We have reviewed the plans and associated data for the
project. mentioned above to see if it conforms to the Uniform
Fire Code. We have not reviewed them for requirements
of federal, or other state and local regulatory agencies.
GENERAL COMMENTS
1. The legal description of the site should be provided.
The plot plan must correlate with the description.
2. The Fire Department apparatus access road to the
site must be shown to comply with Section 10.207 UFC.
3. A fire hose cabinet should be provided at the standpipe
located at the dispensing area. (See Sheet 8.) Section
79.911(d) UFC
4. This marine service station must be equipped with
wet standpipes connected to a reliable water supply 'v,,,i11h
piping capable of supplying 100 gpm at 65 psi at the most
remote outlet. Section 79.911(b). Plans show a dry stand-

pipe. If the site is subject to freezing, provisions should
be made to provide immediF.te water supply in an emergency
during cold weather. Section 79.111(b)

5. The float at marine service stations must only be used exclusively
for dispensing or transfer of petroleum products. The limitations
of this area are subject to fire chief approval. Section 79.910(d).
(A permit is required --item 18, Section 4.101.)
6. Also, the dispensing area must be located away from other structures
so as to provide room for safe ingress and egress of craft to be fueled.
Dispensing units must in all cases be at least 201 from any activity
involving fixed sources of ignition. Section 79.910(d)8. The plot
plan should be clarified to show conformity
7. Portable fire extinguishers should be provided as prescribed
in Section 79.911(e) UFC
8. Dispensing of Class 1, 11, or IIIA liquids must be by means of
an approved type hose equipped with a listed automatic closing nozzle.
This should be specified. Section 79.910(d)3
9. Metal containers with tight -fitting or self -closing metal lids must
be provided for the temporary storage of trash. Section 79.910(e)2
10. Emergency pump shutoff sign should be provided to identify the
emergency switches that shut off the power to dispensing pumps.

11."No Smoking" signs should be shown provided as required by Sections

12. The vapor recovery and vapor processing systems must comply
with the provisions of Section 79.912.
13. Some means must be available for ca!ling the Fire Department.
Such means may consist of proprietary z1arm system, or a Fire Department
alarm box or telephone not requiring a coin to operate and located
within 100' of the marine service s'tat;on premises. Section 79.911(a)LIFC
14. The plans for the marina fire protection facilities must be approved
by the Chief. Item 1, Appendix II-C UFC
15. The service building located on the fuel dispensing float is part
of the marine service station. It must be of noncombustible material,
fire -retardant treated wood or of one hOUr fire -resistive construction.

16. The float must be of fire -resistive construction and impervious
to spills. Detail 3/5 does not appear to comply. Fuel spills could
leak through the cover and accumulate in the trench. Section 79.910(b)
17. The float does not comply with the exit provisions of the UBC.
Section 3303(d), Distance to Exit; Section 3307(d), Ramp Slope; Section
3303(a), Number of Exits. However, as a special application of the
UBC, you may wish to use guide lines established in Seattle.
An invoice for the nonstructural only plan checking service will be
forwarded to you under separate cover based on a valuation of $346,800.

Dear Mr. Reeves:
We have received the plan check comments from ICBO concerning the above referenced
project, and would like to take this opportunity to respond to each of these comments:
1. The property is too large to show the entire parcel for our design purposes. However, a
site plan indicating the approximate distances tp the adjacent property owners, and a
list of those property owners was included on tl�e Corps permit, City Shoreline permit,
and a copy of that information is submitted herewith.
2. The fuel float site is located adjacent of a large parking lot. No obstructions hinder the
access of fire equipment (per UFC 10.207).
3. The original plans as submitted do indeed show a fire cabinet at this position.
4. The plans do not show a dry system. The fire protection system is wet, and has been
designed in accordance with UFC requirements. Calculations can be submitted to show
that the required flow and pressure requirements are met. Furthermore, the system is
equipped with Spirax Sanco Freezeathon valves which will prevent freezing.
5. The 100' X 12' float at the west end of the project is considered the "Fuel Float," and is
intended to be used solely for that purpose.
6. The site conforms with UFC 79.910(d)8.

8. Nozzles will be provided by the fuel supplier; the Port will verify that they are UL

13. - There will be a telephone in the fuel float service building to enable an emergency call.
14. REID MIDDLETON will submit the plans for Fire Marshall approval.
15. REID MIDDLETON will negotiate with the Contractor to make the necessary changes to
the fuel float service building in order to meet the fire resistance requirements.
16. The fuel float is fire resistant in that it is made of concrete. Any fuel spillage leaking
into the trench will drain into the water through the pile retainers (see detail 2, sht. 5).
No fuel can accumulate in the trench.
17. From a historical perspective, gangways are usually provided in situations of changing
tidal level. In fact, the slope of the gangway is being improved by going from an
existing gangway length of 36 feet to a length of 40 feet for the proposed gangway.

Subsequent to our discussion of September 4, 1979, 1
talked to both Chief Jack Weinz and the Fire Inspector Mike
Springer. They both assured me that they had made no con-
cessions in regards to boat moorage on the gas dock. The
following excerpt is taken from the 1976 Uniform Fire Code and
pertains to your moorage situation.
"Section 15.710(e), para. 3: No vessel or craft
shall be made fast to or berthed at any fuel docks
serving a marine service station, except during
fueling operations and no craft shall be made
fast to any other vessel or craft occupying a
berth at any marine service station."
You are also required by Section 15.103 of the Uniform
Fire Code to obtain a Fire Department Permit for the storage
and handling of Class I flammable liquids.
