UNOCAL ("UNOCAL"). RECITALS A. The Port has constructed a dry stack boat storage facility and other improvements (the "Facility") on real propert � owned by the Port in an area known y generally as the Port of Edmonds South Marina more particularly described i n Exhibit A, which is attached hereto and incorporated herein by this reference (the "Port Property"). B. UNOCAL originally owned the Port Property until May 6, 1957, when UNOCAL conveyed the Port Property to the Port pursuant to that certain deed recorded in the real property records of Snohomish County, Washington (Snohomish County. Recording Number 1236170) ("Deed"), attached hereto as Exhibit B and incorporated herein by this reference. When UNOCAL conveyed the Port Property' it retained a 60- foot-wide access easement ("Access Easement") across the Port Property. The Access Easement benefits waterfront property, a wharf, and other property which have continued 273115 v.8/5N4W02!/0 18405.00004 I to remain under UNOCAL's ownership ("UNOCAL Property") and are located south of and adjacent to the Port Property. The Access Easement is more particularly depicted on a map attached hereto as Exhibit C and incorporated herein by this reference, which map is a portion of the map attached as Exhibit A to the Deed. C. The Facility is constructed over, across, and through the Access Easement and interferes with UNOCAL's use and enjoyment of the Access Easement. D. The UNOCAL property is currently accessed by an approximately 45 feet wide access road (the "Current Access") to access the UNOCAL Property. The Current Access is located to the east of the Access Easement and the Facility and is more particularly described in Exhibit D, attached hereto and incorporated herein by this reference. The Current Access is on Port Property and Burlington Northern and Santa Fe Railroad Company's property east of the Facility (the "Railroad Property"). E. In 1997, the Port applied for various permits and approvals necessary for the demolition of the storage structures located on the Port Property at that time and for the construction of the Facility. On September 16, 1997, the City of Edmonds Hearing Examiner issued a decision in case numbers SM 97-70 and ADB 97-72, approving the Port's applications subject to certain conditions. One of those conditions states that "The issue of UNOCAL's easement across Port property in the location of the proposed dry stack storage facility must be resolved prior to issuance of any building permits for this project ." (the "Examiner's Condition.") In January 1999, the City of Edmonds issued a permit for construction of underground utilities on the Port Property (Permit No. 990024). In March 1999, the City issued a building pen -nit for the dry stack storage facility (Permit No. 990115). The Port commenced construction activities upon issuance of each permit NOW, THEREFORE, in consideration of the agreements contained herein, the parties hereby agree as follows: AGREEMENT 1. Construction Activity . Construction activities have been conducted by or on behalf of the Port. These construction activities. include, but are not limited to, construction and installation of curbing across the entire south end of the Access Easement, and location of equipment and meters within the Access Easement, the construction of a sewer lift station, the construction of stacked storage structures, and the installation of an electrical control panel in the Access Easement. 2. No Interference. The Port agrees and covenants that, as to property within 273115 v.8/5N4WO2!/0 18405.00004 2 E 0 the Current Access which is also within the New Easement granted hereafter, no future construction activities conducted by or on behalf of the Port on the Port Property, whether or not associated with the Facility, will render unusable or impassable, block, or otherwise interfere with any use pen-nitted or actually made of the Current Access by or on behalf of UNOCAL. 3. Grant of New Easement. The Port hereby grants to UNOCAL a new 60- foot wide permanent easement across the Port Property in the forrn and at the location as described in the attached Exhibit E (the "New Easement"). UNOCAL shall have the right to record the New Easement against the Port Property. 4. Improvements to New Easement. a. Construction of Improvements to Easterly 40 feet of New Easement. Upon UNOCAL's request, the Port shall promptly present a schematic to UNOCAL for redesign of the easterly 40 feet New Easement. Following UNOCAL's approval of said schematic, the Port shall commence design permitting and construction of the roadway to City Standards (the "Improvements") and designed to the satisfaction of UNOCAL. The Port agrees that it shall commence and proceed with all due diligence the design, permitting, construction and approval of the Improvements such that the Improvements shall be completed as soon as possible but in any event no later than one hundred eighty (180) days from issuance.of final permit. b. Improvements to Westerly 20 Feet of New Easement. If (i)at any time the improvement of the Westerly 20 feet of the New Easement is needed in connection with the development of the UNOCAL Property, (ii) UNOCAL deems its rights or interests in the New Easement, as being in jeopardy of being reduced or altered in any way, or (iii) if required by lawful order of an administrative agency with jurisdiction, or by direction of the Edmonds City Council, then, UNOCAL or its successor or parties other than the Port shall improve the westerly 20 feet of the New Easement with a roadway, curbs, sidewalks, drains and lighting constructed to City Standards (the "Improvements") and designed to the satisfaction of the improving party. 5. Maintenance of New Easement. The Port agree&and covenants that it shall be responsible for maintaining the easterly 40 feet of the New Easement in good physical condition and in conformance with City Standards at all times and will reimburse UNOCAL for all costs or expenses incurred by UNOCAL in connection with said maintenance. The Port shall have no obligation to maintain the westerly 20 feet of the New Easement. Should the City of Edmonds accept as a dedicated right-of-way and agree to maintain the New Easement or a portion thereof, then in that event the Port's obligation to maintain shall cease as to that portion. UNOCAL agrees to cooperate. in the dedication of said easement to the City. The Port shall keep the New Easement free and 273115 v.8/5WWOV/01 8405.00004 3 clear of all impediments and interferences, including, but not limited to, any existing or hereafter constructed improvements or structures. If any such impediments or interferences exist in the New Easement at any time after the UNOCAL Notice, the Port shall be required and hereby covenants to remove them immediately or to repair the New Easement so that access is no longer impeded. 6. Termination of Access Agreement. UNOCAL and the Port agree to the immediate termination of the Access Easement described on Exhibit C. 7. Future Realignment. In the event that the Port acquires additional property from BNSF (of equivalent width, accessibility and configuration to the New Easement) easterly to the New Easement, UNOCAL, and its successors in interest, agree that the New Easement, and Additional Easement may be moved east onto such property as may be acquired. All costs of the movement of the easements and improvements shall be at the expense of the Port.. In the event that any part of the New Easement or Additional Easement has been dedicated to the City, such realignment shall be accomplished pursuant to a vacation and realignment agreement. 8. Authority to Execute. Each person executing this Agreement represents that he or she is authorized to enter into this Agreement on behalf of the party that such person represents on the terms and conditions herein stated. 9. Covenants Running Wi - th the Land. The terms of this Agreement are intended to be and shall constitute covenants running with the land, and shall inure to the benefit of the UNOCAL Property and shall burden the Port Property. The covenants shall be binding upon the Port, as owner of the Port Property, and upon successors to and assigns of the Port Property. 10. Right to Record. UNOCAL shall have the right to record this Agreement in the real property records of Snohomish County, Washington. UNOCAL shall pay all fees and charges incurred in connection with such recording and shall upon request provide the Port with a copy of the recorded document. 11. Counterpart Execution. This Agreement may be executed in counterparts, each of which shall constitute an original and all of which together shall constitute one and the same document. 12. Governing Law. All questions concerning the interpretation or application of provisions of this Agreement shall be decided according to the laws of the State of Washington. Condition S7 requires that the installation of any new treatment or wastewater collection -facilities (e.g. boat wash pad) submit to Ecology the plans and specifications for approval. 1.2 EXISTING FACILITIES AND OPERATIONS The Port of Edmonds is located on Puget Sound in the City of Edmonds, Snohomish County, Washington (see Drawings, Appendix A). The Port offers in -water and upland boat moorage, launching, and repair facilities for recreational boaters. Currently, the Port operates a boat repair yard and boat wash pad in the mid -marina portion of the site (see Sheet C1, Appendix A). Stormwater and wastewater discharges from the activities occurring in these areas are permitted under the General Permit. The boat wash pad collects boat pressure washwater and pretreats it prior to discharge to the City of Edmonds (City) sanitary sewer system. Pretreatment is performed in batches by a coagulation process. The effluent is monitored on a regular basis to ensure compliance with the General Permit. The existing boat repair yard*is a newly constructed facility designed to include the Ecology's most current stormwater best management practices (BMPs). Structural BMPS include stormwater run-on diversion, oil/water separators, sediment traps and portable work shelter units. The Port has also installed hazardous waste and waste oil disposal facilities for boat yard tenants. Operational BMPs include prohibiting sand basting and the use of tributyltin paints and requiring good housekeeping around boat work areas in the repair yard. 1.3 PROPOSED FACILITIES AND OPERATIONS* The Po� proposes to construct a new boat dry stack facility in the southern portion of the site (see Sheet Cl). As a service to the customers of the new dry stack facility, a boat wash pad win be installed outside the building in the southwest comer of the site. At the end of the boating day, the customers will have the option to rinse their boat with cold freshwater in the launch area and/or self wash their boats with detergents on the wash pad. The cold freshwater rinse will sheet flow directly into the marina basin and will be used to remove salt residue. The boat wash pad, will be reserved for customers who would like to use a detergent wash and perform light boat maintenance activities. The washwater generated on the boat wash pad will be collected in a tank and discharged to the sanitary sewer at the end of the day. Washing operations on the new wash pad will be limited to boats that use non -ablative paints designed to form a permanent bond with the bottom of the boat. Boats that use -ablative anti -fouling bottom coatings designed to come off the boat will not be allowed to wash on the new wash pad. These boats will be required to utilize the existing pressure wash pad equipped with a pretreatment system located in mid -marina. 2 0 0 2 PROCESS DESCRIPTION AND SIZING 2.1 WASTEWATER CHARACTERISTICS The washing of boats equipped with ablative anti -fouling coatings can cause water quality concerns because these types of coatings generally contain high concentrations of metals and are designed to come off the boat. Boats with these types of anti -fouling coatings will be required to use the wash pad currently operated in mid -marina (see Section 1.3). Boats utilizing the new wash pad, will consist of hull coatings that are non -ablative and designed to make a permanent bond to th e boat. Metal contaminates in the new boat wash. pad washwater, therefore, is of minimal concern. It is anticipated the washwater generated on the new wash pad will be composed primarily of particles of algae, crustaceansi salt water residues, small dirt particulate, some minor oil and grease, and detergents. The amount and types of contaminates exposed to the wash pad wastewater and stormwater runoff will be controlled through the implementation of structural and operational BMPs (see Section 4. 1). It is anticipated the types and amounts of contaminates present in the washwater will be similar to. typical car wash effluent. Estimates for the composition of typical wastewater characteristics are provided in Table 1. The amount of oil and grease and dirt particulate concentrations, however, will be less than a typical car wash. The wash tank is equipped with a outlet valve that will be in the off position during washing operations. At the end of the day� or after washing operations are completed, the wash tank will be allowed to settle during a quiet period to assist in settlement of particulate contaminates. To trap any floating oils, the wash tank is equipped with a down turned elbow. The outlet invert to the down turned elbo w will be installed a minimum of 18" from the bottom of the wash tank to allow for the buildup of particulate contaminates to form a sludge layer. After the required quite period, the valve will be opened and the supernatant decanted off the top. The discharge will gravity flow to the sanitary pump station where it will be pumped through a new 1,500 foot long force main to a new manhole connected to the City of Edmonds sewage system (see Sheet C3, Appendix A). 