Larry Naughten Mayor of Edmonds 250 -5th Avenue North Edmonds, WA 98020 Dear Larry: We contacted you earlier this summer regarding the reconfiguration of parking stalls along Sunset Avenue just north of Edmonds Street. We still have those concerns, and I know that our neighbors have also contacted the City. You will recall that Sunset Avenue was the scene of serious problems of cruising, rowdiness, drinking, drug use, traffic congestion, and all the other problems that accompany a very large number of people In a small, congested area. The City responded to the problem with energy and a variety of attempts to alleviate the situation. The solution was a well conceived plan of small clusters of parking stalls distributed along the street. (Other parts of the solution included one-way traffic, signing, a 10:00 closing, and a bike lane). The general public had renewed access to the views, sidewalks, and streets; the residents were restored a measure of peace, safety, and quiet. This xcellent plan benefitted everyone, and returned a quality resource to the people< hat plan has been considerably changed by the addition of five parking stalls directly in front of our house at 310 Sunset, making a total of thirteen stalls in a row > 4what we have seen as a result Is increased congestion, noise, and rowdy behavior. here are times when the intersection of Edmonds and Sunset is gridlocked as people at �emrpt to maneuver into and out of the thirteen parking stalls. Another major concern is the difficulty of backing out of our driveway. Our standard sized American pickup truck must back across two stalls in order to pull onto Sunset. We often see several cars blocking the intersection behind another car that Is waiting for someone to pull out. The situation is congested and dangerous; it is not the kind of environment that Edmonds symbolizes. We request the removal of -the f1ve new parkinq stalls and a return to the City's plan that has worked -so- well for both residents and visitors. One of the major parts of the program is reducing the volume of flow into our treatment plant. A major item contributing to this problem is the infiltration of stormwater runoff from roofs, drains, etc. into our sanitary sewers. - A series of tests were completed by an independent engineering firm. They pumped smoke into sewer lines and recorded where it was escaping, thereby locating the stormwater infiltration sources. Your property contains such a source and the City now requires, by Ordinance, that this problem be corrected. The attached sketch shows your property and the sources of infiltrating stormwater. Please contact the Engineering Division by the date indicated on the sketch. Members of the staff will be glad to advise you as to your best solution.
