Design review for signs is considered a Type I decision subject to the requirements of ECDC 20.01.003.
Because the sign is located in the BD-2 zone, only those design standards found in the sign code (Chapter
20.60 ECDC) and the Comprehensive Plan apply.
Analysis
1. Desian Standards. The Comprehensive Plan identifies the site as Downtown/Waterfront Activity
Center — Downtown Mixed Commercial. The proposed sign satisfies the intent of the following goals
and policies from the Comprehensive Plan:
a. Downtown Design Objectives are found on pages 53-58 and are intended to encourage high
quality, well designed projects to be developed in the downtown waterfront area that reflect the
values of the citizens of Edmonds.
b. "Provide clear signage to identify each distinct property or business and to improve orientation
and way -finding downtown. " (page 56)
c. "Minimize distractionfrom the overuse of advertisement elements. " (page 56)
d. "Signage and other way -finding methods should be employed to assist citizens and visitors in
finding businesses and services. " (page 5 6)
2. Sign !ype. The proposed externally illuminated wall sign is an allowed sign type in the Downtown
area according to ECDC 20.60.020.L.
3. Number of signs. According to ECDC 20.60.025.A.4, a maximum of three commercial signs may be
installed by each subtenant at the multi -tenant location, excluding window signs. The proposed wall
sign will bring the total for RBC Wealth Management to two signs.
4. Sign size. According to ECDC 20.60.025.A.2, the maximum total permanent sign area for uses in the
BD zones is one square foot of sign area for each lineal foot of wall containing the main public
entrance to the primary building. The main entrance to the building is off of 5h Avenue. The
building is approximately 94 feet in length along 5h Avenue, therefore, the subtenants of the building
have 94 square feet of signage to use. There are three existing signs at the site totaling 27.9 square

feet. The proposed sign is 9.95 square feet which leaves 56.15 square feet of sipage for other
building tenants.
According to ECDC 20.60.030.A, the maximum area for a wall sign in the BD zones is 1 square foot
per lineal foot of attached wall. The length of the north wall is 45 feet; the proposed sign is 9.95
square feet and so satisfies code requirements for size.
5. Sign height and location. According to ECDC 20.60.030.B, the maximum height for a wall sip in
the BD zones is 14 feet or the height of the face of the building on which the sip is located. In this
case, the sip will be located less than half the way up on the face of the building (approximately
eight feet).
6. Colors. The lettering and logo of the sign will be blue with gold and white accents on the logo.
Decision
Based on the facts and conclusions of this report, staff finds that the design review for this project (File
NQ. BLD-2011-0492) is APPROVED ' with the following condition:
1. No commercial sign shall be illuminated after 11:00 p.m. unless the commercial enterprise is
open for business and then may remain on only as long as the enterprise is open.

This letter presents the results. of our subsurface exploration and limited
geotechnical engineering study for the above referenced project. In addition to
the field exploration and observations, the scope of work for this study was limited
to providing general development considerations and recommendations regarding site
preparation and suitable foundation types. Verbal authorization to Procee d with
this study was granted by Mr. Stan Cole of Richard W. Lawson Architects on
29 September 1986. This study has been completed in gener-al accordance with our
confirmation letter for a limited geotechnical assessment also dated
29 September 1986.
SITE AND PROJECT DESCRIPTION
The project site is located on the southeast corner of the intersection of Fifth
Avenue South and Maple Street in Edmonds, Washington. The parcel is square -shaped
in configuration comprising approximately one-third of an acre. At.present, it
is used as a parking lot, the surface consisting mostly of asphalt pavement with
some graveled areas. At the time of our field investigation, topography across

the parcel was relatively flat -lying. Behind an existing rockery, the eastern-
most 15 feet exhibits an approximately 2H:1V (Horizontal :Vertical) slope up to an
.adjacent apartment complex parking lot.
It is our understanding that the development of the site is to include the
construction of a two-story office building. We have been informed that design
loads are on the order of 1500 psf for perimeter footings. Asphalt -paved parking
is to be located east of the structure.with access from the southwest corner of
the site.
The purpose of ' this study was to establish general subsurface conditions at the
site from which general development considerations and suitable foundation types
for the project could be formulated. In the event that any changes in the nature,
design, or location of the structure are planned, the conclusions and
recommendations contained in this report should be reviewed and modified if
necessary, to reflect those changes. This report has been prepared for the exclusive
use of Richard W. Lawson Architects, and their agents, for specific application
to this project in ..accordance with general ly accepted geotechni cal engi neeri ng
practices.
SUBSURFACE CONDITIONS
The field exploration for this project consisted of excavating a total of four
test pits onsite with a tractor -mounted backhoe under subcontract to our firm.
Subsurface soil conditions were logged by an engineering geologist from our office.
Approximate test pit locations are indicated on the Site and Exploration Plan,
Figure 1. The locations were obtained in the field -by taping from existing site
features, and should be considered accurate only to the degree implied by the
method used. Descriptive logs of the test pits are attached. Relative soil
densities indicated on the test pit logs are interpretive descriptions based on
the conditions observed during the test pit excavation process.