2.4 SIZING The wash tank is designed in accordance with the recommended design standards in the Stormwater Management Manual for the Puget Sound Basin, by Ecology, 1992 (Stormwater Manual). The Stormwater Manual requires that containment tanks servicing uncovered wash areas are designed with a live storage amount sufficient to accommodate the 6-month, 24-hour storm for the area of the wash pad. The live storage amount is equal to the total volume of the tank subtracting the amount of dead storage below the outlet invert elevation (18-inches maximum). The amount of live storage provided is approximately 1,800 gallons and the volume of runoff generated from the 6-month, 24-hour storm is approx . imately 1,600 gallons (See Calculations, Appendix B). The amount -of live storage, therefore, meets the recommended Stormw ater Manual design requirements. It is anticipated that the'storage amount available (1,800 gals) is sufficient to provide storage for washwater accumulating from approximately 15 to 30 boats. Sludge is required to be emptied when it is at a maximum level of 8 'inches from the bottom of the tank. The estinated sludge storage amount assuming 5 percent solids is 132 pounds. This is considered to be adequate storage based on calculations and can hold solids build up from approximately 500 boats. EFFLUENT CONSIDERATIONS 3.1 TREATMENT ALTERNATIVES The anticipated contaminates of primary concern in the wash pad wastewater are TSS and oil and grease. Three applicable treatment alternatives for treating these types of contaminates were evaluated for the boat wash pad wastewater. A review of the three alternatives considered and the evaluation process used to derive the preferred method of treatment is provided. Direct Discharge to Sanitary. Direct discharge of the wash pad wastewater to the sewer system without pretreatment was eliminated as'a viable option. This option offers no pretreatment for oil, grease and TSS, and is not well suited to prevent the accidental release of any spills into the sanitary sewer system. Pretreatment with Settling Tank. The preferred method of treatment is gravity separation in a tank. This type of treatment is recommended by EPA for washwater discharges to sewers in the publication Vehicle and Equipment Wasbwater Discbarges (Ecology, June 1995). This type of treatment also provides containment of any accidental spills that may occur on the wash pad. Utilize Existing Pretreatment Facility. This option was eliminated as a viable option because it is cost prohibitive and unnecessary to meet effluent requirements. The existing pretreatment facility treats washwater from the pressure wash pad located at Mid Marina. The treatment system coagulation process was designed to remove heavy metals from the existing press . ure wash pad. This type of treatment process technology would not be compatible with the anticipated contaminates from the new boat wash pad (i.e., oil, grease, detergents) with out a considerable upgrade. In addition, the construction of a new force main from the new wash pad to the existing treatment system, would require a considerable expense. 3.2 EFFLUENT CHARACTERIZATION Effluent will be discharged to the City sanitary sewage system and treated at the City Publicly Owned Treatment Works (POTW). The City POTW is a non -delegated facility and does not have any local limits. Effluent limitations, therefore, are based on General Perrru*t requirements in Special Condition S2. A summary of the discharge requirements are provided in Table 1. Anticipated treated effluent concentrations are based on EPA estimates for gravity separation in a tank similar to the proposed Port boat, wash system (Vebicle and Equipment Wasbwater Discbarges, Ecology, June 1995). A comparison of expected treated effluent and discharge requirements is provided in Table 1. Based on this table, it is projected that the General Permit discharge limits for sanitary sewer discharges will be met. 5 3.3 SLUDGE DISPOSAL The primary reason for treating the washwater in the settling tank is to remove TSS, oil and grease. The TSS will accumulate in the bottom of the tank and the oil and grease will float on the surface until they are removed. A subcontractor will be deployed on site to pump the sludge, oil and grease from the tank, and dewater, characterize and dispose of it in an approved facility. It is expected that the sludge will not be a regulated dangerous waste and can be disposed of in a sanitary solid waste landfill. The first two sludge pumping sequences will be tested and characterized. If the material is designated as a non -dangerous waste, testing on subsequent sludge removal sequence will not be performed prior to disposal. In addition to the sludge that will accumulate in the bottom of the tank, larger particles of grit, barnicles, sea seed and any miscellaneous debris will be collected in a trash bucket installed in the trench drain. The trash bucket win be inspected at a minimum once a week or more frequently if required. The contents of the trash bucket will be disposed of as a sanitary solid waste. M OPERATIONS AND SCHEDULE 4.1 BEST MANAGEMENT PRACTICES I The implementation of structural and operational source control BMPs are intended to minimize the amount of contaminates exposed to the wash pad washwater and stormwater control system. Structural controls for the boat wash pad area include the following: • Segregated concrete boat wash pad (32' x 118') is designed to extend out past the boats being washed and collect over spray. • Grading of boat wash pad prevents run-on from adjacent pavement areas and diverts washwater to the center of the wash pad so it can be collected in a strip drain. The strip drain is equipped with a trash bucket to collect any large debris. Washwater storage tank is equipped with a positive control valve to control discharges to the sewer system Wash pad is equipped with a 3-way valve to bypass stormwater from the wash tank when the pad is not is use. Operational BMPs will be implemented by Port employees and the Dry Stack Facility tenants using Port facilities. Tenant required operational BMPs will be listed on the rental agreement and on a sign posted in the work yard and wash pad area. On a daily basis, Port employees assigned to the Dry Stack Facility will patrol wash pad and work yard are ' a to ensure that tenants comply with the required operational BMPs. Required operational BMPs include the following Boats with anti -fouling bottom coatings must use the pressure wash pad located at the central portion of the marina because it is equipped with the pretreatment system. No dumping of hazardous waste and oil on the wash pad will be allowed. A sign will be provided displaying the location of disposal facilities provided by the Port for hazardous waste and oil. Major hull work 'including chipping, grinding, sanding and painting operations will be accomplished at the main boat yard located at the central portion of the Port property. Minor boat hull maintenance activities are allowed on the wash pad and in the adjacent boat repair yard and may include some sanding, chipping and touch up painting. Individuals performing maintenance work will be required to place tarps under the work area to collect chipping and grinding residues and sweep the work area on a daily basis. 7 0 Sand blasting and the use of Tributyltin paints on Port facilities are prohibited. The wash pad will be rinsed daily by Port employees to remove any build up of particulate. The operating procedures provided on Sheet C4 (Appendix A) will be followed on a daily basis when the wash pad is in use. 4.2 SPILL CONTROL AND ACCIDENTAL DISCHARGE Provisions for controlling and preventing oil and hazardous materials spills are provided through the implementation of structural and operational BMPs (see Section 4. 1). In the event a spill does occur, the procedures outlined below will be followed: Immediate responses to spills on the wash pad will focus on preventing the spill from entering the wash pad collection system. This will involve placing a dike around the trench drain and cleaning up the spill with mops and absorbents. In the event an oil spill enters the wash pad collection system, oil absorbent pads will be placed in the washwater tank to soak up spilled floating oils. Absorbent pads with oil soaked to capacity will be removed from the tank, placed in plastic bags and treated as a special waste. In the event a hazardous materials spill enters the wash pad collection system, the water in the tank will be tested to verify if discharge limits can be met. If discharge limits are exceeded in the tank, a licensed subcontractor will be hired to remove, treat and dispose of the tank contents in conformance with all local, state and federal requirements. 4.3 SCHEDULE Construction of the new Dry Stack Facility and boat wash pad win begin in the fall of 1997. It is anticipated the project will be completed by April 30, 1998. Discharges from the wash pad into the sanitary sewer system will begin by approximately June 1, 1998. 4.4 OPERATIONS Each tenant of the Dry Stack Facility will be required to sign a rental agreement and agree to follow Port specified operational BMI's when performing washing or maintenance activities. At the time the rental agreement is signed, the type of bottom coating on the boat will be identified and the regulations regarding washing activities will be thoroughly reviewed. A copy of wash pad operating procedures will be posted for employees at the Dry Stack Facility in the office as a summary of the steps that are to be performed each day the wash pad is used. The sludge level will be checked in the wash tank on a monthly basis during the peak summer boat washing period Gune, July, August, September) and every 2 months during slower winter months. When the sludge level reaches a maximum level of 8-inches it will be removed by a licensed subcontractor. 4.5 MONITORING Monitoring and reporting requirements are defined in the General Permit, Special Condition S2 and S3. Sampling must be performed at a nuinimurn semi-annually and submitted to Ecology annually. The monitoring requirements are summarized in Table 2. The designated sampling point is located at the end of the wash tank discharge pipe as it enters the sanitary pump station manhole (see Sheet C4, Appendix A). The results of this study will be used as a basis for -proposed Port development projects to demonstrate that the number of parking spaces provided are consistent with City of Edmonds parking code requirements as specified in the Edmonds Community Development Code (ECDC). 1.2 PREVIOUS STUDIES Field inventories of existing parking space counts and parking utilization surveys were conducted by the Porc in 1996. The results of these surveys and trip generation data were included in a letter report to Mr. Gordon Hyde by Perteet Engineering, Inc., Tralfic Impact analysis for the Proposed Port of Edmonds South Harbor Master Plan (August 27, 1996). A preliminary parking assessment in a letter report prepared by Perteet Engineering to Mr. Gordon Hyde (February 28, 1997) was submitted to the City as par-E of the Dry Stack Facility preapplication. Comments were prepared by the City in a March 14, 1997.lerter with response to the preliminary parking study. It is the intent of this parking study, to address the City comments and include updated information since the February 28, 1997 letter report. This parking study supersedes and replaces the February 28, 1997 preliminary parking assessment. 1.3 POST DEVELOPED SITE CONFIGURATION Over the next several years, the Port will undergo major improvements through the development of new facilities and upgrades to existing facilities. All development projects, with the exception of the marina reconstruction, are described 'in detail in the Port of Edmonds South Harbor Master Use Plan, December, 1995 (Master Plan). The marina reconstruction project will replace storm related damaged float moorage system and is projected to be completed by year end 1997. It is assumed for the purpose of this report, that all development activities will be completed within 5 years. The projects detailed in the Master Plan include the following: South Bulkhead and Launcher Float Project- Includes the construction of an improved public access walkway and bulkhead reconstruction. Also includes the installation of a new boat launcher for the dry stack facility and associated launcher floats, and a public viewing overpass. Dry Stack Boat Storage Facility- Includes the demolition of the existing dry storage buildings in the south portion of the site and replacement with new covered rack storage system. Also includes the installation of new parkingand restriping of the existing parking area south of the public boat launch. The dry stack facility will be designed to allow for the possibility of adding an additional level of boats for a possible vertical expansion in the future. • Dry Stack Commercial Addition- Afcer the installation of the dry stack facility, the Port will construct a commercial/retail addition on the north side dry stack facility. • Marine Center Buildings- Two .1 new office buildings and parking will be installed across Admiral Way from Arnies Landing. • Boat Loft Rack System Improvements- The existing boat loft east of 0 Admiral Way will be upgraded with a new rack system. The number of boats stored Will remain the same ifier the upgrade. iq 2.0 POST DEVELOPED OFF-STREET PARKING INVENTORY 2.1 GENERAL PORT PARKING POLICY The Port allows general public parking on Port property for a maximum of 3-hours. Permits are issued to Port tenants for unlimited use and any non -permitted vehicle parking longer than 3-hours will be given a warning ticket. On the second offense, the Port will lock a barrel and chain to the bumper. Parking in trailer parking spaces is reserved for vehicles with boat trailers using the public launch facility until 12:00 noon. After this time, vehicles without trailers may park in the designated trailer parking spaces. Violators of this policy win be issued a warning ticket and on the second violation a barrel and chain will be locked to the bumper. 2.2 ' DESCRIPTION OF PARKING STUDY AREA The parking study assumes all planned development activities identified in the Port of Edmonds South Harbor Master Plan are completed. The off-street parking that will be available at the final post developed site configuration, is subdivided into 11 areas designated A through K. These areas are delineated in Figure 1. Parking inventory quantities for each area are provided in Table 1. Also shown on Figure 1, but not included in ihe parking inventory are Area F (Adrn�iral Way), and Area J (Marina Beach Park) because they are not on Port property. Also not included in the parking inventory is Area H (Arnies Landing). Arnies Landing was an existing permitted facility when purchased by the Port in the 1980's. Since the purchase date, the Port has not modified the building or the parking area within the original property lines of the purchase. No changes or improvements to Arnies Landing are currently pr,6posed in the Master Plan. Arnies L ' anding and the associated parking were permitted and approved under the Edmonds parking code at the time it was constructed. The Port, therefore, under Section 17.50.010 ECDC is not required to comply with current 1997 parking code requirements for Arnie's Landing. The Port does, however, recognize it is required to meet current parking code criteria for the majority of the Port property as it undergoes planned development activities. 