HALL MAYOR In response to your letter dated, September 10, 1993, regarding 'the laurel,hedge at 307 Caspers Street., I have field verified that the meter is 6 feet inside the city right -or -way.( City Code 7.10.050 (see attached) states that City crews shall have access to meters and curb cocks and that no obstructions shall ' exist that will hinder our access to said.lo.cations for maintenance and bimonthly readings. I am'sorry for any inconvenien ce this may have caused you, but this is how the area needs to remain for safety and efficiency reasons. If you' wish to maintain this area in the -future, it must be done so City crews have walk-in*access at all times per City requirements. If this is not maintained per City heeds, City crews.will be instructed to prune'this area so as.to keep the area safe and accessible. All persons are prohibited from piling rubbish, building, or other materials thereon. [Ord. 413 §20, 1929]. 7.10.060 LIMITATION ON WATER USE In the event that a supplier notifies the City of a shortage of water or the Director reasonably determines such a shortage to.be imminent, the community services Director or his/her designee is authorized to implement the Water Shortage Response Plan in order to efficiently safeguard the safety and health of the general public or to provide for the public convenience. The use of water in the city, or in any portion thereof, for irrigation, cooling, sprinkling or other uses may be forbidden, restrictedt or regulated and such regulations may be made effective as to all customers or as to particularclasses of customers.. Rationing may'be imposed during any shortage of water, either in lieu of or in addition to,other measures hereby authorized. A. Upon receiving notification from a water suppfier of an impending water emergency, the Community Services Directcr.will notify the Mayor and City Council within twenty-f6br (24) hours or on the next business day that a water emergency will be or has been declared. B. The Mayor or Community Services Director will issue a public notification of the'declaration of water emergency and imposition of restrictions. C. Restrictions will be in effect immediately upon issuance of the public notification. Restrictions and the amount of surcharge for violations of mandatory restrictions will be posted and publis ' hed within seven (7) days of. declaration at least one time in a daily newspaperof .general circulation. Notification will be delivered to television and radio stations to provide public information coverage. D. A call to your office that . day verified that, it was done by one of your employees to make it easier to read the water meter. This hedge has been well maintained, for the last 14 years by me personally. In the past few months we've had several plumbing problems and have accessed the turn-off valve in that meter with no problem. The meter has been read over all these years without a problem. At least,welve always received and paid our water bill on time. As was also confirmed by my phone call that day, we were NEVER notified there was any difficulty in reading that meter and were NEVER given the option of trimming around it ourselves, which we would have been more than happy to do. But instead,we were shocked by this huge, ugly, 61 tall and 41 wide hole in the hedge.(Pictures taken 8/16/93 enclosed). The excessive size of this hole was not neccessary by any stretch of the imagination. This total lack -of respect for our rights as property owners is absurd. We are stunned that this could be done without notification of any kind and done to such an We would like to request that the Edmonds Water District please replace laurel plants into this area so it may begin to fill in.
