I am working on an environmental assessment and would like information related to

Specifically, I would like to review fire department records of environmental uses,
iazardous waste violations or incident reports related to hazardous waste spills. The

We have several new buildings nearing completion. All are sprinklered. The sprinkler heads used are on the
recall list. We informed the contractor that the heads must be replaced before we will final the building. The
contractor tells us that if he replaces the heads now, Central will not pay for them. Central is putting together a
team to go around nationally and replace recalled sprinkler heads. We are advised it will be about three years
before the heads in our new buildings will be replaced under the recall. We informed the contractor that no
certificate of occupancy will be issued until the the heads have been replaced. He will not accept recalled
heads in a new fire sprinkler system. He will have to work out the financial end with Central. Has any other
jurisdiction had this problem, and how did they handle it?

"A" Building warehouse space (not dwellings) has been approved by Fire for Temporary C of 0, once address is posted on
building. All life safety systems are functional and accepted throughout.
For Final Occupancy, Fire will require a lockbox installation and investigation into validation/non-validation of Central
sprinkler Voluntary Recall Program. I have the information and images for evaluation of the sprinklers used on site.
Please add the cost of two Fire Department inspection hours to the total fees to accommodate the TCO.
Following our TCO discussion last month, these are the stipulations that I recall discussing:
TCO can be removed at anytime for cause and immediate enforcement taken to vacate the building.
TCO requires formal written proposal and plan to meet continued construction and occupant coexistence in
accordance with City requirements.
TCO requires additional inspection hours and all departments will provide cost projections for collection by Building
prior to TCO issue.
Inconvenience and problem concerns from occupants of TCO spaces will be resolved by owner or agent.
Life safety and hazard violations will be resolved by City (see first stipulation).

I have not had time to write up the temp policy.
However, we directed Ken to contact the owner and have the owner make a written request to the City for a temporary
occupancy. Snook will not conduct a temporary final until he gets the ok from me and I will not give the ok until I get a
letter from the owner and secure some kind of guarantee that remaining outstanding items will be corrected. Thanks

DESCRIPTION:
The Model 5207 is an all -in -one fuseless local fire
evacuation control panel and digital
communicator designed for applications requiring
manual fire alarm, automatic fire alarm and water flow
for sprinkler system supervision. The basic unit offers
fire alarm for one to eight zones, expandable to 16 with
the optional 5210 expansion module. It is compatible
with both two- and four -wire smoke detectors. Compact,
l0easy to install and service, it delivers the features you'd
xpect. to find in fire systems costing much more.
During normal operation, the 5207 constantly checks
smoke and other sensing devices for fire conditions. It
also conducts system checks to determine if anytroubles,
5207
or system problems, exist. If the 5207 encounters a fire
or trouble condition, it sends a report to a central
monitoring station (if applicable), and, typically, sounds
an audible/visual warning in the local area.
The 5207's microprocessor constantly runs programs to
check inputs and carry out other routine functions. If the
program ever stops running, a watchdog circuit will
detect it and reset microprocessors to resume normal
operations.
The Model 5207 conducts an automatic self -test every
24 hours —at a time you select —and sends a report to
the central station (if applicable).
Other features of the system include English -language
remote annunciation simplifying "Step Programming" of
custom options. Remote downloading of system
configurations can eliminate the expense of sending out
a service technician for reprogramming. System provides
a built-in fire drill procedure. The exclusive Accu-ZoneO
feature measures and displays zone voltages, so you
can set up and test the system without separate testing
equipment. Fuseless circuit board design eliminates
one of the most likely causes for service calls.

On -site programming is available through the optional
Model 5521 Desktop Programmer or through any
remote annunciator.
Remote programming can be accomplished through the
use of 5521 programmer and 5530 modem, or through
the use of an IBM or compatible personal computer and
the Model 5541 Downloading Software (requires the
Model 5530 Downloading Modem).
More than 60 programmable options are available for
customizing system configurations and end -user
features, including zone type (fire, panic, tamper,
sprinkler, water, heat, cold, local); zone options (pre -
alarm delayed, smoke verification delayed, zone disable);
and zone location descriptions. Programmable dialer
options include total number of reporting attempts, Touch -
Tone" or rotary dialing, one or two telephone lines.
Several time delay features, including number of seconds
to alarm in pre -alarm, smoke delay conditions, number
of hours before loss of AC hours report, -and 24-hour test
time, can be programmed.
ZONE EXPANSION
The optional. Model 5210 Zone Expander doubles the
number of zones available to the 5207 from 8 to 16. The
5210 adds eight additional style A (class B) zones to the
5207, enabling use of both two- and four -wire
smoke detectors.

