Grey Whale Holdings, LLC is proposing to remodel an existing office building located at 410 Dayton Street. The proposal includes raising the structure, updating the exterior of the building, remodeling the interior and landscaping revisions (Attachments 1 through 4). The subject site is located within the Downtown Business, BD2, zone. The applican,t is not proposing to change the use of the building at this time, however, they have indicated a desire to submit a . n application in the future to convert the use of the building to a hotel. The exterior changes proposed under the subject application (BLD20141217) include -raising the height of the structure and adding windows at the basement level, reconstructing the front entry stairs and porch including the 'addition of a new ADA ramp on the eastern and northern sides of the building, painting the building, and updating the existing, landscaping. See the attached site plan, elevation views, and landscape plan for reference (Attachments 2 through 4). The site is located within the Downtown Business, BD2, zone, which is subject to district -based design review un�er ECDC Chapter 20.12 and the particular standards found in ECDC Chapter 22.43. Design review for projects within the BD2 zone that do not require a threshold determination under the State Environmental Policy Act (SEPA) may be reviewed by staff as a Type I decision subject to the requirements of ECDC 20.01.003. Pursuant to ECDC 20.12.030, staff must find that the proposal is consistent with the zoning ordinance (including the design standards in ECDC Chapter 22.43) as well as relevant district -specific design objectives contained in the City's Comprehensive Plan. Page 1 of 5 Findings & Conclusions 1. Scope. According to ECDC 20.10.020, design review is intended to apply to all development including any improvement to real property open to exterior view, including but not limited to buildings, structures, fixtures, landscaping, site screening, signs, and parking lots. Thus, the subject design review focuses on the exterior ch anges identified in the scope of work under BLD20141217, which is for updates to the existing building exterior as well as landscaping changes. 2. En;v'i.ro'nment.'The project is exempt from review under the State Environmental Policy Act (SEPA) pursuant to WAC 197-11-800(3) because the proposals involves the remodeling ofan existing building. A critical area determination conducted in 2014 under file number tRA20140111 found that no critical areas existed on or adjacent to the site. As such, a "Waiver" from the critical areas requirements of ECDC Chapters 23.40 through 23.90 was issued. 3. ECDC 20.12.030.Design Review Criteria A. Edmonds Community Development Code (ECDC) Compliance 1. ECDC 16.43 — Downtown Business (BD) Zones Site development standards applicable to the BD2.zone are contained within ECDC 16.43.030. Setbacks: Since the subject site is not immediately adjacent to ri�siclentially (R) zoned property, the site does not have any setback requirements. Thus, the proposal for the new ramp, stairs, and front porch will comply with setback requirements. Height: The maximum permitted height within the BD2 zone is 30 feet. The proposal is to raise the height of the existing building to an elevation 19.9 feet above the average or iginal grade. Thus', the proposal will comply with the 30-foot height limit. Designated Street Front: Pursuant to map 16.43-1, a designated street front exists within the 45 feet perpendicular to Dayton Street (i.e. the northern side of the subject site). ECDC 16.43.030.A requires a minimum height of the ground floor Within the designated street front of 12 feet; however, the exception in ECDC 16.43.030.B.10.c states that "existing buildings may be added onto or remodeled without adjusting the existing height of the ground floor to meet the specified minimum height, so long as the addition or remodel does not increase the building footprint or its frontage along a street by more than 25 percent." Thus, the propos al is not required to comply with the minimum height of ground floor. Although ECDC 16.43.03O..B.4 requires that the elevation of the ground floor be within seven inches of the adjoining sidewalk.,the existing building is nonconforming at approximately two feet above the adjoining sidewalk. Since the ex isting nonconforming building is being retained, the proposal is not required to comply with' this requirement. ECDC 16.43.030.B.7 requires development on the ground floor to consist of only commercial uses within the designated street front. The proposed use is commercial. Thus, the proposal complies with this requirement. I Page 2 of 5 Parking: Pursuant to ECDC 16.43.030.D.2, no parking is required for any commercial floor area of permitted uses within the BD2 zone. Thus, no parking is required for the subject proposal. Open Space: The proposal does not have an open space requirement pursuant to ECDC 16.43.030.E since the subject lot is not larger than 12,000 square feet. 2. ECDC 20.13 — Landscaping Requirements The applicant has provided a landscape plan (Attachment 4) indicating all existing landscaping to remain, existing landscaping to be removed, and proposed landscaping. Minimal existing landscaping is proposed for removal in order to make way for the proposed new front entry stairs and ramp. Since the BD2 zone does not require setbacks for the property, there is limited space available on the northern and western sides of the site for new landscaping. However, the northwestern'corner of the site can accommodate an existing tree as well as additional shrubs and groundcover. The applicant has proposed grasses along the northern side of the site adjacent to the entry stairs.and ramp where space for larger plants is limited.' However, larger shrubs including hydrangea, camellia, and lonicera