accessed by various streets surrounding this multi use athletic field.
General Requirements
Contractor will be required to complete the detailed scope of work as specified in Skate
Park specifications.
Gradinix Reauirements
To construct this skate park 740 yards of soil will have to removed in order to place
cement slab on a solid foundation. Approximately 500 yards of 5/8 inch rock chips and
approximately 140 yards of soil and sand or as needed for project. Then 100 yards of
cement will be installed to construct cement slab as stated in construction specifications.
Drainaae Requirements
A detention and drainage system will be installed per City of Edmonds requirements.
Detailed site reports are attached. A silt filter fence will be installed around site and all
storin'water catch basins will be protected with filter fabric.
Security Fence
Approximately 750 feet of 6 feet tall security fence will be installed around site to protect
the public during construction.
Modular Eguipment & Fencin
When cement has cured, Skate Park modular pieces will be placed on cement slab and
fencing will be installed per construction specifications.
Landscapina
After contractor has completed installing skate park modular pieces and perimeter fence
new turf will be installed around Skate Park to match with existing turf in the area.
Recommendations are that no plant material be installed around Skate Park due to the
heavy use this entire site receives as a multi -use sports field and skate park. Any
landscaping that would be installed would surely be damaged by soccer and baseball
activity in this area.

Skate Park Signage & Regulations
Regulation signs will be designed to meet standards of other skate parks in the area. Two
6 foot long benches will be installed on south side of Skate Park so users and the public
can enjoy this wonderful sport. Please see skate park regulations below.

Civic Center Playfield Skate Park Background/History
At the October 26, 1999 City Council meeting, the Edmonds Police Foundation donated $4,500 toward the
future development of a skate park facility in downtown Edmonds. At that time, Mayor Fahey, Council,
and city staff recognized the health and social benefits of skate boarding and the success of the new
Lynndale Skate Park, jointly funded by both Edmonds and Lynnwood after a lengthy development process.
It was also identified that the park was heavily used and many younger, inexperienced skateboarders had
difficulty getting to use the park.
The need for a local skate park was identified in the 2001 Parks, Recreation & Open Space Plan and has
been included in the Capital Improvement Plan since that time.
On March 23, 2004, staff met with the Edmonds Police Foundation to discuss the possibility of building a
skate park in the downtown area, and it was decided to form a Skate Park Work Group.
On May 17, 2004, members of the Police Foundation and the Parks & Recreation staff organized a
meeting. Edmonds skaters, parents, and community members who believed a skate facility in downtown
Edmonds would be a valuable asset to the community's youth attended to form an ad hoc committee.
On July 13, 2004, staff and committee members met with the City Council Community Services
Committee and were encouraged to move ahead with planning the development of a skate park in the
downtown area.
On January 26, 2005, the Skate Park Work Group presented a report to the Edmonds Planning Board with
their findings to date. Committee members reported on different aspects of the proposal which included
health benefits; growth and popularity of the sport; the 40 Developmental Assets, nationally recognized
building blocks that help young people grow up healthy, caring and responsible; safety; risk management;
the Recreation Immunity Act; pictures of skate parks in surrounding communities; criteria for selecting a
skate park site; and the proposed location at the Civic Center Playfields. A Public Hearing was scheduled
for March 9, 2005.
On March 9, 2005, a Public Hearing was held at the Planning Board. Many comments, questions and
suggestions were received from the public. At the conclusion of the Public Hearing, the Skate Park Work
Group was asked to return later to answer questions from the Planning Board concerning noise impacts on
the surrounding neighborhood and provide an accurate site plan of the park.
On October 26, 2005, the Greenbusch Company, Inc., presented a comprehensive noise study to the
Planning Board. Two other refinements to the original proposal were presented; 1) a location change
within the Civic Center Playfields; and 2) a significant change in the product proposed for the site.
On November 16, 2005, a Public Hearing was held at the Planning Board. At the conclusion, the Planning
Board unanimously approved moving the recommendation to approve the skate park at Civic Center
Playfield to City Council.
At the City Council Meeting on November 29, 2005, the Skate Park Work Group gave a presentation and
proposal to locate the skate park at Civic Center Playfield. A public hearing was scheduled for December
6,2005.
At the December 6, 2005 City Council Meeting, a public hearing was held regarding the skate park.
Following the public hearing, the City Council unanimously approved locating the skate park at the Civic
Center Playfield.

INVITATION TO BID
CITY OF EDMONDS
Sealed bids will be received at the office of the City Clerk at 121 Fifth Avenue North, Edmonds,
Washington, until 2:00 p.m., October 2006, for the construction of the Civic Center Skateboard
Park and the furnishing of all labor, materials, and equipment necessary for this project.
The sealed bids will be opened and publicly read aloud at 2:15 p.m., October 17, 2006 at the City
Clerk's Conference Room, 121 Fifth Avenue North, Edmonds.
Plans and specifications and form of contract documents may be examined at the office of the City
Engineer located in the Development Services Department, 121 Fifth Avenue North, and a set thereof
purchased for a non-refundable fee of $25 each.
A certified check, cashier's check, or bid bond in the amount equal to at least five percent of the total
amount bid, including sales tax, if applicable, must accompany each bid as evidence of good faith and
as a guarantee that, if awarded the contract, the bidder will execute the contract and give a performance
and payment bond as required. The check will be given as a guarantee that the bidder shall execute the
contract in conformity with the contract documents if it is awarded to him and shall provide a
performance and payment bond as specified therein within fifteen days after notification of the award
of contract to the bidder.
The City of Edmonds reserves the right to reject any or all bids, and to waive irregularities or
� I informalities in the bid or in the bidding.
No bidder may withdraw his bid after the hour set for the opening thereof, or before award of contract,
unless said award is delayed for a period exceeding sixty days.

LOCATION, SCOPE OF PROJECT, AND BASIS OF AWARD
The project covered within these documents involves the construction of a skateboard park to be
located at the Civic Center Playfield, as described in the contract documents and drawings.
The successful bidder will be required to furnish the necessary equipment, materials and labor. All
of the above shall be accomplished in accordance with these bid documents, plans and special
provisions.
The City shall award a contract based on the lowest acceptable bid for one, all or a combination of
the bid schedules in the contract proposal. The combination of bid schedules awarded shall be at the
sole discretion of the City.
The specifications are the WSDOT 2006 Specifications referenced on Page 11B- I and 1-1, except as
revised, supplemented or replaced in the Contract Document.
Pre -bid Site Visit — A mandatory pre -bid site visit will be held on October 10, 2006 at 2:00 PM at
the project site. All bidders shall be required to attend. Any bid received from a bidder who did
not attend the pre -bid site visit may be rejected at the sole discretion of the City. Contact Jim

INFORMATION TO BIDDERS
Specifications and Contract Manual -
The Washington State Department of Transportation (WSDOT) and APWA 2006 Standard
Specifications for Road, Bridge and Municipal Construction are the specifications for the project,
including the General Requirements, Technical Specifications (Divisions 2 through 9), Standard
Details and Drawings, except as amended, modified, clarified, deleted or expanded in this project
manual and the design drawings and plans. The combination of all specifications, plans and drawings
hereinafter shall be referred to as the "Contract Documents."
Bid Submittal
Bid subrm'ttal shall include five percent Bid Bond, Proposal, Addendum, Non -Collusion Affidavit and
Certificate of Equal Employment Opportunity Report.
Award of Contract
The City intends to award a contract within thirty days of bid opening.
Execution of Contract
Successful bidder shall submit to the City within fifteen days of the Notice of Award the executed
Agreement, one hundred percent Performance and Payment Bond, and Certificate of Insurance with the
City named as an additional insured.

