SUBJECT: INVOICE FROM BOB AKLIN FOR DRAINAGE WORK.AT
4TH AND WALNUT
Don Finnigan has built an apartment house at the Northwest
corner of-4th and Walnut Streets. As part of his building
permit requirements, he was to run the storm drainage westerly
to the intersection of Third and Walnut, the only available
storm sewer in the area.
He hired Bob Aklin to do this work. Bob came to the City with
a proposal to run the drainage in the street. After some
conversation, it was arranged that Bob would install the
necessary piping with the City supplying the street patching
and new catch basins. The old inlets were small and unsuitable
-for the system's needs at this time. Bob Aklin also installed
a new pipe from the inlet at the corner to the manhole in Third
Avenue.
Although there has been some disagreement over the work that
Bob Aklin was to do for the City, the work he has accomplished
is of benefit to the street drainage and has been done within
reasonable contractor's prices. It is therefore recommended
that he be paid the invoice amount of $1,245.04. His invoice
dated June 14, 1978, included a p-ercentage interest charge as
it has taken some time to discuss and resolve the difference
over the scope of work. The delay was justified in getting
the matter straightened out and we do not believe that the
interest charge is justifiable.
