All are sprinklered. The sprinkler heads used are on the recall list. We informed the contractor that the heads must be replaced before we will final the building. The contractor tells us that if he replaces the heads now, Central will not pay for them. Central is putting together a team to go around nationally and replace recalled sprinkler heads. We are advised it will be about three years before the heads in our new buildings will be replaced under the recall. We informed the contractor that no certificate of occupancy will be issued until the the heads have been replaced. He will not accept recalled heads in a new fire sprinkler system. He will have to work out the financial end with Central. All life safety systems are functional and accepted throughout. For Final Occupancy, Fire will require a lockbox installation and investigation into validation/non-validation of Central sprinkler Voluntary Recall Program. I have the information and images for evaluation of the sprinklers used on site. Please add the cost of two Fire Department inspection hours to the total fees to accommodate the TCO. Following our TCO discussion last month, these are the stipulations that I recall discussing: TCO can be removed at anytime for cause and immediate enforcement taken to vacate the building. TCO requires formal written proposal and plan to meet continued construction and occupant coexistence in accordance with City requirements. TCO requires additional inspection hours and all departments will provide cost projections for collection by Building prior to TCO issue. The system shall *ntain a fire alarm control/communicator and panel to pervise and operate heat and smoke detection devices, alarm signal devices, visual annunciators and an integral digital communicator to transmit fire alarm and supervisory signals to a central station. The control/communicator shall be able to report the loss of either phone line without regard to which phone line failed f irst. If both lines fail, a local signal shall sound. The control/communicator shall have the ability to send a test signal to the central station every 24 hours. The test signal shall be able to be transmitted at a specific time of day or night by setting a program within the panel. The alarm signals transmitted to the central station shall indicate which of the eight zones is in alarm and which zones are in trouble, depending on which format is used.