(a) Proposal
The unit prices must be shown in the spaces provided. All pages in proposal must be filled in.
Receipt of all addenda must be acknowledged on page P-5. All subcontractors supplying over ten
percent of the total contract bid amount must be listed on Proposal Sheet P-4 or supplied within
twenty-four hours of the bid opening or the bid will be rejected.
(b) Bond Accompan3jng Bid
This form is to be executed by the bidder and the surety company unless bid is accompanied by a
cashier's or certified check. The amount of this bond shall be not less than five percent of the total
amount of bid, including sales tax, if applicable, and may be shown in dollars or on a percentage
basis.
(c) Non -Collusion Affidavit
This form must be filled in and signed before a Notary Public.
(d) Certificate of Equal EMployment Opportunity Rep�grt

(d) Progress Schedule
Prior to beginning any work on site, an approved progress schedule, either in the form of a C.P.M.
or Bar Chart, shall be submitted showing: (1) each element of work, (2) dates each element of
work will be accomplished, and (3) materials order and delivery dates.
(e) Intent to Pay Prevailing Wages Certificate
The Contractor is responsible for submitting a Department of Labor and Industries Certificate and
Certificates for all subcontracts and is responsible to pay all costs. Certificates are required prior to
the first progress payment.
(f) Prevailing Wages
A list is to be posted on the job site.
(g) Shop Submittals
Contractor shall provide a list of submittals for approval, including the following:
1. Project schedule
2. Truck route plan
3. Sample of concrete surface (color and texture)
4. Other submittals as required by the bid documents
(h) Progress PUMents
Contractor shall sign payment requests and certify prevailing wages are being paid. Sales taxes
paid are to be coded to City of Edmonds Tax Code No. 3104.
(i) Contract Completio
Contractor requests final inspection in writing to Engineer. After final inspection, City executes
punch list and issues Certificate of Substantial Completion, stopping the contract time and starting
the one-year warranty period. City confirms work on punch list has been done and executes letter
of Physical Completion. Final payment, less retainage and/or claims, may be executed. City to
give final acceptance and start 45-day appeal period.

Retainage shall be released after City receives Affidavit of Wages Paid, Department of Labor and
Industries Release pursuant to RCW 51.12.050 and RCW 51.12.070, Certification for Payment of
Excise Tax from the Department of Revenue and release of any claims filed in accordance with
RCW 60.28.0 10 on retainage and RCW 39.08.03.

The Bidder, in compliance with your Invitation for Bids for the construction of Civic Center
Skateboard Park having examined the specifications with related documents and the site of the
proposed work, and being familiar with all of the conditions surrounding the work of the proposed
project, including the availability of materials and labor, hereby proposes to furnish all labor, materials,
equipment and supplies, and to perform the work in accordance with the Contract Documents, of which
this proposal is a part.
Bidder hereby agrees to commence work under this contract on a date to be specified in written "Notice
to Proceed" of the City and to ftilly complete the project within 60 calendar days. Bidder ftirther agrees
to pay liquidated damages calculated using the formula in Standard Specifications Section
1-08.09 "Liquidated Damages".
The quantities stated in connection with the price schedule for the contract submitted herewith are
approximate only and payment shall be made on the prices named for the actual quantities incorporated
in the completed work. Any significant changes in the bid quantities shall be negotiated in accordance
with the terms and conditions of Standard Specification Section 1.04.4.
The undersigned submits the unit prices set forth herein as those with which he will perform the work
involved. The extensions in the colurrin headed "TOTAL" are made for the sole purpose of facilitating
comparison of bids, and if there are any discrepancies between the unit prices and the total amounts
shown, the unit prices shall govern. The above prices shall include all labor, equipment, materials,
supplies, overhead, profit, insurance, licenses, fees,, etc., to cover the finished work.
All schedule items for which blanks are provided herein shall be completed in full by showing a unit
price or lump sum price for each item thereof

OVERTIME CALCULATIONS ARE BASED ON THE HOURLY RATE ACTUALLY PAID TO THE WORKER. ON PUBLIC
WORKS PROJECTS, THE HOURLY RATE MUST BE NOT LESS THAN THE PREVAILING RATE OF WAGE MINUS THE
HOURLY RATE OF THE COST OF FRINGE BENEFITS ACTUALLY PROVIDED FOR THE WORKER.
ALL HOURS WORKED IN EXCESS OF EIGHT (8) HOURS PER DAY OR FORTY (40) HOURS PER WEEK, SHALL BE PAID AT ONE
AND ONE-HALF TIMES THE HOURLY RATE OF WAGE.

AGREEMENT
THIS AGREEMENT AND CONTRACT, made and entered into at Edmonds, Washington, this
day of 9 2006, by and between the CITY OF EDMONDS, a municipal
corporation, hereinafter called the CITY and hereinafter
called the CONTRACTOR.
WITNESSETH: THAT WHEREAS, the CITY has heretofore caused to be prepared certain
plans, specifications, including Invitation to Bid, Addendum Proposal, Agreement, Performance
and Payment Bond, all attached hereto, for its project entitled Civic Center Skateboard Park, and the
CONTRACTOR did on the day of ', 2006 file with the CITY a proposal
to furnish equipment, labor, material, supplies and appurtenances for the construction of said project as
set forth in the plans and specifications, and agreed to accept as payment therefore the sums fully stated
and set forth in the proposal; and
WHEREAS, the said plans and specifications and proposal full and accurately set forth and
describe the terms and conditions upon which the CONTRACTOR proposes to furnish said
equipment, labor, material, supplies and appurtenances and perform said work, together with the
manner and time of furnishing same;
IT IS THEREFORE AGREED, that in consideration of the terms and conditions contained
herein and attached and made a part of this agreement, the parties hereto covenant and agree as
follows:
The CONTRACTOR shall do all work and furnish all labor, materials, supplies, and equipment
for Civic Center Skateboard Park in accordance with and as described in the attached plans and
specifications and the Standard Specifications, which are by this reference incorporated herein and
made a part hereof, and shall perform and make alterations, in or additions to, the work provided under
this contract and every part thereof
Work shall start on the day specified on the notice to proceed and be completed in 60 calendar
days.
If said work is not completed in the time specified, the Contractor agrees to pay to the City
liquidated damages for each and every day said work remains uncompleted after expiration of the
specified time. Liquidated damages shall be calculated using the formula in Standard Specifications
Section 1-08.9, "Liquidated Damages".
The CONTRACTOR shall provide and bear the expense of all equipment, and labor of any sort
whatsoever that may be required for the transfer of materials and for constructing and completing the
work provided for in this contract and every part thereof, except such as are mentioned in the
specifications to be furnished by the CITY OF EDMONDS.

The CITY hereby promises and agrees with the Contractor to employ, and does employ the
Contractor to provide the materials and to do and cause to be done the above described work and to
complete and finish the same according to the attached plans and specifications and the ternis and
conditions herein contained; and hereby contracts to pay for the same according to the attached
specifications and the schedule of unit or lump sum prices hereto attached, at the time and in the
manner and upon the conditions provided for in this contract.
That, in consideration of faithful compliance with the terms and conditions of this Agreement, the
City shall pay to the Contractor, at the times and in the manner provided in said specifications, the total

IN ADDITION TO THE INCORPORATED TERMS, PLANS AND CONDITIONS, the

II . The Contractor shall indemnify, defend and hold harmless the City, its officers, agents
and employees, from and against any and all claims, losses or liability, including attorney's fees, arising

from injury or death to persons or damage to property occasioned by an act, omission or failure of the
Contractor, its officers, agents, and employees, in performing the work required by this agreement
(contract). With respect to the performance of this agreement and as to any claim against the City, its
officers, agents and employees, the Contractor expressly waives its immunity under Title 51 of the
Revised Code of Washington, the Industrial Insurance Act, for injuries to its employees and agrees that
the obligation to indemnify, defend and hold harmless provided for in this paragraph extends to any
claim brought by or on behalf of any employee of the Contractor. This waiver is mutually negotiated
by the parties. This paragraph shall not apply to damage resulting from the sole negligence of the City,
its agents and employees. To the extent any of the damages referenced by this paragraph were caused
by or resulted ftom the concurrent negligence of the City, its agents or employees, this obligation to
indemnify, defend and hold harmless is valid and enforceable only to the extent of the negligence of
the Contractor, its officers, agents and employees.
2. Provision for Cost and Attome3�s Fees. In the event that any suit is commenced by the
City to enforce the terms of this contract or any bond securing the obligations of this contract, the City
shall be entitled to recover, in addition to any other sums due and owing hereunder, its costs incurred in
such enforcement, such costs to include, but not be limited to, reasonable attorney's fee.

