Z Z� applicant was instructed to return for final approval on the color scheme and proposed materials for the W Cni LO rounded portion of the complex to be located at the comer of 6th Avenue No. and Bell Street. Final approval is also needed for the Historical and Interpretive Center, which is being required as part of 0 Z SEPA mitigation, to be located at the intersection of 5th Avenue No. and Bell Street. Mr. Bissell explained the applicant has altered one of the previously approved portions of the application by removing the barrel-vaulted roof over the Municipal Court facility on Bell Street, and replacing it with a 4-12 pitched roof which will match the other roofs within the complex. During the initial review some of the members of the Board had concerns about the barrel-vaulted roof, so further discussion on that issue is no longer necessary. He pointed out the outside material for the rounded portion of the complex will be stucco. John Bissell stated the proposal for the Historical Interpretive Center complies with the City's mitigation 0 requirements of the SEPA determination and includes covered benches along Sth Avenue No., which will also have historical and interpretive elements. Mr. Bissell explained that signage is now being proposed and there is no limit on the size or number of signs since this is a public -zoned property. The signs must be compatible with the design theme of the proposal and with surrounding developments, however. He pointed out that a sign evaluation is contained in the written staff report and that staff feels the lower level signs proposed are compatible with the proposed development as well as with the surrounding community. John Bissell commented that staff is recommending approval of this application. Boardmember Sullivan questioned the type of stucco being proposed. Dave Thomas stated the stucco will be site -installed with channels and reveals, and include inlaid terra cotta quarry tiles within notched reveals of the stucco, which will be designed for.drainage. He pointed out that the roof color will also be terra cotta. Boardmember Goodrick asked about the texture of the stucco. Lil John Bissell cautioned that the ADB authority is limited to the outside of the complex only and that the L) 9 Arts Commission has jurisdiction in those portions of the buildings where artwork is being commissioned to be included. Z Dave Thomas discussed how the proposed colors will transition from the outside to the inside and pointed out that the color scheme on the inside was selected with the artwork in mind. Board Chairman Young asked if either the ADB or the Arts Commission are responsible for making sure that concerns of both Boards are considered. John Bissell stated that neither Board has responsible for coordination and explained how the process was dealt with when the Public Works facility was designed and built. He pointed out that if the Arts 0 Commission proposed a structural change to accommodate artwork, the ADB would have to review that change. Boardmember Rubenkonig asked whether existing trees on the site will be retained and where public art will be placed outside in the complex. Dave Thomas stated there are 12-13 trees on the site which will be retained. He cautioned that during 0 grading, some of the trees may sustain damage but every precaution will be taken to protect them. He 4) then described the outside public art as shown on the plans and stated that there will be a terrazzo plaque, benches with terrazzo tops, a sundial made to resemble the old noon fire whistle and two pieces near the fire station. Boardmember Pierce pointed out that he has been involved with the Arts Commission, as the representative of the Architectural Design Board, in the selection process for the public art for this complex. There were no audience comments on this proposal. Boardmember Sullivan expressed concern about a structure built without an overhang in this region and that it will suffer from the weather and, in this case, will probably develop cracking and black streaks on the stucco surface from the water runoff. In order to mitigate these problems, he suggested that a full dryvit system be used. He commented that the building design and color scheme is appropriate. Boardmember Goodrick complimented the applicant on the color scheme and landscaping plan. She also inquired about pedestrian access and appropriate signage and the number of benches being proposed throughout the complex. Dave Thomas explained the large parking lot will be for public parking with signage located at the entrances and exits. He stated there are approximately ten benches being planned and that there will be as many as the budget will allow, Boardmember Goodrick suggested that as many benches as possible be utilized for public use. She also commented that some cities have programs where members of the public can purchase a bench as a memorial. Boardmember Pierce stated that the change in roof design is appropriate and concurred with Boardmember Rubenkonig in encouraging saving as many of the existing trees as possible. He pointed out, however, that during the construction process, some of the trees may be lost and suggested that caution be