The surrounding developme nt of the subject property is a mixture of single-family and multi -family uses. Across Sprague Street to the south of the subject property is a city employee parking lot. (Staff report.) 5. In order for a conditional use permit to be granted within the City of Edmonds the criteria as set forth in Section 20.05-010 of the ECDC must be satisfied. These criteria include: A. The proposed use must be consistent with the Comprehensive Plan of the city of Edmonds; B. The proposed use in its location must be consistent with the purposes of the zoning ordinance in which the property is located; C. The proposed use must not be significantly detrimental to.the public health, safety or welfare, nor injurious to nearby private properties or improvements; and, D. The Hearing Examiner shall determine whether the conditional use permit shall run with the land or shall be personal- (ECDC.) 6. The Applicant submitted a site plan showing the proposed development. The application is for the approval of a conditional use permit for the allowance of a professional office to be located at 433 Sprague Street, Edmonds, Washington. Because the property is located in an RM-1.5 zone a conditional use permit is required for the proposed use. 2. In order for a conditional use permit -to be granted within the City of Edmonds the criteria as set forth in Section 20.05.010 of the ECDC must be satisified. with conditions the proposed development satisfies these criteria. 3. The proposed use is consistent with the Comprehensive Plan of the City of Edmonds and the High and Low Density Residential designation of the subject property. It is consistent with Section 15.20.005 Residential Development of the ECDC which Density sets forth the goals and policies for tfte High and Low Residential designations. 4. The proposed development and the requested conditional use permit areconsistent with the purposes of the zoning ordinances of the City of Edmonds. In particular it is consistent with the pur- poses as set forth in Section 16.00-010 of the ECDC and the purposes as set forth in Section 16.10-000 of the ECDC. Also, the proposal is consistent with the purposes of the RM Multiple Residential zoning as set forth in Section 16.30.000 of the ECDC because it reserves the regulated area for a variety of housing types, but still maintains the residential environment. it also provides for a use that is compatible and complements Findings and Decisl i of -the Hearing Examiner of -the City of Edmonds Re: CU-22-86 Page 4 the multiple residential use. 5.
