Dear Mr. Herman:
'I have reviewed your request for the subject variance and discussed the topic and
alternatives with city staff members. Chapter 18.05 of the Community Development
Code, regarding utility wires, is explicit that electrical distribution to new developments
must be underground. In addition, placement of pad mounted transformers must have
ADB approval on the aesthetics.
Staff has reviewed the alternatives you have considered and concur with your
conclusions that these are not feasible. Because of the clearances required for pad
mounted transformers and the impact to servicing neighbors (according to PUD), the
close proximity of the new fire hydrant, other utilities, the retaining wall you have
planned and no other feasible alternatives, I hereby grant.you this one-time variance to
Chapter 18.05 of the Community Development Code.
By granting you this one-time variance to the Development Code, you may direct PUD
to install an additional pole mounted transformer on the existing pole on 3rd Ave. as
shown on the sketch provided by PUD. t
Please be advised that future development plans submitted for City review will be
required to show the location of pad mounted transformers so that these can be
evaluated appropriately.

By means of this letter, we wish to inform the City of Edmonds that a Breakwater
condonfinium owners' association meeting was held last night. The owners voted
unanimously not to allow the contractor/owner of Blueprint Homes to inftinge, alter or
trespass in any way on Breakwater condominium property as had been proposed to us by
Mr. Doug Herman, contractor in conjunction with his condominium building project on
3rd Avenue North.
We are requesting that the City of Edmonds closely inspect on a regular basis all
alterations that will be made to the alley separating Breakwater condominium property and
the contractor/owner's property, to insure that all revisions are in compliance with the
building permit issued by the City of Edmonds and that all city, county and state laws,
codes and safety factors are enforced. -

Sizing the Unde[ground Detention Pipe
Constraints for sizing the detention pipe include the elevations of the foundation
drains and the storrn draih invert located in 3rd Avenue N., which are 96.64 feet
and 93.48 feet respectively. Estimated runoffs for the 10 &.100 year storms
from the developed site are:

An 8 inch concrete pipe is proposed to transport storm runoff from the control
manhole to the 15 inch storm drain in 3rd Avenue N.. Slopes as low as 0.005
will adequately carry the 100 year storm runoff(O.587 cfs).
The invert of the outlet at the center of the control manhole is
93.45 feet + 52.25,x 0.61818 = 94.43 feet. This is the invert elevation of the
lower end of the detention pipe. The upper end of the detention pipe is
93.43 feet + 50.00 x 0.005 = 94.68. With the additional restrictions of these
elevations the detention facility will have to contain the required storage volume
without being completely full. This will be done as follows using King & Brater's
Handbook of Hydraulics, page 7-30, Table 7-4:

This volume is supplemented somewhat by the volume available in the
manhole:
a 54 inch manhole can hold 15.9 cu. ft. per foot; in this case the rise in water
surface from invert. elevation to.overflow elevation is 2.11 feet. This yields
15.9 cu. ft./ft. x 2.. 11 ft. = 33.55 cu. ft.
Combining detention volumes yields 247,9 + 33.55 = 281.88 cu. ft.
Control Structure
Oil separation is enhanced with a baffle and notch wier combination. The idea
for this system is borrowed from King County(refer to the enclosed Figures
4.4.713, 4.4.7F, & 4.4.7J).
The -release through the bottom orifice( 1.857 inches in diameter) is 0. 136 cfs
with a head of 2.11 feet. -To achieve enhanced oil/water separation up to'the
10 year storm,a baffle, in this case 15 inch in diameter will be fastened to the
top of -the control'structure riser As shown in Figure 4.4.7F, the associated notch
wier will be sized to handle the storm runoff for the 10 year storm in excess of
the 0. 136 cfs released through the bottom orifice 0.374 - 0.136 = 0.238. Pfs.

This letter is to request an appeal of 1) the building permit approval and 2) approval of
the determination of the State Environmental Policy Act (SEPA) for construction of two

4-plexes' at the above site. (Please note that, in 1990 the ADB -fevibwed an application'

The reason for our request has to do with the additional traffic that will be generated by,
the anticipated 16 vehicles (approved parking spaces) which will have access only via the,
dead-end allpy west of the project.
We are property owners at -the 21 -unit Breakwater complex which lies the full length of
th'6"west side Of said alley. (tile proposed project lies to the east of the alley).
At the recent ADB meeting on May 5, we were, told that by their formula the projected
trips per day for the 16 vehicles is anticipated at 70. For the Councils' information,
following is a recap of the present parking adjacent to said alley:
* 21 -unit Breakwater condominium (approximately 15 vehicles located at alley access)
* Three individual homes, each with 2 vehicles = 6 vehicles
* Three rental properties = 6 vehicles
* Onecommercial property (Beauty Salon) with parking for 6 vehicles in alley.
Total current. alley 4se: appx. 33 vehicles
Using the ADB's formula of a projected 70 trips/per day for the .16 vehicles for this project
(together with the above 33 vehicles currently using the alley), it appears there'will be up
to 2 10 trips per dgy in and out of this dead-end alley, not to mention garbage pickup
and/or construction trucks. .
We strongly suggest that this excessive congestion will allow f6� j&4& walking and/or
driving conditions for those of us h ' omeowners (some elderly) and feel that each of the
council members should take a personal look at this dangerous situation as it does . not
appear that the alley can support what is projected.
We note that Item # 14 of the Builder's Environmental Checklist, he lists !'3 rd Avenue
North" as the public street serving this site. However, it is our understanding that the
Department of Transportation has denied access via 3rd Avenue and although the Builder
is asked in this same checklist to describe "property access to.the existing street system",
no mention is made on the SEPA form that he can only access by A secondary means of a
dead-end alley.

Dear Mr. Herman:
I have reviewed your request for the subject variance and discussed the topic and
alternatives With city staff members. Chapter 18.05 of the Community Development
Code, regarding utility wires, is explicit that electrical distribution to new developments
must -be underground. In addi ' tion, placement of pad mounted transformers must have
ADB'approval on the'aesthetics.
Staff has reviewed the alternatives you have considered and concur with your
conclusions that these are. not feasible. ' Because of the clearances required for pad
mounted transformers and the impact to servicing neighbors .(according to PUD), the
close proximity of the new fire hydrant, other utilities, the retaining wall you have/
planned and no other feasible alternatives, I hereby grant you this, one-time variance to
Chapter 18.05 of the Community Development Code.
By granting you this one-time variance to the Development Code, you may direct PUD
to install an additional pole mounted transformer on the existing pole on 3rd Ave. as
shown on the sketch provided by PUD.
Please be advised that future development plans submitted for City review will be
required to show the location of pad mounted transformers so that these can be
evaluated appropriately.

Dear Sir:
Attached is the site maD and Dower Iocations. PUD has reauested
adding a t'ransformer to the existing pole in the northeast corner
of our property. The two alternatives wou1d have been:
1. Using the Dole in our southwest corner. However, it
is full due to the condominium com-olex behind us.
2. Using two underground vaults. Problem with this is
thev reauire two vau1ts - one 6 lx6l.x6l and the other-
4-lx4lx4l which must be 151 away from any other
atilities. Th1s Dart is -LmDossib.Le due to our tight
location. AIso these vaults have Dad mounted
transformers which are 51x51x51 and 31x31x31 mount on
tou of them which would reauire ADB aDDroval and are
very unsightly.
Due to these orob'Lems, I am reauesting a variance in the City's
policy from allowing no more tnan !0% to be added to any power
Dole. PUD does riot at this time or any time in the near future
expect to underground our Dart of 3rd Ave. N. This should not be
a problem. The Dole and its eauiDment do not b1ock any view.
