This will require the addition of one new fire extinguisher on each of the docks "A" through "N". Locating the connections will be much easier in the event of an emergency once this is done. (There is also a Code requirement that the fire extinguishers are to be located at each required standpipe connection.) The dots on docks "A" through "N" show the standpipe connection locations, along with indicating where the fire extinguishers should be located. The National Fire Code, Section 5-6.1, concerning grou g, says, "Effective grounding of all non- current carrying metal parts of the electrical system, and provision of suitable connection of portable equipment, including outlets provided for the con- nection of shore power to vessels afloat, are of utmost importance in marinas, boatyards, boat basins, and similar establishments. This is due to the exposure of electrical systems and equipment to water, damp or wet earth, and to other grounded or partially grounded conductive parts, and the consequent danger to life and possibility of high sparking adjacent to combustible materials". The minimum size of wire for a shore power connection to be used is 12 AWG, grounded, and twistlocked (if possible). The approved types of cord are as follows: SJ, SJE, SJO, SJT, SO, SE, SOO, ST, and any other cord which has been specifically ap- proved for use in damp areas. This article covers the installation of wiring and equip- ment in the areas comprising fixed or floating piers, wharfs, docks, and other areas in marinas, boatyards, boat basins, and similar establishments that are used, or intended for use, for the purpose of repair, berthing, launching, storage, or fucling of small craft and the moorage of floating dwelling units. See Part B for Floating Dwelling Units. A. Marinas and Boatyards 555-2. Application of Other Articles. Wiring and equipment for mari- nas and boatyards shall comply with this article and also with the applicable provisions of other articles of this Code. See notes following Sections 210-19(a) and 215-2(c) for voltage drop on branch circuits and feeders respectively. For disconnection of auxiliary power from boats, see Motor Craft, NFPA 302-1972 (ANSI). 555-3. Receptacles. Receptacles that provide shore power for boats shall be rated not less than 20 amperes and shall be single and of the locking and grounding types. Fifteen- and 20-ampere, single-phase, 120-volt receptacles other than those supplying shore power to boats located at piers, wharfs, and other locations shall be protected by ground -fault circuit -interrupters. Each single receptacle that supplies shore power to boats shall be supplied from a power outlet or panclboard by an individual branch circuit of the voltage class and rating corresponding to the rating of the receptacle. 555-5. Feeders and Services. Wiring Methods. The wiring method shall be one or more of the following identified as suitable for use where exposed to the weather or water: (1) rigid nonmetallic conduit; (2) mineral -insulated, metal -sheathed cable; (3) nonmetallic cable; (4) corrosion -resistant rigid metal conduit; (5) corrosion -resistant intermediate metal conduit; (6) underground wiring that complies with the'requirements of this Code; (7) Type MC cable. Exception No. 1: Where flexibility is required, other types identifiedfor I the purpose. . Exception No. 2.- Open wiring shall be permitted by special permis- Sion. In granting special permission, major factors include possible contact of open wires with masts, cranes, or similar structures or equipment. For further information on wiring methods for various locations, see Fire Protection Standard for Marinas and Boatyards, NFPA 303-1975. 555-7. Grounding. (a) Equipment to Be Grounded. The following items shall be connected to an equipment grounding conductor run with the circuit conductors in a raceway or cable: (1) Boxes, cabinets, and all other metal enclosures. (2) Metal frames of utilization equipment. (3) Grounding terminals of grounding -type receptacles. (b) Type of Equipment Grounding Conductor. The equipment grounding conductor shall be an insulated copper conductor with a Continuous outer finish that is either green or green with one or more yellow stripes. (c) Size of Equipment Grounding Conductor. The insulated copper equipment grounding conductor shall be sized in accordance with Section 250-95 but not smaller than No. 12, (d) Branch -Circuit Equipment Grounding Conductor. The insulated equipment grounding conductor for branch circuits shall terminate at a grounding terminal in a remote panelboard or the grounding terminal in the main service equipment. (e) Feeder Equipment Grounding Conductors. The National Fire Code, Section 5-6.1, concerning grounding, says, "Effective grounding of all non- current carrying metal parts of the electrical system, and.provision of suitable connection of portable equipment, including outlets provided for the con- nection of shore power to vessels afloat, are of utmost importance in marinas, boatyards, boat basins, and similar establishments. This is due to the exposure of electrical systems and equipment to water, damp or wet earth, and to other grounded or'partially grounded conductive parts, and the consequent danger to life and possibility of high sparking adjacent to combustible materials". The minimum size of wire for a shore power connection to be used is 12 AWG, grounded, and twistlocked.