2.3 OFF-STREET PARKING INVENTORY The existing parking supply inventory will be altered thr ' ough the restriping of existing parking areas and the installation of new parking areas. The parking inventory quantified in this section, represents the number of off-street parking spaces that will be available at the final post developed site configuration. The parking inventory count for cars and cars-tr2ilers is 0 divided into daytime inventory (7:00 A.M.- 5:00 P.M) and nighttime inventory (5:00 P.M. - 2:00 A.M.). The car daytime inventory is 626 and nighttime inventory is 666. The nighttime inventory increases from the day because peak use of the car -trailer parking spaces in Areas B and K corresponds with fishing season openers. Fishermen generally arrive early and leave by 5:00 P.M. making these spaces available for cars in the evening using Anthony's restaurant. 3 2.4 MARINA BEACH PARK AND ADMIRAL WAY INVENTORY Area F (Admiral Way), and Area I (Marina Beach Park) are not included in the parking inventory, however, parking spaces are available for general public in compliance with City parking regulations. The current number of parking spaces available in Marina Beach Park is 51 and the total number on Admiral Way. is 81. Currently, 23 spaces in addition to the 51 in Marina Beach Park are provided on Port property adjacent to the park. These spaces are used by both park visitors and Port tenants. Under the Port's proposal for the construction of the Dry Stack Facility, these 23 spaces would be segregated with a fence and available for tenant use only. The total number of parldng spaces in Marina Beach Park will remain at 51 and would meet the minimum requirement of the shoreline permit issued for the construction of this project (SM-80-3). Additional parking spaces for park users are available on Port property in compliance with the Port's parking policy and on Admiral Way. 4 3.0 OFF-STREET PARKING REQUIRMENTS 3.1 CAR -TRAILER PARKING SPACE REQUIREMENTS Under the ECDC there are no current requirements for the minimum number 'of car - trailer parking spaces that must be provided at public boat launch facilities. In lack of ECDC requirements, an additional resource, Sboreline Master Program Handbook (Ecology, 1994) is consulted. The Shoreline Handbook re�ommends "...ten car and trailer spaces at least 10 feet by 40 feet shall be provided for each ramp lane." The Port maintains two launch slings for the public and under this recommended criteria a minimum of 20 car and trailer spaces should be provided. The Port is committed, however, to reserving a minimum of 65 car -trailer spaces. These will be reserved to noon in accordance with the Port parking policy. In a recent car -trailer parking use survey conducted by the Port over a I year period, the 65 car -trailer spaces provided satisfied the demand approximately 95% of the days during the survey period. Peak demand days generally corresponded with summer salmon fishing openers in the months July through August. Peak demand days are expected to exceed capacity approximately 10-20 days in a typical year depending on the number of fishing openers. During theses days, the Port will allow overflow car -trailer parking in Area A. In addition, the Port has a lease agreement with an adjacent property owner, UNOCAL, to park additional car -trailers. 3.2 CAR PARKING SPACE REQUIREMENTS The required number of cax parking spaces for each category of Port usage is based on Section 17.50.020 ECDC. A summary of the major uses and the required number of off-street parking spaces at post development is sumn1arized in Table 2. In lack of any ECDC requirements for marina uses, the Shoreline Handbook is consulted and.it recommends 1 parking space for every 4 boats stored in wet or dry moorage. As allowed under Section 20.30 ECDC, joint use of parking is allowed for up to 50 percent of the off-street, parking requirements for primarily daytime uses (e.g., Dry Stack Commercial Addition) within 500 feet of primarily nighttime uses (e.g., Anthony's Homeport). The number of parking spaces required for Dry Stack Commercial at night, therefore, is reduced from it's daytime requirement of 74 to a nighttime requirement of 37. The total number of required daytime parking spaces is 541 and 569 for nighttime (see Table 2). 61 CONCLUSION Off-street parking demands for Port uses will be maximized when the Port has completed all the development projects described in the South Harbor Master Pla.n. The inventory of parking spaces available at the final post developed site configuration meets and exceeds the number of off-street parking spaces required by Section 17.50 ECDC. During the daytime there will be an estimated excess of 85 spaces and during the nighttime an excess of 97 (see Table 3). Permits for the first phase of improvements, referred to as the South Marina Improvement Project, were submitted in n-Lid-December 1996. (Note: these two projects were initially proposed as a single project in July 1996, but were subsequently proposed as separate projects to allow time for redesign of the Dry Stack Storage Building). The shoreline permit and other federal and state permits for the South Marina Improvement Project have been approved and a building permit is to be subn-dtted in June 1997. Construction of this first phase (the South Marina Improvement Project) is also planned for 1997. Please refer to section 11D Project Background. Although not directly related to the Dry Stack Storage Facility, other upcoming or potential projects that are planned for construction in 1997 or might be implemented in the next five years are briefly described below. Docks to be rebuilt include Docks B through G in the south marina and Docks I through N in the north marina. All in -water piers (main floats), finger floats, and piles will be replaced and utilities serving the docks will be replaced or upgraded to meet code requirements. Covered moorage will be replaced on all 12 docks, except that covered moorage on I and J Docks will be limited to the north and south halves of the dock respectively. All permits have been secured and construction is expected to begin in late June. I -Dock Maintenance Dredge Project This project is to remove up to 25 cubic yards of rocks and mounded sand that have accumulated at the west end of J-Dock and that pose a navigation hazard. Sandy material may be placed on the Old Boatyard Site at Dayton and Admiral or hauled to an approved landfill or recycled. The Port plans to complete this maintenance project in conjunction with the Marina Reconstruction Project to take advantage of mobilized equipment and to minin-dze tenant disturbance. Permits have been secured and work is expected to proceed after June 15, 1997. G-Dock Bulkhead Repair Project This project is to repair a section (approximately 180 feet long) of the existing timber bulkhead between G-Dock and Anthony's Restaurant. Steel piles and concrete panels would be placed adjacent to and in front of the existing deteriorating vertical timber bulkhead structure in upper intertidal areas. The overhanging timber walkway would be demolished to allow access to the bulkhead and would be replaced following bulkhead repair with an aggregate concrete walkway. Timber piles would be removed and replaced with concrete or steel piles. The Port plans to complete this maintenance project in conjunction with the Marina Reconstruction Project to take advantage of mobilized 0 equipment and to minimize tenant disturbance.. Permits have been secure and work is expected to proceed after June 15, 1997. South Marina Improvement Project. This project involves replacement of two deteriorating floats (A -Dock and the launcher float); to reconstruct 900 feet of the deteriorating south marina bulkhead; replacement and upgrade of the existing boat launch; construction of a 900-foot long public promenade that overhangs the new bulkhead; consolidation of access to Floats B, C, D, E, and F from the new promenade; excavation of approximately 6,400 cubic yards of shorebank material; dredging of approximately 100 cubic yards of 'sediments at the base of the boat launch; placement of 6,500 cubic yards of excavated and dredged material at the Port's old boatyard site on the comer of Admiral and Dayton; and placement of approximately 2,500 cubic yards of rip rap as part of bulkhead repair. In addition, as a mitigation measure for potential fish habitat impacts, the Port has committed to placing an additional 500 cubic yards (six inches) of gravel and fine gravels on top of the new rip rap slope between elevations +8.0 and 4.0 feet MLLW. The gravel would provide a preferred habitat substrate and would fill in the voids in the underlying larger rip rap rock. The South Marina Improvement Project is tentatively proposed to be completed in 1997. Work will be coordinated with the Marina Reconstruction Project. The Shoreline permit, the Corps Section 10/404 permit and the HPA have been secured. Demolition, grading and building permit applications will be submitted in late June. Work is expected to begin in late summer 1997 or early fall. This project was initially proposed as part of the July 1996 Dry Stack Storage Facility project as the first step in the Port's long range plan to replace all floats and together with other related in -water improvements identified in the 1996 South Marina Master Use Plan and the Port's 1996 Master Plan. The projects were later separated to allow pem-dtting of needed in -water repair work to proceed during the redesign of the Dry Stack Storage Facility consistent with the City's building height lin-dts. Docks B-G and Docks I-N Sewer Hook -Up To Marina Pumpout Stations Future sewer purnpout lines are being built into the new floats constructed as part of the Marina Reconstruction Project. Sewer pumpout station connections are proposed to be completed later as a separate project. Permit approvals for this connection would likely be requested within the next two years. Sewer hook-ups require SEPA compliance and would proceed under the normal federal, state, and local permitting processes. Covered Moorage for North Side of G-Dock and South Side of I -Dock Covered moorage for the north side of G-Dock and for the south side of I -Dock may be proposed after the year 2000. These projects would require SEPA compliance and would proceed under the normal federal, state and local pem-dtting processes. Replacement or Elimination of H-Dock / Mid -Marina Project Replacement (or possible elimination) of H-Dock may be proposed, potentially in conjunction with other modifications to the mid -marina floats and/or modifications to the mid -marina breakwater. The Port is proposing phased construction of a new 30'-high building near its south boundary where five wooden boat sheds are currently located. Phase I would involve demolition of the boat sheds and construction of a 30'-high, full -service Dry Stack Boat Storage Facility. Phase I construction elements include the following: • A full -service secure dry stack boat storage facility for 270-320 boats • A Port administrative office to serve dry stack facility customers located in the southwest comer of the facility; • A general storage area in the southeast comer of the facility; • A tenant workyard and boat washdown area on the south side of the building; • New tenant lockers on the west and south sides of the building; • A mechanical room on the west side of the building; • A roof canopy over the launching area; • Reconfiguration, re -striping, and re -paving of parking areas; • Fencing and landscaping to buffer buildings, parking areas and to segregate and buffer work areas; and • Expansion and upgrade of sewer and water service and fire protection improvements. 4 Phase 11 would involve construction of a two-story, 30'-high addition of approximately 29,000 square feet of office and retail space on the north side of the dry stack boat storage building. The future Phase H building area would be fenced and used as a boat storage area until tenant demand warrants construction of the Phase H addition. Additional landscaping would occur following completion of the Phase 11 building addition. A. PHASE I - DRY STACK BOAT STORAGE FACILITY Dry Stack Budding: The new dry stack boat storage building would provide secure covered storage for 270 to 320 boats up to 32'in length. The actual dry stack building would be rectangular in shape, but has " cut-out" comers that support other uses. The total floor area of the dry stack boat building is approximately 75,500 square feet (excluding the square footage of facilities to be located in the "cut out comers"). The maximum dimensions of the dry stack building would be 346-long (between the north and south building face) by 230' -wide (between the east and west building face). The maximum Phase I building height would be 30-feet. The dry stack building layout provides for five covered (roofed) boat storage units (a center unit together with north, south, east and west units) served by a uncovered, open- air aisles that allow for fork lift access to each storage unit. Individual boat storage units consist of a rack storage system designed to accommodate either two or three levels of boats. This design allows some flexibility to adjust the rack configuration if the n-dx of small and large boats should change. The building interior floor would be constructed of approximately 8-inch thick concrete in order to support fork lift operations. The building floor would be graded to drain stormwater to a central stormwater drain. The dry stack building would be a pre- engineered metal building with a gabled metal roof and pre -painted steel exterior walls. All structural elements would be hot -dipped galvanized metal. The perimeter foundation would extend three feet above the floor. The design incorporates a variety of architectural details to mitigate its visual bulk, including use of color, roof canopies, roof overhangs, landscaping, and windows in the Port comer office and the Phase 11 retail/office addition. Other Phase I development intended to support the dry stack storage facility would include the following: Port Administrative Office: A two-story administrative office would be constructed in the southwest "cut-out" comer of the dry stack building to provide efficient on -site customer service and increased security. Restrooms would be available inside the building for public use. Total gross square footage would be approximately 1,475 square feet. Southeast Storage Area: A two-story enclosed storage area (approximately 1,800 square feet) with stairway access would be provided in the south east comer of the budding. Tenant Use Workyard/Washdown Pad: A fenced and landscaped work yard area for minor tenant repair activities, and a washdown pad designed to collect and route washdown water to the sanitary sewer system would be provided along the south side of the Dry Stack Storage Facility. A minimum of eight upland work spaces