INTRODUCTION
The site is located at 263 4TH Street S. In Edmonds, WA. in
Section 23, Township 27N, Range 3E, W.M. of Snohomish County.
Storm drainage calculations are based upon the Yrjanainen &
Warren Rational Method as required by Title XXIV of Snohomish
County Code dated November, 19T9. Intensity Chart #18 was used
to determine the 10 YR/24 HR storm intensity. Retention volume
was determined based upon the 1,6� YR storm formula with a 10 year
undeveloped release rate.
Average slopes for the existing conditions were based upon
topography supplied by Earl Bone, PLS. The original value of the
coefficient of runoff for the historic condition of 0.39 was
based upon an existing single fam i ly residence with a lot slope
of 3. 25%. The current site configuration includes a storm line in
the alley on the east side of the existing house which will
provide conveyance for the site runoff. For the purposes of this
proposal, detention will be provided for the net increase of
pervious surface created by the condominium.

VI. PARKING LOT Pt)MP STATION DESIGN

Sensitive grading, existing storm drain depths and minimun fall
across the site require that the parking area and the south side
of the roof be drained to a pump station at the southeast corner
of the building. Runoff will be pumped to detention before
release to the storm system in the alley. A 4" diameter overflow
pipe will discharge to the 4th Avenue gutterline in the event of
a pump failure. Similar systems have been approved I n downtown
Edmonds where required.

The pump should be designed to pump the 25 year volume every 3 to
5 minutes with an emergency overflow with sufficient capacity to
overflow the design storm or the 100 year storm without flood
damage. In this case, a 4" diameter PVC pipe overflow(S > or =
2.5%) will be provided 0.51 below the trough drain grate
elevation to avoid the possibility of flooding if the pump fails.
For a peak runoff rate of 141 gpm, the pump capacity should
exceed 564 gallons in a 4 minute period. A pump rate of 125 to
150 gpm is desirable against the system total dynamic head. The
wetwell will be a 48" manhole with a minimum well depth of 4
feet. The well capacity will be 6' * 12.6 cf/ft 7. 48 gal/cf=
565.5 gallons.

force main pumping 75 feet to the restrictor basin. Ideally the
sump pump should cycle less than 8 cycles per hour at the design
event. At each cycle, the pump should be on for less than 5
minutes. Pump shall be a Hydromatic SP-50H subpump or equivalent.
A 4" PVC pipe will be provided as an emergency overflow to di rect
storm flows to 4th Avenue in the event of a pump failure during a
maJor storm event. An alarm will be called out In the emergency
overflow/ pump failure case.
VII. GRAVITY DRAINAGE ALTERNATIVES
This site may be, of course, drained by gravity to the downstream
storm drains. The City Engineer has required an analysis of these
alternatives as a part of the preparation of this report. Two
gravity options were considered to make use of the available
alternatives. These are described as follows with preliminary
cost estimates:
1. Storm Drain Is available in the alley east of the building
site, but the drain line is too high to drain the proposed
parking lot trough drain. To accomplish gravity f low, the
overflow on the detention storage pipe must be lowered below
the grate of the trough drain( ( i.e. 64.0). The new
restrictor outlet elevation will be ( or = 61.58.
To drain the restrictor to the alley storm drain with a
minimum grade of 0. 5%, approximately 356 feet of storm drain
pipe must be either added or removed and reset at the new
slope of 0.005. If a new pipe is added parallel to the
existing, two additional Type I CB's must be added as well.
2. It Is also feasible to extend the 12" storm drain up the
center 4th Avenue S., a distance of 415 feet. This is by far
the most expensive and disruptive option. 415 feet of 12" SD
must be added as well as 2 Type II CB's, 85 lf of 8'* SD to
the site and potentially 2-4 Inlets with an additional 50 if
of 6" SD per the existing system.
It is our opinion that both of these options are prohibitively
expensive and cannot be successfully loaded on the current
proposal. No other alternatives were decipherable from the
available information provided to us. Cost estimate information
I s computed for the options below:

The costs presented here are considered typical for similar
projects of this type. The gravity alternatives are considered
prohibitively expensive for the project as proposed. The current
requirements already require the extension of an 8" water main
for 650 If along 4th Ave. S. The extra cost of rebuilding the
gravity drainage system would probably sink the project.
Furthermore, the pump alternative has been used at other
locations In downtown Edmonds to compensate for shallow storm
drains. Based upon the precedent of approved sump Pumps elsewhere
and the improved reliability of Pumps today, we recommend the
pumping alternative to make this project feasible.
It is our opinion that both of the gravity options are
prohibitively expensive and cannot be successfully loaded on the
current proposal. No other alternatives were decipherable from
the available information provided to us.

The Critical Areas Checklist contained on

IN 4TH AVENUES,
Dear Bruce,
Enclosed is a copy of the latecomer's contract as prepared by the City Attorney's
office. Before the contract can be recorded at Snohomish County to become
binding for future connections, the City must be provided the total cost of
construction and the time frame for the agreement to be executed. Typically, the
contract is binding for ten (10) years.
The City will provide a map and any necessary legal descriptions for affected
properties. Per the terms of the.agreement, the City proposes to collect the charges
based upon front footage on the waterline that you will construct and then will
reimburse you at 100% with no administration fee for any future connections for a
ten-year time period.
Your written response will be confirmation of your intent to enter into this
agreement. As you provide the necessary information, the City will complete the
contract. If you have questions, please contact Gordie Hyde, Engineering

2. In consideration of Developer providing said facility,

1. Section (TEL.: 771-02515). Copper services shall be
required for all new services.

valve, tee and hydrant per City of Edmonds and shall be IOWA

CONSTRUCTION SEQUENCE
1. Pre -construction conference with Water Department and City
Engineer.
2. Sawcut and remove existing asphalt as necessary providing
I temporary access to all driveways.
3. Tap existing 12" water main with cast Iron tapping sleeve,
install backflow preventer, 8"x 12" reducer and 8"resilient
wedge' gate valve.
4. Instal"I and backfill 8" water main parallel to 4" water main
with new single meters. Install 45 degree bends and MJ cap
with 2" gate valve.
5. Conduct pressure tests at 300 psi %4ith less, than 15 psi loss
in 15 m1n. and sterilize with, chlorine solution < 25 ppm)
per City Water Dept. requirements and take bacteriological
sample.
6. Flush main and tap south end into existing 4" main and
r . epeat flushing as required by Water Department. Remaining
4" to be capped and to remain in* service- per City.
7. Repatch pavement with MC2 cold patching per Edmonds - Pub`116

CONSTRUCTION SEQUENCE
1. Pre -construction conference with Water Department and City
Engineer.
2. Sawcut and remove existing asphalt as necessary providing
temporary access to all driveways,
3. Tap existing 12" water main with cast )ron tapping sleeve,
install backflow preventer, 8"x 12" reducer and 8"resilient
wedge gate valve.
4. Install and backfill 8" water main pa'ra'llel to 4" water main
with new single meters, Install 45 degree" bends and MJ cap
with 2" gate valve.
5. Conduct pressure tests at 300 . psi %4ith less than 15 psi loss
in 15 m1n. and sterilize with, chlorine solution (< 25 ppm)
per City Water Dept. requirements and take bacteriological
sample.
6. Flush main and tap south end into existing 4" main and
repeat flushing as required by Water Department. Remaining