SPECIAL PROVISIONS
1. Scope of Project — The work consists of furnishing all labor, equipment and materials
necessary to construct the Civic Center Skateboard Park located in the Civic Center in the
vicinity of Sixth Avenue North and Sprague Street in Edmonds, Washington. The Contractor
will be required to construct this project in two phases. The first phase will include the
excavation and disposal of all required materials, the construction of all concrete and related
appurtenances including the detention system and the installation of fence post sleeves. At the
completion of this work, the Contractor will be required to leave the site for approximately ten
days to allow another contractor to install the modular skateboard components. Following the
installation of the components, the second phase of the project will commence. The Contractor
will return to install the fence system as specified. The Contractor shall perform all operations
in strict accordance with the specifications and drawings and shall be subject to the terms and
conditions of the contract.
2. Work Hours — Work hours shall be from 7:00 AM to 6:00 PM Monday through Friday. No
work shall be done at night or on weekends or City -observed holidays without prior approval
from the City Engineer.
3. Protecting the Public — The Civic Center Playfield is heavily used by the public. In addition,
this project site is located contiguous to the Edmonds Boys and Girls Club. The Contractor is
required to take extreme measure to assure that this work environment remains safe at all times.
.Flaggers and spotters must be utilized whenever materials are delivered or removed from the
construction site.
4. Contract Duration — The Contractor shall be given 60 calendar days to complete the project.
5. Pre -bid Site Visit — A mandatory pre -bid site visit will be held on October 10, 2006 at
2:00 PM at the project site. All bidders shall be required to attend. Any bid received
from a bidder who did not attend the pre -bid site visit may be rejected at the sole

GENERAL REQUIREMENTS
1. Preconstruction Conference — The Contractor shall meet with the City in a
preconstruction meeting to discuss the Contractor's construction program and also to
provide the City with their plan to control traffic. Work shall not commence until the
schedule and traffic control plan have been approved by the City.
2. Permits — City of Edmonds building and grading permits will be issued to the Contractor
at no charge.
3. Verification — The Contractor shall verify all measurements and notify the City
Representative of any known discrepancies in the contract documents prior to the start of
construction. All layouts shall be performed by the City Representative.
4. Traffic Control — Local traffic shall be maintained. Access to all properties shall be
provided at the end of each day. Construction signing shall be specified and in
accordance with the Manual on Uniform Traffic Control Devices (MUTCD). All traffic
control personnel, signs and barricades required by construction activities for the control
of traffic shall be maintained by the Contractor. This shall apply to detours and traffic
control, both within and outside the limits of the project.
5. Cleanup and Street Sweeping — All street sweeping shall be the Contractor's
responsibility. Any street sweeper used must be capable of capturing all debris. Upon
completion of the work each day, the Contractor shall clean the right-of-way and all
properties on which he has. operated in the construction of this project, including
removing all discarded materials, rubbish and debris and dust control by water -spraying
the Job site. The Contractor shall do all things necessary to put the right-of-way and the
project in a safe and orderly condition.
6. Removal of Existin Materials — The Contractor is responsible for the removal and
appropriate disposal of all excavated materials.
7. Temporary Construction Fence — Under the direction of the City's Project Manager, the
Contractor will be required to install approximately 750 LF of six-foot high temporary
fence. This fence must be locked at the end of each work day.
8.. Concrete Slab — The Contractor is required to provide all concrete materials with color
impregnated into the concrete product. Use Cadman "Antique Mix" or approved
equivalent. Concrete to contain fiber mesh to limit surface cracking.
9. Detention System — A detention system must be installed per the attached plan
parameters. The system must be installed to parallel the north edge of the concrete stab.
10. Perimeter Fence — All fence posts to be black vinyl coated Schedule 40 material. All
fencing to be eight -gauge galvanized fabric.
11. Crushed Base Rock — Note that the base rock for this project is 5/8-inch Fii�PA (not
5/8-inch minus).

1-05.5 Add: Construction Stakes
The Engineer will provide on the plans the location of the survey control and bench marks used for the
design. The Contractor shall provide all construction staking. The Contractor shall provide reference points
for all of the existing monumentation within the project boundary under the supervision of a licensed land
surveyor retained by the Contractor. All monurnentation shall be replaced by the Contractor's licensed land
surveyor prior to final acceptance. The Contractor and/or his surveyor shall work closely with the Engineer
in establishing grades, alignments, and resolving any discrepancies. Unless otherwise specified in the
Special Provisions, the Contractor shall detennine if a licensed surveyor is needed for field staking. The
Contractor shall field station the project as shown on the plans. All subgrades and top courses for street and
road projects shall be "blue top" at a minimum of 50-foot stations. All surveying and construction staking
shall be considered incidental to the Contractor's bid proposal. The City reserves the right, after the
Contractor has field established final grades, to require the Contractor to have the grades checked by the
Contractor's licensed surveyor or the City's surveyor. If the grades are determined to be incorrect, the
Contractor shall pay all costs. If the grades are found to be correct, the City will pay for the Contractor's
direct cost for the surveyor and an additional fifteen (15) percent of the direct cost to cover overhead, profit
and any inconveniences or delays resulting from checking the finished grades.
1-05.6 Inspections of Work and Materials
Add: It is understood by the Contractor that the Engineer or his representative will not be on the job site full-
time, and the City will rely on the Contractor to follow the contract plans and specifications, schedule, and
request inspections at the appropriate times as required herein and testing required in 1-06.2. The Engineer
will make an effort to provide inspections on short notice, but if unable to, the requirements for proper notice
shall apply. The project schedule prepared by the Contractor and approved by the Engineer shall also be
used as a guide for the Contractor to schedule inspections. The Contractor shall provide 24 hours written
request for inspections and 48 hours for testing, but in no case, shall there be more than 72 hours notice. The
request shall state the date and approximate time the inspection or test is requested. If the Contractor
establishes a history of requesting inspections and/or tests and is not prepared or ready for said inspection
test, the Contractor shall pay the costs for all improperly scheduled requests. Three (3) improper requests for
inspections or tests shall constitute a history.
At the beginning of the project, or each major construction operation, the Contractor shall meet with the
Engineer and establish, in the field, the product which meets the specifications for survey staking and control,
pavement cuts, utility trenches, trench bedding, patches, curb and gutter alignment, grade and finish,
sidewalk finish, paving finish and any other activities determined by the Engineer to be important to the
project. No major amount of work shall proceed until this is established. Approximately 100 feet of work
will be considered as the baseline measure. It is understood the intent of this requirement is to have as a
reference at the beginning of the project or activity to be used for comparison throughout the project. This
does not waive the Contractor's requirements in the specifications for quality control or ma ' terials used.
Inspections and testing, as required in 1-06.2, are mandatory prior to backfilling any utility trenches; placing
base course and top course for streets; paving, and placing sidewalks, curbs and gutters. The Engineer shall
be present for all testing of utilities.
Scheduling for all surveys and associated delays shall be considered incidental to the project.
1-05.8 Add: Protection of Work and Utili!y Trenches
It is mutually understood that the weather patterns in the City consist of large amounts of annual rainfall. The
Contractor can obtain precipitation records from the National Climatic Data Center for review. The
Contractor shall include in his bid prices and work schedule, the necessary means to protect the work and
cleanup measures. Materials placed or installed and then damaged or contaminated by rainfall requiring
rejection by the Engineer shall be replaced at the Contractor's expense. Materials which are stockpiled, at the
site, including trench backfill materials, shall also be protected and replaced at the Contractor's expense if
contaminated by the weather and determined to be unusable. Cold patching or rock used to protect utility
trenches from the weather, shall be considered incidental to the project and bid proposal items.

