Yesterday we discovered that through a direct illegal connection to
the City's main water line on Skyline Drive, your residence at 303
Skyline Drive has obtained water from the City of Edmonds.
According to our records a water meter was not installed when the
home was built in 1977/78. By Harvey McCaughan's own admission he
took over construction responsibilities after the home was
approximately 50% completed. In light of this, Harvey McCaughan
would be considered to be the general contractor and responsible for
the water meter installation, or lack of installation in this case.
Since both or at least one of you have resided in the residence since
construction, the City of Edmonds looks to you for payment of the
following charges:

Sewer 674.18
Meter & Installation 290.00
Utility Tax 50.90
Total $1,845.28
The attached schedule provides details of the charges.
It �is our understanding the house will be sold today and you will be
residing in rental units. Because of the circumstances, the City of
Edmonds looks for full payment before Monday, May 4, 1987, 5:00 pm,
or the City Attorney will proceed with legal remedies on Tuesday, May
5, 1987, under authority provided by State Statute RCW 35.21.290 and
City Ordinances 7.30.050 and 7.10.180. Please be advised that it is
a misdemeanor to connect with a city line without a permit and to
accept water from a city line without payment.

RE: PROBLEMS WITH VENTING OF YOUR PLUMBING FIXTURES

The City's sewer cleaning records show that the home at this address is
experiencing problems with the venting of some of your plumbing fixtures
when the City crew is conducting cleaning operations of the City sewer line
in front of this address.
The Ci ty's cleaning operation is essential for both you and your
neighbors. It cleans debris in lines to prevent plugs, prevents corrosion
and potential future collapse, and achieves a better flow characteristic in
the public sewer lines. We need to do this often -- perhaps even 3 times a
year -- in some critical areas. The City's cleaning operation typically
involves the utilization of a high pressure water jet.
The problem which occurs at the home is the result of a high pressure surge
through your internal plumbing system. A, properly constructed plumbing
system is designed to easily vent this additional pressure without any
visible impact at your residence. An undersized venting pipe (or not
having enough vents) cannot handle the pressure surge, and the only release
that's available is then through your toilet (or another fixture). The
Uniform Plumbing Code typically requires a 2" vent, and further requires a
separate vent for each plumbing fixture which is connected to the sewer (a
toilet, a sink, a shower). Your home may not have an adequate venting
system (you either have a 1-1/4" vent, or not enough of them), and you
therefore may continue to experience the pressure surges or you may be
experiencing a plugged vent.
The City does not have a choice as far as discharging its responsibility in
cleaning the public sewer line. It is therefore up to you to take
corrective measures as to how to improve your own venting system.
The City has come up with two options that will remedy your problem:
Option 1: Upgrade stack vents for toilets and other fixtures I which
are experiencing problems to required sizes.

Option 2: Install a clean -out outside of house per attached
specifications. Enclose box so it can vent properly when
excess pressure is put on house lines. This option would be
the cheapest and simplest way of correcting this problem.
At the same time, it would allow access to sanitary sewer
lines if stoppage should occur. This vent clean -out would
allow a place for backup in lines to go before entering your
house and causing costly damage.
The City would appreciate your expeditious cooperation in this matter. The
City must continue proper maintenance of its sewer lines, but we obviously
do not wish to see continued problems occurring on your property because of
poorly designed vents. A plugged vent will be your responsibility to
correct these deficiencies.
We cannot keep notifying you each time we come out to clean the line. It' s
up to you to have a plumbing system that conforms to code. Option 2 is a

1.0 INTRODUCTION
1.1 GENERAL
As requested, a representative of Hong Consulting Engineers, Inc., accompanied you on
February 17, 1988, to inspect the subsoils in the area of a proposed swimming pool
development at the above address.
1.2 SCOPE OF WORK
The purpose of the geotechnical investigation is to:
a) determine the subsurface soil conditions of the pool site.
b) analyze the foundation support for the proposed pool.
Excavation and shoring recommendations are not part of this study.
2.0 AUTHORIZATION
Authorization to proceed with this study was received verbally from Mr. Jim Burns.
3.0 GEOTECHNICAL INVESTIGATION
3.1 SURFACE CONDITIONS
The residence is located near the top of the bluffs above Edmonds, Washington, and faces
west, toward Puget Sound. The pool site is positioned in a small level area of grass on the
south side of the residence. A retaining wall rises to the east of the pool site, up to street
elevation. To the west, the property slopes down to the top of a rockery wall. A
drainage/utility swale bounds the south edge of the property.
3.2 SUBSURFACE CONDITIONS
3.2.1 Soil Exploration Program
The soils were exposed in two hand excavated holes. One deep hole was located near the
top of the slope at the west end of the pool site. The second hole was a shallow one, dug at
the east end of the pool area. Logs of the soils found in the two holes are attached, Figures
I and 2. The holes were excavated by personnel of Jim Burns' company.
3.2.2 Soil Stratigraphy