Our test pits disclosed fill material ranging up to 3-1/2 feet in thickness. This
fill consisted of loose to medium dense fine sand and silty sand, with some debris
and organics. Fill was not encountered at the location of test pit TP-4, and was
thickest in the area of test pit TP-1 (see Figure 1). Beneath the fill soils, a
medium dense to dense fine sand with trace silt was encountered and extended to
the total depth ofour explorations.
A service station was reportedly located on this particular site. We understand
the associated fuel tanks have been removed and the excavation backfilled. These
excavations are generally on the order of at least 10 to 12 feet deep. Therefore,
si.gnificantly greater'depths of fill soils are anticipated on the site.
Subsurface seepage was encountered in all of. the test pits at depths ranging
from 8-1/2 to 9 feet below ground surface. It is our opinion that the observed
seepage indicates a local water table. The actual level of the water table is
generally higher than seepage levels noted in test pits. The level of ground water
should be expected to fluctuate with changes in season, precipitation, site
utilization and other factors. It should be noted that explorations for this study
were performed in the month of October, a time at which ground water levels are
likely at or near their annual low.
CONCLUSIONS AND RECOMMENDATIONS
Based on our subsurface exploration program, the parcel is feasible for development
utilizing conventional spread or continuous footings. In order to avoid potentially
damaging total and/or differential settlements, we recommend the foundation
elements extend through the loose, near -surface native or fill soils to bear
directly upon at least medium dense, undisturbed native soil. Alternatively, the
footings could bear upon "structural fill" placed directly on the undisturbed
medium dense native soil stratum. A slab -on -grade floor should also be founded
on the medium dense native sands or properly placed "structural fill".

Site Preparation and Structural Fill
The building area should be cleared and stripped of all existing asphalt and
assocaited base course. Stripping is not recommended during wet weather as the
quantity of "unsuitable" soil may be greatly increased. If the owner is willing
to accept the risk of some settlement in parking areas, the existing fill soils
could be utilized for support. However, the resulting parking subgrade should be
prerolled such that the upper 12 inches possesses a density of at least 90 percent
of the modified Proctor maximum dry density as determined with ASTM:D 1557 test
procedure to provide a more uniform surface. Any excessively soft or yielding
areas disclosed by prerolling operations or during site preparation should be
removed and replaced with "structural fill" as described below.
Based on our limited study, the existing fill soils do not appear to be adequate
for building support due to the relatively low and/or variable density as well as
the quantity -of -organics. Therefore, all existing fill -should be removed below
the building footprint. The excavation should extend down to native, inorganic
soils at -a minimum slope of 1H:1V (Horizontal :Vertical) at the edge of the perimeter
footings.
All fill placed in structural areas should be placed in accordance with the
recommendations contained herein. Prior to placement of structural fill, the
surfaces to receive fill should be prepared as previously recommended. Structural
fill should be placed in loose lifts not exceeding 8 inches in thickness. Individual
lifts should be compacted such that a density of at least 90 percent of the modified
Proctor maximum dry density (ASTM:D 1557) is achieved. We recommend that a
representative of our firm be present during placement of struktural fill to observe
the work and perform a representative number of in -place density tests. In this
way, adequacy of the earthwork may be evaluated as grading progresses.
The suitability of soils for structural fill use depends primarily on the gradation
and moisture content of the soil when it is placed. As the amount of fines (that
portion passing the U.S. No. 200 sieve) increases, the soil becomes increasingly
sensitive to small changes in moisture content and adequate compaction becomes

