sixty families who nad their mail delivered. no mail
carrier drove about twenty-four miles a day and brought mail
to the families on this first mail route. In the beginning
the mail was carried in a wagon pulled by horses, but in
1920 the driver bought a Ford car for delivering the mail.
As the new people moved into Edmonds and the land
around ito the work of taking care of the mail was a big one.
In 1952 mail carriers'began delivering mail to the houses in
Edmonds. Later there were post offices at Lynnwoods Mount-
lake Terrace, Alderwood Manor, and Seattle Heights.

IV. STAFF FINDINGS AND CONCLUSIONS:
A. Description of the Subject Property and Surrounding Area
The subject property is located along the south side of Main
Street, east of the Rainier Bank Building in downtown
Edmonds. There is an alley located along the west side of
the building. The subject property presently houses a two
story commercial building.
Earlier this year, the Applicant obtained a variance from
the allowable building height, file #V-14-86, to complete a
restoration of the commercial building on the property. He
is now seeking a variance to allow a projecting sign with
exposed braces.
The subject property is zoned BC (Community Business), as
are all the surrounding properties. Surrounding development
is entirely commercial.

C. Conformance to Chapter 20.85.010
1. Special Circumstances
Special circumstances do appear to exist in this
particular case. The building on the property is over
80 years old. The Applicant is seeking approval of a
sign that is of similar design of an original sign that
was on the building. The sign will compliment the
restored building.
2. Special Privilege
Based upon the circumstances of this case, the proposed
variance does appear to represent a grant of special
privilege.
3. Comprehensive Plan
The Comprehensive Policy Plan map designates the
subject property and surrounding area as Commercial
Business.
The proposed variance does not appear to conflict with
the purposes of the Comprehensive Plan or the Goals and
policies of Section 15.15.030 (A) or (B).
4. Zoning Ordinance
The subject property, as well as the surrounding area,
is zoned BC.
The proposed variance does not appear to conflict with
the purposes of the zoning ordinance or the BC zone
district.
5. Not Detrimental
The proposed variance does not appear to pose any
significant impact to the public or to any near by
private property or improvement.
6. Minimum Variance
The requested variance does appear to represent a
minimum variance request.

It is the recommendation of the staff that V-35-86 be approved,
in that it does appear to conform to all the review criteria of
Chapter 20.85.10.
Only one condition should be placed upon the variance. That

INTRODUCTION
Jochen Bettag, 9311. Olympic View Drive, Edmonds, Washington,
38020, (hereinafter referred to as Applicant) has requested a
variance from the sign ordinance of the City of Edmonds to allow
a projecting sign with bracing to be located on a buildiTlg at 316

A hearing on the request was held before the Hearing Examiner- of

result of the personal inspection of the subject property and

FINDINGS OF FACT
1. The application is for the approval of a variance to allow
a projecting sign with bracing to be placed on a building
located at 316 Main Street, Edmonds, Washington. (Staff
report.)
2. The building on which the sign will be located is on the
south side of main Street, east of the Rainier Bank building
in downtown Edmonds. It is a commercial building that has
been restored. The building is one of the older buildings
within the City of Edmonds. (Staff report.)
3. Edmonds Community Development Code (ECDC) 20.60.020(E)(3)
specifically prohibits exposed braces as a means of
supporting a sign. The Applicant seeks a variance from this
restriction. (Bowman testimony.)
4. In order for a variance to be granted within the City of
Edmonds, the criteria as set forth in ECDC 20.85.010 must be
satisfied. These criteria include:
A. Because of special circumstances relating to the pro-
perty, the strict enforcement of the zoning ordinance
would deprive the owner of use rights and privileges
permitted to other properties in the vicinity with the
same zoning.
B. The approval of the variance would not be a grant of
special privilege to the property in comparison with the
limitations upon other properties in the vicinity with
the same zoning.
C. The approval of the variance will be consistent with the
Comprehensive Plan of the City of Edmonds.
D. The approval of the variance will be consistent with the
purposes of the zoning ordinance and the zone district
in which the property is.located.
E. The variance as approved or conditionally approved will
not be significantly detrimental to the public health,
safety and welfare or injurious to the property or
improvements in the vicinity and same zone.
F. The requested variance is the minimum necessary to allow
the owner the rights enjoyed by other properties in the
vicinity with the same zoning.

5. The building on which the sign is proposed to be located
is approximately 80 years old. It is part of a building

that has been renovated and upgraded. The renovation of the
building was done in an attempt to preserve the historical
character of downtown Edmonds. (Bowman and Bettag
testimonies.)
6. The proposed sign is similar to the design of the original
sign that was on the building. In an attempt to capture the
historical character of the building, the Applicant has
proposed a sign that requires support by use of exposed
braces. (Staff report and Bettag testimony.)
7. The Comprehensive Plan of the City of Edmonds designates
the subject property and surrounding areas as Commercial
Business. (Staff report.)
8. The subject property and surrounding areas are zoned Com-
mercial Business (BC). (Staff report.)
9. The proposed variance will not pose any significant impact
to the public, nor to nearby private property or
improvements. .(Staff report.)
10. The Planning Department of the City of Edmonds has recom-
mended approval of the variance based on the following
condition:
only one projecting sign shall be allowed upon the
building.
(Staff report.)
11. No opposition testimony was received in this matter.
CONCLUSIONS
1. The application is for the approval of a variance from
ECDC 20.60.020(E)('3) which prohibits signs with exposed
braces in the City of Edmonds. The proposal is for the
allowance of a sign to be placed on a building located at
316 Main Street, Edmonds, Washington, and be supported by
exposed braces.
2. The criteria of ECDC 20.85.010 have been reviewed. With
conditions the proposed sign satisfies the criteria.
3. Because of -the age of the subject property and its historical
relevance to the City of Edmonds, special circumstances
exist for the granting of the variance. The sign as
proposed by the Applicant will result in a sign that is
similar to the original sign that was constructed on the
building some 80 years ago.
4. The granting of a variance will not be the granting of a
special privilege to the Applicant. The City of Edmonds

will benefit by the retention of the historical character of
the building which will be complemented by the sign.
5. The variance is consistent with the purposes of the BC zone
as set forth in ECDC 16.50.000.
6. The variance is consistent with the Comprehensive Plan of
the City of Edmonds and in particular the goals and policies
as set forth in ECDC 15.15.030(A) and (B) in that it
provides for a more liveable, beautiful and successful
downtown Edmonds and creates an aesthetically pleasing
business community. It also fits with the color and variety
of community life as well as providing an important function
of historical identification.
7. The requested variance will not be detrimental to nearby
private properties, nor will it create a significant impact
to the public or nearby improvements.
8. The requested variance represents the minimum necessary
for the Applicant to develop the property in a beneficial
manner.

Based upon the preceding Findings of Fact and Conclusions; the
testimony and evidence submitted at the public hearing; and, upon
the impressions of the Hearing Examiner at a site view, it is
hereby ordered that the requested variance for the allowance of a
projecting sign with bracing to be located on a building at 316
Main Street, Edmonds, Washington, is granted subject to the
following conditionst
1. There ' i's to be only one projecting sign to be located on
the building at 316 Main Street, Edmonds, Washington.
2. The design of the sign shall be consistent with that as
shown on Exhibit 6. The Applicant shall be restricted to
the dimensions as shown on Exhibit 6.
3. The Applicant shall stain orpaint the braces in a manner
that will conform with the color of the building.
Entered this 21st day of January, 1987, pursuant to the authority
granted the Hearing Examiner under Chapter 20.100 of the Com-
munity Development Code of the City of Edmonds.