for minor repair and maintenance would be provided for tenants' use. All work spaces would include electrical power, lighting, and water. Only minor maintenance activities would be allowed in the boat yard including touch-up painting, engine testing and engine flushing. Major engine overhauls and major 0 0 bottom painting and scraping is required to be performed at the main boat repair yard located east of Adn-dral Way. An additional four -to -six short term "wash down only workspaces may also be provided. Four in -water work spaces woulid be provided along the launcher float for tenant use during non -peak launching periods. New Tenant Lockers: Approximately 65 storage lockers would be provided for tenant use. Lockers would be located on the upper story and ground level along the west (water) side of the dry stack building and at ground level along the south side. Lockers Would be accessible from the exterior of the building 24 hours a day. Ground -level lockers would meet ADA criteria for accessibility. A freight elevator and a stairway- located in the northeast comer of the building would service the lockers on the second story (and serve the Phase H addition). A stairway in the Port office would provide a second access to the second -story lockers during operating hours. Mechanical room: A small mechanical room (approximately 400 square feet) would be established on the west side of the building. This area would house the control and power supply panels for the sanitary pump station, the irrigation system, the fire alarm, the building sprinkler system as well as general lighting and electrical systems. Mechanical equipment would also include HVAC for the office and a sprinkler control valve room. A roof canopy, approximately 64 feet wide, would extend approximately 32 feet from the west side of the dry stack building in order to Provide weather protection for the launching area. A roof overhang would extend approximately four feet along the west wall above the second -story tenant lockers. Five-foot roof overhangs would also extend from the east and south sides of the dry stack building. The roof canopy and overhang would provide visual interest and color accent. Parking Areas: To maximize the number of off-street parking spaces, existing parking areas would be reconfigured and re -striped. Proposed fencing and landscaping along the Port's south boundar . y would bisect and segregate an existing open parking area currently shared by the Port and the adjacent public park users. The intent is to set aside parking for Dry Stack Facility tenant uses (i.e., for parking, unloading, boat repair and boat washdown). These 24 parking spaces would no longer be available to park visitors. The existing row of parking spaces on the north side of Marina Beach Park would remain open to park visitors. On the east side of the new dry stack building, a sidewalk together with landscaping would be installed, and a row of 900 parking slots would be created between Admiral Way and the new sidewalk (parking would be perpendicular to Admiral Way). These 35 new parking spaces would be available to port tenants with windshield stickers and to the general public (including park visitors) consistent with the Port's parking policy". In addition, a new row of 900 parking would be created during Phase I along the north side of the building. In Phase II (construction of the retail /office addition), specific parking slots would be set aside for disability parking. (** The Port's parking policy is that: 1) marina tenants with windshield stickers have no time limit, and 2) the general public can park in the Port's parking lot for up to three hours. The first offense is ticketed. A barrel and chain is placed on the car following the second offense and a fine must be paid to release the vehicle.) Fencing and Landscaping: On the east side of the dry stack building, tan shrubs would be placed along face of the building and trees would be planted in parking island planters. Trees and shrubs would be planted in the parking lot islands during Phase 1. ri On the south property line between Marina Beach Park and Port property, mi Phase I trees and shrubs would be planted and an 6-high cyclone fence would be installed to create and to segregate a boat repair/washdown area and a separate parking area for dry stack facility tenants (for loading and unloading). A gate would also be installed wide enough to adn-dt the fork lift. On the north side of the building, in Phase 1, a temporary 8'-high cyclone fence with plastic slats for view blockage would be installed around the interim boat storage area (proposed Phase 11 building area) and planters would be placed along the east side of the fence line. Phase 11 development and landscaping is described below in Section B. Additional trees and shrubs would also be placed in parking lot islands in the reconfigured parking area north of the dry stack building in Phase 1. Utilities/Fire Protection: Additional sewer and water lines would be constructed and lines would be extended to provide service to the new Dry Stack Storage Facility and the Phase II office/retail building. A new water line would be constructed adjacent to the existing City and WSDOT stormwater easement that traverses the west and north sides of the Port's property boundary. Potable water would be provided for the office, to the yard hydrants inside the building, to the hose bibs in the boat work yard, and to the wash pad. A new sewer pump station would be located along the southern boundary adjacent to Marina Beach Park. Sewage from the office restrooms and the boat wash pad would gravity feed to the new pump station. A 1,500'-Iong force main would pump sewage to a new manhole connected to the City gravity sewer conne�tion along Admiral Way. The sewer line and new lift station would be designed with capacity to allow for future hook- up to sewer pumpout units installed on the end of Docks A-G. New fire hydrants would be placed around the exterior of the building. Sprinklers would be provided for each boat rack level. The promenade would serve as a fire lane along the west (water) side of the dry stack facility. One new stormwater outfall would be installed to replace four existing outfalls that currently discharge to the marina basin. A separate stormwater conveyance system would collect and direct roof runoff to the outfall. The main stormwater conveyance system would collect runoff from the open air forklift aisles inside the dry stack building and from the south side of the buildin& conveying this runoff to an oil /water separator prior to its discharge. Impervious surface area would not be increased. B. PHASE II - COMMERCIAL RETAIL AND OFFICE BUILDING The project design would allow for the future addition of a two-story office/commercial building along the north side of the dry stack building. The Phase II building area wraps around the dry stack building, utilizing its "cut-out" comer spaces. The Phase II addition would result in a total building length (measured north to south) of 392 feet, increasing the overall dry stack building length by 46 feet. The east -west dimension of the office would be approximately 250 feet, approximately the same as the dry stack building. Phase 11 would provide approximately 29,000 square feet of commercial office and retail space. The Port would encourage marina -related retail businesses on the first floor. The second floor would provide commercial office space. Landscaping is described in section B above. The primary access to the retail/office addition would be through a central entryway 7 served by a stairway and elevator. The second story offices could also be accessed from stairways on the east and west side of the building and from the freight elevator on the west side of the building. In Phase H, additional trees would be provided in the parking area in front of the new building addition. (Note: an alternative landscaping plan is presented in the event that the Phase 11 addition (retail/office building) is not constructed. This altemate plan calls for additional trees and landscaping to be planted along the north side of the boat Storage area, fence line.) - C. DEMOLITION AND CONSTRUCTION ACTPVITIES Demolition: Existing upland structures and infrastructure, including boat sheds, fencing, port -a -potties, asphalt paving and concrete, and the existing stormwater conveyance system would be demolished. Demolition debris would be hauled off site to an approved landfill or a recycling center. Grading: Site grading would require approximately 1,800 cubic yards of cut and placement of approximately 500 cubic yards of fill to grade the foundation and interior of the building area for proper drainage and to prepare the site for new asphalt. Erosion and sedimentation control measures would be implemented per an approved plan to protect water quality. Paving: Approximately 120,000 square feet of pavement would be demolished within the future dry stack building footprint and from the south and east sides of the building to the property lines. Additional pavement would be removed as needed for utility installation. The boat work yard area south of the dry stack building would be repaved with concrete. The parking areas south and east of the new building would be repaved with asphalt. The existing paving in the area proposed as an interim boat storage yard on the north side of the building would be left in place with patching performed as necessary. The larger, reconfigured parking area north of the dry stack building would be evaluated to determine the extent of patching, demolition and re-pavernent needed following completion of the Marina Reconstruction Project and prior to preparing contract documents for the dry stack facility. Building Construction: The site has several restrictions which affect its use and layout: a high water table and a long narrow site that requires linear building plans. The dry stack building would be pre-engineered, fairly light weight metal building, thus avoiding the need for a piling foundation or for a deeper foundation into the high water table. The Phase 11 retail/office building would be standard construction and would require a shallow foundation. Utility Installation: Shallow trenches would be excavated to install stormwater, water and sewer lines above the groundwater table. Excavation would be necessary to install a new sewer lift station along the perimeter of the site and within the existing Port parking lot area. D. STORAGE AND LAUNCHING OPERATION The facility would provide storage for boats that are 18 feet to 32 feet in overall length (18 to 28 feet vessel length) and have a maximum weight (including on -board fuel, water and gear) of 15,000 pounds. Storage capacity exists for up to 320 boats. 8 The new dry stack storage facility is designed to allow for high speed transfer, launching, and retrieval of vessels. Boats would be temporarily moored and launched from the new launching float and the south side of A -Dock at the southern end of the moorage basin. (Note: the new hydraulic launch, A -Dock and the staging float are being developed as part of the South Marina Improvement Project). Tenants will be able to call ahead to request that their boats be launched and waiting for use at the new in -water launching/staging floats. It is expected that under normal operation, tenants may call fifteen minutes in advance and their vessels would be launched and waiting for them upon their arrival. Two forklifts would be available to unload boats stored inside the dry stack building. Access to the launch area is from the southwest end of the dry stack building. Boats would be transferred by forklift to one of the two new hydraulic cradle type launchers located in the south marina. The hydraulic launchers would be deployed to launch and retrieve boats into and from the water. It is expected that a single boat can be retrieved from the dry stack building and launched in less than five minutes. The longest expected wait time for vessel launching is 20 minutes. The design daily use is 75 vessels launched and retrieved per day at a design rate of 12 vessels per hour. The facility design allows for a peak rate of 24 vessels launched per hour if two forklifts are used. For pedestrian /tenant safety, public access would be restricted between the building boat load/unload area and the new hydraulic boat launch work area where forklift traffic is expected. Pedestrian traffic to and from the new south promenade and Marina Beach Park would be routed via a pedestrian overpass above the boat launcher. Dry stack facility tenants would be able to access the launching float and the south side of A -Dock from the parking lot and the promenade. E. PROJECIr BACKGROUND The concept of a dry stack boat storage building was first proposed in the 1991 Port Master Plan and has been carried forward in subsequent updates of the Port's' Master Plan. A detailed study, the South Marina Master Use Plan, was completed in February 1996. This Plan further refined and assessed the concept and location of a Dry stack storage facility and developed a coordinated program for replacement and improvement of deteriorating south marina facilities (i.e., the boat sheds, Docks A-G, the existing boat storage facility across Admiral Way, the launching float, and the southern boat launch). The Plan also evaluated how to best utilize limited Port property (uplands and wet moorage) to meet the changing demands of the recreational boating public. Findings and Recommendations of the South Marina Master Use Plan include: • Given limited land and in -water moorage area, a new dry stack storage facility for vessels under 32 feet in size is the most efficient way to meet the demands (and waiting list) for recreational boat storage; • The existing boat sheds located within the south marina are deteriorating and need tc) be replaced. The layout of the existing boat sheds is an inefficient use of Port land; • Locating a dry stack storage facility on the southe rn shoreline location next to the south launching facility would improve operating efficiency and reduce the time needed to launch vessels. The Plan would also allow rebuilding and reuse of an existing boat launch facility; 9 The launcher float and A -Dock have deteriorated and require replacement. With relocation of Bud's Bait shop, the layout of the new launcher float and A -Dock could be maximized to support the higher volume boat launching system needed for customer convenience, The south marina site presents some restrictions that affect the layout of a dry stack storage facility, including a high water table and a long narrow site that requires linear building plans. In July 1996, based on the South Marin a Alaster Use Plan, the Port proposed construction of a new dry boat storage building that would allow boati to be stacked four high to improve building efficiency and to optimize shoreline use. The Port's intent was to replace existing upland boat storage with a consolidated dry storage facility. At that time, the project proposal also included coordinated replacement of the existing south marina bulkhead, the launcher float, A -Dock and the launching facility as wen as construction of a new promenade and viewing. platform. In July 1996 the Port issued a SEPA checklist together with a DNS for this total project, and submitted an application for a shoreline permit and a zoning variance for building height to the City of Edmonds. Because of conflicts with height limits in the City's existing zoning code, the Port subsequently withdrew the July proposal and decided to split the Dry Stack Storage Project into two phases. This approach allowed time to develop a plan for a dry stack building that met the City's 30' building height limit, while still proceeding with permitting of necessary in -water repairs and other improvements in the south marina. In early December 1996, pern-dt applications for first phase of the project (referred to as the South Marina Improvement Project) were submitted to address replacement of the bulkhead, A -Dock and the launching float, the launching facility as well as construction of the promenade and viewing platform (to be done in conjunction with bulkhead replacement). The shoreline pern-dt and other federal and state pern-dts for the South Marina Improvement Project have been approved. A building pern-dt will be submitted in June 1997. Construction of this first phase is planned for 1997. The current Dry Stack Storage Facility proposal constitutes the second phase of the south marina improvements. The Port had intended to subn-dt the revised Dry Stack Storage Facility Project proposal in February 1997. However, submittal of the new plan was delayed because of the need to direct resources to permitting and rebuilding the in -water marina facilities destroyed in the December 29, 1996 snow storm. 