CRITICAL AREAS RECONNAISSANCE REPORT: STUDY REQUIRED
During review and inspection of the subject parcel, it was found that the site contains and/or is
adjacent to critical areas including Geologically Hazardous Areas and Fish and Wildlife Habitat
Conservation Areas, pursuant to Chapters 23.40 and 23.80 of the Edmonds Community
Development Code (ECDC).
Specifically, a segment of Shellabarger Creek runs east -west in a steep ravine between the
subject parcel and the adjacent parcel to the north. The ravine has fairly steep walls which
certainly qualify it as an erosion hazard and possibly as landslide hazard (greater than 40% slope).
GENERAL CRITICAL AREAS REPORT REQUIREMENTS
Critical Areas Reports identify, classify, and delineate any areas on or adjacent to the subject
property that may qualify as critical areas. They also assess these areas and identify any potential
impacts resulting from your specific development proposal. If a specific development proposal
results in an alteration to a critical area, the critical areas report will also contain a mitigation plan.
You have the option of completing the portion of the study that classifies and delineates the critical
areas and waiting until you have a specific development proposal to complete the study. You may
also choose to submit the entire study with your specific development application.
Please review the minimum report requirements for all types of Critical Areas that are listed
in ECDC 23.40.090'.D. There are additional report requirements for different types of
critical areas (see below).
Note that it is important for the report to be prepared by a qualified professional as defined
in the ordinance. There are options on how to complete a critical areas study, and there is
an approved list of consultants that you may choose from. You may contact the Planning
Division for more information.
General Mitigation Requirements for all Critical Areas are discussed in ECDC 23.40.110
through 23.40.140.
STUDY REQUIREMENT — EROSION HAZARD AREA
It appears that this property contains or is adjacent to an Erosion Hazard Area. Erosion Hazard
Areas include:
0 Those areas with Alderwood and Everett series soils on slopes of 15 percent or greater.
Any area with slopes of 15 percent or greater and impermeable soils interbedded with
granular soils and springs or ground water seepage.
Areas with significant visible evidence of ground water seepage, and which also include
existing landslide deposits regardless of slope.
DEVELOPMENT PROPOSALS ASSOCIATED WITH EROSION HAZARD AREAS
Development within an Erosion Hazard Area must meet additional criteria.
For erosion hazard areas with suitable slope stability, the only critical area study needed is
an erosion and sediment control plan prepared in compliance with the requirements set
forth in Chapter 18.30 ECDC as part of the construction documents. This option is at the
director's discretion, per Edmonds Community Development Code section 20.80.050.G.
In areas where the slope stability is not suitable, projects within Erosion Hazard Areas will
require a report by a licensed Geotechnical Engineer or other qualified professional. Note
that it is important for the report to be prepared by a qualified professional as defined in the
ordinance.
Report requirements are given in ECDC 23.80.050, and more generally in ECDC
23.40.090.D.
* Development standards are given in ECDC 23.80.060 and 23.80.070.
STUDY REQUIREMENT — LANDSLIDE HAZARD AREA
It appears that this property contains or is adjacent to a Landslide Hazard Area.
A Landslide Hazard Area is any area with a slope of forty percent (40%) or steeper and
with a vertical relief of ten (10) or more feet (except areas composed of consolidated
bedrock).
0 Landslide Hazard Areas are further defined and illustrated in ECDC 23.80.020.B.
In addition to the general requirements for Critical Areas reports referenced above, specific
Critical Area report requirements for Landslide Hazard Areas are provided in ECDC
23.80.050.
DEVELOPMENT PROPOSALS ASSOCIATED WITH LANDSLIDE HAZARD AREAS
Development is restricted within a Landslide Hazard Area and its buffer.
Projects that will intrude into these areas will require a report by a licensed Geotechnical
Engineer.
0 The criteria that are applied depend on the amount that the buffer is reduced.
The buffer can be reduced to a minimum of ten (10) feet (with an additional 15' building
setback per ECDC 23.40.280) if a report is prepared that meets the standards listed in
ECDC 23.80.050. The alteration must also meet the requirements listed in ECDC
23.80.060.
In addition, proposals to reduce the buffer to less than ten (10) feet must comply with the
design standards listed in ECDC 23.80.070.A.3.
STUDY REQUIREMENT — FISH AND WILDLIFE HABITAT CONSERVATION AREAS
Since the site is located within a mapped fish and wildlife habit6t conservation area, the City would
like to preserve as much of the native vegetation as possible.