The 5207 includes an annunciator inside the cabinet. Its
six LEDs (for alarm, trouble, silenced, AC/low battery,
event memory, time set/reporting) are visible without
opening the cabinet. The annunciator allows for easy
operation of all functions. It features dual seven -segment
display and 14 uniquely assigned function keys. Keys
are: ENTER, CLEAR, SILENCE, SHUNT and 0-9 used
forALARM RESET, CLEAR ALARM MEMORY, DIALER
RESET, REQUEST DOWNLOAD, DISPLAY MEMORY,
TEST, DISPLAY TROUBLES, SET DATE and
SET TIME.
Remote annunciation is available through the Model
5230. This four -wire, 16-zone remote annunciator is
easy to operate. Its fourteen function keys can perform
the same operations as the main system annunciator,
including silencing, resetting, and displaying of alarms,
troubles and alarm memory. Use of access codes
prevents unwanted tampering. In addition the Model
5230 can be used to program all programmable options
for both the local control and digital communicator.
Features include LCD display, backlighting, English -
language annunciation.
Up to seven 5230s can be attached to one 5207. Standby
current draw per 5230 is 60 mA, alarm current is 120 mA.

report alarms and troubles to a central station. It can

digital communicator to transmit fire alarm and supervisory
signals to a central station. The control/communicator shall be
UL Listed or FM approved for use under NFPA 71, 72A, 7213,
72C and 72D standards. It shall provide power and control for
eight supervised detection zones, foursupervised alarm signal
circuits and - a dual digital communicator. The control/
communicator shall be expandable to sixteen supervised
detection zones and shall be able to communicate to a central
station in SIA, SK FSKII, SK 4/2 or Radionics BFSK formats.
The control/communicator shall be Model 5207 or
approved equal.
There shall be two Style D and six Style A detection zones.
They shall accommodate heat detectors, products of
combustion detectors, manual pull stations, sprinkler flow
switches and gate valve supervisory switches intermixed as
desired and permitted by NFPA 71, 72A, 72B, 72C, and 72D.
Products of combustion detection may be either two- or four -
wire and shall be cross listed by UL for use on the system. The
detection zones shall be programmed to (1) be cross zoned so
that two individual zones must sense products of combustion,
(2) automatically reset a detector to verify that smoke exists,
(3) see a single detector in alarm —before the alarm is sounded
and a signal is transmitted to the central station.
There shall be four 1 amp supervised (Style Y) alarm signal
circuits. They shall cause the bells/horns to ring steady/
ulsing/temporal throughout the premises until reset or
ilenced. Two 1 amp outputs can be combined to provide one
amp output.
The control shall be equipped with four auxiliary relays that

shall be programmed to operate on (1) pre -alarm, (2) tamper
alarm, (3) special alarm, (4) fire alarm, (5) trouble, (6) no -
silence, (7) alarm by specific zone (1-16). The relays shall
remain energized until the panel is silence reset or the trouble
condition is cleared, unless "no -silence" is selected.
The control/communicator shall have an integral annunciator
to indicate sequentially zones in alarm, zones in trouble, and
system functions. LEDs shall augment the display to make
clear to an operator the system status. An integral touchpad
shall be provided to operate, set up, and interrogate the
system. Vital operations such as alarm silencing or reset shall
be simple and obvious to an operator. Authorization pass
codes may or may not be used.
The control/communicator shall have the capability to supervise
two telephone lines, seize the phone line, and send the alarm
signal on one or both lines without the addition of any more
equipment. It shall sound a local trouble signal if the telephone
service is interrupted for longer that 45 seconds and it shall
transmit a signal indicating the loss of phone line service to the
central station over the remaining phone line. A signal shall
also be transmitted indicating the restoral of phone service.
The control/communicator shall be able to report the loss of
either phone line without regard to which phone line failed f irst.
If both lines fail, a local signal shall sound.
The control/communicator shall have the ability to send a test
signal to the central station every 24 hours. The test signal
shall be able to be transmitted at a specific time of day or night
by setting a program within the panel.
The alarm signals transmitted to the central station shall
indicate which of the eight zones is in alarm and which zones
are in trouble, depending on which format is used. Restoral
from alarm or trouble shall also be transmitted by zone. The
control/communicator shall be capable of communicating to
Silent Knight, Radionics or Ademco central station receivers.