more difficult or impossible to achieve. Soil containing more than about 5 percent
fines by weight cannot be compacted to a firm, non -yielding condition when the
moisture is more than a few percent from optimum. Portions of the onsite fill
soil were noted to be silty. In the event that locally silty soils are encountered
onsite, they should be considered moisture -sensitive. If rain were to occur while
the silty soils are exposed, or during placement of this material, or any other
soil with over 5 percent fines, the wetted material should be allowed to dry prior
to additional filling. It may be necessary to scarify the upper layer, allow it
to dry and recompact prior to additional filling. If it is not practical to dry
and recompact wet, silty soils, it may be necessary to overexcavate and/or remove
them.
If the site soils cannot be used for fill due to an elevated moisture, silt, or
organic content, it may be prudent to import a select "clean" granular material
free of organics and other deleterious matter for structural fill. The imported
soil should contain no more than 5 percent (by weight) material passing the
U.S. No. 200 sieve when measured on the minus No. 4 fraction. Material of this
type may be successfully placed and compacted under a wider variety of . site and
weather conditions.
Foundations
The proposed structure may be supported by conventional spread footings on native,
inorganic medium dense soils or structural fill. We recommend that the footings
be designed with a maximum allowable bearinq pressure of 2500 psf (pounds per
square foot) if the footings are to gain support from the existing near -surface
soils. The allowable bearing pressure may be increased by up to one-third to
accommodate seismic or transient loads. All exterior footings should penetrate
at least 18 inches below finished outside grade for frost protection. Interior
footings need only extend 12 inches below ground or slab level. All footings
should have a minimum width of at least 12 inches. Grading should be per formed
in accordance with our previous recommendations. In all cases, footings must

penetrate into the prescribed bearing stratum and the foundation should not be set
in or above loose or disturbed' soils, or existing fill soils. Standard slab -on -
grade design considerations over the prerolled native, inorganic soils or structural
fill would be appropriate.
Drainage Considerations
We recomniend that the structure be provided with a perimeter footing drain system
to collect available water and direct it away from the footings and building.
F.o . oting drains should consist of perforated pipes surrounded by washed pea gravel.
The flow should be led away from the building by a gravity line to a storm sewer
or other suitable discharge. Site grades should be planned to provide a positive
slope . away from the building to minimize the potential for ponding next to the
building. Roof and surface runoff should not discharge into the footing drain
system. Instead, splash blocks or a separate tight -line drain network should be
installed.
.We understand the proposed structure may incorporate a basement i.n preliminary
des i gn. Ground water was encountered during our exploration study. It is likely
that the ground water may rise close to the ground surface during wet times of the
year. It must be realized, that due to the presence of ground water, construction
of this nature may require exte nsive engineering consideration. This would
necessitate a dewatering program such as a wellpoints network installed to remove
water during excavation and footing preparation/pouring, etc.
Due to the potentially high ground water condition and lack -of historical ground
water data, we recommend further ground water studies be performed prior to
incorporating a basement design. Alternatively, a permanent drainage pump system
and/or structural design to resist a full hydrostatic ondition should be utilized.
An Augercast pile system could be designed to counter the uplift forces as well.

CLOSURE
The conclusions and recommendations presented in this limited geotechnical report
are based on the explorations accomplished for this study. The number, location,
and depth of the explorations were completed within the site and scope constraints,
so as to yield the information to formulate our recommendations. We recommend we
.be provided the opportunity to review the design and plans once they become available
to determine if the recommendat ions herein are appropriate or additional studies
would be recommended. Geotechnical engineering decisions may be required in the
event that localized variations in the subsurface conditions become apparent during
construction. We are available to provide geotechnical engineering services during
excavation and grading* phases of construction as well. '

and valves.
> Bistro dining tables and chairs must be in accordance with City Ordinance No. 3293.
> Merchandise racks, carts (espresso, flower), benches must not be located within "clear zone".

This ENCROACIfMENT AGREEMENT ("Agreement") is entered into between the

1. The Property. Owner is the owner of that certain real property located at,

b. The Owner shall agree at all times to indemnify and hold the City free and
harmless from any and all claims, demands, losses, damages or expenses resulting from the
construction, maintenance, use, repair or removal of the structure installed hereunder, including

any loss, damage or expense arisifig out of (1) loss or damages to property and (2) injury to or
death of persons.
C. The Owner must remove or relocate any part of the encroachment within
ten (10) days or such other time as specified in the notice after receipt of it from the City
Engineer, or the City Engineer may cause such work to be done and the reasonable cost thereof
shall constitute a lien upon the property.
d. Whatever rights and obligations were acquired by the City with respect to
the easement shall remain and continue in full force and effect and shall in no way be affected by
city's grant of permission to construct and maintain the encroachment structure.
4. Entire Agreemen . This Agreement constitutes the entire agreement between the
parties with respect to the subject matter hereof and supersedes and replaces all other
agreements, oral or written, between the parties with respect to the subject matter.
5. Notices. Any notice which is required or may be given pursuant to this
Agreement shall be sent in writing by United States mail, first class, postage pre -paid, registered
or certified with return receipt requested, or by other comparable commercial means and
addressed as follows:

6. Waive . City's consent to or approval of any act or omission by Owner shall not

any default must be in writing and shall not be a waiver of any other default concerning the same
or any other provision of the Agreement.

