C—Alpermits for tem.06rary buildings to'control the kinds that are built
She said, the applicant had asked for, and had be,en granted, a permit
for a temporary structure in March of this year. He manufactures crab
pots -and his business is growing,, -so he.would like to add an addition
south of the temporary building. She distributed drawings of the, new.
proposal. She said the addition Will be 52'*x 32' and'of the same type
construction as'the present structure. Miss Charleson said the port
authority is in the process of buying this property and will probably have
a full plan for the area, but it will probably take at least a year or
two, and fir. Musland would like to put -in the temporary building rather
than inves ' t in a permanent building during th ' is period. She -recommended
..,approval as this'is a shoreline related use and she -felt it would
not be detrimental if the site were kept clean and there was no excessive.
smoke, noise, or vibrations occurri-ng. She said the -applicant was asking
for an extension of his Conditional Use Permit granted in Harch 1976.
Theapplicant said he would.like to ask for a 5-year p&mit, as the
first time -he ask.ed.for 18 months and.he discovered it was going very
quickly.. He said he ha d been at the last port ilfeeting. and there was
nothing definite as to what will happen between Burlington Northern and
the port. He said if he could guess -when that area would'become stable.
he would ask for that.ailiount of time. City Attorney John -Wallace stated
that Burlington North * ern would'be holdifig a board meeting on D " ecember 5
to decide whether they will accept the port's offer, and that it is
anticipated by the port that it Will be accepted. Miss Charleson
said the Conditional Use Permit is.a control tool an ' d she was not sure
that f * ive years was an.appropriate per ' iod. She ' said the applicant keeps
his site very clean and tile Planning Department has not had any complaints
about it.- She thought possibly a 2-year period, with an option. to renew,
might be 'a satisfactory period. The public hearing was then opened.

is going to stay in that area. lie . said it may be that he can-lease
permanent building space from tile port when everything is settled there.
The public port.ion'.of the hearing was then closed. `Discussion followed

Sir
The calculations that.were sent in with Mr. Moslands application are
old calculations and sent for a guideline onlu, they do not apply to
Mr. Moslands building.
Those calculations are for a 321 wide building 161 high. Mr. Moslands
building is 26' wide and 191 high. By bringing the arches in this gives
them not the loading of the calculations, but almost the loading of a
"A" frame due to the peak at the top. On this type roof according to
the American Standards Association snow load is ?SL/404) for each 10
of slope over 200.
Also those calculations were for a standard G-32 building with a 1-9/16"
x L
-!W', 7-laminatio'n arch rib to span 321. Mr Moslands arch ribs are
1-9/16 x 7-3/4", 10 lamination to span 26'.. Mr. Moslands arch ribs
were engineered for a 40' wide building which has a much flatter roof
and holds snow on the top more.
In the 12 years I have been associated with these arch rib buildings,
I have sold them to people who have thses arch rib buildings that are
over 20 years old. Their buildings have been through the Alaska
earthquake and have been partially or completely covered with snow at
no harm to the buil4ing structure.
The shape of Mr. Moslands building is what we. use for the chalets.
The Bureau of Indian Affairs has been using our chalets for remote
housing in Alaska for many years and recently purchased 5 more.
If you have any further questions, please feel free to call.
Sinc erely,
Bobbi Quam
