L PROJECT AND SITE CONDITIONS
1.0 INTRODUCTION
This report presents the results of our subsurface exploration and geotechnical engineering
study for the proposed Girardi's Restaurant located in Edmonds, Washington. The proposed
addition location and the location of the exploration completed for this study are shown on the
Site and Exploration Plan, Figure 1. In the event that any changes in the nature, design, or
location of the addition is planned, the conclusions and recommendations contained in this
report should be reviewed and modified, or verified, as necessary.
1. 1 Purpose and Scope
The purpose of this study was to provide subsurface data to be utilized in the design and
development of the subject project. Our study included a review of available geologic
literature, excavation of an exploration pit, and performing geologic studies to assess the type,
thickness, distribution, and physical properties of the subsurface sediments and shallow ground
water conditions. Geotechnical engineering studies were also conducted to determine the
recommended type of suitable foundation, allowable foundation soil bearing pressures, and
drainage considerations. This report summarizes our current fieldwork and offers development
recommendations based on our present understanding of the project.
1.2 Authorization
Written authorization to proceed with this study was granted by Mr. Patrick Girardi. Our
study was accomplished in general accordance with our scope of work letter dated August 27,
1999. This report has been prepared for the exclusive use of Mr. Girardi and his agents, for
specific application to this project. Within the limitations of scope, schedule, and budget, our
services have been performed in accordance with generally accepted geotechnical engineering
and engineering geology practices in effect in this area at the time our report was prepared.
No other warranty, expressed or implied, is made. Our observations, findings, and opinions
are a means to identify and reduce the inherent risks to the owner.
2.0 PROJECT AND SITE DESCRIPTION
This report was completed with an understanding of the project based on plans provided by
North Sound Design. Present plans call for the construction of an addition to an existing
wood -frame structure. The existing structure is a single -story with daylight basement ope i g

to the west. The new single -story addition is planned for the south side of the existing
structure. A wood -frame deck is proposed for the west side of the addition. Storm water
detention vaults are planned beneath the deck area. An existing asphalt paved parking area
will remain, as well as an existing detached building.
The property is situated at the southwest quadrant of the intersection of 5' Avenue South and
Walnut Street in downtown Edmonds, Washington. The subject property measures
approximately 70 feet north -south by 120 feet east -west. Elevation change across the property
is roughly 6 feet decreasing from east to west.
3.0 SUBSURFACE EXPLORATION
Our field study included excavating an exploration pit to gain shallow subsurface soil and
ground water information about the site. The various types of sediments, as well as the depths
where characteristics of the sediments changed, are indicated on the exploration log presented
in the Appendix. The depths indicated on the log where conditions changed might represent
gradational variations between sediment types. Our exploration was approximately located in
the field by measuring from known site features shown on Figure 1.
The conclusions and recommendations presented in this report are based on the single
exploration pit completed for this study. The location and depth of the exploration was
completed within site and budgetary constraints. Due to the relatively small scale and limited
site access, a single exploration pit was judged to be sufficient for the scope of work. It should
be noted that differing subsurface conditions might sometimes be present due to the random
nature of deposition and the alteration of topography by past grading and/or filling. The nature
and extent of any variations may not become fully evident until construction. If variations are
observed at that time, it may be necessary to re-evaluate specific recommendations in this
report and make appropriate changes.
3.1 Exvloration Pit
One exploration pit was excavated with a tractor -mounted backhoe. The pit permitted direct,
visual observation of subsurface conditions. Materials encountered in the exploration pit were
studied and classified in the field by a geotechnical engineer from our firm. The exploration
pit was backfilled immediately after examination and logging. Selected samples were then
transported to our laboratory for further visual classification and testing, as necessary.

4.0 SUBSURFACE CONDITIONS
Subsurface conditions at the project site were inferred from the field exploration accomplished
for this study, visual reconnaissance of the site, and review of applicable geologic literature.
As shown on the field log, the exploration hole generally encountered surficial fill soils
overlying natural sand deposits. The following section presents more detailed subsurface
information organized from the shallowest (youngest) to the deepest (oldest) sediment types.
4. 1 StratiLyraDh
Fill
Beneath a grass and topsoil surface, approximately 11/2 feet of fill soils were encountered. The
fill was comprised of dry fine sand with some silt that was in a loose condition. Beneath the
fill, to a depth of 3 feet, was the original ground surface and root zone. The fill soils were
likely placed following excavation of the basement and construction of the existing building.
Due to their loose condition, the fill soils are not suitable for foundation or deck support.
Recessional Outwash
Beneath the fill soils, natural soils consisted of moist, gray, fine to medium sand with trace
medium gravel. These sands were in a loose condition to a depth of 4 feet, becoming medium
dense below 4 feet depth. A 1-foot-thick lens of dense, very fine sand with dropstones was
encountered from 6 to 7 feet in depth. Ground water seepage and near -saturated conditions
were observed from a depth of 8 feet to the 10-foot termination depth of the exploration pit.
These sand sediments were interpreted as recessional outwash. These outwash soils were
deposited during the retreat of the Vashon glacier that occupied the area about 10,000 years
ago. The medium dense recessional outwash is suitable for support of moderately loaded
foundations.
A preliminary surficial geologic map of the Edmonds area delineates recessional outwash soils
within the subject site (Mackey Smith, 1975). Lodgement till soils are mapped downslope of
the site, and we expect till at depth below the recessional outwash.
4.2 Hydrology
Ground water seepage was encountered in the exploration pit at the time of our field study
below a depth of 8 feet. The ground water seepage encountered likely represents a perched
condition. Perched water occurs when surface water infiltrates down through relatively
permeable soils and becomes trapped or "perched" atop a comparatively impermeable barrier