The applicant must submit development plans that meet the requirements defined in ECDC
23.90.030 and 23.90.040.

Dear Mrs. McCallum:
First, I want to thank you for your concern for pedestrian safety in the downtown
area of the City of Edmonds. Your suggestions are greatly appreciated by the
City of Edmonds Public Works Division.
The Public Works has reviewed your concerns, and you will be glad to know that
we have written a letter to Snohomish County PUD authorizing the installation of
two (2) new street lights. One light will be placed on 4th Avenue South across
from the sub station, and one on Howell in front of your complex.
The City of Edmonds Public Works Division has just completed an inspection of all
the sidewalks in Edmonds. Sidewalk repairs will commence as weather permits.
I want to thank you again for your interest.in pedestrian safety and passing your
suggestion on to us.

I live in the Olympic View Apartments with 40+ residents over
55 years old. I hear complaints +rom people who are scared to walk
Edmonds strestsp because o+ poor lights and uneven side walks.
Because the majority o+ the Edmonds population is o+ retirement
age, these issues should be addressed,agressively and taken care
of.
Last nite I came across 3 hazards which were li+e-threatenins3
to someone o+ may age.
&4. Crossing Edmonds Hardware to Mill Town. There are no lights,
and a car literally missed me by 4 inches. I was in the cross walk
and wearing white clothing.
2. When turning o++ Main and 4th Ave, No street lights are in
+ront o+ the PUD sub station. The side walk is uneven and I
started to slip. This could have been a very serious accident +or
me since Feburary o+ 95 1 had a hip replacement. The only reason I
did not +all is because I am naturally cautious since the surgery.
3. This is one o+ the most important hazards I want to stress. The
apartment which I and 40 elderly residents live ing has no street
light access. Vision is very limited in the dark and I could not
see the sidewalk in +ront o+ me to my own home.
I truly hope +or the sa+ety o+ all Edmonds residents theme and
other places will be improved immediately. Most o+ the residents at
the 4th A%,& complex have verbally shared the same problems and want
to also stress the importance o+ theme issues covered.

Reference is made to your memo of December 11, 1978, regarding
the requirements on Building Permit #770547.
I have been in contact with the contractor, Hendrickson and Wilson,
of 1110 North 175th, Seattle, 546-3177, and explained that we
were never contacted for a final inspection on the backflow pre-
vention device. It is my understanding that Frontier Landscaping,
John Falk, owner, 775-1006, did the work and is now out of busine . ss.
However, after looking in the phone book, I found a new business,
Falk's Landscaping Service, 824-1649, 22223 10th South, DesMoines,
and I believe they are the ones who did the work.
The device, as installed by the company, is not acceptable at this
time, and it was recommended that they have the plumbing company
of their choice contact me and I will work with them to get the
situation resolved as economically as possible.

2. In the event said apartment house project fails to meet any of the
above mentioned restrictions,the Conditional Use Permit issued by the City
of Edmonds on March 29, 1978, File # CU-7-78, may be revoked by the Edmonds
Board of Adjustment at a public hearing called for said purpose. The parking
requirement established under CU-7-78 is for a minimum of 40% for Elderly
subsidized units, plus 2 spaces for Managers unit. Should said permit be
revoked, Grantors, their successors, heirs, executors, and assigns shall be
required to meet the underlying density requirements both as to parking and
lot area per unit, in effect for the above referenced property. A Conditional
Use Permit is not transferable without concurrence of the City.
3. To insure the observance of these covenants the Grantee shall have
the right to prevent any breach thereof by appropriate equitable actions, and
to recover damages which have been suffered from any such breach, and all costs
including attorneys' fees.
4. The Covenants contained herein are to run with the land and be binding