12. Location of the proposal. Give sufficient information for a person to understand the precise location of your proposed project� including a street address, if any, and section, township, and range, if known. If a proposal would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. While you should submit any plans required by the agency, you are not required to duplicate maps or detailed plans submitted with any permit applications related to this checklist. The Dry Stack Storage Facility project site is located at the southern end of the Port of Edmonds Marina. All work would occur on uplands adjacent to the moorage basin which is surrounded by a breakwater and located on Puget Sound. The site address is 336 Admiral Way, Edmonds, Washington, 98020. The site is located within Section 23 Township 27 N, Range 3E, within the City of Edmonds and Snohomish County. See Figures 1 and 2. 10 9 0 B. ENVIRONMENTAL ELEMENTS 1. Earth a. General description of the site (circle one): Flat, rolling, hilly, steep slopep, mountainous, other. The upland marina site is flat. b. What is the steepest slope on the site (approximate percent slope?) Less than 1%. C. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them and note any prime farmland. Crushed rock ((base for asphalt paving), marine sand fill (from original dredging of the south moorage basin) over the underlying gravely -sandy subsurface soils. d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. No. e. Describe the purpose, type and approximate quantities of any filling or grading proposed. Indicate source of fill. Site gradiiig would require approximately 1,800 cubic yards of cut and placement of approximately 500 cubic yards of fill to grade the building interior for proper drainage. Approximately 120,000 square feet of pavement would be demolished within the future dry stack building footprint and from the south and east sides of the building to the property lines. Re -grading the area (for placement of new pavement) outside the building footprint would be limited in order to retain -the existing crushed -rock base under the existing pavement. Clean structural fill would be imported with the source to be determined by the contractor. f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe. Slight potential for soil erosion exists during demolition and site grading. However, because the site is flat, and erosion and sedimentation controls would be implemented, it is expected that erosion would be effectively controlled. g. About what percent of the site will be covered with impervious surfaces after project construction (for example, asphalt and buildings)? The existing project site is paved or covered with asphalt (100% of the surface is impervious). After project construction, the amount of impervious surface would be slightly reduced because new parking island planters would be constructed. 7his reduction would not be significant. 11 0 0 h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: Erosion control measures would likely include use of silt fencing, covering of catchbasins, sweeping, dust suppression, covering of stockpiles, and other measures as required by the City of Edmonds drainage /erosion -sedimentation control plan. 2. Air a What types of emissions to the. air would result from the proposal (i.e., dust, automobile, odors, industrial, wood smoke) during construction and when the project is completed? If any, generally describe and give approximate quantities if known. Construction equipment would generate diesel fumes and minor amounts of particulates and dust. Lin-dted planned grading activities could generate dust. Impacts would be localized, minor, and temporary. Forklift operation would generate minor emissions and engine flushing and limited engine testing, a continuation of current practice, would generate emissions and odors typically associated with gas powered outboard motors. It is expected that such emissions and odors would be of short duration and would dissipate quickly. No significant change in en-dssions is expected from long-term project operation. b. Are there any off -site sources of emissions or odor that may affect your proposal? If so, generally describe. No C. Proposed measures to reduce or control emissions or other impacts to the air, if any: Dust suppression methods could be used as necessary during grading activities. Operational equipment (forklifts) will be meet current machinery air emission standards. If a major engine problem exists (that would result in severe engine en-dssions), repair or maintenance would likely be completed off site or in the Port's workyard across Adn-dral Way. 3. Water a . Surface: 1) Is there any surface Water body on or in the immediate vicinity of the site (including year-round and seasonal streams, saltwater, lakes, ponds, wetlands?) If yes, describe type and provide names. If appropriate, state what stream or river it flows into. The project site is located at the southern upland portion of the Port of Edmonds marina. The marina is located on Puget Sound. The 20-acre Edmonds (Union Oil) Marsh is located upstream and across Admiral Way, a minimum of several hundred feet from the project site. Shelleberger Creek (a salmon bearing stream) upstream of the project site, flows into the Edmonds -Union Oil Marsh site prior to its discharge through tidal gates to Puget Sound (outside the marina basin) via a culvert extending under Burlington Northern property that is leased to the Port. 12 2) Will the project require any work over, in, or adjacent to (within 200 feet) the described waters? If yes, please describe and attach available plans. Demolition, site grading, building and paving would occur within 200 feet of marine waters. 3) Estimate the amount of fill and dredge material that would be placed In or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material. No fill would be placed in surface waters or in wetlands and no dredging is proposed. 4) Will the proposal require surface water withdrawals or diversions? Give general description, purpose, and approximate quantities if known. [Me 5) Does the proposal lie within a 100-year floodplain? If so, note location on the site plan. No. 6) Does the proposal involve any discharges of waste materials to surface waters? If so, describe the type of waste and anticipated volume of discharge. No waste materials would be discharged to surface waters. b. Groundwater. 1) Will ground water be withdrawn, or will water be discharged to ground water? Give general description, purpose, and approximate quantities if known. Minor construction de -watering will be required for installation of the sewer pump - station on the south boundary of the Port's property. 2) Describe waste material that will be discharged into the ground from septic tanks or other sources, if any (for example: domestic sewage; industrial, containing the following chemicals.... agricultural; etc.). Describe the general size of the system, the number of such systems, the number of houses to be served (if applicable), or the number of animals or humans the system(s) are expected to serve. No waste material would be discharged to groundwater. C. Water Runoff (including stormwater): 1) Describe the source of runoff (including stormwater) and method of collection and disposal, if any (include quantities, if known). Where will this water flow? Will this water flow into other waters? If so, describe. Stormwater runoff from paved areas (with the exception of the wash down pad) and from the inside of the dry stack building would be routed to catchbasins and discharged to the marina basin via stormwater outfalls. Stormwater runoff from the building roof would be routed directly to the stormwater outfall and discharged to the marina basin. During use of the wash down pad, wash water would be routed to the sanitary sewer in compliance with the Port's NPDES general stormwater baseline permit. When the wash down pad is 13 0 0 not is use, stormwater runoff would be routed through a catchbasin to the stormwater outfall and subsequently discharge to the marina basin. 2) Could waste materials enter ground or surface waters? If so, generally describe. Some potential exists for waste materials (construction debris and spills from construction equipment, etc.) to enter surface waters (the marina basin) during construction. Adherence to best management practices is expected to acceptably minimize or exclude potential water quality impacts. Some potential exists for waste materials to enter marine waters when tenants perform minor boat repair and maintenance activities. However, all marina tenants are required to comply with best management practices for boatyard repair work and all maintenance work would be accomplished within a controlled drainage area (for example, the wash pad area or Port's larger boat repair yard) subject to NPDES pern-dt requirements. (Note: only minor maintenance activities would be allowed in the new south marina boat yard repair area, including touch-up painting, engine testing and engine flushing. Major engine overhauls and major bottom painting and scraping must be performed at the main boat repair yard located east of Admiral Way.) d. Proposed measures to reduce or control surface, ground, and runoff water impacts, if any - During construction, the contractor would be required to comply with measures to protect water quality and to prevent or control accidental release of materials into Puget Sound. Tenants are required to comply with best management practices for boatyard repair work. The Port of Edmonds has prepared a Spill Prevention and Response Plan which identifies proper measures in the event of a spill or release of hazardous substances to the stormwater drainage system or directly to surface waters. The Port actively maintains a Spill Response Equipment Station and a spill response boat at the marina. 4. Plants a . In addition, trees and other landscaping would be installed in parking lot planters. A landscaping plan has been prepared and will be subject to City of Edmonds Architectural Review Board (ADB) review and approval. 5. Animals a. List any threatened or endangered species of wildlife known to be on or near the site. Humpback whale, stellar sea lion, and leatherback sea turtles were identified by National Marine Fisheries Service as federal threatened or endangered species potentially within in the broader Puget Sound vicinity. Bald eagles and blue heron are state designated priority species that have been observed within the project vicinity. (Bald Eagles are also a federally listed species.) Pileated woodpecker and black tems (birds) and several anadramous fish (chinook, coho, chum, sockeye, pink salmon, and sea - run cutthroat trout), known to be present in the broader project vicinity are candidates for listing under the Endangered Species Act. The Union Oil (Edmonds) Marsh and the wooded hillside to the southeast of the Port support a variety of birds and wildlife. (reference: preliminary DEIS Edmonds Crossing, Technical Appendix, August 1996). C. Is the site part of a migration route? If so, explain. Yes. Migrating anadramous and other marine fish use the nearshore and shoreline areas of Puget Sound. The Port is located along the Pacific Flyway, a significant route for migratory birds. d. Proposed measures to preserve or enhance wildlife, if any: No measures are proposed 15 6. Energy and Natural Resources What kinds of energy (electric, natural gas, oil, wood stove, solar) will be used to meet the completed project's energy needs? Describe whether it will be used for heating, manufacturing, etc. The project would (continue to) use electricity to support marina operations. b. Would your project affect the potential use of solar energy by adjacent properties? If so, generally describe. No. C. What kinds of energy conservation features are included in the plans of this proposal? List other proposed measures to reduce or control energy impacts, if any: No specific measures are proposed. Buildings would meet energy codes. 7. Environmental Health a Are there any environmental health hazards, including exposure to toxic chemicals, risk of fire and explosion, spill, or hazardous waste, that could occur as a result of this proposal? If so, describe. Yes. The existing potential for chen-dcal releases, fire, and explosion associated with normal marina operation would continue. Construction activities slightly increase the potential for hazards of spills on a temporary basis. 1) Describe special emergency services that might be required. Required fire, police, and emergency medical would be consistent with existing level of service. The Port actively maintains a spill response boat as well as spill response equipment. On -site staff is trained in spill response. 