The purpose of our visit was to evaluate the existing site conditions. The site conditions are accurately described in the referenced report and for the sake of brevity will not be repeated here. However, we take exception -to the statement concerning long-term stability of near -vertical-. till slopes.. Otheir than some small amoLifits ' of erosion, near-yertical till- slopes, at.mUch greater heights, have been standing for much,.Iohger than.1he 20 years the writer has been in this area. The problem with this site is that workmen and equipment will be working at the base of these slopes and could disturb the stability, not of the till slopes, but of the zone of topsoil in the western portion of the south slope and the rockery along the top of the eastern slope. It is our opinion the site slopes in their present condition are stable. This system should be used on the south and east excavations. The contractor has an option to use the steel plates on the north side or slope the excavation back. The slope for this north side should consist of a vertical four foot high cut at the bottom of the excavation, then slope up at 0.5:1 (Ho rizonta 1: Vertical) to a point no closer than two feet horizontally from the edge of the road pavement. We understand that buried utility lines are located on the north side of the paved road. The steel plates, at the contractor's. option, may be used only in the areas where workmen are present. If the choice is made to use the steel plates in sections, then no workmen should be allowed within ten feet of unsupported slopes, not including the north excavation after it is sloped back. The following soil design parameters are recommended for design of the support system. These values were given to Vic Kinsey at the time of our meeting, and several discussions were held with his office concerning the design. Steel Plate Thickness: one inch Passive Soil Pressure: 435 pcf Active Soil Pressure: 1 OH, where H is the height of excavation. Surcharge Pressure: 125 psf. To be used on the east excavation and the 'Weste(h portion of the south slope (not required on the eastern portion of the south slope due to the location of- adjacent building footings which are bottomed'at an approximate height of about six feet above the excavation level. The existing building is also located about ten feet south of the property line. A soil bearing value of six kips per square foot may be used for all building foundations and deadman. If the outer edge of the deadman is sloped at angles of twenty to thirty degrees from the vertical, a combined soil bearing and passive pressure of four kips psf may be used for the sloped face of the deadman. A minimum depth of eighteen inches should be maintained for the deadman. Earth Consultants, Inc. Under present law, (WAC 296-155-66109), the mandated slope gradients may be modified by a registered professional engineer. The steepest allowed slopes are currently 0.75:1 (H:V) for a Class A soil. The existing slopes are steeper than the mandated slopes, but, in our opinion, will perform satisfactorily with the recommended design system. The requirements of the WAC are as follows: (a) The registered professional engineer shall inspect the work site at the beginning of each shift, after any change in weather conditions, and after any change in the circumstances of adjacent property; (b) The registered professional engineer shall make a written report of each inspection, the report shall be kept on file at the work site, and the report shall be made available to the director (State) upon request; (c) All recommendations of the registered professional engineer will have to be followed. We have spoken to Herb Williams, Department of Labor and Industries, and he informed us that a qualified representative of the registered professional engineer may inspect the work in his place. This report has been prepared for specific application to this project only and in a manner consistent with that level of care and skill ordinarily exercised by other members of the profession currently practicing under similar conditions in this area for the exclusive use of Haight Construction and their representatives. No other warranty, expressed or implied, is made. We recommend that this report, in its entirety, be included in the project contract documents for the information of the subcontractors. As a result of this condition, modifications to the detention system _ are required. The proposed changes have been discussed with Lyle. A simple solution would have been to raise the detention system by one foot; however, this would have provided only about 6 inches of freeboard between the overflow elevation of the flow control structure and yard drains #1, 2, and 3. Since a large area of landscaping drains to these collection points, we felt uncomfortable with only a 6-inch allowance for friction loss between the yard drains and the flow control structure. Our solution is to raise 'the detention system by about one foot; however, instead of raising the overflow elevation one foot, it was raised about 6 inches. This provides a freeboard difference of one foot between the yard drains and the flow control structure overflow elevation. "le 11i)-, e B raising the �overflow only 6 inches, approximately six inches of the upper portion o7the detention pipe will be unfilled. We calculated the amount of storage volume that will be lost and added 20 more feet of pipe to replace the lost volume. The calculations are attached to this letter. Since the contractor will be held up until these 'revisions are approved, it is requested that these revisions be reviewed as soon as possible.