Two soil types were found in the test holes, as follows:
Fill
The slope is underlain by deep fill soils. The fill consists of loose to medium dense brown
sandy silt, with some gravel and cobbles. The fill appears to have been derived from on site
native till soils. The fill is approximately 6 feet deep in HH-1, but only 2' deep in HH-2.
Till
The fill was placed over medium dense to dense, native weathered till soils. In HH-1, the
interval between 6' and 7' shows an abundance of roots, including thick cedar roots. In our
opinion, the fill on the slope may have been placed over a site that had been stripped, but
not grubbed. Below the root zone, in HH-1, the till is dense yellow brown sandy silt, with
gravel and cobbles and occasional mottles. In HH-2, the weathered till is mottled gray and
yellow brown sandy silt.
4.0 CONCLUSIONS AND RECOMMENDATIONS
4.1 INTRODUCTION AND SUMMARY
It recommended that the pool structure be supported on spread footing foundations. The
foundations should be poured directly on the dense, native weathered till; all fill and
rooted, organic bearing native soil should be removed from beneath footings. Complete
recommendations for foundation parameters are set forth in Section 5.2.
We understand that the contractor intends to design the pool structure in such a way that it
is structurally supported on the footings. In this event, the fill soils need be removed from
the foundation excavations only.
4.2 FOUNDATION PARAMETERS
Foundations should be stepped up from at least 9 feet deep on the west, to 18 inches
beneath the design pool depth on the east side of the pool, following the surface of the na-
tive dense weathered till. No fill or organic bearing soil of any sort should be allowed to
remain beneath any foundation excavation.
a) The bearing capacities of the subsoils are as follows:
We recommend an allowable net bearing capacity of 3000 psf for the native, dense,
weathered till.
Any structural fill beneath the pool slab, which has been compacted to 95% of the
Modified Proctor maximum dry density, should support an allowable net bearing capacity
of 2000 psf.
b) Minimum footing widths of 1.5 and 2.0 feet are recommended for the strip and square
footings, respectively.
c) Footing excavations should be finished in a neat condition. Any soils within the footing
excavation which have become softened or disturbed by being exposed to inclement
weather, should be removed. All footing bearing surfaces should be tested and verified for
the recommended bearing capacities by a geotechnical engineer.
4.2.1 Floor Support Considerations
The pool slab should either be structurally supported, or may be constructed on native

and gravel with less than 1.5% fines should be placed under the slab. Vis u n iE0_u_1dbe
placed over the gravel layer. A subdrainage system is required beneath the pool structure,
to prevent boyant forces from developing under the pool. The subdrain should be
daylighted.
4.3 RETAINING WALL PARAMETERS
4.3.1 Foundation Wall Pressure
All concrete foundation walls which are fixed at the top and bottom act as rigid retaining
walls below the ground surface. Assuming that the backf ill soils are in an at rest condition,
such walls should be designed to withstand lateral earth pressures calculated on the basis of
an equivalent fluid weight of 50 pcf, plus any additional surcharge loads anticipated
within a distance equivalent to the height of the wall. A schematic diagram of a concrete
retaining wall is presented in Figure 3.
If such walls are designed as cantilever structures, the active earth pressure should be cal-
culated at an equivalent fluid weight of 35 pcf., plus any additional surcharge loads an-
ticipated within a distance equivalent to the height of the wall.
It is recommended that the retaining wall foundations should be cast at least one foot into
the dense, weathered, native till.
4.3.2 Retaining Wall Backfill Requirements
All retaining walls should be provided with a back wall drainage system as shown in
Figure 3.
4.4 COMPACTION STANDARDS
Native, in situ weathered till should be proof rolled to a uniform dry density of 95% of the
Modified Proctor maximum dry density (ASTM D 1557).
Native, dense till supporting floor and footing structures requires no special compaction.
Each layer of structural fill should be compacted to a uniform dry density of 95% of the
Modified Proctor maximum dry density (ASTM D 1557). It should be tested for compaction
as construction progresses.
The procedure to achieve the proper density of a compacted fill is dependent on the size
and type of compacting equipment, the number of passes, thickness of the layer to be com-
pacted, and some soil properties. When the size of the excavation restricts the use of heavy
equipment, smaller equipment can be used, but the soil must be placed in thin enough
layers to achieve the required compaction.
Generally, under compacted soils are the result of poor workmanship or of soils being com-
pacted at an improper moisture content. Soils with a high degree of silt or clay may easily
become too wet, or coarse grain soils become too dry for maximum compaction. Silty or
clayey soils with a water content higher than the optimum must be dried as necessary.
Sprinkling is sometimes required to wet a coarse grained soil to its optimum water content
before compacting.
5.0 CLOSURE
This soil investigation program was designed and conducted in accordance with generally
accepted engineering standards. Experience has shown that programs planned and executed
by these standards reveal with reasonable regularity soils that are representative of subsur-

face conditions throughout a site.
The analyses and recommendations contained in this report are made based on the assump-
tion that the soil conditions encountered in test excavations are representative of actual
conditions throughout the subject site. However, experience has also proven that subsoils
can vary quite radically over small distances. Inconsistent conditions can occur between
test excavations, and not be detected by a geological study. If, during construction, subsur-
face conditions are encountered which are different from those predicted by the results of
this investigation, this office should be notified so that we can review these variances and
reconsider our recommendations wherever necessary.
Such unexpected conditions frequently require an additional capital expenditure in order
to attain a properly constructed project. Therefore, some contingency funds should be made
available to cover these potential extra costs.
This report is prepared for the exclusive use of the owner's design engineers and the ar-
chitect for specific application on this project in accordance with generally accepted soils
and foundation engineering practice. No warranty, expressed or implied, is made. In addi-
tion, geotechnical supervision is recommended during the construction phases to ensure
that a safe, high quality construction is attained.