System Sensor's ILOO Series smoke detectors may come In a small package
but they pack some big benefits. A large, supervised terminal block
(patent pending) featuring captured SEMS screws simplifies installation.
SmartCheckTM self -diagnostics allow you to check the detector's sensitivity
range by simply looking at the unit. Every ten seconds diagnostic circuitry
monitors chamber sensitivity, checking to see if the detector is within its UL
specification range. If it is, the LED flashes every ten seconds. If not, the LED
stops flashing - a clear sign the detector needs cleaning or servicing. So, to
see if a 100 series is within specification range, just look at it. This meets
NFPA 72 requirements for sensitivity testing. For sensitivity readout, use MOD
400 accessory and voltmeter.
Heat Detection. Integrated thermal models provide restorable, 135-degree
fixed -temperature heat detection. Isolated thermal models feature a fixed -tem-
perature heat sensor that is isolated from the smoke sensor, providing a
self -resetting, local audible smoke alarm. In these models only the isolated
heat sensor will signal an alarm to the panel. The isolated thermal products
are designed for applications where local annunciation, not total facility
evacuation is desired.
Sounder Models. A built-in piezoelectric horn (patent pending) in the 100
series sounder models produces the NFPA 72-required, 85dBA temporal
tone pattern when the individual detector alarms or when the supply voltage
polarity is reversed.

FEATURES
The 278B-1110 is UL and California State Fire Marshal
listed and is available as a normally open circuit device.
This dual action pull station is molded from Lexan and is
supplied with screw terminals for easy field connection. A
tool operated, reset feature Is supplied standard. The unit
may be mounted semi -flush using a 4" square back box
and plaster cover with a single gAng opening having an
overall minimum depth of 2 1/4" or may be surface mounted
to a 276B-RSB backbox.
APPLICATIONS
General alarm contacts for fire alarm systems in schools,
hospitals, factories and industrial applications. The con-
tacts are rated 3 amps resistance load at 30VAC and 1
amp resistance load at 28VDC.
DANGER — These devices will not. operate without
electrical power, and fires often cause cutoffs of
electrical power. These devices do not contain a battery
backup power supply. If the electrical circuit feeding
the device Is cut, or is not providing power for any
reason, the device will not Initiate any warning of a fire
or emergency. Nor will it provide any warning that it is
not functioning.

istem Sensor SpectrAlert Series strobes, horns, and combination horn/
strobes are UL listed for primary signaling in life safety systems and meet
public mode visible signaling requirements.
t Alert products can be connected to the alarm Indicating circuit of
control panel and are compatible with DC line supervision. The
Alert product Une mounts to standard back boxes with the use of a
eersal mounting plate included with each unit. An optional small
I footprint mounting plate fits to a single gang box. An accessory back box
skirt gives a cosmetic finish to a 4' x 4' x P/,' or a 2' x 4' x F/8" Surface
mounted back box. AR strobe and horn/strobe mounting options require
only one screw attachment of product to plate.
These products are designed for 12 and 24 VDC and full wave recti
fied
unfiltered power. Full wave rectified operation requires more current than
DC operation. For detailed current draw information, consult the table
below. The horn/strobe combination products are factory assembled with
jumper wires for in -tandem operation. For independent wIring of horn and
strobe. remove jumper wires. When wired for independent operation, the
trobe will continue to run while the horn can be silenced. However, [lie
trobe must be running for horn to operate.
Horn
The SpectrAlert Series horns and horn/strobes provide two different field
selectable/reversible tones. a high -low field selectable/reversible sound
output setting (low setting on 24 volt models only) and a field selectable/
reversible temp 3 pattern or non -temporal continuous pattern. These field

selectable features are accomplished with the use of pins and jumpers
located on the back of each SpectrAlert horn and horn/strobe. An accessory
module is not needed to make these field selections. The horn on horn/
strobe models will operate on a coded power supply. The horn only model
designed for coded power supplies (HC12/24) tvill also operate on a coded
power supply.
Strobes
The ADA compliant SpectrAlert strobes are electronic visible warning
signals that flash at I I-Iz over their operating voltage range. These products
are available in 24 volt models at 15, 15/75. 75 and 110 candela intensities
and in 12 volt models at IS and 15/75 candela intensities. SpectrAlert
products feature dramatic reductions in current requirements.
Sync*Clrcult Module
The Sync*Circuit Module is available for the synchronization of strobes and
horns and can synchronize two Style Y (class B) circuits or one Style Z
(class A) circuit, The module can also generate a synchronized lemp 3 tone
for System Sensor's MUlti-Alert'" and PA400 horn products.' The
synchronization module allows the SpectrAlert horns on combination horn/
strobes to be silenced on 2-wire systems. SpectrAlert's SyncoCircuit Module
can be daisy chained for multiple zone synchronization. The Module shall
not operate on a coded power supply.
'For Multi -Alert and PA400: Strobes niust be wired to a continuous source
of power (non -coded power supply).

