Subsequent to that. approval the City�has moved ahead with. building pennits and construction. Now with construction essentially completed, and the City moving Ahead with allowing art to be placed on the site, the International Association of Fire Fighters is proposing the following changes to the landscape plan in the no rtheast comer of the site. The proposed changes will accommodate a three foot tall sculpture, a walkway and bench. Existing landscaping will be use along with lawn to replant the site. D. Staff Analysis: 1. Landscaping: The proposed landscape plan seems appropriate for the I placement of the art piece as well as substantially consistent with the approval of the original landscape plan. The Architectural Design Board has approved the landscaping plan for the completion of the construction of the Public Safety Complex. The International Association of Fire �ighters (IAFF),'Loca'l 1828, desires to donate to the City of Edmonds a privately funded public amenity as a memorial to commemorate public safety personnel. It is to be placed on the grounds of the City of Edmonds Civic Center Public Safety Complex. The placement of the public amenity and landscaping amendments necessary to accept the donation have been reviewed by the Parks Department as it relates to the master park site plan and ADB approved landscape design. The landscaping changes are minor. Turf ' will be installed around the hardscape path t hat leads to and surrounds.,the donated public amenity. The annual ground maintenance of the area will have minimal effects, with an anticipation of greater ease of maintenance due to the installation of lawn turf. The landscaping changes -will not affect the greater master plan of the Civic Center Public Safety Complex, but will provide for an enhancement of the northeastern beautification area. The memorial to public safety personnel will be a highlight and a positive amenity to commemorate the firefighters who have risked their lives in the line of duty to the citizens of the City.of Edmonds. Civic Center Public Safety Complex The Edmonds Arts Commission is responsible for advising the City ori'matters pertaining to the arts in Edmonds. The Public Safety Complex includes several installations of one percent for art fimded public art approved and sited through the Public Art Process facilitated by the Edmonds Arts Commission. The International Association of Fire Fighters (IAFF) Local 1828 desires to donate to the City of Edmonds a privately funded public amenity as a memorial to commemorate public safety personnel. They have proposed placing it on the northeast comer of the ground's of the City of Edmonds Public Saf6ty Complex. This site is in close proximity to a public art installation approved by EAC near the entry to the Fire Station. It is also a site that was originally shown on ADB approved plans as the site for the carved pole which was deaccessioned from.the City art collection because of'decay that made it unsafe to be reinstalled. The placement of the proposed Fire Memorial* public amenity and landscaping . amendments has been reviewed by the Edm onds Arts Commission in regard to the impact on view corridors for existing art and the proximity to existing art. On February 5, 2001 at their monthly meeting the Edmonds Arts Commission approved the proposed site in relation to existing art, recommending that the memorial sculpture be placed in the central part of the bed with a path leading through the bed and the flagpole placed to the west of the memorial sculpture. They further recommended -that any benches that are sited with the memorial be concrete terrazzo benches'similar to the artist made benches already on the Public Safety site in order to maintain stylistic continuity.
