ADB-96-96 REQUEST FOR FINAL APPROVAL OF A NEW SIX
UNIT APARTMENT BUILDING

B. Site Location: 400 Howell Way
C. Introduction: The applicant is proposing to construct a new six unit apartment building
on one existing lot. The lot currently contains one single family residence which is to be
removed.
D. Background:
1. Zoning: The property is zoned Multiple Family Residential, I unit per 2,400 square
feet (RM 2.4) which allows one dwelling unit per 2,400 square feet of lot area. The
subject lot area is approximately 14,980 square feet. Thus six dwelling units are
allowed for this project.
2. Environmental Review: The proposal of four dwelling units is not exempt from the
State Environmental Policy Act (SEPA). The applicant has submitted an
environmental checklist which has been reviewed by the City. The City has issued a
determination of nonsignificance (DNS). Therefore, the applicant and the City have
completed the SEPA review process.
3. Issues: Design of the building, site, and landscaping have all been addressed by
the applicant in their proposal, and the Architectural Design Board must determine the
appropriateness of the proposal.
E. Staff Analysis:
1. Building Design: The applicant is proposing one new building for six units. The
parking will be under the proposed building. The applicant has proposed a roof design
with gable end roofs on all four sides. The applicant has attempted to add visual
interest to each side of the building through modulation of windows, decks and
doorways. The east side of the building has a well accented entrance, but is void of
windows except for glass block at each end. This creates a large bare wall ,

The applicant has proposed dryvit siding for the body of the building. Textured LP
siding with cedar battens is proposed for the third floor and for the gable ends. A

roof of composition shingles is also proposed.

on the east side of the building. The applicant has not indicated the type of the
lighting.

Purpose of Checklist.
The State Environmental Policy Act (SEPA), chapter 43.21C RCW, requires all governmental agencies to consider the
environmental impacts of a proposal before making decisions. An environmental impact statement (EIS) must be prepared for all
proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide
information to help you and the agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it
can be done) and to help the agency decide whether an EIS is required.

The Critical Areas Checklist contained on and submit it to the City. The City will
