Vandeman 616 Sater Lane Edmonds, Washington 98020 Dear Mr. Vandeman: February 3, 1981 SUBJECT: DRIVEWAY -ACCESS REVISIONS - 504 3RD AVENUE NORTH HARVE H. HARRISON MAYOR Relative to your letter requesting City assistance for removal of the curb and gutter at the above address, this letter is to respectfully inform you that the present condition of the curb and gutter does not warrant the complete removal as such required for the access revision. On inspection it is evident -that the overall present curb and gutter are in good condition with the -exception of the narrow 6-inch width portion between the catch basin grate inlet and the curb for a length of 1 foot. For repair as related to maintenance procedures this small section only would be removed and repoured with concrete to correct any drainage which could possibly perk into the underground soil. Therefore, all wor-k required for access revision will be the private property owner's responsibility and subject to Engineering requirements through the right-of-way invasion permit. AAB: j ky cc: Jim Adams, City Engineer Respectfully, ABE BLANDIN, Superintendent Street Division ST'REET FILE E Mr. Abe Blandin Superintendent, City of Edmonds Edmonds, Wa. Street Department 0 //AA February 2, 1981 Subject: Driveway Curb Cut, 504 3rd Ave. No, (widen driveway entrance approx. 9 feet) Dear Sir: Tho City Engineering Depnrtment prefers that a segment (approx. 10, wide) of the "monolithic" curb and splash block be removed and be "reformed" with new cQncrete pour - at the above address. Mr. Adams (of Engineering) asked Jerry Satterlie to see if the Street Department would utilize its equipment (about a 20 minute job, I presume, for backhoe and dump truck) to remove subject section of curb -splash block. I (a licensed contractor) would pour the new, contourdd concrete driveway (widen driveway). This particular small job merits this modest City participation because the existing splash block is eroded to the point where gutter water no longer enters the City storm drain, but disappears down through a hole in the splash block itself - and apparently disperses below the street - rather than entering the storm drain system as it should. Also, the City was somewhat at fault for approving the sub -division of this property (creation of a separate lot entity behind existing house) -- some six years ago, and not requiring widening of the driveway at that time, I respectfully request this modest City cooperation, Very truly yours, "/ack L. McKee 504 3rd Avenue North Edmonds, Washington 98020 Dear Mr. McKee: - cof , " , December 3, 1980 HARVE H. HARRISON MAYOR The City of Edmonds is currently engaging in a program to improve its sewage wastewater treatment system. One of the major parts of the program is reducing the volume of flow into our Treatment Plant. A major item contributing to this problem is the infiltration of stormwater runoff from roofs, drains, etc. into our sanitaty sewers. A series of tests were completed by an independent engi- neeriiig* firm. They pumped smoke into sewerlines and recorded where it was escaping, thereby locating the stormwater infil- tration sources. Your property contains such a source and the City now requires, by Ordinance No. 1580, that this problem be corrected. Included with this letter is the "Disconnect Handbook" which describes 5 possible solutions to this problem as suggested by the City. These solutions will either direct storm water into the Cit7T storm water system, or into other parts of your yard. In either case, the removal of this water from sanitary sewer system will help to reduce the volume of our often overtaxed Sewage Treatmen Plant. Please contact Dan Smith or Bob Franklin at 775-2525, extensions 220 or 252 when you have "disconnected". Your cooperation will be greatly appreciated. Sincerely, ADAMS, P.E. CIf-y Engineer DS:jky .
