Details of Proposed Usage: The existing structure is a one level two bedroom, one bath house with an attached garage. We propose to improve the nroperty by interior redecoration and addition of a wall to create a closed sT)ace in the now existing dining area. The house will be used as office site for Dr. Lanita Wright and Dr. Gwen Lewis for the practice of Psychiatry and Psychology with speciality attention to children and their families. Appointments will. be made on hourly basis and patients will be seen by appointment only. The low volume basis of the practice should not disturb the current nature of the area. In addition the rear portion of the property will be converted to a parking area which is accessed by an alley bordering the rear of the property. The rear parking will prevent congestion of 4th Ave S street. Externally the house will be left as it is with the exception that it will be repainted and the siding extended to the attached garage to create a unif�,ing effect. The landscaping will be improved with the addition of new plantings and the pruning of existing ones. No sigh will be planned except for a sign indicating the street number. The plan is to leave the house as much the same as -possible so that it blends with the neighbor- hood. At some future date the interior of the garage may be finished to allow additional space. As noted, there is an existing single-family residence on site with an attached garage. (Wright testimony.) 4. The subject property is zoned RM-1.5 as set forth in the Edmonds Community Development Code (ECDC). section 16-30. 020(C) of the ECDC classifies offices in RM-1.5 zones as a primary use requiring a conditional use permit. (Staff report and ECDC.) 5. In order for a conditional use permit to be granted within the City of Edmonds the criteria as set forth in Section 20-05-010 of the ECDC must be satisfied. These criteria include: A. The proposed use must be consistent with the Comprehen- sive Plan of the City of Edmonds; B. The proposed use in its location must be consistent with the purposes of the zoning ordinance in which the pro- perty is located; and, C. The proposed use must not be significantly detrimental to the public health, safety or welfare, nor injurious to nearby private properties or improvements. The proposed conditional use permit does not appear to conflict with the purposes of this designa- tion. (Staff report.) 7. There are other offices in the area and in the.neighborhood. There is a chiropractor's office located near the subject property. The use will not adversely impact these other uses, nor will it be detrimental to the public nor to nearby private properties or improvements. (Staff report.) 8. It is the intent of the Applicant to use the subject property as an office for psychiatrists and psychologists. The pro- fessionals working at the office will care for 8 to 12 patients per day. There will be no other employees on site. (Wright testimony.) 9. Adequate parking for the patients of the Applicant is avail- able on 4th Avenue South. In addition, there are parking places in the rear of the subject property off the alley. (Bowman testimony.) 10. The Applicant's request meets all the parking requirements for office space that is in the RM-1.5 zone. (Bowman testi- mony.) 11. No exterior work will be done to the structure on site except for painting and residing a part of the building. The garage on site will remain attached to the building. (Wright testi- mony.) 12. It is the intent of the Applicant to convert the single-family residence into office use. There may be some need for interior remodelling of the structure. (Wright testimony.) 13. The Planning Department of the City of Edmonds rec ommended approval of the conditional use permit subject to the fol- lowing conditions: 1. Comply with all Architectural Design Board requirements. 2. The permit should be transferable. 14. Witnesses from a neighboring condominium building voiced con- cern about the use of the subject property for office purposes. The major concern of the witnesses was the use of the alley The wit- behind the subject property for parking purposes. nesses want to ensure that this alley is cleared of any parked vehicles. (Smuck testimony.) 16. An owner of property immediately north of the subject property testified to be in support of this request. The witness testi- fied that the use of the subject property for office space as proposed by the Applicant is more desirable than the develop- ment of the property with additional apartments. (Elwell testimony.) CONCLUSIONS 1. The application is for the approval of a conditional use permit for the allowance of a professional office to be situated in the structure located at 250 - 4th Avenue South, Edmonds, Washington, and more particularly described as set forth above. 2. In order for a conditional use permit to be granted within the City of Edmonds the criteria as set forth in Section 20.05.010 of the ECDC must be satisfied. The application satisfies these criteria. 3. The proposed use as a commercial office is consistent with the Commercial/Business designation of the subject property as set forth in the Comprehensive Plan. it is consistent with this plan in that it satisfies the goals and policies of Section 15.20.010 of the ECDC. 4. The proposed conditional use permit is consistent and does not conflict with the goals and policies of the zoning ordinances of the City of Edmonds and in particular withthe RM-1.5 zoned areas of the City. 5. The requested conditional use permit will not be detrimental to the nearby private properties or improvements. 6. A declaration of nonsignificance has been issued for the project. 7.
