This would provide a safe method of ingress and egress from your property. It would also provide you assurance that your driveway would not be blocked by cars parked on the street. As of this date, you have not responded to that letter. Since your property is now up for sale, the City wishes to document that your driveway as it now exists does not conform to Section 18.80.060 of the Edmonds Community Development Code, Driveway and Curb Requirements. Sometime, in the past, the driveway was altered into a circular driveway. A right-of-way co ' nstruction permit should have been obtained and a curb cut should have been constructed at the time of this alteration. The Edmonds Police Department has requested that the Engineering staff investigate the curb condition at the property so that parking regulations can be properly enforced. It appears that a circular driveway has been constructed on this site without replacement of the vertical curb with a driveway curb cut. Hansville, WA 98340 Reference: 302 7th Avenue North Edmonds, Washington Dear Mr. Stojkovic: As requested an Engineering Geologist from Cascade Testing Labora- tory visited the above referenced lot on November 26 and November 29, 1984 to view site conditions and obtain soils data for the design and construction of a residential home. We submit herewith a report of our findings, recommendations and conclusions for site preparation, foundation design and the bearing capacity of the soils. We understand that the proposed development will consist of a two story wood frame residential building with conventional joist floors. Site development will include all demolition, clearing, grading, utility installation, construction and inspection required for a project of this scope. Authorization to proceed with our site investigation was given by Mr. Stojkovic' on or around November 20, 1984. All site work was completed in the presence of an Engineering Geologist from Cascade Testing Laboratory, Inc. ELEVATIONS AND DEPTHS All elevations and depths referred to in this report are based upon the existing grades at the time the field work was performed. December 13, 1984 Cert. TESTING & INSPECTION/ ENGINEERS/ GEOLOGISTS SITE LOCATION AND TOPOGRAPHY The above referenced site is located on the northeast corner of 7th Avenue N. and Edmonds Avenue in Edmonds, Washington. The site is flat. A small drainage runs into the northeast corner of the site. Uncontrolled surficial filling was evident across this part of the site. The lower areas were generally wet. A small one story home with a detached garage and a mobile trailer occupy the southern half of the site. Medium growth trees were present along the southern and eastern boundries of the site. The rest of the site was covered.with grass. AREA GEOLOGY The site lies within an area geologically mapped as Vashon reces- sional outwash overlying Vashon till deposits. . These glacial deposits form discontinuous layers of materials ranging from a few inches to several tens of feet thick. The matrix of these deposits range from silty sands to sandy silts with varying amounts of gravel, pebbles, and occasional cobbles. The materials appear gray to blue on fresh surfaces, but may weather to brown or yellow. Coarse materials in these deposits range from subangular to rounded in the till materials to well rounded in the outwash deposits. Generally, these deposits are moisture sensitive and should be protected from rain or surface water in exposed cuts. SITE STRATIGRAPHY Three test pits and one test boring were dug and/or drilled during our site investigation. For the approximate location of these holes CASCADE TESTING LABORATORY, INC. The locations shown on this diagram are estimated. Site stratigraphy was interpreted from the test hole logs. A de- tailed des,cription of the materials encountered during this investi- gation is contained in Appendix A of this report. Generally, the site is underlain by over fourteen (14) feet of peat. The peat was loose, fibrous, and saturated. The peat became siltier with depth. All of the test pits dug on this site were terminated within the peat due to sloughing of the test pit side walls. Underlying the peat was a very dense, fine- to coarse -grained sand. This sand became progressively finer, siltier, and more rounded with depth. All sands found in our test boring were water saturated. The test boring was terminated within these sand units. SURFACE WATER AND GROUND WATER Surface water found in the site area was limited to the north end of the site. This water was confined to a drainage coming onto the property from those lots to the east. The underlying peat materials were water saturated. Ground water seepage through this zone was moderate, following channels of least resistance. The basal sands were water saturated. Heaving was associated with these sand units. TESTING & INSPECTION / ENGINEERS / GEOLOGISTS RECOMMENDATIONS Upon analysis of our field observations and accumulated test pit and test boring data, the following recommendations are presented for the development of this site. Site Preparation Prior to the start of any construction activity on this site, we recommend the demolition and complete removal of all existing improvements on this property. We believe it may be beneficial if an inventory of all buildings within a one hundred (100) foot radius is taken to determine the structural condition of those buildings prior to the commencement of any construction work on this site. Foundation Design In view of the depth of the surficial non -bearing soils found on this site, we recommend using a driven timber pile foundation for all structural loads. We recommend using a maximum twenty-kour (24) foot Class B treated naturally tapered Douglas Fir timber pile with a minimum tip dia- meter of seven (7) inches. Minimum penetration into the bearing soils should be ten (10) feet. The pile should be driven using a single action pile hammer with a minimal 15,000 ft/lbs energy rat- ing. We an ticipate developing pile bearing capacities around thirty (30) tons including down drag. The piles will be terminated within the previously mentioned satu- rated dense to very dense sands. Due to the saturated conditions CASCADE TESTING LABORATORY. INC. TESTING & INSPECTION / ENGINEERS / GEOLOGISTS December 13, 1984 Cert. No. 8411-41G Jack Stojkovic Page 5 of these sands, some liquifaction may develop during the driving process. The driving resistance may not indicate the true bearing capacity of the pile after it has set and skin friction has devel- oped. Used timber piles may be utilized provided acceptable penetration into the bearing soils (minimum ten (10) feet) can be obtained. We recommend placing three (3) test piles across the site to determine maximum penetration with the used piles prior to full mobilization for construction. If adequate or ac.ceptable penetration can not be obtained' through the driving process, the piles may be jetted to within two (2) feet of the maximum depth, then driven the last two (2) feet. Jetting will eliminate distress caused by driving piling through the very dense sands found below this site. This method will also limit jar- ring to adjacent buildings caused by driving the pile, however, care must be taken not to destroy the supporting soils around the pile. Loss of friction and lateral support may result from improperly controlled jetting. Floor Design We recommend utilizing a conventional floor joist system for -floor support on this home. Potentially large amounts of differential settlement precludes the use of slab on grade construction on this lot. In the garage area where slab on grade floor ' can not be avoided, we recommend placing a free floating slab. Differential settlement of the garage floor slab area should be anticipated. We fully expect the soils conditions encountered during construction to reflect our findings. However, some variations may occur. Through our continued involvement with this project all con- ditions encountered during the initial stages of construction may be promptly and properly addressed. We recommend that a representative of Cascade Testing Laboratory be allowed to review the final site pians for compliance with our recommendations. We also believe that it would be beneficial to the project if a representative from Cascade Testing Laboratory wit- nessed and inspected the placement of the pile foundation for com- pliance with our recommendations and generally accepted pile driving procedures.