1-05.1 la Substantial Completio
Add: The Engineer may issue a certificate of Substantial Completion when the project is substantially
completed and in use by the City. Substantial completion shall start the warranty period for work accepted in
the statement and stops the contract time, but is not a notice of project acceptance and does not release the
Contractor from making immediate repairs for work found to be defective after issuance of the statement
which would be required for release of retainage.
Raising to final grade of all utility castings and final patching work must be completed prior to issuance of
substantial completion.
1-05.12 Final Acceptance
Insert: Upon satisfactory completion of all contract requirements, the City will approve Final Acceptance. A
forty-five (45) day appeal period will begin the day after Final Acceptance. The retainage shall be released
after the appeal period and in accordance with Washington State RCW's. (See 1-09.9a Retainage)
1-06 CONTROL OF MATERIALS
1-06.2(l) Sa!nples and Tests for Acceptance
Add: The City reserves the right to have field testing of materials, including moisture content and
compaction, at its discretion. The City will pay all testing cost except as stipulated below for City
constructed projects. Testing costs for work under private contracts shall be paid by the Contractor or
developer, not the City. The Contractor shall schedule, in his work, testing required in the specifications and
the minimum tests listed below to be performed by the City or its testing company. The Contractor shall
provide the equipment and labor provide test sites and/or pits (holes) at the locations and depths selected by
the Engineer. If a test fails, additional tests will be performed to establish the limits of failure. After any
rejected work is done, the testing procedure shall be implemented again. If a test fails again, additional tests
will be performed to identify the area of failure at the Contractor's expense. The testing and rework will be
done at the cost of the Contractor until the work is accepted by the Engineer. All costs to the Contractor
associated with testing, including delays and scheduling, shall be incidental to the bid price(s).

of insurance shall name the City as additional insured and indemnifies and holds harmless all officers and
employees of the City for any claims arising from the project. No termination or changes in coverage or
language shall be without a 30-day written notice to the City by certified mail. The Contractor shall provide
a copy of the policy upon request to the City within 10 days of the request. The minimum property damage
insurance shall include $1,000,000 for bodily injury and $1,000,000 for property damage with combined
aggregate of $2,000,000 for general liability and $1,000,000 for both bodily and property damage for
automobile liability, with a total of $2,000,000.

1-09 MEASUREMENT AND PAYMENT
1-09.1 Measurement of Ouantities
Add: Concrete and truck tickets shall be delivered to the Engineer or his representative within four (4) hours
of delivery of material to the job site. If the Engineer's office is closed, tickets will be delivered to the City
Police Department, with a message for said tickets to be delivered to the Engineer. Truck tickets not
delivered within the specified time shall constitute grounds for rejection by the Engineer. In resolving
discrepancies or conflicts regarding crushed rock or asphalt tickets, the Engineer shall use 1.90 tons per
compacted cubic yards of crushed rock and 2.05 tons per compacted cubic yards for asphaltic concrete. The
Contractor, with the Engineer's approval and prior to delivery of materials, establishes a project conversion
factor approved by the Engineer using a minimum of ten (10) tons of material.

1-09. 1 a Add: Incidental Items
Any materials, equipment, or work that is required to complete the project as shown on the drawings,
in the specifications, applicable building codes, and not specifically listed in the Proposal, shall be
considered incidental to the project and bid items, except for adequate safety systems in accordance
with RCW 49.17 for trenches exceeding four (4) feet in depth.
1-09.5 Deleted or Terminated Work
Add: Materials which are estimates, paragraph 1-02.3, shall not apply to paragraph 1-09.5.
1-09.8 Payment for Material on Hand
Add: The Engineer shall decide if any payment for materials on hand will be paid. The contractor shall be
responsible for securing material on site and any loss shall be at the contractor's expense. Payments for
materials shall not exceed 90% of the actual invoice costs.
1-09.9(1) Retainage
Add: In conformance to RCW 60.28.010, retainage in the amount of five (5) percent shall retained from
each payment. The retainage will be released after the 45-day appeal period following final acceptance (I-
05.12), receipt of certification of payment for excise tax from Department of Revenue, receipt of "Affidavit
of Wages Paid" from Department of Labor and Industries and releases from Department of Labor and
Industries regarding RCW 51.12.050 and RCW 51.12.070.

2.09.1 Description
This section covers the work necessary for trench excavation and backfill for all pipelines, complete.

Trench Excavation
Excavation is unclassified. Complete all excavation regardless of the type of materials
encountered. The contractor shall do an estimate of the kind and extent of the various
materials that will be encountered in the excavation.
Type of Bedding
Bedding consists of pipe base and pipe zone material. Pipe zone material shall be required for
all pipe. Pipe base material will be required for pipes except ductile iron pipe. Pipe base
material for ductile iron shall be required when, in the opinion of the Engineer, the native
trench bottom is not suitable for laying pipe.
Types of Backfill
For bidding purpose, the class of backfill to be used above the pipe zone is indicated on the
plans or class C if not shown. The City reserves the right to modify the use, location, and
quantities of the various types of backfill during construction according to the established bid
item prices. The Engineer will designate the type of backfill to be used in each location
throughout the construction of the project. The general classifications of backfill are as
listed below:
1. Class B
Class B backfill will be used in unsurfaced areas where compaction and subsequent
settlement are not critical.
2. Class C
Class C backfill will be used in unsurfaced areas or road shoulders where reseeding,
sod replacement, or shoulder replacement will be required. Compaction in these
applications is important, as the subsequent settlement must be held to a minimum.
3. Class D
Class D backfill will be used in unsurfaced and surfaced areas where compaction is
critical to ensure that no settlement occurs. Pavement replacement and shoulder
replacement will be made shortly after backfilling.
Water for Trench Compactio
The contractor shall make all arrangements for a source of water. All City water shall be
metered and supervised by the City. The contractor shall be responsible for any deposit fees.

