roof and. surface water drains should discharge to an appropriate facility.' Footing drains are required, and should consist of a slotted four -inch -diameter PVC pipe bedded in, and covered with a minimum of six inches of drain rock. The invert of the pipe should be placed at the elevation of the footings. A non -woven gootextile fabric (Mirafi 140N, Supac 4NP, or other equivalent) should be wrapped around the outside of the drain rock. The PVC pipe should be sloped to drain, and may be connected to the roof and surface water discharge pipe down -gradient and away from the structure. STRUCTURE October 19, 1998 $lope Reinforcement: Job Number $097 Page 5 The excavation slope near the southwest comer will require shoring. A temporary soldier pile wall appears appropriate for the anticipated maximum excavation depth of fifteen feet. This soldier pile wall should consist of minimum eighteen -inch -diameter steel - beam -reinforced concrete augercast piles embedded a minimum depth of ten feet or the height of pile stickup above the excavation grade, Whichever is greater. Rakers or tiebacks will probably be required because of the high soil loads. Treated lagging should be utilized between the piles, Provisions should be made to accommodate drainage which may percolate through the wall. The following design pressures can be used by the structural engineer for the structural design of the wall: 1) An Active Equivalent Fluid Pressure of 55 pounds per cubic foot (pcO. 2) A uniform surcharge of 1200 psf acting over the entire height of the pile above excavation grade. 3) A Passive Equivalent Fluid Pressure of 400 pcf acting over twice the pile diameter swing at a depth of two feet below the excavation. The augercast method of pile installation involves drilling the hole with the auger equipment and then continuously pumping concrete grout through the center of the hollow -stem auger -during auger extraction. Steel reinforcement in then placed in the hole through the entire depth. A head of concrete must be maintained above the auger tip to ensure an intact column of concrete has filled the drilled hole after the auger has been removed. Generally, this can be achieved by withdrawing the auger slowly while maintaining a suitably high pump pressure. As a general rule, the rate of auger extraction should not exceed about five feet a minute, and the pressure of the concrete grout pump should be in the range of 150 to 250 pounds per square inch (psi). The pump should be equipped with a calibrated stroke counter so that concrete volumes may be calculated. It may be possible, and less expensive, to drill the shoring piles "open -hole". This method involves drilling the holes with solid shaft auger, and then placing the concrete and steel in the vacant hole. This method is only possible if the holes do not cave prior to the placement of concrete and steel. A test pde is recommended if the owner wishes to consider drilling the piles "open-hol6". We can provide design criteria for different pile diameters and embedment lengths, if desired. For transient loads, such as seismic, the allowable load may be increased by one-third. STRUCTURE job Number 8097 October 19, 1998 Page 6 As augercast piles cannot be inspected after installation, it is important that an engineer or geologist from our office be present during installation. This will allow us: 1) To confirm that the encountered subsurface conditions are consistent with those indicated by our exploration; 2) To evaluate whether soldier pile construction activities comply with the intent of contract plans and specifications, and, 3) To provide recommendations for design changes in the event unanticipated subsurface conditions are encountered. We would be delighted to provide these construction observation services, however it must be understood that we will not supervise the contractor during his operations, nor are we responsible for job and site safety during construction. L =911 - Foundation and retaining walls must be designed to support the lateral earth pressures which abutting soils will impose. If this aissumption is incorrect a uniform lateral pressure of one hundred psf should be added to the wall pressure given above. The values recommended above are ultimate values, and should be reduced by an appropriate saf�ty factor. As a guideline, we recommend a minimum Factor of Safety of 1.5 fbr overturning and sliding. The resultant force from the soil (neglecting the passive pressure force) can be calculated by taking moments about the toe of the wall. The resultant force should pass through the middle third of the footing. The above design values do not includ * e hydrostatic pressures behind the walls and assume that no surcharge slopes or loads (such as traffic) are placed above, or near the walls. Design values can also be exceeded if heavy construction equipment is allowed within twelve feet of the wall. If any of these conditions exist, then the above design values should be augmented be appropriate additional pressures. Page 7 foundation walls should be appropriately waterproofed, and then backfilled with a clean, compacted, free -draining granular soil or an approved drainage composite. This will prevent the buildup of hydrostatic pressures. The wall backfill should contain no more than five percent silt and clay, no organics, and no cobbles greater than four inches in diameter. The percentage of sand (from the #4 sieve to the #200 sieve) should range from 25% to 75%. During compaction of the wall backfill, care should be taken to not damage the wall. The top one to two feet of wall backfill should consist of a relatively impermeable soil or topsoil, Excayations and Slopes: Temporary and permanent excavation and slopes for this project must meet all applicable government safety regulations, Temporary cuts to a depth of four feet may be attempted vertical, although they may not hold. Excavation slopes greater than four feet in depth should be cut no steeper than 1: 1 (Horizontal. Vertical). Flatter slopes may be required depending upon location variations in soils conditions and whether there is groundwater present. Contractors working in excavations should use caution at all times. Sudden caving of the side slopes is possible. Permanent cut and fill slopes which are not otherwise reinforced should not exceed 2:1 (H:V). The Owner must remove or relocate any part of the encroachment within ten (10) days or such other time as specified in the notice after receipt of it from the City Engineer, or the City Engineer may cause such work to be done and the reasonable cost thereof shall constitute a lien upon the property. d. Whatever rights and obligations were acquired by the City with respect to the easement shall remain and continue in full force and effect and shall in no way be affected by city's grant of permission to construct and maintain the encroachment structure. 4. Entire Agreemen . This Agreement constitutes the entire agreement between the parties with respect to the subject matter hereof and supersedes and replaces all other agreements, oral or written, between the parties with respect to the subject matter. 5. Entire Agreement.
