I arrived on the scene at 08:15 hours. In talking with the Engine,l 7 crew, I was briefed on the fire.
Disposition:
Accidental fire, case closed.
Description:
Access to the property was made from the alley located between 5th Avenue South and 4th Avenue South.
The fire involved an older two-story, wood -frame residence, converted into a triplex apartment building.
The fire originated on the west side of the structure and involved the wooden deck/entry for the rear
apartment.
Exterior Examination:
Fire patterns showed the most extensive damaged occurred at the south end of the porch and involved a
wooden planter that was attached to the hand railing at tile South end of the deck.
Tile exterior siding on the residence was identified as asbestos shingles. The heat damage to the
shingles (discoloration to the siding) corresponded to the charring that occurred to the railing, placing
the fire origin inside the flower planter.
Interior Examination:
The fire caused minimal damage to the interior of the apartment.
Area of Origin:
The area of origin was identified as the flower planter located at the South end of the porch.
In checking the other flower planters attached to the hand railing, cigarette butts were identified as
being discarded in the planters. The ashes on the discarded cigarettes showed proof tile cigarettes were
discarded without being extinguished,
Inside the planters, the dirt consisted of a mixture of soil and peat moss that was dry. In compressing
the soil in my hand, the soil was unable to hold shape after being released, indicating no moisture in
the soil.

No other source(s) of ignition could be identified in the area of origin.
Ignition Factor:
Fire originated from a discarded cigarette that ignited available cornbustibles (peat moss, plant roots,
etc.) inside the planter.
Additional Information:
Photographs were taken of the fire damage to the structure.
In intei viewing the apartment tenants, Jesse Knorr identified himself as the sole occupant ot ' - the
apartment where the fire occurred. Mr. Knorr had no explanation for the fire and denied he was involved
with discarding any cigarettes into the planters. He did admit that he smoked. In asking hhh if anyone
else had been at his apartment in the past twelve hours he stated, "Notto, his knowledge'. In showing
him the other cigarettes discarded in the other planters, lie stated that those were possibly his, but he
usually crushed his cigarettes out when he was done.
Mr. Knorr appeared to have been drinking, slurring his words and asking questions be repeated to him,
during the interview. While talking with him, I could smell alcohol on his breath. While checking the
smoke alarms inside of his apartment, empty bottles of alcohol were observed on the kitche n counter,
around the burriers on the range and on the living room floor.
Mr. Knorr stated that on September 3, 2011, he arrived home and his apartment wag very warm. When he
checked the surface burner on his stove it was turned on "high". He was sure the burner was not turned
on when he left. In asking him if his apartment was locked when he left, he stated that he iiever locks
his apartment. In asking him if he knew of any reason why sorneone would want to set fire to his
apartment, he stated "no". llowed to enter his apartment when he was no t home, he said
In asking him if anyone would normally be a
no'.
A written statement was obtained from �&. Knorr relating the incident involving the stove,the night
before the fire.
Prior to clearing the scene at 09:08 hours, Mr. Knorr signed the Notice of Release of Prern ' Ises, releasing
the scene to him, requiring a fire watch to be maintained. Mr. Knorr agreed to contact the owner to
advise them of the fire.
At 13: 10 hours, I made telephone contact with Patricia Bacolas, identified as the property owner by the
Snohomish County Tax Assessor records. Ms. Bacolas stated that no one had contacted her about the fire.
In briefing her on the fire loss, I advised her that her tenants had used two (2) of the dry chemical
fire extinguishers kept inside the building and asked that the fire extinguishers be serviced as soon as
possible. She agreed to have the fire extinguishers serviced.

Due to recent changes in the new Edmonds Community DeveloDment
Code and the Life Safety Code,. the Fire Marshal's Office will
be enforcing the following requirements.
The following will effect all apartments and condominums within
the limits of the City of Edmonds.
1. Smoke detectors in each living unit. W.A..C. Chapter
212-10
The following will effect all apartments and condominums with
two or more doors that open on a common area/corridor.
2. Self -closures on all living unit/corridor doors.
Life Safety Code 19-3.6.2
3. Fire rating on living unit/corridor door:
a. Minimum 20 minute door (label on hinge side of
the door)
b. 1 3/4" solid bonded woodcore door. Life Safety
Code 19-3.6.3
We request that the above items be checked by you for compliance
and noted on the attached form. Your reply verifying compliance
or current status is to be received by thi; office within thirty
(30) days.