Construction Requirements
A. Surface Preparation for Excavation
Conform to subsection 2.01 Cleariniz, Grubbiniz and Roadside Cleanup
B. Trench Excavation and Shoring
Open Trench Limited
The length of trench excavated in advance of the pipe laying operation shall be kept to
a minimum, and in no case shall it exceed three hundred (300) feet, unless specifically
authorized by the Engineer.
2. Trench Width
Contractor shall conform to state and federal laws. Minimum width of unsheeted
trench in which pipe is to be laid shall be eighteen (18) inches greater than the outside
diameter of the pipe, or as approved. Sheeting requirements on each side shall be
independent of trench widths.
The maximum permissible trench width from the bottom of the trench to the crown of
the pipe shall be as follows:
15 inch diameter and smaller 40 inches
18 inch diameter and larger 1-1/2 times the inside diameter of the
pipe plus 18 inches
If the maximum trench width at the crown of the pipe is exceeded by the contractor
without the written authorization of the Engineer, the contractor will be required, at his
own expense, to provide pipe of higher strength classification or to provide a higher
class of bedding, as approved by the Engineer.
Maximum permissible trench widths shall be as shown on the plans. If the maximum
permissible trench width is exceeded, contractor shall be solely responsible for all
costs associated with the additional trench width including, but not limited to, backfill
and surface restoration.
3. Trench Safe!y Systems
Safety systems shall be provided in conformance to Washington Industrial Safety and
Health Act, Chapter 49.17 RCW.
4. Grade
Excavate the trench to the lines and grades shown or as established by the Engineer
(Section 1-05.4) with proper allowance for pipe thickness and for pipe bedding (base)
material as required. If the trench is excavated below the required grade, correct any
part of the trench excavated below. the grade with material of the type specified for
pipe bedding at no additional cost to the City.
Bell (Joint) Holes
At the location of each joint, the contractor shall dig bell (joint) holes of ample
dimensions in the bottom of the trench and at the sides where necessary to permit the
joint to be made properly and to permit easy visual inspection of the joint.

6. Disposal of Excess Excavated Material
Contractor shall make arrangements for the disposal of all excess material and bear all
costs.
7. Shoring, Sheeting, and Bracing of Trenches
All sheeting, shoring, and bracing of trenches shall conform to the safety requirements
of the federal, state, or local public agency having jurisdiction and as required to
protect the pipe. The most stringent of these requirements shall apply.
8. Location of Excavated Materials
During trench excavation, contractor shall place the excavated material only within the
construction easement, right-of-way, or approved working area in such a manner that it
will cause a minimum of inconvenience to the traveling public and provide for merging
traffic where necessary. Contractor shall not obstruct both lanes of traffic on any
private or public traveled roadways or streets. The contractor shall also take the
necessary steps to control erosion of the excavated material.
C. Dewatering
The contractor shall furnish, install, and operate all necessary machinery, appliances, and
equipment to keep excavations free from water during construction, and shall dewater and
dispose of the water so as not to cause injury to public or private property or to cause a
nuisance or a menace to the public.
E. Trench Backfill
I General
When backfill is placed mechanically,- push the backfill material onto the slope of the
previously placed and allow the material to slide down into the trench. Do not push
backfill into the trench in such a way as to pern-tit free fall until two (2) feet of cover or
more is provided over the top of the pipe. Under no circumstances, allow sharp or
heavy pieces of material to drop directly onto the pipe or the tamped material around
it. All backfill, regardless of class, shall be placed in successive layers not to exceed
eight (8) inches in loose thickness and each layer shall be compacted to the density
specified herein. At no time shall backfill material be placed in the trench if the
moisture content exceeds two percent (2%) of optimum moisture for the approved
backfill material. If the moisture content is less than two percent (2%) of the optimum,
additional water may 6e required based on the recommendations of the City's soils
testing consultant or approval from the City Engineer.
Backfilled trenches shall be reasonably smooth, free from ruts and material neatly
windowed over the trench and excess removed. If the trench is over driveways,
roadways or paved shoulders, the surface shall be temporarily covered with two
(2) inches of cold mix per the standard trench detail. Unpaved surfaces shall have
material neatly mounded not more than six (6) inches above the existing ground for the
entire width of the trench. Estimate and provide the amount of backfill material
required so after non-nal settlement, the finished surface will meet the existing grade.
Any excess or deficiency after normal settlement shall be corrected accordingly.
Screen all boulders and stones from the backfill material that are two (2) inches in
diameter or larger in the upper twelve (12) inches of the backfill.
When, in the opinion of the Engineer, selected backfill material is unsatisfactory, the
contractor shall furnish imported backfill material as approved by the Engineer.

2. Class B Backfill
Backfill the trench above the pipe zone and compact to ninety percent (90%) of
maximum density as determined by ASTM D1557 (see 1-06.2). Determine the type of
compaction required to prevent subsequent settlement.
Class C Backfill
Backfill the trench above the pipe zone and compact to ninety percent (90%) of the
maximum density as determined by ASTM D 15 57 (see 1-06.2). Detern-line the type of
compaction required to prevent subsequent settlement.
4. Class D Backfill
Backfill the trench above the pipe zone with approved backfill material to a minimum
of ninety-five percent (95%) as. determined by ASTM D1557 (see 1-06.2).
If the native material does not comply with the specifications, the contractor shall use
imported material as approved by the Engineer.
Maintenance of Trench Backfill
Any subsequent settlement of the finished surface during the warranty period shall be
considered a result of improper or insufficient compaction and/or excessive moisture
content and shall be promptly repaired by the contractor at no cost to the City.
Maintain the backfilled trench surface until the following applicable operations have
been completed and approved by the Engineer:
a. Service connections, installed and backfilled.
b. Valves, valve boxes, and hydrants installed.
C. Pressure testing.
d. Cleaning, flushing, and steriUation.
e. Cleanup and restoration of all physical features.
f. Utilities restored to their original condition or better.
9. All work required between the two valves or manholes accomplished, with the
exception of final surfacing.
This maintenance shall include, but not limited to, keeping the surface of backfilled
trenches reasonably smooth, free from ruts and potholes, and suitable for non-nal traffic
flow, where applicable.
No additional payment will be made for the maintenance of the trench backfill before
completion of the work outlined above, except for cold mix asphalt when directed or
requested by the Engineer. -
No final pavement replacement shall be undertaken until all items outlined above have
been completed and approved by the Engineer.
Maintenance of backfilled trenches is considered to be incidental to this item of work,
and payment for such maintenance will be considered as included in payment for class
of backfill.
CoLnpaction of Backfill
Mechanical compaction is generally recommended for trenches. Contractor will supply,
operate and maintain the proper equipment to compact the classification of material relative to
the field conditions. Water settlement may be used to compact sand, pit run, and gravel type

backfills. If the contractor desires to use water settling, he shall submit in detail to the
Engineer for approval, the procedure to be used. The contractor, as directed by the Engineer
and at no additional cost, shall excavate test holes to review the effectiveness of compaction.
If, in the opinion of the Engineer, the specified compaction and densities are not being
achieved in accordance with 1-06.2, the contractor shall recompact the backfill material. If
required, water saturated material shall be removed, dried, and placed back in lifts or replaced
with imported backfill material. The contractor shall be responsible for all costs for labor,
materials, and delays resulting from improper compaction and recompaction.
Embankments
Structural Embankment
Construct embankment to support the pipeline in accordance with the details shown on
the plans. Spread excess excavated trench material in maximum one (1) foot lifts for
the full width of the embankment cross section and compact to a minimum of ninety-
five percent (95%) of maximum density for the full depth of the fill as determined by
ASTM D 15 5 7 (see 1-06.2). Compact the embankment to its final cross section before
the trench excavation for the pipe is made.
Additional Pipe Cove
In locations where insufficient pipe cover exists, place selected native material over
the pipe as shown or directed to provide a minimum cover of three (3) feet. Slope pipe
cover to prevent blockage of surface runoff. No additional payment will be made for
furnishing additional pipe cover.
Drainage Ditch Restoration
Undercrossings of ditches shall be backfilled with imported granular backfill material or as
approved to within the top one (1) foot of the ditch bottom. Place approved rock or rip -rap
material in the top foot. Correct any ditch damage as a result of contractor's operations at no
cost to the City. Payment for ditch restoration will be considered as incidental to the project.
Cold Mix Asphalt
Cold mix asphalt used for temporary repair of utility trenches or other small areas shall be
placed by hand, then raked to a smooth and uniformly dense layer before compacting.
On large areas, which have been determined by the Engineer to be temporarily repaired with
cold mix asphalt, the rnix shall be spread with mechanical spreading equipment, such as a
"Layton Paver," to a smooth and uniformly dense layer before compacting. In areas
inaccessible to the mechanical spreading equipment, cold mix shall be placed by hand.
Resurfacing
Resurfacing, including asphalt patching, graveling, and landscaping shall be performed after
the maintenance of trench backfill.
Settlement
Any settlement observed in the backfill, embankment, or in structures, including pipelines and
manholes built over compacted material or embankment within the warranty period will be
considered to be caused by improper compaction methods and/or pumping due to excessive
moisture and shall be corrected and repaired at no cost to the City. Pipelines and structures
which have settled shall be removed and reconstructed to the original condition at time of
acceptance at no cost to the City.

