On February 17, 1981, the Edmonds City Council passed Resolution 488 for
construction, reconstruction, and repair of deteriorated sidewalks. A letter
dated March 16, 1981 was sent to residents that were required to repair the
sidewalk abutting their property. A certified letter was also sent dated June
15, 1982. The improvements of sidewalks in need of repair at the expense of
the abutting property owner is provided by City Ordinance, Chapter 7.20 and
Revised Code of Washington, Chapter 35.69.
The areas needing repair have been marked in paint on the sidewalk
adjoining your property. Reconstruction permits must be obtained from the
Building Department located at 250-5th Ave. N. within thirty (30) days upon
receipt of this final notice. The permit fee for the sidewalk repair has been
waived by the City of Edmonds. In the event you have not obtained the
ieconstruction permit within thirty (30) days, the City forces will commence
with the reconstruction of the sidewalk, and the City will bill the abutting
property owner.
This action is in response to many citizen requests and pedestrian falling
accidents which have been increasing in recent years as a result of sidewalk
deterioration and increased pedestrian traffic.

The City of Edmonds, is currently engaging in a program
to improve its sewage wastewater treatment system. One of
the major parts of the program is reducing the volume of flow
into our Treatment Plant. A major item contributing to this
problem is the infiltration of stormwater runoff from roofs,
drains, etc. into our sanitaty sewers.
A series of tests were completed by an independent engi-
neering firm. They pumped smoke into sewerlines and recorded
where it was escaping, thereby locating the stoxmwater infil-
tration sources.
Your property contains such a source and the City now
requires, by Ordinance No. 1580, that this problem be corrected.
Included with this letter is the "Disconnect Handbook-" whi,ch
describes 5 possible so.lutions to this problem as suggested by
the City. These solutions will either direct storm water -into
the City storm water system, or into other parts of your yard.
In either case, the removal of this water from sanitary sewer
system will help to reduce the volume of our often overtaxed
Sewage Treatment Plant.
