THEREFORE YOU AGREE: Even if a court decides that a failure of the system. or our negligence, or a failure of the installation,
inspection, or repair service allowed any harin or damage (whether property damage., personal injury or death) to you or anyone
on or in your property you agree that our liability shall be limited to $3000.00 or an amount equal to the annual service fee,
whichever is greater, as liquidated damages and not as a penalty, and this shall be your only remedy regardless of what legal theory

1. EMERGENCY FIRE WATCH
Your system is considered substantially non-functional. Immediate action should be taken to repair the system to working order. Fire
Watch is strongly advised and legally required until repairs are made.
2. TECHNICAL FIRE WATCH
Minor deficiencies were found and under some specific circumstances would result in partial system inoperation and therefore loss of
property of life. Fire Watch is recommended and legally required until repairs are made.
3. MONITORING FIRE WATCH
The local fire alarm system detecting and alerting equipment appears to be in working order, however, the systems monitoring or commu-
nication to the central station feature is not in working condition. In the event of a fire the fire department will not be notified automatically
and a fire watch person should be designated to call 911 in the event of an alarm. Fire Watch is recommended and legally required until
repairs are made.

notified but was not able to respond as he was involved in a critical installation of a water pump at 5 Corners. He stated
that he would call the alarm company, putting the system in test mode and come Wednesday morning to work on it.

Last week we did an acceptance test on the emergency generator and it functioned as it should. We found some
problems when normal power was restored, particularly with the heating in the Public Safety Building. These problems
have been resolved and all in the nick of time since the power was out most of last Friday.
Here are some things to expect when the power goes out:
1 ) When PUD power is lost there is about a 10 second delay until the generator kicks on.
2) Since none of our PC's are on battery back-up you will usually loose whatever you are working on.
3) When the generator gets going, all systems will function normally.
4) When PUD power is restored, the generator will still power the buildings for about 15 minutes. Typically when normal
power is restored for this long it won't go out again.
5) When the change from generator to PUD power occurs, everything shuts off for about 5 seconds and power is
restored. Again if you are working on your computer you will probably loose your work. The generator will run for 10 more
minutes in a cool down phase.
6) The court is not tied in to the emergency power. It will remain dark until PUD power, is back on.
7) The Fire Alarm will function normally since it is on battery back-up and the change over to generator power is such a
short period of time.

Regarding: Noise pollution from the Chiller(HVAC) adjacent to the new Fire Station Rob Chave
Under the provisions of City Code Chapter 5.30 Noise Abatement and Control, the noise
emanating from the Chiller (HVAC) located at the new fire station is in violation of the
maximum permissible noise levels (5.30.040) according to Tom King's decibel readings.
The City Public Works Department employs Tom.
This letter serves as a citizen complaint in accordance with Code section 5.30.140.
Therefore please notify the City immediately of this complaint and that such violation is a
nuisance and must cease as required by code section 5.30.140.