A. Unit Price
Payment shall be made at the unit prices as stated in the contractor's bid proposal for the
backfill classification using imported materials. Native materials used for base, bedding and
backfill shall be considered incidental to the unit price for pipe. Payment shall be
consideredfull compensation, including all labor, equipment, and materials for excavation,
dewatering, backfill, compaction, hauling, maintenance, and testing, complete. Trench safety
systems shall be at the unit bid price in the bid proposal.
Measurement shall be the length of the centerline of the pipe, fittings, and valves in place.
Extra excavation and backfill at ends of pipes, fittings, and valves shall be considered
incidental to the bid items. Trench excavation and payment for lump sum items shall not be
paid for under this item.
2.12 CONSTRUCTION GEOTEXTILE
2.12.5 Payment
Payment for all labor, materials, tools and equipment required for the installation of the construction
geotextile in accordance with the Construction Documents shall be included by the Contractor in the
unit contract price for "Subsurface Drain" bid itern.
2-13 IMPERMEABLE MEMBRANE
2-13.1 Description
This section described furnishing and installing an impermeable membrane as part of the subsurface
drain.
2-13.1(1) Definitions
Installer: The party responsible for field handling, storing, deploying, and other site aspects of
impermeable membrane installations. Also responsible for transportation of these materials to the site.
Also called Contractor.
PVC Geomembrane Manufacturer: The party responsible for the production of the PVC
geomembrane rolls.
2-13.1(2) Field Quality Control
The Contractor shall inspect each impermeable membrane in its entirety. Any area showing a defect
shall be marked and repaired in accordance with these Specifications.
During the construction phase, each impermeable membrane shall be continuously inspected for
uniformity, damage, and imperfections (for example, holes, cracks, thin spots, or foreign materials).
Immediately after installation, each impermeable membrane shall be inspected to confirm the absence
of tears, punctures, or blisters. Any imperfections shall be immediately repaired and re -inspected.
2-13.1(3) Transportation, Handlina, Storage, and Protection
Use all means necessary to protect the material and Work of this Section before, during, and after
installation.

2-13.2
Impermeable membranes shall be marked and tagged with the following infon-nation:
A. Manufacturer's name.
B. Product identification.
Promptly inspect shipments to assure that materials comply with requirements, quantities are correct,
and materials are undamaged. Arrange storage of material to pern-ift access for inspection.
Periodically inspect to assure materials are undamaged and are maintained in acceptable conditions.
Store panels in their original unopened package in a dry area protected from direct heat or sunlight.
Store impermeable membranes to protect from puncture, dirt, grease, water, moisture, mud,
mechanical abrasions, excessive heat, or other damage.
Store impermeable membrane on prepared flat surface (not on wooden pallets). Use appropriate
handling equipment for deployment.
Impermeable membrane damaged during handling shall be repaired to the satisfaction of the Engineer.
Impermeable membrane irreparably damaged, as determined by Engineer, shall be immediately
removed from the site and replaced. Repair, removal, and replacement shall be solely at Contractor's
expense.
Materials
The material supplied under these Specifications shall be first quality industrial grade products
designed and manufactured specifically for the purposes of this work, and which have been
satisfactorily demonstrated by prior use to be suitable and durable for use intended.
The impermeable membrane material shall be PVC. The impermeable membrane shall conform to the
properties detailed below:

All specification values are minimum roll values.
The impermeable membranes shall be a homogeneous material uniform in color, thickness and surface
texture, free of undispersed raw materials, streaks, foreign material, gels, and any signs of
delanunation, blisters, cracks, tears or pinholes. Impermeable membrane materials shall be chemically
and temperature stable under the conditions in which they will be subjected, and shall contain no
additives or filler which can leach out and cause deterioration over time.
The sheeting shall be suitably formulated from a homopolymer vinyl chloride resin of Type GP in
accordance with ASTM D 1755 to impart durability (ASTM D 3083). Use of water-soluble
compounding ingredients is prohibited. Plasticizers that are resistant to migration, mildew, and
bacterial degradation shall be used. The sheeting shall be pigmented to produce a uniform color and
UV stabilized with carbon black.
The sheeting shall be capable of being repaired with the use of solvent cement.
2-13.2(l). Local Suppliers

2-13.3 Construction Requirements
2-13.3(l) Inspection
The Engineer will inspect the subgrade and give approval that it is suitable.
2-13.3(2) Installation
1. The impermeable membrane panels shall be installed to overlap by I foot as necessary.
2. During installation of the impermeable membrane, the following requirements shall be met:
a. Install impermeable membrane using method that will not damage, stretch, or crimp
impermeable membrane and protect underlying surface from damage.
b. Personnel working on impermeable membranes shall not engage in activities that could
damage the impermeable membrane.
c. Unroll impermeable membrane using method that shall not damage, stretch, or crimp
impermeable membrane and protect underlying surface from damage.
3. Membrane shall be laid underneath and on the north side of the subsurface drain trench, as
shown on the contract drawings.
2-13.3(3) Visual Inspection
During installation, visually examine all areas of overlap of the impermeable membrane for defects,
holes, blister, undispersed raw materials, and any sign of contamination by foreign matter. Clean
surface of the impermeable membrane prior to examination. Mark areas suspected of deficiencies.
Repair each suspect location.
2-13.3(4) Repair
Repair any portion of the impermeable membrane exhibiting a flaw or failing a visual inspection test
in accordance with manufacturer's instructions. Patches shall be made from the same material as the
impermeable membrane and shall extend a minimum of 4 inches beyond the defect. Repair, removal,
and replacement shall be at Contractor's expense.
2-13.4 Measurement
Impermeable membrane shall be measured by the square foot.
2-13.5 Payment
Payment for all labor, materials, tools, and equipment required for the installation of the impermeable
membrane in accordance with the Contract Documents shall be included by the Contractor in the unit
contract price for "Subsurface Drain" bid item.

2-14 CONCRETE SEGMENTAL BLOCK WALL
2-14.1 Description
This section describes a small retaining wall enclosure constructed of concrete segmental blocks to be
installed to replace the existing retaining wall on -site.
2-14.1(1) Subn-dttals
A. Submit the following:
1. Product Data: Material description and installation instructions for each manufactured
product specified
2. Samples
a. Furnish one unit in the color and face pattern specified.
3. Test Reports: Independent laboratory reports stating moisture absorption and compressive
strength properties of the concrete retaining wall units meet the Project Specifications
when tested in accordance with ASTM C140, Sections 6, 8 and 9.
2-14.1(2) DeliverV Storage and Handling
2-14.2
A. Deliver, store, and handle materials in accordance with manufacturer's recommendations, in such a
manner as to prevent damage. Check the materials upon delivery to assure that proper material has
been received. Store above ground on wood pallets or blocking. Remove damaged or otherwise
unsuitable material, when so determined, from the site.
I . Exposed faces of concrete wall units shall be free of chips, cracks, stains, and other
imperfections detracting from their appearance, when viewed from a distance of 10 feet.
2. Prevent mud, wet cement, adhesives and similar materials which may harm appearance of
units, from coming in contact with system components.
Materials
A. Concrete Blocks
I Meet requirements of ASTM C 13 72, except the maximum water absorption shall be limited
to 7 percent, and unit height dimensions shall not vary more than Plus or minus 1/ 16 inch
from that specified in the ASTM reference, not including textured face.
2. Unit Face Area: Not less than 0.33 square feet.
3. Color: Selected by the Engineer from manufacturer's full range of standard colors.
4. Face Pattern Geometry: Straight or tri-plane
5. Texture: Split Rock Face.
6. Include an integral concrete shear connection flange/locator.
B. Construction Adhesive: Exterior grade adhesive as recommended by the retaining wall unit
manufacturer.

