Applicant/Property Owner Architect/Representative James R. Irwin 2507 NW 202nd Shoreline, WA 98177 B. Site Location: 400 Howell Way C. Introduction: The applicant is proposing to construct a new six unit apartment building on one existing lot. The lot currently contains one single family residence which is to be removed. D. Background: 1. Zoning: The property is zoned Multiple Family Residential, I unit per 2,400 square feet (RM 2.4) which allows one dwelling unit per 2,400 square feet of lot area. The subject lot area is approximately 14,980 square feet. Thus six dwelling units are allowed for this project. 2. Environmental Review: The proposal of four dwelling units is not exempt from the State Environmental Policy Act (SEPA). The applicant has submitted an environmental checklist which has been reviewed by the City. The City has issued a determination of nonsignificance (DNS). Therefore, the applicant and the City have completed the SEPA review process. 3. Issues: Design of the building, site, and landscaping have all been addressed by the applicant in their proposal, and the Architectural Design Board must determine the appropriateness of the proposal. E. Staff Analysis: 1. Building Design: The applicant is proposing one new building for six units. The parking will be under the proposed building. The applicant has proposed a roof design with gable end roofs on all four sides. The applicant has attempted to add visual interest to each side of the building through modulation of windows, decks and doorways. The east side of the building has a well accented entrance, but is void of windows except for glass block at each end. This creates a large bare wall , 0 The applicant has proposed dryvit siding for the body of the building. Textured LP siding with cedar battens is proposed for the third floor and for the gable ends. A z roof of composition shingles is also proposed. X UJI b) Lighting: < The applicant has proposed eight inch tall, low voltage lighting along the walkway on the east side of the building. The applicant has not indicated the type of the lighting. W! -J c) Colors: cn u. W 0 Gray is proposed for the body of the building with black for the roof. 2 : 9 -J d) Signing: LL 9 Cn No signing is proposed. C) :C UJ! 2. Site Design: z a) Access / Parking: Z The proposed development requires the installation of 12 off street parking stalls. W LV MI All of these stalls will be provided under the proposed building. Pedestrian access will be provided directly from the street along the east side of the building. 0 a b) Landscaping: W 3: U1 The applicant has proposed a wide variety of landscaping throughout the site which - i=i U. 0! includes ground cover, lawn, shrubs and trees. The landscaping on the street side Z! .. i and on the east side appears to provide effective screening of portions of the W vy proposed building. 0 z 3. Technical Review: a) Engineering Division 0 Handicapped accessible ramp needs to be provided at the comer of 4th and Howell * On street parking revisions and signage will need to be shown. * A site plan that has been stamped by a Professional Engineer will be required to be submitted and approved by the City Engineer. 0 Civil Engineered Drawings must match the architectural drawings. 0 The project must comply with storm water quality and quantity requirements 0 per Ordinance 3013. Drains in underground parking garages are to be routed to sanitary sewer system. 0 Provisions for power transformer to provide power for elevator must be made. Pole mounted transformers are not allowed. * Parking plan will be required to meet the requirements of the ECDC. b) Building Division t 0 0 Compliance with the ADA requirements must be met. & Civil Engineered Drawings must match the architectural drawings. 2 0 4 LU ul U) LL w 0 LL D ci LIJ z ;7. The State Environmental Policy Act (SEPA), chapter 43.21C RCW, requires all governmental agencies to consider the environmental impacts of a proposal before making decisions. An environmental impact statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide information to help you and the agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be done) and to help the agency decide whether an EIS is required. Instructionsfor Applicants. - This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies use this checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most precise information kpown, or give the best description you can. You must answer each question accurately and carefully, to the best of your knowledge. In most cases, you should be able to answer the questions from your own observations or project plans without the need to hire experts. If you really do not know the if a question does not apply to your proposal, write *do not know* or does not apply". complete answers to the answer, or i questions now may avoid unnecessary delays later. Some questions ask about governmental regulations, such as zoning, shoreline, and landmark designations. Answer these questions if you can. If you have problems, the governmental agencies can assist you. The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of time or on. different parcels of land. Attach any additional information that will help describe your proposal or its environmental effects. The agency to which you submit this checklist may wk you to explain your answers or provide additional information reasonably related to determining if there may be signifi6nt adverse impact. Use of checklistfor nonproject proposals. Complete this checklist for nonprcject proposals, even though questions may be answered "does not apply." IN ADDITION, complete the SUPPLEMENTAL SHEET FOR NONPROJECT ACTIONS (part D). For nonproject actions, the references in the checklist to the words "project," "applicant," and "property or site" should be read as .proposer," and "affected geographic area," respectively. A.
