Further review has revealed that some of the parking designated for Anthony's by permit in 1989 (ADB-126-89) to the north of the restaurant has been striped yellow for permit use, and day time marina use. Additionally, parking area designated for Anthony's use by the same permit to the south of the restaurant has been restriped for trailer use. The Edmonds Community Development Code required Anthony's Restaurant, to provide 20 parking stalls for the first 4000 square feet of gross " floor area plus I stall per 100 square feet of gross floor area greater than 4000 square feet. This parking must be provided within 300 feet of the restaurant. In 1989 when permits were processed for the expansion of Anthony's Restaurant the Port showed how the parking requirement was met. With the temporary boat storage, yellow striping of Anthony's parking stalls, installation of trailer parking, addition of new boat storage facilities, and new office buildings, the City has no evidence that the existing or proposed uses will meet the minimum parking requirements'. Therefore, the Port must provide the City with a Port wide parking plan, indicating how parking. requirements are met for the existing uses and the proposed uses on Port property. Since the new office buildings and the boat storage facilities affect parking, permits will not be issued for either of these proposals until the parking issue is resolved. A rigid interpretation would establish that arc line as the 200-foot line -from mean high tide line, even though the top of the lower bulkhead step, which is a*t elevation +9.Ot.is about 12 feet further dis- tant. These measurements indicate that a triangular area 18 feet by 38 feet, totalling approximate.ly 38 square yards, of proposed.asphaltic surfacing lie's within 20O.feet of harbor water contact at elevation +10 feet ML LW. The paving of this area is clearly a maintenance activity, to eliminate mud and puddles from the main entrance to the Anchor Boat building.