2-14.3 Construction Requirements
2-14.3(l) Examination
A. Examine the areas and conditions under which the retaining wall system is to be erected, and notify
the Engineer in writing of conditions detrimental to the proper and timely completion of the work. Do
not proceed with the work until unsatisfactory conditions have been corrected.
B. Verify the location of existing structure, features and utilities prior to excavation.
2-14.3(2) Excavation
A. Excavate to the lines and grades shown on the Drawings. Over -excavation not approved by the
Engineer will not be paid for by the Owner. Replacement of these soils with compacted fill and/or
wall system components will be required at the Contractor's expense. Use care in excavating to
prevent disturbance of the base beyond the lines shown.
2-14.3(3) Foundation Preparation
A. Excavate foundation soil as required for footing or base dimension shown on the Drawings, or as
directed by the Engineer.
B. The Engineer will determine if the foundation soils will require special treatment or correction to
control total and differential settlement.
C. Fill over -excavated areas with suitable compacted backfill, as recommended by the Engineer.
2-14.3(4) Base Course Preparation
A. Place base materials to the depths and widths shown on the Drawings.
1. Extend the leveling pad laterally at least 6 inches in front and behind the lowermost
concrete retaining wall blocks.
2. Provide aggregate base compacted to 6 inches thick (minimum).
3. The Contractor may at their option, provide a concrete leveling pad, in lieu of the aggregate
base.
B. Compact aggregate base material to provide a level, hard surface on which to place the first course
of blocks.
C. Prepare base materials to ensure complete contact with retaining wall blocks. Gaps are not
allowed.
2-14.3(5) Erection
A. General: Erect units in accordance with manufacturer's instructions and recommendations, and as
specified herein.
- B. Place first course of concrete wall units on the prepared base material. Check units for level and
aligninent. Maintain the same elevation at the top of each unit within each section of the base course.
C. Ensure that foundation units are in full contact with the compacted base.
D. Place concrete wall blocks side -by -side for ftill length of wall alignment. Alignment may be done
by using a string line measured from the back of the block. Gaps are not allowed between the
foundation concrete wall blocks.
E. Check each course for level and alignment. Adjust units as necessary to maintain level and
alignment prior to proceeding with each additional course.

F. Install each succeeding course. Backfill as each course is completed. Pull the units
forward until the locating surface of the unit contacts the locating surface of the units in the
preceding course.
Interlock wall segments that meet at comers by overlapping successive courses. Attach
concrete retaining wall units at exterior comers with adhesive specified.
2-14.3(6) Backfill Placement
A. Place fill and compact with only lightweight hand -operated compaction equipment
2-14.3(7) Cap Unit Installation
A. Apply adhesive to the top surface of the unit below and place the cap unit into desired position.
B Cut cap units as necessary to obtain the proper fit.
2-14.3(8) Tolerances
A. Site Construction Tolerances
I Vertical Alignment: Plus or minus 1- 1/2 inches over any I 0-foot distance, with a maximum
differential of 3 inches over the length of the wall. 2. Horizontal Location Control
From Grading Plan
a. Straight Lines: Plus or minus 1- 1/2 inches over any I 0-foot distance.
b. Comer and Radius Locations: Plus or minus 12 inches.
3. Immediate Post Construction Wall Batter: Within 2 degrees of the design batter of the
concrete retaining wall units.
4. Bulging: Plus or minus 1- 1/4 inches over any I 0-foot distance.
2-14.3(9) Adousting and Cleaning
A. Replace damaged units with new units as the work progresses.
B. Remove debris caused by wall construction and leave adjacent paved areas broom clean.
2-14.4 Measurement
Measurement of segmental block wall shall be on an installed square foot basis computed on the total
face area of wall installed. Wall face area includes the bottom of the base course of blocks to the top
of the wall, and the entire length of the wall.
2-14.5 Payment
Payment for the wall will be made on a square foot basis at the agreed upon Contract Unit Price.
1. Payment should be considered ftill compensation for labor, materials, equipment and testing
required to install the wall in accordance with these specifications and the Drawings.
2. Quantities may vary from that shown on the Drawings depending on existing topography.
Change to the total quantity of wall face area will be paid or withheld at the agreed upon
Contract Unit Price.

The following technical specifications shall be modified, clarified, or superseded as described below.
5-04 HOT MIX ASPHALT
5-04.3(4) Rollers
Pneumatic tire rollers shall not be used unless specified in the Special Provisions.
5-04.3(17) Paving Under Traffic
Open trenches within the traveled way or auxiliary lane shall have a steel -plate cover placed
over therri. A wedge of suitable materials, if required, shall be placed for a smooth transition
between the pavement and the steel plate at the discretion of the Engineer. Warning signs
shall be used to alert motorists of the presence of the steel plates.
5-04.5 Payment
Payment for tack coat shall be incidental to the bid items. Cold patch or temporary patch, as
directed by the Engineer, shall be paid for as a two (2) inch thickness per unit measure as
defined in the proposal.
6-02 CONCRETESTRUCTURES
6-02.3(l) Classification of Structural Concrete
Class 3000 concrete, minimum 5 1/2 sack (94 pound sacks) mix, shall be used for all concrete
work, including sidewalks, curb and gutter, curbs, retaining walls, and small structures.
6-02.3(6)A Weather and Temperature Limitations Protection of Concrete
A clear, not white, curing compound shall be brushed or sprayed on all exposed concrete
immediately after the finishing work. Other protective measures for weather constraints are
still required, including protection from excessive hot and cold temperatures (including wind
chill).
6-02.3(12) DumM Joints
Dummy joints shall consist of a tooled 1/4- inch joint into the concrete pour and shall be
placed at 10-foot intervals. All work shall be perpendicular and straight.
6-02.3(13) Expansion/Contraction Joints
The following requirements apply to all curb, curb and gutter, and sidewalk work. Full depth
expansion joints, consisting of 1/2-inch thick premolded material (AASHO M213), shall be
placed perpendicularly when abutting to existing improvements at each side of driveway cuts
and at a maximum spacing of ten feet. Curb and gutter installations will require an additional
2-inch cut or the installation of a 1-inch by 4-inch wedge into the heel of the pour. All work
shall be perpendicular and straight.
6-02.3(14) Finish Concrete Surfaces
The finished improvements shall be true to grade, straight with smooth transitions or curves.
Grade checked with a ten -foot straight edge placed anywhere on the slab in any direction and
shall not deviate more than 1/8 inch, and alignment shall not vary more than 1/4 inch.

The finish shall be a light broom finish as approved by the Engineer in 1-05.6 Inspections.
The City will not accept finishes that are non -uniform, overworked, discolored, spalling,
damaged by weather, or where a cement layer has formed.
7-04 STORM SEWERS
7-04.2 Materials

7-04.3(l) Cleaninp, and Testing
All pipes shall be tested for exfiltration.

