In 1953, the Sunday School took over. The above Church requests that it be allowed to return the former parsonage back to a Church dwelling. The restoration will not alter the structure, only replace windows and doors, and update the wiring and plumbing. Also there are two off-street parking places along the 'back street. This project will enhance the property, make it safer against burglars, and ease the financial load of the Church. In 1946 when -the two-story structure on site was added to its present location, the Sunday School was used as a parsonage. However, in 1956 that use was converted to a Sunday School. It is the intent of the Applicant now to restore the former parsonage use. (Exhibit 2.) 4. The subject propert I y is zoned Community Business (BC). The Edmonds Community D evelopment Code (ECDC) 16.50.010(C) and ECDC 16.30.020(C)(2)(d) allows churches to be located in BC zones with a conditional. use permit. (ECDC.) 5. Conditional use per I mits within the City of Edmonds are reviewed with the criteria as set forth in ECDC 20.05.010. These criteria in cl lude: A. The proposed us I e must be consistent with the Comprehen- sive Plan of the City of Edmonds; i B. The proposed use in its location must be consistent with the purposes of, the zoning ordinance in which the pro- perty is located; and, C. The proposed use must not be significantly detrimental to the public health, safety or welfare, nor injurious to nearby private properties or improvements. I (ECDC. ) 6. A review of the criteria as set forth in ECDC 20.05.010 has been made. With conditions the proposal satisfies these criteria. 3. The property is zoned BC. The requested conditional use permit is not in conflict with the purposes of the BC zoned property as set forth in the ECDC 16.50.000. 4. The requested conditional use permit is not in conflict with the Edmonds Comprehensive Plan. 5. The proposed use will not be detrimental. to the public nor to private properties or improvements. 6. The permit should be transferable. DECISION Based upon the preceding Findings of Fact and Conclusions; the testimony and evidence submitted at the public hearing; and, upon the impressions of the Hearing Examiner at a site view, it is hereby ordered that the Applicant be granted a conditional use permit. The specific conditional use permit request is for the allowance of a parsonage dwelling unit addition to be located at the Edmonds First Baptist Chu,rch, 404 Bell Street, Edmonds, Washington, and is granted subject to the following conditions: 1.
