Per Ordinance #2207 - "The City of Edmonds ordered the
improvement of certain property by reconstruction and
repair of sidewalks at property owners own cost and
expense. If improvements were not completed by owners
in a specified time, the City would complete the improve-
ment and assess the cost against each abutting owner.
