They have to provide documentation of the lease agreement in the form of a letter from Research Tech. that states the parking space number and that the Planning Division will be notified if the lease is terminated. These lease agreements are in the street file. I should point out though, that not every tenant has a parking space. Many share office space and it is the office area that requires the parking space - not the actual tenant. I always check to make sure no new space is being utilized that does not already have parking calculated for it (i.e. therapist B is sharing therapist A's office and therapist A has a parking agreement - so - therapist B will not need an additional parking space). Parking Space Leases In your letter you mentioned that Jochen Bettag has been leasing 4 spaces from SeaFirst Bank to fulfill the required number of spaces for the upper floor unit. That is actually incorrect as of some years ago. In November of 1991, Jochen Bettag, then the owner of the building and the owner of Chanterelle's restaurant on the first floor, sold the entire building to Dena Blatt of Anacortes. Since that time Jochen has neither owned the building, maintained any business in it, nor maintained any parking leases. Since 1988 and prior to the sale, we paid Jochen for the use of 4 parking spaces - stalls 1-4, Fourth AVE lot. During that time, he was leasing them from the City, not Seafirst. Prior to selling the building, Jochen asked us if we desired to take over the lease on the parking spaces 1-4, 4th AVE Lot. We did, as we would have to close our business if our staff had no off-street parking. WE HAVE BEEN LEASING STALLS 1-4,4th AVE LOT, FROM THE CITY OF EDMONDS SINCE NOVEMBER OF 1991. IT IS CRITICAL TO THE CONTINUANCE OF OUR BUSINESS THAT WE BE ABLE TO CONTINUE TO LEASE THOSE SPACES. Today, I spoke to Sandy, the Deputy City Clerk, and expressed concern that the City's records may not reflect us as the lessee of the parking spaces discussed above. She reassured me that if we have been paying for these spaces, we will have the right to continue to lease the parking until we no longer wish to. I asked her if we could get assurance that we can continue to lease the parking and if we could get a letter from the City verifying that we hold the right to lease those spaces.