Wheelock's Series RS Strobes and Series FISS Non-Sync/Sync Strobes operate with Low Current
Draw and the Series RSS has ZERO Inrush while maintaining their outstanding performance, reliability
and cost-effectiveness In meeting or exceeding the latest requirements of NFPA 72 (National Fire Alarm
Code) 1996, ANSI 117.1 (American National Standard for Accessible and Usable Building and Facilities),
and UL Standard 1971 (Signaling Devices for the Hearing Impaired). RS/RSS Strobe Appliances, when
property specified and Installed In accordance with NFPA/ANSI Standards, can provide the Equivalent
Facilitation allowed under ADA Accessibility Guidelines (ADAAG General Section 2.2) by meeting or
exceeding the illumination which results from ADA's strobe intensity guidelines of 75 candela at 50
feet. This Is an Illumination of 0.030 lumens per square toot.
Wheelock's Series RS/RSS Strobes employ an integral Patented Strobe Mounting Plate that makes it
easy to mount to a variety of backboxes. The strobes can be mounted to single -gang, double -gang,
4" square, 100 mm European backboxes, or the SHBB surface backbox. An attractive cover plate is
provided for a clean, finished appearance on all models.
Wheelock's Series RS Strobes are available with 15 and 15/75 candela intensities for Wall mount only
.and non -sync applications.
The Series RSS Strobes Include Non -Sync and Sync in ONE appliance. The Series SM or DSM Sync
Module must be used to, achieve Sychronization of the strobe. Synchronized strobes can eliminate
possible restrictions on the number of strobes in the field of view. Wheelock's synchronized strobes off er
the best way to comply wl * th ADA recommendations concerning photosensitive epilepsy. The strobe
options for the Series RSS are 15, 15/75, 30, 75 and 110 candela intensities for Wall mount and 15, 30,
75 and 100 candela Intensities for Ceiling mount applications.

I stamped Knowles for you after adding a couple notes to your comments. His plan showed the PIV downstream of the
vault and FDC, but the detail showed it in front of the vault. I corrected the plan to follow the detail.
I've been hunting for Maplewood Fire Connection, 00-930, issued November 21. Do you remember this one? There's
nada in construction file, nor building files and.no approved plan with contractor, even though the permit was issued. I'm
having the installer, Earthworks, stamp a plan sheet from the Civils for our records. I approved cover. Still need hydro and
flush. Underground contract scope ends 5' outside building.

The Fire Department provides the following comments for your plans:
1 Sht All Building A is sprinklered due to perimeter access restrictions
greater than 150'. Sprinkler requirement applies to Building A only.
2 Sht All Sprinkler permit is deferred submittal.
Make submittal for fire sprinkler system installation permit. Provide three copies of plan . s,
hydraulic calculations and specifications for pipe, sprinklers, hangers,* and system appurtenances
for review. Provide evidence of Washington State Sprinkler certificate of competency for sprinkler
design and work. 97 UFC 1001.3, RCW 18.27.110 —
3 Sht Al Fire connection permit is deferred submittal.
Fire connection permit is required. Underground design must be stamped by registered PE or a
Level III (WA) fire sprinkler contractor AND the installer must also stamp the plans. The installer
may be Level III or Level "U" fire sprinkler contractor licensed by the State. RCW 18.160.070
4 Sht A2 Dumpsters shall not be stored in buildings or placed within 5 feet
of Combustible walls, openings or combustible roof eave lines. Relocate dumpster enclosure to
accommodate separation requirements. UFC 1103.2.2
5 Sht A6 Callout exterior fueling area for LP -fueled forklift, and AVGAS;
storage location.
6 Sht A7 Maintain 40 degrees F. or greater in wet -piped sprinkler and riser
areas (e.g. SPRINKLER CONTROL).
