A gasoline spill of up to 40 gallons at the former Woodway High School on Monday prompted
staff to call 911.
School security was then notified, and Edmonds Police officers arrived shortly after.
There was no immediate danger to staff and students, and they were allowed to remain in the
building, Sgt. Mark Marsh said.
Officers found an Edmonds School District van with a punctured gas tank that might have been
caused by vandals over the weekend.
"The cause of the gas spill was an unidentified suspect drilled a hole in the gas tank of a school
district vehicle," Marsh said. "This led to the gas spilling out onto the ground, causing a very
strong gas odor and a police and fire response."
The van had been filled with gas on Oct. 31 in prep for a school field trip on Monday, said Jerry
Shuster, City of Edmonds stormwater engineering manager.
He said gas was released onto the parking lot surface, but he is not sure of the amount.
"it depends on if the vandals were stealing gas and how successful they were in collecting the
spilled gas," Shuster said. "The van was parked approximately 30 feet from a private catch basin,
and a significant amount of gas — unsure as to volume, howeverthe tank is probably 30 to 40
gallons — could have entered the catch basin."
However, there was a significant amount of gasoline odor present, Shuster said.
The private system is likely connected to the city's ston-n system on 23 1 st Street Southwest, which
then flows north past Sherwood Elementary, he said, and there was also noticeable gas odor in all
of the elementary schools' catch basins and detention system.
It would then head west until reaching Deer Creek in Woodway.
Shuster said the connection to the city's storm system would be verified in the future when site
plans are received from the school district.
The school district's facilities manager was instructed to clean and jet the catch basins to ensure
removal of the gasoline, and the Department of Ecology was notified of the spill.
The city also notified Olympic View Sewer and Water District personnel.
City personnel went to the water treatment plant on Deer Creek to assess the situation, Shuster
said, and were told about bypass equipment that collects all stormwater before it enters their
collection system and reroutes it downstream of the plant.
When the plant received notice of the spill, they shut down, and a technician used a gas meter to
check a bypass outlet, which smelled quite strong, he said. The test result was negative.
A private firm was contracted by the district to clean up the spill, and city staff checked several
manholes between the spill site and Sherwood Elementary.
"There was still no sign of gas sheen," Shuster said, "but there was noticeable gas odor all the way
down the line."

He said the mixture of heating oil and water travelled from the parking lot, onto the street, flowed
south down 4th Avenue South and entered the city's storm system north of Dayton Street.
"The oil and water mixture followed the city's storm system in a westerly direction on Dayton,"
Shuster said, "then south on 3rd Avenue South, discharging into Shellabarger Creek north of
Howell Street.
"A sheen was seen in the creek, but no 'free product' was seen."
He said very little product is needed to make a noticeable coloration on the street and on standing
water, and a representative of the Department of Ecology's spill response team was on site, and
evaluated the spill and its effect on the creek.
"The ecology representative indicated that the vegetation in the creek would help remove the sheen
and reduce the amount that entered the marsh, and that it really didn't look like a lot got in the
creek," Shuster said.
He said the property owners responded quickly to the notification and called a tank removal and
spill response firm upon being notified of the tank.
The firm power -washed the street, cleaned out the affected catch basins along 4th Avenue South,
and removed the remaining oil from the tank.
City crews placed oil collection materials in some of the city's catch basins, and strung an oil
boom across the entrance to Shellabarger Creek culverts that go under SR-104 into Edmonds
marsh, he said.
"The nature of the oil (oil, weathered oil) and the fact that it probably had been leaking over the
weekend prior to its discovery, is the reason the road gutter appears to still have oil on it," Shuster
said. "The concrete is likely stained, and the stain cannot be removed without damaging the
concrete."

City of Edmonds Department of Public Works crews responded last week to a report of a privately -owned underground heating oil
tank located in the parking lot behind 326 4th Ave S., that apparently had been leaking for some time into the soil below.
Here's the information provided from the city:
With one of the rainiest Octobers on record, a rise in the groundwater level mobilized the oil in the soil and it
found its way to the surface near the tank's fill port. This mixture of heating oil and water flowed out of the
privately -owned parking lot onto the city street then flowed south down 4th Avenue South and entered the
City's storm system just north of Dayton Street.
The oilfwater mixture followed the City's storm system in westerly direction on Dayton, then south on 3rd
Avenue South, discharging into Shellabarger Creek north of Howell Street. A sheen was seen in the creek
but no "free product" was seen. It takes very little product to make a noticeable coloration on the street and
on standing water. A representative of the Department of Ecology's spill response team was on site and
evaluated the spill and its effect on the Creek. The Ecology representative indicated that the vegetation in
the creek would help remove the sheen and reduce the amount that entered the Edmonds marsh and that it
really didn't look like a lot got in the creek.
The owner of the property was notified by the City not long after the spill came to our attention on Monday,
October 27th. The owner was surprised to learn of an oil tank on his property and was very cooperative. He
immediately called a tank removal/spill response firm. Meanwhile City personnel put oil collection material
in some City catch basins and strung an oil boom across the entrance to Shellabarger Creek culverts that
go under SIR 104 into Edmonds marsh.
Late that same day, Monday October 27th, the owners tank removal firm pumped the oil from the tank. The
next day the tank was removed and the contaminated soil around the tank was excavated and hauled
offsite for disposal. This is a very quick response by an owner. This firm also power -washed the street that
was stained with the oiltwater mixture and cleaned out the catch basins on 4th Avenue South that had been
impacted by the spill.
The nature of the oil (oil, weathered oil) and the fact that it probably had been leaking over the weekend
prior to its discovery, is the reason the road gutter appears to still have oil on it. The concrete is likely
stained and the stain cannot be removed without damaging the concrete.