7-05 MANHOLES, INLETS, CATCH BASINS AND DRYWELLS
7-05.3(5) Add: Connection to Existing Line, Catch Basin, Curb Inlet or Manhole (New Section)
Where shown on the plans, new stormwater pipes shall be connected to existing lines, catch
basins, curb inlets and/or manholes. The Contractor shall not tap directly into stormwater
main pipes but shall install a structure to make said connection. The Contractor shall be
required to core drill into the structure, shape the new pipe to fit, and regrout the opening in a
workmanlike manner. Where directed by the Engineer or where shown on the plans,
additional structure channeling may be required.
7-05.4 Measurement
Replace paragraph four with:
Structure excavation Class B, including haul, shall be included as part of the applicable unit or
lump sum bid item.
7-05.5 Paymen
Payment shall include adjustments of frames and grates to final grade. See Special Provisions.
7-08 GENERAL PIPE INSTALLATION REQUIREMENTS
7-08.3(1)C Bedding the Pipe
Pipe bedding for PVC pipe shall be placed to a depth of 6" below the bottom of the pipe and
extending up 6" above the crown on all pipes. The hand -placed bedding around the pipe and
to a point 6 inches above the crown shall be rammed and tamped by use of shovels or other
approved hand held tools so as to provide firm and uniform support over the full length of all
pipes. All other requirements for pipe bedding shall be per Section 9.03.
Pipe bedding shall be considered incidental to the unit price for all pipe and no further
compensation shall be made.

Tests shall be for all pipe sizes and the test pressure shall be 225 psig two hours. A pressure
drop of more than five psig during the test period shall constitute rejection.

Calcium Hypochlorite shall be added and placed upstream end of the first section of pipe and
each branch main, and at 500-foot intervals. The amount of Calcium Hypochlorite to be
added to the pipe shall be as outlined in the table below.

7-17.3(l) Protection of Existiniz Sewerage Facilities
Add: When extending an existing sewer, the downstream system shall be protected from
construction debris by placing a screen or trap in the first existing manhole downstream of the
connection. It shall be the Contractor's responsibility to maintain this screen or trap until the
new system is placed in service and then to remove it. Any construction debris which enters
the existing downstream system shall be removed by the Contractor at his expense, and to the
satisfaction of the Engineer. When the first manhole is set, the outlet shall be plugged until
acceptance by the Engineer.

Add: Unless otherwise approved by the Engineer, all connections of lateral sewers to new
ductile iron pipe or existing mains shall be made through a cast iron saddle secured to the
sewer main with stainless steel bands. The main shall be core drilled.
Connections to concrete manholes shall be core drilled, and shall have an "0" ring rubber
gasket meeting ASTM C-478 in a manhole coupling equal to the Johns -Manville asbestos -
cement collar, or use a conical type flexible seal equal to Kore-N-Seal.

A 12' x 12' concrete sample Illustrating color and texture must be submitted and approved by the City prior to placement of concrete.
TEMPORARY CONSTRUCTION FENCE,
The contractor will be requilred to Install approximately 750 If of 6' Ngh temporary construction fence as directed by the project manager.
SITE PREPARATION,
Remove approximately 745 cubic yards of material (approximately 2.5' deep) De-wQter site prior to placing base rock.
DRAINAGE ROCK BASE,
Place, level, compact and configure approximately 500 cubic yards of 5/8' CHIPS as required to accept stab and thickened edge, Utilize Fitter
Fabric as depicted In the detail drawing.
CONCRETE SLAB,
Construct a concrete stab 6' nominal thickness using 3,500 PSI @ 28 day concrete, Slope stab at 2% to the north.
Place #4 i-ebar at 2' O.C.(both directions) typ. and as shown In the detail drawing. Concrete to contain fiber mesh to address cracking.
Install Appropriate Steel Sleeves (to accept fence posts) In the thickened concrete edge at centers specified.
Imbed appropriate 'Conbiform' brand metal key ways #CT512KK In concrete stab at 16.4' oc longitudinally and 14.19' oc transversatly to
prevent cracking. Finish Concrete Stab to a smooth finish until all pours are closed.
All concrete shatt have Cadman 'Antique Mix' or approved equivalent color Impregnated Into ati. the concrete products.
DRAIN SYSTEM (SKATE BOARD COURT AND CONNECTING SLAB SURFACE)
Install a 'Dura Slope' Part No. DS-232 continuous track drain system Inc. Ductile Iron Frame Inc. Ductile Iron metal grate.
Slope track drain system as shown. Tie Into an approved detention system. Discharge detention system Into existing catch basin.
DRAIN SYSTEM (UNDERGROUND DETENTION) (6,465 sq ft total Impervious surface)
Construct detention system to comply with the conditions outlined In the detail drawing. Tie detention system outfalt Into existing
catch basin approximately 251f north of the structure
DRAIN SYSTEM (PERIMETER INTERCEPTOR DRAIN- APPROXIMATELY 380 LF)
Install a 6' perforated perimeter drain time as Indicated In the detail drawing. Place 3/4' washed drain rock around perforated line.
Wrap system with fitter fabric. Tie the perforated line to the existing drain system approximately 25' north of the stab via tight line.
FENCE CONFIGURATIONi (Ali fabric to be 8 gauge galvanized. Ali posts and ralls to be Black VInyL Coated)
Imbed appropriate galvanized metal pipe sleeves at a depth of 18' to accept 3' Schedule 40 Metal Corner Posts as shown on detail.
Imbed appropriate galvanized metal pipe sleeves at a depth of 18' to accept 2 112' Schedule 40 Metal Central Posts as shown on the detail.
Install 1 5/8' mid and bottom and top ralts In at( areas where the fence Is 6' or 10' high. Fasten top roll with knuckle fittings.
Install 1 5/8' bottom and top ralts only where the fence Is 4' high. Fasten top ralt with knuckle fittings.
Install 8 gauge galvanized 'cyclone' type fence fabric as depicted.
Prior to Installing the fence Into the sleeves, the contractor will leave the site to allow for the Installation of the skateboard components
by others. Following Installation of the components, the contractor will return and complete the Installation of the fence.

6. Pre -bid Site Visit — Another mandatory pre -bid site visit will be held on October 24,
2006 at 2:00 PM at the project site. All bidders shall be required to attend either this
pre7bid site visit or the previous pre -bid site visit that was held on October 10, 2006.
Any bid received from a bidder who did not attend one of these pre -bid site visits may
be rejected at the sole discretion of the City. Contact Jim Roberts (425-771-0220) or

INVITATION TO BID
CITY OF EDMONDS
Sealed bids will be received at the office of the City Clerk at 121 Fifth Avenue North, Edmonds,
Washington, until 2:00 P.m., November L4, 2006, for the construction of the Civic Center
Skateboard Park and the furnishing of all labor, materials, and equipment necessary for this project.
The sealed bids will be opened and publicly read aloud at 2:15 p.m., November 14, 2006 at the City
Clerk's Conference Room, 121 Fifth Avenue North, Edmonds.
Plans and specifications and form of contract documents may be examined at the office of the City
Engineer located in the Development Services Department, 121 Fifth Avenue North, and a set thereof
purchased for a non-refundable fee of $25 each.
A certified check, cashier's check, or bid bond in the amount equal to at least five percent of the total
amount bid, including sales tax, if applicable, must accompany each bid as evidence of good faith and
as a guarantee that, if awarded the contract, the bidder will execute the contract and give a performance
and payment bond as required. The check will be given as a guarantee that the bidder shall execute the
contract in conformity with the contract documents if it is awarded to him and shall'provide a
perfortriance and payment bond as specified therein within fifteen days after notification of the award
of contract to the bidder.
The City of Edmonds reserves the right to reject any or all bids, and to waive irregularities or
inforinalities in the bid or in the bidding.
No bidder may withdraw his bid after the hour set for the opening thereof, or before award of contract,
unless said award is delayed for a period exceeding sixty days.