taken by the contractors. Mr. Pierce commented that any trees which are destroyed should be replaced after construction is completed. He also complimented the applicant on the landscape plan and the use of a variety of textures, creating a more modem approach to landscape design. Dave Thomas explained that caution will be taken and chain link fences will be used to protect the trees. Boardmember Rubenkonig asked if the Police Department facility at 6th Avenue No. and Bell Street will include a public entrance and whether seating will be included in that area. Dave Thomas indicated that the area near the Police Department will provide a secondary entrance and because the building elevation drops below street level in that location, additional seating will not be available at that entrance area. In addition, due to safety concerns, windows along that portion of the building have been removed or modified. Boardmember Sullivan suggested that the applicant address the appropriateness of grooving of the stucco surface and drainability of the rounded portion of the building, as well as the compatibility of materials, in the final design of the complex. BOARD DISCUSSION John Bissell explained the purpose of the December 3, 1997 meeting, attended by Boardmember Pierce and Mr. Bissell, was to move the application on the agenda to the meeting agenda of January 7, 1998. Since that time, the party has withdrawn their application, He also commented that he expects the January 7 agenda to be lengthy. Mr. Bissell clarified for the Board that incidental signs of less than six square feet in area, like those proposed by the last applicant earlier in this meeting, do not require W sign permit or Board approval. John Bissell suggested that the Board be aware of correct procedures when reviewing an application, and remember to use the appropriate times during the meeting for asking questions versus making comments on a proposal. Mr. Bissell announced that Board Chairman James Young has submitted his resignation from the Architectural Design Board effective at the end of this meeting. He then commended Mr. Young's long and dedicated service on the ADB, and on his thoroughness in keeping the Board on track during his various tenures as Board Chairman.. Boardmember Sullivan thanked Board Chairman Young for the expertise and leadership he has brought to the Board, and for his willingness to serve while taking on many other personal commitments. 0 Board Chairman Young commented that he enjoyed serving on the ADB during a period which extended through three different Mayors' terms. Mr. Young discussed a recent conversation he had with an official from the Port of Edmonds and stated that people seem to approve of the decisions the Board made on recent projects proposed by the Port, given the information made available at the time. He also asked about the status of the Highway 99 beautification project which he helped develop in past years. John Bissell explained the Highway 99 project is actually a Transportation Improvement Project and that it is still moving through the design phase. The first design was out of compliance because it did not encourage mass transit or sidewalk usage. He stated that funding is being addressed by the different cities involved in the project. Site Location: 250 5th Avenue North C. Introduction: The City is proposing to demolish, remove, or relocate all of the buildings on the current City Hall government campus, and construct new buildings for the Police Department, Fire Department, and Court. The applicant has prepared site and building design plans and is requesting final approval from the ADB. This item appeared before the ADB for final approval in June of 1997. At that meeting the ADB approved the shape and forms of the building, but required the applicant to return to the ADB for approval of the siding material of the court room, building colors, and the site design at the intersection of 5th Avenue North and Bell Street. In addition to addressing the issues as stated above, the applicant has changed the siding material on the drum portion of the building from metal to stucco, and the pitch of the roof over the court portion of the building from a barrel vault to a pitched roof to match the roof on other portions of the building. In addition the applicant has proposed three signs for the complex. D. Background: 1. Description of Property: The subject property is located between 5th Avenue North and 6th Avenue North, and between Bell Street and Sprague Street. The property slopes down gently to the southwest. 2. Zoning: The property is zoned Public (P). 3. Environmental Review: The subject proposal is not exempt from the State Environmental Policy Act (SEPA). In this case, the City has issued a mitigated determination of nonsignificance (DNS). The following mitigation measures were required to be incorporated into the proposal: 1. Prior to submittal to the Architectural Design Board for review, the project shall be revised to incorporate the following changes to preserve the historical record of the ADO-97-141 former Christian Science Church building (current City of Edmonds Finance Building): a. Design of an Historical Interpretive Center to be located near the site of the Z Christian Science Church building (Finance building) and shall encompass a minimum of 120 square feet of site area and shall incorporate a gazebo -like Lu� structure into its design. cc 2 �< M1 I b. The SEPA official has deterinined that the proposed Historical Interpretative Center is in compliance with the requirements of the SEPA determination. The ADB must determine if the design is in compliance with the ADB's criteria for approval. 