Citizen input is crucial in our development of walkway and traffic calming strategies. As you know, the City has undertaken a traffic study to analyze the possibility of closing Pine Street to through traffic from Third Avenue South to SR 104. The study, however, is not yet complete. During the next two months, the preliminary findings of the study will be reviewed at a public meeting on August 23 and at a City Council Committee meeting in September. Following these meetings, final recommendations will be made to the City Council: You will be notified in advance of the public meeting. Although sidewalks are not now present along Pine Street, they would improve connectivity of our pubic,walkways. I will add Pine Street to our database of streets needing sidewalks. Over the next year the City will be preparing a Walkway Comprehensive Plan. Neighborhood meetings will be held to assist in the identification of walkway deficiencies. We will also be asking for citizen assistance in prioritizing projects. As currently identified, the primary goals of the Walkway Comprehensive Plan will be to improve pedestrian mobility by connecting existing walkways, schools, parks and other public facilities. I believe a proposal for new sidewalks along Pine Street will rate well. A designated crosswalk across Third Avenue South at Pine Street would also be a valued enhancement to our pedestrian network. The City does, however, have a policy that states designated crosswalks will only be installed at locations where sidewalks are located on both sides of the street. Curb ramps are also required to be in place. The construction of sidewalks along Pine � Street would allow the City to install a new crosswalk at this location. Traffic calming is a new element that will be added to our Transportation Comprehensive Plan over the next twelve months. The City will hold public meetings to discus traffic calming alternatives and problematic locations. If visibility of these signs becomes a problem, please let me know so the City can take corrective action. We appreciate your request to have Pine street posted as a "Local Traffic Only" street between Third Avenue and Fifth Avenue South; however, Pine Street is a through -street. The City has a long-standing policy stating that all through streets will be open to the public. I will request the Police Department to provide target enforcement along Pine Street. The additional enforcement should enhance safety along your street. We look forward to your support on developing our City's Walkway Comprehensive Plan and amending our Transportation Comprehensive Plan. In addition, vehicles making left hand turns from 5 Ave. on Pine St., invariably end up crossing the centerline, since the road is oft'set.