(if possible). The approved types of cord are as follows: SJ, SJE, SJO, SJT, SO, SE, SOO, ST, and any other cord which has been specifically ap- proved for use in damp areas. Engineers 9 Surveyors 0 Planners We have calculated the size of PVC pipe, friction loss, and pumper pressure required to yield the flow and pressure values which you desire in connection with the above referenced project. Our figures based on using 2-inch PVC pipe throughout are as shown on the enclosed list. As you can see from this listing, a 2-inch PVC standpipe on Floats F through N will quite easily meet your requirements. Floats D and E require only 9 pounds and 2 pounds, respectively, more pumper pressure than the 200 pound pressure you desired. This is considered to be well within the capability of your fire apparatus. Floats A, B and C will require either slightly higher pumper pressure, lower outer standpipe flow, or lower outer standpipe pressures using 2-inch PVC pipe. We feel that these variations are also rather minor and would not hamper your fire fighting capabilities. We therefore recommend that 2-inch PVC pipe be used for the standpipes on all of the Floats A through N at the Port of Edmonds facility. Please let us know if you concur with our findings. With a fire department pumper supplying the system, it discharged adequate water for two lk" fire nozzles. It is our opinion that this type of standpipe design will work on the remainder of the floats but that each should be designed to discharge a minimum of 250 gallons per minute at 100 pounds pressure. This may require increased sized piping for some of the longer runs. It is suggested that prior to installation, all designs should be checked by Reid -Middleton and Associates to assure that minimum gallonage is available at the required pressure at the furthest discharge point. The tank vehicle shall comply with all require- ments of the Utilities and Transportation Commission. 2. The dispensing is done on premises not open to the public. All access shall be secured prior to fuel transfer operations. 3. The dispensing hose does not exceed 50 feet in length. 4. The dispensing nozzle is a listed automatic closing type without a latch open device. 5. Night time deliveries shall only be made in adequately lighted areas. 6. Fuel expansion space shall be left in each fuel tank to prevent overflow in the event of temperature increase. 7. The tank vehicle shall not be operated without a valid permit from the Edmonds Fire Department. 8. The cargo tank shall be bonded to the fill stem. 9. Boat owners or operators shall not offer their craft for fueling unless the tanks being filled are properly vented to dissipate fumes to the outside atmosphere. 8. Piping handling Class I liquids shall be grounded to control stray electrical current. 8. Testing of piping systems shall be in accordance with Section 15.216. (d) Dispensing. Wharves, p iers ' or floats at marine service stations shall be used exclusively for the dispensing or transfer of petroleum products to or from marine craft, except that transfer of essential ship stores is permitted. Sales of ship stores or merchandise shall not be allowed from an area where fuel is dispensed into the tanks of motor craft. 1. Tanks and pumps, other than those integral with approved dis- pensing devices, supplying flammable or combustible liquids at marine service stations, shall be located only on shore or upon express permission of the Chief on piers of solid -fill type. Ap- roved dispensing devices with or without integral pumps may e located on shore, piers of solid -fill type, open piers, ,vharve's or floating docks. 2. Dispensing of flammable or combustible liquids or liquefied petroleum gases shall at all times be under the direct control of a competent person who is fully aware of the operation, mechan- ics, and hazards inherent to fueling of boats. 3. Dis�ensing of flammable or combustible liquids into the fuel tan 's of marine craft shall be by means of an approved type hose, equipped with a listed automatic closing nozzle with latch open device. 4. Hoses used for dispensing or transferring flammable or com- bustible liquids, when not in use, shall be reeled, racked or otherwise protected from mechanical damage. 5. Fueling of floating marine craft at other than a marine service station is prohibited except by special authorization of the Chief. 6. No delivery of any flammable or combustible liquids sball be made into portable containers unless such container is of ap- proved material and construction, having a tight closure with screwed or spring cover, so designed that the contents can be dispensed without spilling. 7. Liquefied petroleum gas cylinders shall not be filled or dis- charged at any petroleum marine service station without first obtaining written permission from the Chief. Approved storage facilities for liquefied petroleum gas cylinders shall be provided. 8. The dispensing area shall be located from other structures so as to provide room for safe ingress and egress of craft to be fueled. Dispensing units shall in all cases be at least 20 feet from any activity involving fixed Sources of ignition. ke) Fire Prevention Regulations. 1. No construction, maintenance, repair or reconditioning work. involving the use of open flames or arcs or spark -producing devices shall be performed at any marine service station facility or within 50 feet of the dispensing facilities including piers, wharves, or floats. The Chief may grant permission in %vriting to make repairs provided no fueling is done at the pier, wharf, or float during the course of such emergency repairs. 5. All electrical equipment installed and used must be in accord- ance with the Electrical Code as it applies to wet, damp and hazardous locations. Clearly identified emergency switches read- ily accessible in case of fire or physical damage at an), dispensing unit shall be provided on each main float and at the shore ap- proach to the pier, wharf or floatinf dock, so interlocked as to shut off power to all pump motors rom any individual location and reset only from the master switch. Each switch to be identi- fied by an approved sign "EMERGENCY PUMP SHUTOFF." The master switch shall be set in the "OFF" position before clos- ing the marine service station at any time. Pressure systems shall incorporate with each turbine an indicator light illuminated \vhen the turbine is running. Said light shall be visible from the shore approach and from the dispenser location and suitably identify the system served. 6.
