The bids for shelving had come in approxi- mately $7,000 below the estimate, and Councilmember Nordquist observed that this could happen on other items, so there was the question of how the leftover funds would be used --to buy more shelving, to put towards the space needs study, or to go toward retiring of the bonds. Councilmember Allen said it has been the plan of action to allow a certain amount of money but that does not necessarily mean all that money will be spent that way, and the Council consistently has said if the cost is less than expected they can use the money for other things. He felt any problems now being experienced were the result of rumors and he said if anyone had gone to him he would have told them what the opera- tion was. He stated that he does not own the property to the north of the club building, owning only as far as the end of the building. He said there is only an 8'x 24' space utilized as a kitchen and no outside venting so they cannot put in a full kitchen. He displayed photographs of the kitchen and the eating area, noting that there are four very small tables and low lounging furniture in front of two glass -backed rectangular courts. A sign states the club is for members and guests only. He also distributed advertising literature which states it is a private member- ship club, and he noted that the initiation fee to join is $375 for an individual or $500 for a family, in addition to monthly dues. He said the members who paid such amounts for joining would not allow the club to draw in people who hang around the 7-11 or drink in the parking lot. He stated the liquor license would not impact the neighborhood, as any impact would already have come from the building's being there, and he said every athletic club in the area has a liquor service and they don't have any problems. Ben Hopper of 24215 76th W., directly across the street from the club, said he did not want people across the street drinking and entering 76th Ave. while he is there. He said there are a number of places in the area that offer liquor and he did not think another one was needed. Charlene Howsen of 3415 N.W. 65th, Seattle, said she has the contract to serve the food at the club, which includes soft drinks, juices, and simple foods. She said very few outsiders wander through the front door and people who do are just asking about the racketball, not to seek food or beverages. She felt the club was a good environment and she could see no problem in having beer and wine along with the food. Ron Norman of 21004 Woodlake Dr., a member of the club, said he would really enjoy being able to have a beer after playing a game of racquetball. He felt the club was so beneficial that he had gotten his company to support getting other employees to participate. The public portion of the hearing MOTION: was closed. Councilman Gould commented that he thought the hearing process was a good one, noting that the Council's concerns usually focus on proximity to schools and young children and nearby businesses and their operations. He did not believe the issuance of this license would be detrimental, but he felt the Council had an obligation to watch it and cause it to be withdrawn if a problem should develop. She noted that the Planning Commission had been concerned because this property is tangent to single family zoning and had suggested that office hours be limited to something like 8:00 a.m. to 5:00 p.m., five or six days a week. REVIEW OF PEDESTRIAN CROSSING AT'7TH AND MAIN City Engineer Jim Adams reported that a traffic study had been completed of this crossing with the following improvements having been made: (1) Installation of "Pedestrian Crossing" signs to protect the crosswalks across Main St.; (2) Removal of on -street parking from both sides of Main St. for 100' east and west of the crosswalks. thereby affording better visibility; (3) Removal of off-street parking next to the main entrance of the Anderson Center (these vehicles had been backing onto Main St. through the crosswalks and there also had been reports of children darting out from these parked vehicles); and (4) Opening of the asphalt area west of the tennis courts for Anderson Center parking. A meeting had been held with the principal of the Holy Rosary School to discuss a school crossing patrol and another meeting was scheduled with one of the parents to discuss this. Mr. Adams said the Police Chief also had been asked to look at the situation and offer recommendations. Mr. Adams said they had done most of what they could to improve this crosswalk area within budget limitations. There had been some complaints to,the Staff and some Council members from people who were inconvenienced by the parking being moved to the area west of the tennis courts. A loading zone will be installed for those people unloading materials for classes, etc. The inconvenience to the users of the Anderson Center was discussed and the general consensus was that safety had to prevail over convenience. Councilman Nordquist suggested that the possibility of additional lighting be investigated as it is very MOTION- difficult to see people in the crosswalk at night. MOTION CARRIED. i REPORT FROM STAFF ON OCEAN AVE. AND WATER ST. City Engineer Jim Adams reported that after further study of these streets the "Local Access Only" sign had been changed to read "Street Ends" and had been moved so it is visible from Sound View Dr. He recommended that the existing parking restrictions on the west side of Ocean Ave. remain. He said some of the local residents had asked that the signs say "No Parking After Dark" which they felt would solve the parking problems, but it would cost $50 per sign to make that change and he felt that deter- mining when it was dark may pose a problem. He felt this was now a policing problem, rather than a signage problem. The report was accepted. REPORT FROM POLICE CHIEF ON QUESTION OF RESIDENT PARKING PERMITS Police Chief Marlo