2) Proposed measures to reduce or control environmental hazards, if any. During construction, the contractor would be required to comply with measures to protect water quality and to prevent or control accidental release of materials into Puget Sound. The Port of Edmonds has adopted a Spill Prevention and Response Plan which identifies proper measures in the event of a spill or release of hazardous substances. Upgrade of the fire protection system is expected to acceptably minin-dze potential fire hazard. The Port has implemented best management practices for boat repair and has required tenants to comply with these measures. The Port maintains a hazardous waste collection program for its tenants. b. Noise I0 What types of noise exist in the area which may affect your project (for example: traffic, equipment, operation, other)? Existing background noise (minor vehicular traffic, marina operation, and train traffic) would not impact the project. M 0 0 2) What types and levels of noise would be created by or associated with the project on a short-term or a long-term basis (for example: traffic, construction, operation, other)? Indicate what hours noise would come from the site. Short-term noise levels (over an approximate 6-9 month period) would increase during project construction during day -time hours. Construction noise sources would include construction traffic and heavy equipment operation. The new Drystack Storage Facility will generate noise similar to that generated by the existing boat shed and yard storage operations, Noise would be primarily associated with forklift operation, engine flushing (sea water is flushed from the boat engine with fresh water), and on a more limited basis, from engine testing that occurs during minor maintenance activities. Some increase in noise levels is projected as boat storage capacity will increase from approximately 200 boats (existing capacity) to up to 320 boats. However, no significant increase in noise levels is anticipated as most operational activities are a continuation of existing tenant practices. Forklifts will generate low levels of noise, however, the majority of their operation will be within the building and the 30 foot walls will contain and muffle most forklist noise. Currently, tenants perform engine flushing and testing next to the launching float or near the boat sheds. The Dry Stack Storage Facility will provide a specific work area (wash pad) for port staff or tenants to perform these activities. The proposed work area is adjacent to the Marina Beach Park parking lot and a minimum of 120 feet from picnic tables located in the vicinity of the grassy knoll above the marina. Park users within the immediate vicinity of the work area will be subject to noise impacts of engine flushing and engine testing. Beyond this distance, noise is gradually attenuated by topography and beach noise. Also, intern-dttent background noise from frequent passage of trains on the nearby BN rail line is significantly louder than boat engine noise. Currently, port staff estimates that during summer peak use periods, up to 4 boat owners may flush their engines within a one hour period upon their return. (Note: Not all boat owners flush their engines). Engine flushirig is typically performed in the late afternoon when boat owners return. Engine flushing is completed within 3-5 minutes. Currently, boat owners flush their engines next to the existing tenant -operated launch facility. Following construction of the Dry Stack Storage Facility, boat owners will flush their engines in the designated work area. Assuming use is proportional to the increased number of boats, owners or port staff could flush up to a maximum of 6 to 8 boat engines in the work area during weekend peak use periods, resulting in an increase in duration and levels of associated engine noise. Estimates are based on existing operations and marina use estimates. Peak use is typically on week ends. Typically, no more than 10% of stored boats are out on a weekend day. During a major holiday weekend, up to 25-30% of boats might be out in the water, but some boats go out oven -tight or for several days. Some engine testing will occur in the wash down area that might impact park visitors. Some boat owners tune their boats engines on -site, but most tenants haul their boats off - site for service. Also, some mechanics or boat owners perform engine testing in the water, which reduces the noise generated with engine testing. Noise impacts from engine testing may be increased due to the increase in the number of stored boats. 3) Proposed measures to reduce or control noise impacts, if any: Standard mufflers would be used on construction equipment and on the Port's fbrklift. Construction and operational noise would be limited to day time hours. The project would 17 0 0 be required to comply with State of Washington noise lin-dts (WAC 173-60) adopted by the City of Edmonds. The project is located a minimum of several hundred feet from wooded areas and the Edmond's-Union Oil Marsh. This distance will minimize potential impacts to birds and animal species using these areas..Also, bird and animal species are acclimatized to loud noise from frequent passage of trains on the adjacent BN rail line. Train noise is significantly louder than expected operational noise. S. Land and Shoreline Use a . What is the current use of the site and adjacent properties? The current use of the project site is boat storage (in five existing boat sheds), parking, and launching of boats. Site operations within the broader Port of Edmonds' 40-acre marina complex include: marina operations, boat launching, boat storage, boat wash down and repair, boat moorage, and various tenant commercial uses (office space, restaurants). The Burlington Northern railroad line bisects the Port property. The City's Marina Beach Park is located adjacent to and south of the project site. Olympic Beach Park and the Fishing Pier are located on the north side of the marina complex. The 20-acre Edmonds (Union Oil) Marsh is located to the south and east (upstream) of Port's Harbor Square property east of Admiral Way and the railroad tracks. Shelleberger Creek (a salmon bearing stream) is upstream and flows into the Edmonds Marsh site. The Port is within the City's Downtown Waterfront Zone. b. Has the site been used for agriculture? If so, describe. No. C. Describe any structures on the site. Existing structures include existing boat sheds and paved parking lots. d. Will any structures be demolished? If so, what? Proposed measures to ensure the proposal is compatible with existing and projected land uses and plans, if any: City and Port Comprehensive Plans: the project is compatible with existing and projected land uses and is compatible with the City of Edmonds 1995 Comprehensive Plan and the Port's 1996 Master Plan. No mitigation measures are proposed. A Feasibility Study for Willow Creek -Union Oil Marsh Enhancement Plan, June 1991: Several citizens have expressed concern that the Port's proposed Dry Stack Storage Facility would constrain or eliminate two conceptual alternatives presented in a 1991 study for improving saltwater interchange within the Edmond's Marsh. Two of the eight alternatives evaluated in this study evaluate the potential routing of the stream across the Port's south marina parking lot. These alternatives are: 1) routing the Willow Creek stormwater outfall as a culvert under the Port's parking lot with discharge into the Port's marina basin; or 2) constructing an open -stream bed across the Port's parking lot with discharge into the Port's marina basin. The study's recommended alternative would be to route Willow Creek south of Port property (City Marina Beach Park) through a new south marsh (also to be created) near the Union Oil tanker off-loading facility at an estimated 1991 cost of $1.6 Million. This study has not been formally reviewed by the Port Commission nor formally reviewed by the public. However, the Port's prelin-tinary assessment is that the concept of locating an open -stream bed across the existing parking lot is not feasible due to the impacts to internal traffic circulation and to marina operations if an open stream bed is constructed that bisects the Port's marina property. However, the concept of placing a culvert or a grated stream bed under the Port's south marina parking lot between Anthony's Restaurant and the Dry Stack Facility may be feasible. Existing state and city stormwater fines as well as Port sewer and other utility lines would likely need to be relocated. Parking areas would need to be re -paved and marina operations would be temporarily disrupted. The Port's plans Wdevelop a Dry Stack Storage Facility would not measurably impact implementation of the closed culvert alternative beyond the already existing subsurface obstacles. The new pipe and 19 outfall would be located north of the building footprint (Personal communication with City of Edmonds -June 13,1997). Other factors may affect the viability of this alternative. The Feasibility Study indicated that a new south breakwater configuration may be needed to assure adequate water quality for saltwater exchange within the moorage basin. The Port has identified the possible long-range need to replace or repair parts or all of the breakwater in their long- term 10 year plan. However, the high cost of breakwater replacement, the availability of funds as well as permitting requirements would determine the viability of this long-range Port project. In addition, before the stream routing project could be implemented, a funding source for the routing project would have to be secured; detailed engineering, drainage, and habitat studies would need to be completed to confirm feasibility and design; and federal, states and local permits would need to be secured. Other alternative locations might be pursued if and when the Edmonds Crossing Multimodal Facility is developed at the Unocal Pier. Because of the conceptual long term nature of this proposal., no mitigation measures are proposed. 9. Housing a Approximately how many units would be provided, if any? Indicate whether high, middle, or low-income housing. Not applicable. b. Approximately how many units, if any, would be eliminated? Indicate whether high, middle, or low-income housing. Not applicable. C. Proposed measures to reduce or control housing impacts, if any: None proposed. 10. Aesthetics a What is the tallest height of any proposed structure(s), not including antennas; what is the principal exterior building material(s) proposed? The tallest proposed structure would be 30 feet above ground surface in compliance with the existing City of Edmonds building height lin-dts. The principal building materials would be a pre -fabricated metal, concrete and asphalt. b. , What views in the immediate vicinity would, be altered or obstructed? Views from the marina and from the hillside above the marina would not be substantially altered. C. Proposed measures to reduce or control aesthetic impacts, if any: The design incorporates a variety of architectural details to mitigate the visual bulk of the dry stack building including use of color, roof canopies and roof overhangs, and landscaping. The building design would be reviewed by the City of Edmonds ADB (design review board). A landscaping plan has been prepared and will be reviewed by the ADB- 20 11. Light and Glare a. What type of light or glare will the proposal produce? What time of day would it mainly occur? Night-time lighting for the dry stack storage facility would be required to address safety and security needs per City of Edmonds'code requirements. The project is not expected to increase glare. b. No. The overall level of lighting is not expected to increase substantially and would not interfere with views or present a safety hazard. C. Recreation a . What designated and informal recreational opportunities are in the immediate vicinity? The Port of Edmonds' marina provides moorage for recreational and commercial boaters and provides shoreline pedestrian access and viewing opportunities for the general public. The City's Marina Beach Park is adjacent to the Port of Edmonds. The project site and pedestrian pathways connect the two properties and tie into the City's downtown trail system. b. Would the proposed project displace any existing recreational uses? If so, describe. No. The project would increase opportunities for boat storage for recreational boat users. Tenants storing boats in the existing boat sheds (to be demolished) would have the opportunity to store their boats in the Dry stack storage facility. C. Proposed measures to reduce or control impacts on recreation, including recreation opportunities to be provided by the project or applicant, if any. The project enhances recreational opportunities. 13. Historic and Cultural Preservation a. Are there any places or objects listed on, or proposed i for, national, state, or local preservation registers known to be on or next to the site? If so, generally describe. None are known. 