Bissell explained that information regarding the signs was not included in the Board's packet because the sign portion of the application is exempt from the ADB review requirement. Mr. Bissell recalled that in the past the Board has expressed concern regarding neon type signs. He cited Sections 20.10.070(A)(2) and 20.10.070(A)(5) of the design guidelines. Staff makes no recommendation on this proposal Ile Board members referred to the neon sign which was recently placed on Richard's Restaurant which is located in the same area. Mr. Jacobs said that on a comparative basis, the Richard's sign uses the brightest red which can be put on a sign. The colors for the proposed sip are clear yellow, aqua and white and. the effect will be much different. He presented a picture of the business logo which they are trying to match for the sign. He displayed a picture of what the sign would look like and described which parts would be lighted. Boardmembcr Young inquired why a neon sign is necessary for this building. When the Board was reviewing the sign proposal for Provinces, staff made the point that the neon sign was consistent with the vintage style of the building. But he questioned why the applicant for this proposal did not choose a wood type sign to be consistent with the other signs on the building. Mr. Jacobs said the applicant wanted to use the neon look to more closely represent the business logo. Boardmember Young said he would feel better about allowing the neon sign if it were to be located on a different style of building. Boardmember Goodrick inquired how the brilliance of the proposed sign could be compared to that of the Anthony's sip. Mr. Jacobs said the red color used in the Anthony's sign is 40 percent more visible than the colors being proposed for this sign. Boardmember Goodrick said she does not consider the Anthony's sign to be excessively brilliant� and the proposal is acceptable to her. Boardmember Frank requested clarification as to what portions of the sign would be illuminated. Mr. Jacobs described where the neon lighting would be. Boardmember Frank said she felt more comfortable with the proposal now that it is clear what portions will be illuniinated. However, she said she still has a concern with setting a precedence for neon sips in the waterfront area. Boardmember Oaklief noted that the Board has approved neon sign requests for the waterfront area in the past. He said there is a difrerence between this sign and the red at the top of the Richard's sign. He said the Board has taken some "flack" from the public because of the red neon wave on that building. The height of the proposed sign is lower and the sign is smaller. He felt the proposal is more in line with what the Board has approved in the past. Boardmember Young added that the sign which was approved for Richard's is the outer limits of what the Board would ever want to approve along the waterfront area. I\4r. Bissell advised that Magic Living Homes is a new manufactured home dealer which is replacing a manufactured home dealer which was located at the same site. The applicant has applied to place a new freestanding sip on the existing freestanding sip poles. It will include a reader board sip, The application also includes a split rail fence with flags on every other fence post. Architeefival Desiga Roud J= 19,1996 Par 3 no C Nft. Bissell explained that the sip and fence are already in place and were installed without the necessary permits. This was discovered during a business license review. The applicant is now trying to correct this situation by applying for a permit, He ffirther explained that the law requires that if somebody does something on their property without the necessary review or permit, the body reviewing M Z-� the application must review it as though there had been nothing done. The Board cannot bias their decision based on this mistake. LU _J Boardmember Young pointed out that the design guidelines discourage the use of,freestanding signs. On the other LU hand, Boardmember Young pointed out that the Board could assume that this is a different type of business which may not require a freestanding sign. Boardmember Oaklief inquired if the flags would be considered as an advertising structure. W. Bissell r L, said the flags do not have wording on them so they cannot be classified as part of the sign area. The car, X z I— which was approved earlier, is clearly more of an identification structure because it advertises the car 0 dealership where the flags do not advertise any particular business. Z LU LU Mr. Springer said the sip design being proposed is used by this company nationally. They feel it is important to use this same sign to maintain I the identity. This company has three other sites in the U (n 0 northwest and all three use this same sip.`� This is merely a case of replacing the plastic in the signs on LU the site. If the Board looks at the site, itself, they will see that the only structures are houses. There are no business structures that would be,appropriate for signage. Therefore, a freestanding sign is necessary in this case. �L_ 0 z uj cn Boardmember Young inquired how the sign went up without City approval. Mr. Springer said CSI has changed ownership. Sinc6'most locations allow changes to the face of a sign without approval, the 0 previous owner assumed'ihat they did not need a permit. Boardmember Young inquired when the sign z change was made. W. Springer indicated that it was made in November or December of 1995. Boardmember Young noted that the sign went up without any consultation with the City and then a letter was writtewjust a few weeks ago asking for permission to have the sign. He said he finds this distastefuL Nft.-,-,,Springer said they were asked by the City to write this letter and treat this application a i s a new propos��.: The City made it clear that this would be an attempt to address an earlier mistake on the part of CSL W. Bissell concurred. - Boardmember Young said he agrees that the Board cannot be biased in,16eir decision. However, he noted that the Board has been discouraged from making site visits since this information cannot be used as part of the record. Boardmember Young inquired regarding upkeep of the landscaping. W Springer said they have done a careful job of taking care of the landscaping. He presented some pictures of the site to identify the existing landscaping. Boardmember Goodrick said that having reviewed the information in the packet and visiting the property, she would have voted on approval of the sign. It is in compliance with the Code even though the applicant overlooked the fact that it was done without going through the proper channels. . Boardmember Frank suggested that this was an honest mistake since it involved the replacement of the face of an existing sip. Although the sign meets the design guideline standards, in her opinion, the colors appear garish —especially given the location. Boardmember Oaklief said that for this location along Highway. 99 the proposed sign fits in. But, he felt the flags along the fence were excessive, and he recommended the sign be approved without the flags. They are not tied into the signage and would be a distraction. Material: The sign proposed for the east face of the building is painted wood. The sign proposed for the north face is exposed neon tubing over vinyl letters. 2� Lighting: The only lighting proposed with this application is the exposed neon tubing for the sign located on the north side of the building. 3. Colors: The sign proposed for the east face of the building is painted with a light green background and gold letters. The sign proposed for the north face uses light green exposed neon tubing over green and white vinyl letters with a green and gold background. 6. In the past the Board has expressed concern that this type of sign application may not comply with the design guidelines.