niticla are proposed at the northwestern corner of the site as well as on the western and southern sides of the building. These shrubs, amont the other proposed grasses and groundcovers; will provide visual appeal to the site and meet the intent of the landscaping requirements of ECDC Chapter 20.13. A condition has been added to this approval -requiring all new plants to comply with the minimum sizes and maximum spacing within ECDC 20.i3.015. The applicant indicated in their respQn. se letter to staff's request for additional information that no changes are proposed to the existing street tree; however, the street tree was indicated on the landscape plan with a dashed line, which is the same line style utilized for the existing landscaping to be removed. In order to confirm that the existing street tree will be retained, a condition has been added to this app�oval requiring the existing street,tree to be retained unless the applicant obtains permission from the City to remove and replace the existing street tree to City standards. 3. ECDC 22.43 —Design Standards for the BD Zones Design standards for the BD zones are contained within ECDC Chapter 22.43. Because this is a small exterior remodel of an existing building, however, complete code compliance like that for a new building cannot be obtained. In -pro . jects like this, the intent is to achieve a greater level.of compliance than that of the existing building and to improve the visual aesthetic of the,downtown environment. Staff has reviewed the design standards of ECDC Chapter 22.43 as related to the subject proposal. The design standards that are mostapplicable to the subject proposal include the following: 22.43.010.B.2 — Buildingfocades shall respect and echo historic patterns. 22.43.020.B.2 — Entrances to buildin in the BD1, BD2 and BN zones shall be visible gs from the street and accessible from the adjacent sidewalk. The subject proposal will not substantially alter the appearance of the existing building. Although the height of the building is being increased by approxi mately two feet, it will Page 3 of 5 still resemble the massing of a.single-story building when viewed from the -street. When viewed from the sides or rear, the mass of the building will be broken up with the new windows being added to the basement level of the building. The building will continue to front on Dayton Street, and. the main entrance will be clearly visible and accessible from the sidewalk. The appearance of the building will resemble its original building form with minor updates to its appearance including fresh paint and trim colors and will be compatible with the neighborhood. Thus, staff finds that the proposal meets the intent of the BD design standards of ECDC Chapter 22.43. B. Comprehensive Plan Compliance" 1. Location —The site is located within the "Downtown Mixed Commercial" designation of the Comprehensive Plan as well as within the "Downtown/Waterfront Activity Center." Downtown design objectives are located on pages 56 — 60 of the Comprehensive Plan and are intended to encourage the development of high quality, well -designed projects that reflect the values of the citizens of Edmonds. Staff has reviewed the downtown design objectives of the Comprehensive Plan as related to the subject proposal. The design objectives that are most applicable to the subject proposal include the following: Provide safe routes for disabled people. (pg. 56) Create a pedestrian friendly. environment. (pg. 57) Improve pedestrian access and way -finding by providing variety in buildingforms, color, materials and individuality of buildings. (pg. 57) Maintain the human, pedestrian scale and character of historic Edmonds. (pg. 58) Avoid blank, monotonous and imposing building facades. (pg. 59) - Encourage designs that let more light and air into the building. (pg. 59). Reinforce historic building patterns found in Downtown Edmonds. (pg. 59) Improv e the visual and physical character and quality of Downtown Edmonds. (pg. 59) Create individual identity in buildings. (pg. 59) Applied ornament and architectural detail, various materials and colors applied to a fagade as well as various decorative trim/surrounds on doors and windows provide variation in the scale, style and appearance of every building facade. Awnings and canopies also add to the interest and pedestrian scale of downtown buildings. The objective is to encourage new development that provides: • Compatibility with the surrounding environment, • Visual interest and variety in building forms, • Reduces the visual impacts of larger building masses, • Allows identity and individuality of a project within a neighborhood. (pg. 60) The proposal meets the applicable design objectives of the Comprehensive Plan by updating th e appearance of the existing building through new paint colors and by Page 4 of 5 replacing the existing front porch and stairs. The proposal will create a ' well-defined entrance on the northern side of the buil ding facing Dayton Street and will improve ADA access to the building. The proposal will maintain a pedestrian -friendly environment and will improve pedestrian connections to the subject site. Decision Staff finds that the proposal is consistent with the Zoning Ordinance, applicable design standards, and Comprehensive Plan. Therefore, staff finds that the design, of the exterior changes to the existing building and landscaping changes proposed under permit BLD20141217 are APPROVED with the following conditions: 1. individual elements of this project are required to meet all applicable city codes, and it is the responsibility of the applicant to apply' for and obtain. all necessary permits. 2. The existing street tree shall be retained unless the applicant first obtains approval from the City of Edmonds to remove and replace the street tree to City standards. 3.