21 b. The 20-acre Edmond's Marsh is northeast (upstream) of the project site and provides ecologically significant wetland habitat. C. Transportation Identify public streets and highways serving the site, and describe proposed access to the existing street system. Show on site plans, if any. Vehicular access to the Port of Edmonds' Marina is via State Route 104, Dayton Street and Adn-dral Way. Admiral Way provides direct access to the Port's proposed Dry Stack Storage Facility. b. Is site currently served by public transit? If not, what is the approximate distance to the nearest transit stop? The marina and Port areas are not currently served by public transit. However, bus stops are located at Harbor Square and on Railroad Avenue, both within 1,000 feet of the marina area. C. How many parking spaces would the completed project have? How many would the project eliminate? The project would reconfigure existing Port parking areas to provide parking on Port property for new uses as required by the City of Edmonds for the completed project as well as for other existing and planned Port/Port tenant uses. The completed Phase I Dry Stack Facility Project would require and would provide a total of 78 parking spaces; the completed Phase II office addition would require and provide 74 day time parking spaces and 37 night-time spaces. The project would bisect and segregate the existing Port -City joint use parking lot located at the south end of the marina (along the north side of Marina Beach Park). This parking lot spans both Port and park property and its use is currently shared by Port tenants and Marina Beach Park visitors. The proposed project calls for the existing boat sheds to be demolished and a fence and landscaping to be placed along the Port/Park property boundary. Fencing of the area is to increase security at the Dry Stack Storage Facility, to provide a fenced landscaped -screened wash down pad (for minor maintenance activities), and to establish a parking area reserved for Dry Stack Storage Facility tenants. As a result, 24 of the current 51 joint use parking spaces in the existing parking lot would no longer be available to park users. However, the project would create an additional 35 head -in (900) parking spaces along Adn-dral Way near the park entrance. In addition, the project will involve re -striping and reconfiguration of the Port's south marina parking lot to maxin-dze the number of parking spaces on Port property. The new parking spaces along Admiral Way as well as parking spaces within the Port's marina parking lot would be available to the gefteral public for up to 3 hours per the Port's parking policy **. Existing public parking on Admiral Way will not be impacted by the project. The site is near the Burlington Northern rail line which provides daily freight and Amtrak rail service. The marina is located on Puget Sound, which supports waterborne freight transport. The marina provides moorage for commercial fishing charter boats and for recreational boats. f. How many vehicular trips per day would be generated by the completed project? If known, indicate when peak volumes would occur. Based on traffic counts performed by the Port as part of their 1996 Traffic Study, and the traffic generation factor derived for moorage slips from actual counts (.61), the Dry Stack Storage Facility (Phase 1) would generate up to 195 vehicle trips per day, assuming the facility provides the high end of the range (320) boat storage spaces. Peak volumes would be expected in the afternoon between 4 PM and 6 PM. The Phase 11 office /commercial retail addition would generate an additional 769 vehicle trips per day, assun-dng ITE trip generation rates and formulas, and assuming that 25% of office /commercial traffic would consist of marina tenants or other marina users. Peak volumes would be expected in the afternoon between 4 PM and 6 PM. The total completed project would generate up to 964 vehicle trips per day. Impacts of the increased traffic associated with the new Dry Stack Storage Facility and the new commercial /retail space are not expected to be significant. S. Proposed measures to reduce or control transportation impacts, if any: Because traffic is within capacity of streets and arterials that serve the Port (Adn-dral Way, Dayton Avenue, and SR 104 are the primary routes), no traffic improvements are proposed. Include cutting and trimming methods; types, application. frequency, and recommended coverage of f ertilizer. 1.5 QUALITY ASSURANCE: A. Nursery: Company specializing in growing and cultivating the plants specified in this Section with minimum three years experience. B. Installer: State of Washington licensed landscape contractor specializing in installing and planting the plants specified in this Section with minimum three years experience. C. Deliver fertilizers and other soil additives in unopened containers bearing manufacturer's content labels showing contents, purity, batch number and manufacturer. Deliver plants to site in healthy, growing condition. D. Furnish certificates of inspection and compliance for plant and soil additives as required by Federal and State laws and regulations. ' E. Submit 2 gallon size samples of proposed amended topsoil , organic compost (mulch) and groundcover plants; include photographs of specimen plants and plant purchase order's data showing compliance with specified requirements; obtain approval ninety days before site delivery. F. Grounds maintenance personnel shall be experienced in the operation and repair of irrigation systems and grounds maintenance equipment, and thoroughly familiar with correct horticultural practice and grounds maintenance procedures. Provide a grounds maintenance foreman with at least four years of experience in managing grounds maintenance activities of a similar scale. 1.6 REGULATORY REQUIREMENTS: A. Washington State Laws pertaining to Horticultural Inspection and Commercial Fertilizer. B. Plant Materials: Certified by State Department of Agriculture free of disease or hazardous insects. 1.7 A. DELIVERY, STORAGE, Packaged Materials: AND HANDLING: Deliver pockaged materials in original sealed containers showing weight, analysis and name of manufacturer. Protect materials from deterioration during delivery and while stored B. at site. Deliver fertilizer in waterproof bogs showing weight, chemical analysis, and name of manufacturer. C. Protect plants until planted, all plants to be winter hardened. D. Deliver plant life materials immediately prior to placement. Keep plants moist. 1.8 ENVIRONMENTAL REQUIREMENTS: A. Do n9t install plant life when ambient temperatures may drop below 30 degrees F or above 7 1 0 degrees F. B. Do not install plants when wind velocity exceeds 30 mph. 1.9 SEQUENCING AND SCHEDULING: A. Coordinate the work -of this Section with installation of underground irrigation system. 1.10 WARRANTY: A. Following completion of all work in this Section and with the Landscape Architect's acceptance, a Date of Substantial Completion will be granted. From this date forward, for a period of one year the landscape planting warranty will be in effect. The Contractor will be responsible for monitoring vitality of plant material for all conditions including soil moisture, insects, pot-,ntial maintenance hazards, etc. B. Warranty: Include coverage of plants from death or unhealthy colditions. C. Replacements: Plants of some size and species as specified, pl6ted in a timely manner. Replacement will be limited to one set of replacement plants. 1.11 MAINTENANCE SERVICE: A. Maintenance Services: Performed by installer. B. Maintain plant life immediately after placement. Continue maintenrice until termination of the warranty period. C. Maintenance to include: 1. Cultivation and weeding plant beds and tree pits. 2. Application of weed control chemicals is not acceptable unless secifically authorized by the Owner. Contractor shall notify the Owner three days in advance of alplication of herbicide. Round -up is an accepted herbicide. Application of herbicides for weedcontrol in accordance with 3 Landscape Architect's review and manufacturer's instructions. Maintenance personn 1.12 SITE CONDITIONS: A. Locate all underground utilities prior to digging or driving I stakes 2.1 NURSERIES 2.2 TREES, PLANTS, AND GROUND COVER: A. Trees, Plants, and Ground Covers shall conform to ANSI Z60, I Latest Edition American Standard for Nursery Stock specifications and shall be true to name per Hortus Third. Plants shall be first quality, well -foliated with well -developed root systems and normal well -shaped trunks, limbs, stems and heads. Landscape Architect will review for quality conformance. B. All plant materia ' I shall be labeled by genus, species and variety. C. Plants deemed unsuitable may be rejected before or after delivery and/or planting. D. All plant material shall be free from disease, insects, insect eggs and larvae. E. Oversize plants may be used, but the contract prices shall not be increased. F. Root balls that are cracked, broken or dry will be rejected. G. Species and size identifiable in plant schedule, winter hardened and grown in climatic conditions similar to those in locality of the Work. 2.3 AMENDED TOPSOIL: A. Imported, two-way mix topsoil, screened, friable sandy loom with organic compost added (see 2.4 for Organic Compost Composition). Topsoil is to be evenly blended to a ratio of two parts soil to one part compost. Amended Topsoil shall be screened and free of noxious weeds, gross roots, stones or debris over 3/8" in any dimension and any deleterious matter. Amended Topsoil shall be sieve tested by a certified Lab at Contractors expense and approved by the Landscape Architect prior to delivery to the site. B. Amended Topsoil shall meet the following sieve analysis: Sieve % Passing 3/8" 100% # 10 85 - 100% #100 10 - 20% #200 0 - 5% 2.4 SOIL AMENDMENT MATERIALS: A. Organic Compost(Mulch): Compost products shall contain composted plant material derived from the aerobic decomposition of recycled plant waste. The compost plant waste shall have a moisture content that has no visible free water or dust produced when handling the material. Compost shall be comercially produced and obtained from approved suppliers including: Cedar Grove Compost Company, Iddings Inc, and Valley Topsoil. B. Fertilizer "A" shall contain 10% available nitrogen (one half derived from ureo formaldehyde nitroform), 20�7. phosphoric acid (derived from super phosphate), and 20% potash (derived from sulphate of potash). C. Lime shall be fine grind dolomitic lime containing not less than 85% total carbonates; 50% passing No. 100 standard sieve and 100% passing No. 20 sieve. D. Water: Clean, fresh and free of substances or matter which could inhibit vigorous growth of plants. 2.5 ACCESSORIES: A. Miscellaneous landscaping materials shall include all incidental and accessory materials, tools and equipment required for completion of landscaping. Work including but not limited to: B. Tree Stakes: BVC Stakes, not less than ten feet in length. C. Tree Ties: Interl ocking PVC 'Chainlock' ties. D. Weed Killer: Provide Roundup as herbicide as needed and applied as approved by Landscape Architect. 2.6 SOURCE QUALITY CONTROL: A. Landscape Architect shall determine the acceptability of the trees, plants and ground covers on site. Contractor is to notify Landscape Architect seventy two hours before delivery of plants to site to arrange for inspection. tl PART 3 - EXECUTION 3.1 PREPARATION: A. Verify grade conditions: All finish grading shall be completed prior to this work. No other grading -shall be required except that required for trenches and heads. Contractor shall not proceed with irrigation until grades have been examined and accepted. B. Locations of existing and proposed irrigation components shall be verified by Contractor before proceedind. Any di screpancies shall be brought to the immediate attention of the Owner. C. Conduits and Sleeves: Irrigation contractor shall coordinate with the paving contractor to provided sleeving and conduits under all pavement and at all designated locations on project. Sleeving shall be sized 2 times the diameter of the pipe being inserted.and located, provided and installed.by irrigation contractor, Sleeves sholl'extend a minimum of 12" beyond edge of pavement. Wrap 12 go. bare copper wire around both ends of sleeve for future detection search.Review layout requirements with other affected work. All mainline, lateral line and controller wire shall be placed in separate sleeves under paving. D. Protect features remaining as final work. 3.2 TRENCHING: A. The Contractor shall provide all excavation�. necessary for the installation of the work. B. Depths of minimum cover unless otherwise specified: (a) Mainline: 18" (b) Lot eral Line: 12" (c) Wiring: 18" C. Wherever possible parallel lines shall occupy the same trench. 3.1 EXAMINATION: A. Verify with Landscape Architect that prepared subsoil is ready to receive work of- this Section. B. Saturate soil. with water to test drainage. C. Verify that required underground utilities are available, in proper location, and ready for use. D. Beginning of installation means acceptance of existing conditions. 3.2 PREPARATION: A. Layout individual tree and shrub locations and areas for multiple plantings. Stake locations and outline areas and secure the Landscape Architect's acceptance before start of planting work. Make minor adjustments as may be requested. B. Preparation for planting Trees, Shrubs and Groundcover: 1. Loosen subgrade of all areas to a minimum depth of 4". Remove stones over 1-1/2" in any dimension, sticks, roots, rubbish and any other extraneous matter. Limit preparation to areas which will be planted promptly after preparation. a. Spread mixed topsoil to a depth of 12" minimum in all planting beds as required to meet lines, grades and elevations shown, after light rolling and natural settlement. 3.3 FERTILIZING IN SHRUB AREAS: A. Apply Fertilizer in accordance with manufacturer's instructions. Place 20 pounds of fertilizer "A" and 50 pounds of lime per 1,000 square feet. B. Apply after initial raking of topsoil. C. Rototill or hand mix thoroughly blending all ingredients to a minimum depth of 4 inches. D. Fine grade all areas to smooth, even surface with loose, uniformly fine texture. Roller compact, rake and drag all areas, remove ridges and fill depressions as required to meet finish grades. Limit fine grading to areas which can be planted immediately after grading. E. Backfill/fertilizer: Backfill all plant pits with Amended Topsoil. Incorporate 1/4 pound of fertilizer "A"' for each tree and 1/16 pound for each shrub into the top 2 inches of soil after planting. F. Lightly water to aid the dissipation of fertilizer. 3.4 PLANTING: A. Place topsoil to the limits shown in the shrub and tree pit details. B. Following irrigation installation, locate and mark on -site locations for all plants using togged markers indicating species and size of plant; obtain Landscape Architect's review before proceeding. C. Dig pits per planting pit details, for plants circular in outline with vertical sides. Where debris, rubble, or hardpan is encountered, remove the deleterious material if it does not extend more than one foot beyond the designated limits of the plant pit. Dispose of excavated soil in required fill areas or off -site. D. Planting of trees and shrubs: Locate and orient plants for best appearance. E. Set -plants in center of pits on compacted amended topsoil as specified. -if plant pits do not drain, consult with Landscape Architect and raise top root system crowns to two inches above surrounding grade. Support root structure on pit run gravel mixture. F. Carefully remove plants from containers and scarify root mass to compensate for pot-bound conditions. G. Set plants vertical. Set plants to bear some relationship with finish grade while amended topsoil is being placed; placing mixture carefully to avoid damage to roots and to fill 'all voids. When pit is approximately 2/3 full, compact by jetting and allow soaking away; continuing to fill to specified level. Fill top 1/3 with amended topsoil and sock for settlement. H. Spread a uniform 2 inch layer of medium coarse bark mulch over all planting bed areas. 1. Finishing: After settlement of backfill, rake back mulch and place additional amended topsoil as required -to bring fill to required elevations; replace mulch and rake all planting beds smooth and even. Prune plants per Landscape Architect's instructions in accordance with standard horticultural practice. Prune after planting, not prior to delivery, and point cuts and abrasions with approved tree wound point. 