Board (ADB) Meeting.. Enclosed are an agenda and staff report for the ADB meeting. Please find
your item on the agenda. A representative must be present for each item, including the Consent
agenda, The Board often moves items off the Consent agenda and onto the regular agenda. If a
representative is not present, the Board Vill not act on the item.
Please note the statement at the top of the agenda. You must obtain sign Permits, building
permits and any other required permit from the Building Division in, addition to obtaining
approval from the ADB. The review by the ADS Is n6t a substitute for review of building
permits, and an approval by the ADB does not grant construction approval.
Please carefully read the staff report pertaining to your item. If you find any.errors, missing
information or if you have any questions, please call me at 771-0220 before the meeting. It is

Introduction: Arnie's Restauram had previously appeared before the Board on
April 2nd, 1997, to consider the re ceme o existing wall mounted sign and

the existing freestanding sign for th s loocation. that hearing the Board approved
the wall mounted sign conditional upon the applicant applying for and receiving
approval of a sign height variance, The Board denied the proposed freestanding qft-

sign as there was an existing direcory sign which was not to be replaced. Since
the ECDC allows only one freestanding sign per site, the Board could not find that

the proposal was consistent with the Zoning Ordinance. Therefore that portion of
the application was denied.
The applicant has returned to the oard with a freestanding sign which replaces
both existing freestanding sips.

Staff Sign:
1. Material: The applicart has proposed an aluminum, acrylic and vinyl
faced freestanding sign with metal poles.

2. Lighting: No lighting i's proposed with this sign.
3. Colors: The applic has proposed white and blue letters on a green
background with yellow im with a purple ribbon. The applicant has also
proposed to paiffithe sup o posts blue-green.
4. Sign Location: The sign is proposed in a landscaping near the
intersection on Admiral and West Dayton Street.
S. Landscaping: T7he nimunity Development Code requires an area
of landscaping twice the size of the square footage of the proposed sign. In
this case the sign is proposed in an existing landscape bed which exceeds
the required landscaping area.

Note: The Community Development Code requires that the Board
find that a freestanding sign is the only reasonable alternative
for the identification needs of the building.
F. Compliance with Findings
In order for the application to be approved, the Board must find that the application
is in compliance with the following criteria:
A. That the proposal is consistent with the comprehensive plan and other adopted
city policies.
B. That the staff has found that the proposal meets the requirements of the zoning
ordinance, or the city has approved a variance or a modification under the
zoning ordinance.
C. That the proposal as approved or conditionally approved- satisfies the crittfiar
and purposes ECDC section 20. 10, ADB Criteria, ECDC section 20.12
landscaping, and ECDC section 20.60, sign code.
G. Reconunendation: The Board must determine if this proposal is consistent with
the general theme of the building, and if the sign relies to heavily on attention creating
devices, and whether or not the sign creates sign clutter. The Board may only approve
this item if the findings show compliance with these issues.
A. The proposal is found to be consistent with the comprehensive plan and other
adopted city policies.
Section B.8.a of the Comprehensive Plan states that an establishment
should ... not rely on attention attracting devices ... ... (Pg 5 1, Comprehensive
Plan)
Section B.8.b of the Comprehensive Plan states that signs should be kept as
simple as possible, relying on symbols to avoid needless clutter. ...(Pg 51,
Comprehensive Plan)
B. Staff has found that the proposal meets the meets the requirements of the
zoning ordinance. a .
C. The proposal satisfies the criteria and purposes ECDC section 20. 10, ADB
Criteria, ECDC section 20.12 , landscaping, and ECDC section 20.60, sign
code.
ECDC section 20.10.070.5 states that signs should conforin to the general
design theme of the building.