4. Issues: Design of the building, site, and landscaping have all been addressed by the applicant in their proposal, and the Architectural Design Board must determine the appropriateness of the proposal. 0 E. Staff Analysis: 1. Building Design: The applicant is proposing two buildings, one for the Police Department and Courts, and one for the Fire Department. The Police and Court building is proposed for the' southeast comer of the site at the intersection of 6th Avenue North and Bell Street. The Fire Department Building is proposed for the north end of the site, in and north of the right -of way of Edmonds Street. The proposed Police and Court building is a low-level, daylight basement type building which will take advantage of the slight slope on the site. The proposed building uses peaked -gable ended roof lines. The applicant is proposing a rounded portion of the building to accent 2 0 ADB.97-141 the intersection of 6th Avenue North and Bell Street The Fire Department Building is proposed with pitched roofs and gable ends. Though Z a large roll -up door is needed for the truck bays, the proposed building is somewhat low-level. This should increase compatibility with the surrounding neighborhood. a) Materials: The proposed public safety and court complex will use a combination of lapped _J U, CJ Oi wood siding and stucco/dryvit siding with white vinyl windows and aluminum (n LU, framed storefront windows and a metal roof. The applicant is also proposing to use LU M, _J a pre -manufactured stucco siding on the rounded portion of the court building. The applicant has submitted a photometrics plan showing light spillage less than 1 .00 foot candle spillage off site. c) Colors: YJI The applicant has proposed a terra cotta metal roof with wann gray stain for the LJ_ 0 wood siding, light reddish tan for the stucco at the entry, and medium blue-green Z W U)� with inlayed tiles for the stucco on the drum portion of the building. Brushed U =I aluminum is proposed for the storefront windows, and white vinyl is proposed for P: 0 all other windows. Z d) Signing: The applicant has proposed three signs; one to be located at the intersection of 5th Avenue North and Bell Street, one at 6th Avenue North and Bell Street, and one at the comer of 6th Avenue North and Sprague Street. The sign at 5th and Bell will be lightly sandblasted concrete, 3 feet high and 20 feet long. The sign will use surface mounted cast bronze letters. Adjacent to the sign will be three 20 foot high flag poles with two ground uplights. The sign at 6th and Bell will use cast bronze letters on a fence to match the building materials. The sign at 6th and Sprague will be constructed to match the sign at 6th and Bell. 0 2. Site Design: a) Access / Parking: The applicant is proposing three parking lots, one for the public, one for employees accessing from 5th Avenue, and one for the Fire Department building accessing from 6th Avenue. Pedestrian access to the Police and Court building will be provided from 5th Avenue and Bell Streets. Pedestrian access to the Fire Department Building will be provided from 6th Avenue 3 ADB.97-141 b) LmdLc-aping: The applicant is proposing a plaza type walkway entry from the comer of 5th Avenue North & Bell Street. The proposed plaza will be landscaped with street trees while the remainder of the site will be landscaped with a wide variety of native and ornamental shrubs and trees. c) Historical Interpretive Cente To comply with the SEPA mitigation requirements, the applicant has proposed to install an Historical Interpretive Center. This is comprised of an informational area near the intersection of 5th Avenue North and Bell Street, as well as a series of covered benches along 5th Avenue north of Bell Street. 3. Technical Review: a) Engineering Division: • A minimum 24 foot drive aisle must be maintained. • Storm water detention will be required. • Water quality amendments will be required. • Civil Engineered Drawings must match the architectural drawings. b) Building Division • Compliance with the ADA requirements must be met. • Civil Engineered Drawings must match the architectural drawings. c) Rqblic Works The trash enclosure is acceptable as shown, with the exception of the gate location and size. The applicant must create a trash enclosure which meets the requirements of the Public Works Division. F. Compliance with Findings: In order for the ADB to approve this item, the Board must make the following findings: 1. That the proposal is consistent with the Comprehensive Plan and other adopted City policies. The following is an excerpt from Downtown Waterfront Element of the Comprehensive Plan: Section 111, page 24, subsection B-3: "Create an outdoor gathering placefor social interaction.