3.5 PLANT SUPPORT: A. Stake trees at time of planting; drive stakes vertically to refusal 24 inches into undisturbed sub -soil as close to tree as possible without. damaging roots. Fasten tree to upper end of stake usi-ng ties adequate to support trees. Stakes should be secure against displacement and choinlock ties allow 2" trunk deflection. B. Tree caliper : 1 - 1 3/4 inches 1 stake with two ties Tree caliper : 2 - 4 inches 2 stakes with four ties 3.6 FIELD QUALITY CONTROL: A. Field inspection will be performed periodically by Landscape Architect. B. The Contractor shall be responsible for notice to Landscape Architect and Owner a minimum of 24 hours in advance for mandatory inspections as here within indicated. C. Plants will be rejected when ball of earth surrounding roots has been disturbed or damaged prior to or during planting. D. Landscape subcontractor shall notify Landscape Architect for one combined inspection of all plant material at the site prior to plant installation and at the end of 1 year guarantee. 3.7 CLEAN UP: A. The Landscape contractor shall be responsible for keeping planted areas free of debris and for keeping walks and roads free from dirt, debris, rock and sand throughout the course of the work. Upon completion of the contract, he shall remove all surplus material, equipment and debris from the site. All planted areas shall be rake -clean. All paved areas shall be -clean. 3.9 DAMAGE TO PROPERTY: A. Any equipment, underground utilities, roadways or walks damaged by the Landscape contractor shall be replaced and/or repaired at his expense, in a manner satisfactory to the Owner before final payment is mad . e. Included shall be all labor of installation, including trenching, plumbing, backfilling, electrical, plumbing and electrical adjustments, and all other items of labor necessary for a satisfactory operating system. System installation shall provide total. irrigation coverage of all landscape planted areas throughout entire work area. 1.5 SUBMITTALS: A. Record "As -Built" Drawings of encountered existing wiring, utilities, piping as well as the new sprinkler system showing location and depth of all water lines, sprinkler heads, pipe sleeves, drains and all valves at completion of work,shall be provided by the Contractor including one full size set and two (2) additional sets reduced to 1/2 size and enclosed in waterproof package and stored with the controller. 1.6 SHOP DRAWING REQUIREMENTS: clearly illu I strate size and location for POC, valves, piping, A. A scaled "As -Built" irrigation plan shall controller, sprinkler heads, and other components within the systems. B. Show irrigation system element locations in planting areas as accurately as possible to related curbs, header boards, fences or edges of paving. . Trenching potentially disturbing other utilities or root systems of existing trees to be brought to the attention of the Owner before proceeding. 1.7 EXTRA STOCK: A. Provide the following extra items to the Owner's maintenance personnel. 1. Two sprinkler heads of each type and size, and two nozzles for each specified. 2.Three quick coupler quills and swivels for quick coupler. 1.8 STANDARDS AND QUALIFICATIONS: A. Contractor must be a State of Washington licensed landscape irrigation contractor. The irrigation system must be installed by a journeyman irrigation mechanic or journeyman plumber. Valve wiring of 24 volts shall be installed per local code requirements by the irrigation contractor or electrical contractor. 1.9 SCHEDULING OF WORK: With Dial -A -Dig Contractors and Owner's Representative mark all known utilities and wiring before proceeding. 1.10 PROTECTION: A..Contractor responsible for any damage to any work covered by th�se specifications before Final Acceptance of his work. Securely cover all openings into systems and cover all apporatl equipment, and appliances, both before and after being set in place to prevent obstructions in pioes and breakage, misuse, or disfigurement of apparatus, equipment or appliance. 1.11 VERIFICATION OF DIMENSIONS: A. Any substitution of products must be approved by the Owner after review of product specifications provided by the Contractor. Substitution requests shall be made prior to the award of contract. 2.2 PIPE MATERIALS: A. PIPE: 1. Copper pipe and fittings per City of Edmords and Snohomish County Code. 2. Poly Vinyl Chloride pipe shall be in occordonce to ASTM-D-2241 and shall be National Sanitation Foundation (NSF) approved. All supplied PVC pipe and fittings shall be homogel throughout and free from visual or physical defects. All materials shall be new and of domestic manufacture. PVC pipe shall be nontoxic, free from taste and odor and self -extinguishing. All PVC pipe shall be continuously and permanently marked with the following information: Manufacturer's name, kind of pipe, pipe size, National Sanitation Foundation (NSF) approval and schedule number or class designation. Irrigation mainline and lateral lines are to be Schedule 40. 3. Sleeves and conduit for all irrigation water lines and wiring under pavement shall be Schedule 40 PVC, size shall be 2 times the dia. of the pipe being inserted to allow for easy installation of piping and wiring within the sleeving. B. Fittings: Type and style of connection to match pipe. C. Solvent Cement: ANSI/ASTM D2564 for PVC pipe and fittings. 2.3 SPRINKLER HEADS: A. Provide pop-up spray heads with appropriate radius and degree of arc to provide head to head coverage with plants installed and without overthrow or waste. 2.4 AUTOMATIC VALVES: A. Automatic control valves: Provide plastic control valves with 200 PSI rated globe style. Size, Manufacture and Type per plans. 2.5 IIISCELLANEOUS EQUIPMENT: 1�3 A. Valve boxes: Provide Jumbo 12" valve boxes with extensions as needed, weather tight enclo , sures and locking lids, as manufactured by Ametek. B. Three *way marlex or schedule 80 PVC swing joints. C. Electrical splice connection: Provide watertight connectors for all wire splices only within valve boxes�. Approved socket connector manufacturers are Rainbird PT 100, Pen-Tite PVC, Scott's, or 3-M.: D. 1. Field control wire: Provide insulated single strand copper wire designated for 600 volts and UL a' ved as type "UF" underground feeder Wire size shall be ppro No. 14, with conductor meeting , or e,xceeding ASTM B-3. Red, white and block colors shall be provided. Provide two 18-8 VL VE multi irrigation wire from controller, inside wall mount, to outside wall NEMA 4R splice box. E. Contro))er: Manufacturer and Type per plans. F. Drain: Utilize removable plug in double check valve vault and quick coupler valve assemblies to fully drain all main and lateral lines. G. Quick Coupler Valves: Manufacturer and Type per plans. Provide two each extra swivels and keys for each type of quick coupler. H. Permanent Contoller Connector (PCC) 12 Station by Remote Control Technology. 1. Gate valves shall be class 150 bronze construction conforming to ASTM B-62 requirements. Gate valves shall be double disk, toper seat, with non rising stem, union bonnet and keyable hand wheel. PART 3 - EXECUTION 3.1 PREPARATION: A. Verify grade conditions: All finish grading shall be completed prior to this work. No other grading shall be required except that required f ' or trenches and heads. Contractor shall not proceed with irrigation until grades hove been examined: and accepted. B. Locations of existing and proposed irrigati8n components shall be verified by Contractor before proceeding.'. Any discrepancies shall be -brought to the immediate attention of the Owner. ' C. Conduits and Sleeves: Irrigation contractor shall coordinate with the paving contractor to provided sle ' eving and conduits under all pavement Grid at all designated locations on project. and Sleeving shall be sized 2 times the diameter of the pipe being inserted.and located, provided installed.by irrigation contractor, Sleeves shall eKtend a minimum of 12" beyond edge of pavement. Wrap 12 go. bare copper wire around both ends of sleeve for future detection search.Review layout requirements with other affected work. All mainline, lateral line a.nd controller wire shall be placed in separate sleeves under paving. D. Protect features remaining as final work. 3.2 TRENCHING: A. The Contractor shall provide all excavation necessary for the installation of the work. B. Depths of minimum cover unless otherwise specified: (a) Mainline: 18" (b) Lateral Line: 12" (c) Wiring: 18" C. Wherever possible parallel lines shall occupy, the some trench. D. Trenches shall be dug straight unless accepted otherwise by' the Owner. Trench bottoms shall be a true gradient providing support to pipe throughout its entire length. Trench bottoms shall be free from rocks, clods, and debris. E. The Contractor shall provide all necessary backfilling. Lines shall be carefully hand covered with select backfill to a six inch depth of cover to hinimize danger of impact damage. Remaining backfilling shall be done in layers not over six 'inches deep, with all large rocks and foreign matter, 1" in size and larger removed. Each layer shall be compacted to 95% such that there will be no settling. F. All surplus earth and rock as a result of e<covotion by this Contractor shall be disposed off the site in a legal manner. G. No backfilling shall be done until all lines cnd equipment to be covered have been tested as hereinafter specified.- After backfilling, the area shall present a uniform surface, compacted to 95% density. H. Underground lines- have minimum horizontal clearance of six inches from each other and of twelve inches from other utility lines unless app-oved by the Owner. This requirement does not apply to any lines crossing at angles from 45 to 90 degrees with each other. Maintain minimum two inch vertical clearance between lines which cross betNeen these angles. No line is to be installed parallel to and directly over another line. 3.3 INSTALLATION: A. The Contractor shall exercise care in handling, loading, unloading and storing pipe and fittings to avoid damage. Any pipe that has been dented or damaged shall be discarded until such damage has been cut out and pipe is rejoined with a coupling. B. Welded joints shall be given at least fifteen minutes set-up time before moving or handling. No water shall be permitted in pipe until a period of at least four hours has elapsed for solvent weld setting and curing. C. Irrigation sprinkler heads: Minimum riser size shall be inlet size for sprinkler heads. All metal threaded joints are to have teflon tape or paste teflon compound applied to mole threads. Risers are to be capped after installation in preparation for pressure testing. Care must be taken to not over tighten the pipe into the PVC fitting at the sprinkler line -riser connection, or into other PVC threaded joints. D. Automatic Valves: Before installation of automatic valves, the supply line must be thoroughly flushed. All automatic valves shall be enclosed in valve boxes set at finished grade. Valve box extensions will be required. E. Quick coupler valves: QCVs should be 'located within 200' of all planted areas to provide complete coverage. F. Control Wires: Control wires shall be taped together at ten foot intervals, then this bundle taped to the main line at ten foot maximum intervals with at least three wraps of electrical tape. Splices will be permitted only at the valves and never between valves or valve and controller. There must be a separate lead or "hot" wire to each automatic valve. One common ground wire will be acceptable. One un-connected spare control wire is to be run through each intermediate valve box between controllers and each remote valve. The control wires shall be color coded as follows: ground wire - white; lead-in wire - red; extra wire - black. As the control wires are being installed as described above, a bare copper wire twelve gouge minimum will be installed on top of the PVC supply line for the purpose of possible future line detection search. G. Automatic Controller: Wall mount at location to be approved by owner. Provide conduit for 24v control wires continuous from Controller to outside splice box. Provide 120v power connection conduit and wiring per code. H. Backflow Preventor: Install complete assembly per County Health codes. Test and Certify per code at Contractors expense. 1. Sprinkler heads are to provide total head to head coverage at winds of ten miles per hour or less unless approved otherwise by Owner. 3.4 DAMAGE TO PROPERTY AND OVERSPRAY: A. Any of Owner's property, including equipment, piping, pipe covering, sewers, sidewalks, landscaping, etc., damaged by Contractor during course of his work shall be replaced or repaired by Contractor in a manner satisfactory to Owner at Contractor's own expense before final payment will be made. B. Contractor responsible for all damages caused by leaks in piping systems being installed or having been installed by him. Repair all damage so caused at Contractor's expense. All repair done and in a satisfactory manner as directed by the Owner. 3.5 TESTS: A. Prior to backfilling, all PVC Mainlines shall be flushed and pressure tested with all joints exposed to 120 p.s.i. pressure. Loss in lines will be visually checked and shall not be more than 5 p.s.i. in fifteen minutes. To be valid, all tests must be performed under the direction and supervision of the Owner. Any failure in the system to pass this test will require prompt correction by the Contractor and testing will continue until proven correct. Lateral Lines shall be visually inspected, capped and subjected to static pressure not less than 60 p.s.i. and any leaks repaired prior to backfilling. 3.6 SYSTEM DEMONSTRATION: -s' -�- w-ill-be--accepted--the - Contractor;- in- the presence of the Owner, shall A. -Before the sprinkler--sy terr perform a water coverage test to determine if tl�ie water coverage and operation of the system is complete and satisfactory. If any part of the system is inadequate, in the opinion of the Owner, due to the Contractor's poor workmanship or materials, it shall be repaired or replaced at the Contractor's expense and testing will be continued until acceptable to the Owner. 3.7 WINTERIZING IRRIGATION SYSTEM: A. The Contractor shall turn off and winterize entire system to prevent freezing damage at the end of the watering season during first year. The system shall be turned on by Contractor in spring and checked to insure proper operation for coming season in first year. Blow system free of all water by air injection at P.O.C. and Q.C.V. and show Owners maintenance personnel locations of all compressed air blow down valves on site for winterizing sprinkler system. Contractor shall be responsible for any damage resulting from freezing water in lines and improper winterizing of system during first year.