Foster said he had obtained the City of Everett ordinance on this subject and he was working with the City Attorney to draft an ordinance for Edmonds, nd he expected to have a proposal for discussion by October 30. PPROVAL OF STREET USE PERMIT - CLAIRE'S PANTRY Public Works Director Fred Herzberg stated that when this building was constructed there was no provision made inside for the storage of garbage because the State code said it could not be stored inside. The present restaurant generates much more garbage than the previous ones did. The building takes up 100% of the lot so there is no space outside the wall which is owned by the restaurant on which to place dumpsters. A temporary street use permit was issued to place two dumpsters on -the sidewalk of 3rd Ave. during construction, but that has expired, and the restaurant owners were now asking for a permanent permit. The previous restaurant had rented a garage from a nearby property owner and had used that to house the trash containers, but shortly before this restaurant opened that property owner cancelled the lease for the garage. Bob Gorman. owner of the restaurant, said he has been dealing with the EDMONDS CITY COUNCIL MINUTES Page 2 - October 16, 1979 land owner behind the restaurant to try to purchase some property at the north of the building but the owner really does not want to sell, and he is asking $450 per month to use the ground. Mr. Herzberg said they are still looking for alternatives. SIDEWALK. MOTION CARRIED. COUNCIL Councilman Nordquist advised that the Health District had arrived at the figure of $1.30 per capita as a preliminary figure to use for the 1980 budget. Regarding a proposed youth council, Councilman Nordquist reported that Councilman Kasper and he had been working on this and had received indications of much interest in such a council. He felt they should have a preliminary report in 60 days. Councilman Carns noted that an appeal of an ADB decision had been heard approximately one month ago, with the appeal being denied, but sign had not been removed. He said the area on the water side of the building will be retained for loading. Councilman Kasper commented that there appeared to be less pressure on the parking down there, and Mr. LaTourelle responded that except for opening day of the yachting season they had never seen the situation when all the parking was in use. The hearing was opened to the public. Dick Beselin, one of the principals, said a lot of thought had been given to the name and they felt it was appropriate. He did not feel the name would cause a conflict, but he said a letter had been sent to the City saying they will not use it. He noted that there are a lot of conflicting names within the City and if permitted to use the name they would try to come up with some way to identify the property such as marking the telephone booths on the property where emergency calls might be made. Bob Pantley of 930 Maple said he felt "Brackett's Landing" was a great name. Floyd E. Smith of 814 Dayton, a member of the Planning Commission, said the Commission had voted unanimously that the name should not be used and they had been especially concerned regarding fire calls, and the Fire Department had asked that it not be used. Einer Johnson, Training Officer for the Fire Department, agreed that there are many duplicate street names and business names in the City. He said he had spent over five years responding to aid calls and he was fully aware of the problems involving similar names. He felt that just because confusion had been created by the use of similar names in the past there was no reason to continue doing so in the future. He agreed that it was a good name and suggested if it were changed by adding "South" to it, that could identify it. Marge Martin of 18704 94th Ave. W. �aid she could see that it is a good name but in an emergency a person would probably just say "Brackett's Landing" and not further identify it, and everyone knows Brackett's Landing as the beach area. Mr. Beselin responded that he doubted a drowning would take place at the restaurant or a fire at the beach and some emergency calls would be obvious by their nature as to which location was involved. The public portion of the hearing was closed. Councilman Carns said nobody had more concern for public safety than he and he felt the SNOCOM people were trained to get the right information. RESOLUTION 638 included the proviso that the applicant had agreed to change the name of the project so as not to conflict with the existing City beach called Brackett's Landing. REVIEW OF TEMPORARY USE PERMIT - CLAIRE'S PANTRY Public Works Director Fred Herzberg reported that the problem had been resolved in that a small portion of the property behind the restaurant is now used for the dumpster containers. DISCUSSION ON A PROPOSED COUNCIL RESOLUTION RE ESPERANCE/OLYMPIC VIEW AREA M.A.A. Charles Dibble stated that the purpose of the proposed resolution was to have the Council and the Mayor go on record as to certain matters of interest to the residents of the Esperance/Olympic View area before they vote on February 5 on the issue of annexing to the City of Edmonds. The resolution proposal which had been provided to the Council on December 7 was then reviewed, paragraph by paragraph. Councilman Carns found Paragraph 1 to be satisfactory, providing that if a vacancy should occur on the Council after February 5, 1980 and before the next municipal election on November 3, 1981, a qualified applicant for the position of Council member would be selected from among those residents of the Olympic View/Esperance area. Councilman Nordquist said he would concur, but he would not want the impression left that*that particular seat was a seat from that area and that at any future election only the people from that area could run for that position. He noted that the City did not have the ward system, but he felt the first time would be all right.