This letter is in regards to our proposal for the construction of new curbing adjacent to
our commercial building at 303 Fifth Avenue South.
We have been in discussions with Dan Smith in order to determine city standards
regarding curbing height. Mr. Smith stated that the City of Edmonds would like to
maintain a 6" high curb at all new curb areas.
Our porposal to the City of Edmonds is to provide curbing which will match adjacent
property conditions. Current curb heights adjacent to our property (and throughout the
majority of adjacent property in the immediate area) range from 3"-5". We feel that it is
an unnecessary burden to maintain a 6" curb at all reconstructed areas. We propose a
curbing height of all reconstructed curbing to be 4" minimum and 5" maximum in
height.
Please note that a 4"-5" curb height at areas adjacent to Fifth Avenue South would
help to establish correct curb, sidewalk and building relationships. A 6" curb would
impose a hardship with building, sidewalk and curb relationships.

responsible to provide a copy of the insurance certificate to the City at the beginning of each calendar year, no later
than the 21st day of January.
INDEMNITY. The Applicant understands and agrees to hold the City of Edmonds harmlessftom any injuries, damages
or claims ofany kind or description whatsoever, foreseen or unforeseen, that may be made against the applicant or the
City of Edmonds, or any of its departments or employees, including but not limited to the defense of any legal
proceedings including defense costs, court cost, and attorneyfees by reason ofgranting this permit. In addition, the
applicant understands that helshe shall provide and continually maintain during the term of the permit a ceritificate of
insurance naming the city as an additional insured, with respect to liability, andproviding that it shall be primary as to
any other policy of insurance.

CONDITIONS
The proposal will not adversely impact public space open to vehicular or pedestrian travel.
Architectural Design Board Approval has been granted or the process has been administratively
approved.
The proposal will not unreasonably interfere with the rights of the public.
The proposal either benefits the public interest, safety or convenience (e.g., supports or protects the city
street) or is an accessory structure such as fence normally associated with residential use of the property
as fully complies with the requirements of criteria above.
Applicant shall repair/replace all damage to utilities or frontage improvements in City right-of-way per
City standards that is caused by or occurs during the permitted project.
Sound/Noise originating from temporary construction sites as a result of construction activity are exempt
from the noise limits of ECC Chapter 5.30 only during the hours of 7:00am to 6:00pin on weekdays and
10:00am and 6:00pin on Saturdays, excluding Sundays and Federal Holidays. At all other times the
noise originating from construction sites/activities must comply with the noise limits of Chapter 5.30,
unless a variance has been granted pursuant to ECC 5.30.120.
Applicant, on behalf of his or her spouse, heirs, assigns, and successors in interests, agrees to indemnify
defend and hold harmless the City of Edmonds, Washington, its officials, employees, and agents from
any and all claims for damages of whatever nature, arising directly or indirectly from the issuance fo this
permit. Issuance of this permit shall not be deemed to modify, waive or reduce any requirements of any
City ordinance not limit in any way the City's ability to enforce any ordinance provision.

STORMWATER DRAINAGE PLAN NOTES
1. All construction shall be in accordance with the City of Edmonds
specifications and the latest edition of the WSDOT STD specifications and
requirements noted below.
2. Datum shall be City of Edmonds.
3. All sedimentation/erosion facilities must be in operation prior- to
clearing and building construction, and they must be satisfactorily
maintained until construction is completed and the potential for onsite
erosion has passed.
4. Galvanized steel pipe utilized as detention facilities shall have asphalt
treatment #1 or better inside and out.
5. All disturbed areas shall be seeded or stabilized by other approved
methods for the prevention of onsite erosion after the completion of
construction.
6. All pipe shall be laid on a properly prepared foundation according to
Washington State Specification 7-02.3(l). This shall include necessary
leveling of the trench bottom or the top of the foundation material as
well as placement and compaction of required bedding material to uniform
grade so that the entire length of the pipe will be supported on a uni-
formly dense unyielding base. If the native material in the bottom of
the trench meets the requirements for"Gravel Backfil 1 for Pipe Beddi ng",
the first lift of pipe bedding may be omitted provided the material in
t e bottom of the trench is lo,osened, regraded and compacted to form a
dense unyielding base.
7. All building downspouts and footing drains shall be connected to the
storm drainage system, unless otherwise approved by the Department of
Public Works.
8. Rock for erosion protection of roadside ditches, where required, shall be
of sound quarry rock to a depth of I foot. Rock aggregate to be as
follows:

1. Materials -
a. Size categories shall include:
Two -man rock (300 to 600 lbs.), 13* in least dimension;
Three-ean rock (800 to 1200 lbs.), 16' in least dimension; and
Four-san rock (1500 to 2200 lbs.), 18* in least dimension.

b. The rock material shall be as nearly rectangular as Possible. No
stone shall be used which does not extend through the wall. The
rock material shall be hard, sound, durable and free from weathered
portions, seams, cracks and other defects. The rock density shall
be a minimum of 160 lbs. per cubic foot.
2. The retaining wall shall be started by excavating a trench, not less than
six (6) inches or more than one (1) foot in depth below subgrade in exca-
vation sections or below the existing ground level in embankment sections.
3. Rock selection and placement shall be such that there will be minimum voids
and, in the exposed face of the wall, no open voids over six (6) inches
across in any direction. The final course shall have a continuous
appearance and be placed to minimize erosion of the backfill material. The
larger rocks shall be placed at the base of the rockery so that the wall
will be stable and have a stable appearance. The rocks shall be placed in
a manner such that the longitudinal axis of the rok shall be at right

shall be seated as tightly and evenly as possible on the course beneath.
Aftpr setting @ach course of rock, all voids between the rorks shall be
chinked on the bark with quarry rock to elilindte any void sufficient to
pass a 2 inch square probe.
4. The wall backfill shall consist of quarry �palls with a maximum si7e of
four (4) inches and a minimum size of inches. This material shall
be placed to inch minimum thickness between the entire wall
and the cut of fill material. The backfill material shall be placed in
lifts to an elevation approximately six (6) inches below the top of each
�course of rocks as they are placed, until the uppermost course is placed.
Any ba(kfill material on the bearing surfaCe of gne rock course shall be
resove4 before setting the next course.

9. Structures shall not be permitted within 10 feet of the spring line of
any storm drainage pipe(s), or 15 feet from the top of any channel bank.
10. The storm drainage system shall be constructed according to the approved
plans which are on file in the Departmentof Public Works. Any deviation
from the approved plans will require written approval from the proper
agency, currently the City of Edmonds Department of Public Works.
11. A copy of these approved plans must be on the job site 'whenever
construction is in progress.
12. Prior to any construct i on/devel opment activity, the City of EcAonds
Department of Public Works Development Inspection Section must be
contacted (Phone No. 771-3202).
13. ALL R/D FACILITIES WILL BE INSTALLED AND IN OPERATION PRIOR TO, OR IN
CONJUNCTION WITH , ALL CONSTRUCTION ACTIVITY UNLESS THAT ACTIVITY EXCEEDS
THE CAPACITY AND INTENT OF THE EROSION/SEDTMENTATION CONTROL FACILITIES
or UNLESS OTHERWISE APPROVED BY THE CITY OF EDMONDS.
14. All Catch Basin grates shall be depressed 0.10 feet below pavement level.
15. Open cut road crossings for utility trenches on existing traveled roadway
shall be backfilled only with pea gravel or 5/8 minus crushed road and
mechanically compacted. Cuts into the existing asphalt shall be neat
mix pat h must be placed immediately after backfill and compaction. A
permanent hot mix patch shall be placed within 30 days and shall be the
thickness of the original asphalt or two inches, whichever is greater.
16. Construction of dewatering (ground water) system shall be in accordance
with the APWA Standard Specification, Section 61-3.02.
17. Drainage pipe materials shall be as follows:
12" through 24" diameter - Minimum 16 gauge hot -dipped galvanized
steel or aluminum CMP or plain concretE
culvert pipe.
Detention tank - Minimum 14 gauge galvanized steel or
aluminum CMP.
All galvanized steel pipe and parts shall be asphalt coated per WSDOT
Section 9-05.4(3) Treatment 1.
Storm drains shall have rubber gasketed joints.
18. Drainage structures shall be Snohomish County standard unless otherwise
