Milholland at 323 Daley St. A letter has been submitted on behalf of Eleanor ' Milholland requesting an exemption from her street setback to construct a ramp from her front porch to the sidewalk.. This request would give her an "at grade" access to her house which she needs due to her disabilities. According to ECDC 17.05 the Development Services Director may waive or vary any provision of the Edmonds. Development Code they deem necessary to provide reasonable accommodation for disabled individuals. In this case, staff has confirnied that the applicant qualifies as a disabled. individual andthe proposed remedy,. a relatively level ramp, from the front porch of the. house to the sidewalk, is a reasonable accommodation of that disability. So, all setback and lot coverage requirements are -waived for this project. In the interests of protecting the long term ch aracter of the neighborhood, this reasonable accommodation is granted for Mrs. Milholland. If she sells the property or moves out of the house permanently the ramp must be removed. Edmonds Community Development Code i We are asking this accomodation as necessary to provide her a way to get in and out of her house by building a simple ramp as described in the accompanying plan. My mother is disabled. She has a Washington State Disabled parking permit which was signed Carol Tallman, M.D. Due to several changes in her health condition she must I now use a walker. She spent some time in Stevens Hospital followed by 3 weeks in, the Everett Transitional Care Unit of Providence Everett Medical Center and is now in her fifth week of respite care at South Pointe where she has continued therapy enabling her to be mobile with a walker. She will not be able to retu rn to walking independently. She will be 95 next month and was born in her present residence (323 Daley St.) and has lived in Edmonds all her life.. A simple ramp will be the only way she can get in and out of the house. Them are 5 steps at the entrance which she will not be able to manage. There is an incline leading up to the public sidewalk so a simple ramp is the.only way she will be able to get out of the house, to a car or tosimply be in the yard. When the time comes when she will no longer be living in the house the ramp will * be removed. My mother asks that we be able to have this ramp built in order that she may continue to be able to be out and move about otherwise she will be housebound. Bobby Mills has assisted in planning and will be building the ramp if this waiver is granted. We appreciate your consideration.
