This letter is being sent in response to your request for an alternative traffic mitigation fee
calculation, dated May 9, 2006.
The City of Edmonds, Development Services Director, made a determination that the existing
impact fee rates found in section 18.82.120 of the Edmonds Community Development Code
(ECDC) do not accurately represent the anticipated traffic/trip generation that could be realistically
expected for the proposed Starbuck's Coffee located at 502 Main Street. ECDC 18.82.130.0
authorizes the Development Services Director to "adjust the impact fees on a case -by -case basis
based on the independent fee calculation, the specific characteristics of the development, and/or
principles of fairness."
Adjustments were made to the fee calculation to more accurately represent the trip rate for this
specific proposed establishment and location. Accordingly, a total traffic impact fee of $496.00 was
recommended to and approved by the Development Services Director. Please refer to the attached
memorandum, dated May 10, 2006, for further information regarding the impact fee calculation.
The traffic impact fee paid at the time of building permit issuance was $8265.00. As the impact fee
required for the project is $496.00, a refund in the amount of $7769.00 will be processed through
the City's Finance Department.

for the proposed Starbuck's Coffee located at 502 Main Street in downtown Edmonds. ECDC
18.82.130.0 authorizes the Development Services Director to "adjust the impact fees on a case -
by -case basis based on the independent fee calculation, the specific characteristics of the
development, and/or principles of fairness."
ITE Code 833, (ECDC 18.82.120.V.),"Fast Food, no drive up" was determined to most closely
describe the type of Land use, however, the corresponding trip rate was found to not be
representative for this specific proposed establishment and location. Specifically, two
"adjustments" were made to Table 4 "Impact Fee Rates".
1) The vehicular trip rate was reduced by 50% from 26.15 to 13.08. The justification for
this is based on the site location. The location of this proposed development will likely
generate a significant percentage of pedestrian oriented clientele based of it physical
location in core downtown Edmonds district.
2) The pass -by rate was adjusted from the current nationally accepted industry rate of 48%
for fast-food establishments to 80% for a coffee shop. The current ITE trip generation
manual does not provide for a specific pass -by rate for the coffee shops nor were there
any current studies available to confirm this, however, engineering judgment was used
in this case that assumes that 4 out of 5 vehicular trips that patronize the coffee shop are
existing trips already on the road network and correspondingly, I out of 5 are added
new trips on the network.
Overall, these adjustments translate to this coffee shop attracting 13 vehicular trips during the pm
peak hour, with 10.4 being pass -by trips and 2.6 being new trips to the network.

Dear Mr. LaFon,
After review of your proposal for alternate door design and request to be exempt from
remodeling the existing recessed building entry at 502 Main Street, as Building Official
for the City of Edmonds I concur that remodeling the existing sloped entry would be
technically infeasible given the proposed layout of the tenant space and limited sidewalk
area. The alternate design request to provide an automatic door opener to assist disabled
customers meets the intent of the accessible code for access into the tenant space. That is
not to say that future remodeling may someday lend itself to providing an accessible
entrance at this tenant space and if such remodeling did occur the City would require
upgrade at that time.
Waiver from providing an accessible entrance is granted for the current project at 502
Main Street (reference plan review #06-006) provided an automatic door entry device be
installed on the entry door and be operable when the building is occupied, and that the
device meet the requirements of IBC 1008.1.3.2 for egress and ICC/ANSI Al 17.1 section
404.3 for accessibility.

Thank you for your letter dated April 11, 2006 (received by the City on April 12, 2006).
The City agrees with your plan of action to defer permitting and City approval of the
basement space directly below the proposed Starbucks tenant space at 502 Main Street
until such time that Third Avenue South Properties chooses to use or lease this basement
area. In the meantime, the basement area shall remain vacant and unused.
Prior to issuance of the certificate of occupancy of the tenant space at 502 Main Street,
the City Building Inspector must verify that the basement space is vacant, emptied of all
storage items, and secured from entry as noted in your letter.
Please be advised, a building permit is required prior to use and/or occupancy of this
basement space, to install code required fire barriers to separate adjacent spaces,
remodeling, and/or change of use.
For you convenience, I have enclosed our Tenant Improvement permit submittal handout.
Since the building exceeds 4000 square feet, plans submitted with the permit application
must be stamped and signed by a State licensed Architect or Professional Engineer. If
you have any questions about the permitting process, please feel free to contact a Permit
Coordinator at 425-771-0220 during City business hours.
