Regarding a Conditional Use Permit for 4o4 Bell Str-,
the property is a two-story stucture that was movedto the
present -location in 1946, attached to the Church, and used
as a parsonage. In 1953, the Sunday School took over.
The above Church requests that it be allowed to
return the former parsonage back to a Church dwelling.
The restoration will not alter the structure, only
replace windows and doors, and update the wiring and plumbing.
Also there are two off-street parking places along
the 'back street.
This project will enhance the property, make it safer
against burglars, and ease the financial load of the Church.
Money for the restoration is coming from the estate of
one of the Church's departed members.
The city's approval of this project will be greatly
appreciated.

A. Description of the Subject Property and Surrounding Area
The subject property is located on the southeast corner of
4th Ave. N. and Bell St., in downtown Edmonds. The site
currently contains a church. The site is relatively level.
The Applicant is see ing the a conditional use permit to
allow a parsonage dwelling unit in the rear portion of the
church.
In 1946, the church added a two story addition onto the
rear of the church. �The addition was used as a parsonage.
In 1956, that use was replaced with Sunday School classes.
The Applicant is seeking to reinstitute the former
parsonage use.
Surrounding developm�nt is commercial to the north and
east. To the south and west are residences.

of Fact and Conclusions constitute the basis of the decision of
the Hearing Examiner.
FINDINGS OF FACT
I
1. The application is for the approval of a conditional
use permit for the allowance of a parsonage dwelling unit
addition for the Edmonds First Baptist Church to be located
at 404 Bell Street,!Edmonds, Washington. (Staff report.)
2. The subject property is -located on the southeast corner
of 4th Avenue North and Bell Street in downtown Edmonds.
The site is developed with a church. The site is level.
(Staff report and Bowman testimony.)
3. it is the intent of�the Applicant to convert a Sunday School
into a parsonage. In 1946 when -the two-story structure on
site was added to its present location, the Sunday School
was used as a parsonage. However, in 1956 that use was
converted to a Sunday School. It is the intent of the
Applicant now to restore the former parsonage use.

4. The subject propert I y is zoned Community Business (BC). The
Edmonds Community D evelopment Code (ECDC) 16.50.010(C) and
ECDC 16.30.020(C)(2)(d) allows churches to be located in BC
zones with a conditional. use permit. (ECDC.)
5. Conditional use per I mits within the City of Edmonds are
reviewed with the criteria as set forth in ECDC 20.05.010.
These criteria in cl lude:
A. The proposed us I e must be consistent with the Comprehen-
sive Plan of the City of Edmonds;

B. The proposed use in its location must be consistent with
the purposes of, the zoning ordinance in which the pro-
perty is located; and,
C. The proposed use must not be significantly detrimental
to the public health, safety or welfare, nor injurious
to nearby private properties or improvements.

commercial business in the ECDC. The property has been used

for church purposes for over 40 years. it is compatible
with the neighborhood and is not in -conflict with the
Comprehensive Plan�of the City of Edmonds. (staff report.)

9. The Planning Department of the City of Edmonds has recom-
mended approval of the conditional use permit subject to the
conditions as set forth in the Staff report. (Exhibit 1.)
CONCLUSIONS
1. The application is for the approval of a conditional use
permit for the allowance of a parsonage dwelling unit to be
located at the Edmonds First Baptist Church, 404 Bell Street,
Edmonds, Washington.
2. A review of the criteria as set forth in ECDC 20.05.010 has
been made. With conditions the proposal satisfies these
criteria.
3. The property is zoned BC. The requested conditional use
permit is not in conflict with the purposes of the BC zoned
property as set forth in the ECDC 16.50.000.
4. The requested conditional use permit is not in conflict with
the Edmonds Comprehensive Plan.
5. The proposed use will not be detrimental. to the public nor
to private properties or improvements.
6. The permit should be transferable.
DECISION
Based upon the preceding Findings of Fact and Conclusions; the
testimony and evidence submitted at the public hearing; and, upon
the impressions of the Hearing Examiner at a site view, it is
hereby ordered that the Applicant be granted a conditional use
permit. The specific conditional use permit request is for the
allowance of a parsonage dwelling unit addition to be located at
the Edmonds First Baptist Chu,rch, 404 Bell Street, Edmonds,
Washington, and is granted subject to the following conditions:
1. The Applicant must provide a minimum of two parking spaces
for the parsonage unit.
2. The permit shall be transferable.
3. The Applicant shall obtain a building permit for the dwel-
ling unit prior to any construction.
4. The dwelling unit may be rented to church officials.