such as lodgement till at depth. It should be noted that fluctuations in the level of the ground
water may occur due to the time of the year and variations in the amount of precipitation or
site development.

II. DESIGN RECONEMENDATIONS
5.0 INTRODUCTION
Our exploration indicates that, from a geotechnical standpoint, the parcel is suitable for the
proposed addition provided the recommendations contained herein are properly followed.
Loose/medium dense soils encountered at a depth of 3 to 4 feet in our exploration will be
capable of supporting foundation loads when recompacted as described herein. Near the
adjacent basement walls, loose fill soils are likely deeper and footings should be stepped down
accordingly to follow the bearing soils.
6.0 SITE PREPARATION
Site preparation of the planned addition area should include removal of all trees, sod, brush,
debris, and any other deleterious material. Additionally, the upper organic topsoil should be
removed and the remaining roots grubbed. Areas where loose surficial soils exist due to
grubbing operations should be considered as fill to the depth of disturbance and treated as
subsequently recommended for structural fill placement. Due to the presence of 11/2 feet of fill
soils overlying the original natural root zone, this stripping depth is estimated at 3 feet.
Since the consistency of the sand is variable, random loose pockets may exist and the depth and
extent of stripping can best be determined in the field by the geotechnical engineer or
engineering geologist. The sand soils are easily disturbed due to excavation operations, and
therefore we recommend that footing subgrades be compacted with a "jumping jack"
compactor prior to concrete placement.
7.0 STRUCTURAL FILL
All references to structural fill in this report refer to subgrade preparation, fill type, placement,
and compaction of materials as discussed in this section.
After stripping has been performed to the satisfaction of the geotechnical engineer/engineering
geologist, the upper 12 inches of exposed ground should be recompacted to at least 90 percent
of the modified Proctor maximum density using ASTM:D 1557 as the standard. If the
subgrade contains too much moisture, adequate recompaction may be difficult or impossible to
obtain and should probably not be attempted. In lieu of recompaction, the area to receive fill

should be blanketed with washed rock or quarry spalls to act as a capillary break between the
new fill and the wet subgrade.
After recompaction of the exposed ground is tested and approved, or a free -draining rock
course is laid, structural fill may be placed to attain desired grades. Structural fill is defined as
non -organic soil, acceptable to the geotechnical engineer, placed in maximum 8-inch loose lifts
with each lift being compacted to at least 95 percent of the modified Proctor maximum density
using ASTM:D 1557 as the standard.
Any proposed fill soils must be evaluated by Associated Earth Sciences, Inc. (AESI) prior to
their use in fills. This would require that we have a sample of the material 48 hours in
advance to perform a Proctor test and determine its field compaction standard. If fill is placed
during wet weather or if proper compaction cannot be obtained, a select import material
consisting of a clean, free -draining gravel and/or sand should be used. Free -draining fill
consists of non -organic soil with the amount of fine-grained material limited to 5 percent by
weight when measured on the minus No. 4 sieve fraction.
A representative from our firm should inspect the stripped subgrade and be present during
placement of any structural fill to observe the work and perform a representative number of in -
place density tests. In this way, the adequacy of the earthwork may be evaluated as filling
progresses and any problem areas may be corrected at that time.
1 8.0 FOUNDATIONS
Spread footings may be used for foundation support when founded on medium dense sand that
has been recompacted as described in Section 6.0, Site Preparation. We recommend that an
allowable foundation soil bearing pressure of 2,000 pounds per square foot (psf) be utilized for
design purposes, including both dead and live loads. An increase of one-third may be used for
short-term wind or seismic loading. Perimeter footings should be buried at least 18 inches into
the surrounding soil for frost protection. All footings must penetrate to the prescribed bearing
stratum and no footing should be founded in or above loose or soft surficial soils. We
recommend that continuous spread footings have a minimum width of 14 inches.
It should be noted that the area bounded by lines extending downward at MAV
(Horizontal: Vertical) from any footing must not intersect another footing or intersect a filled
area which has not been compacted to at least 95 percent of ASTM:D 1557. In addition, a
1.5H:lV line extending down from any footing must not daylight because sloughing or
raveling may eventually undermine the footing. Thus, footings should not be placed near the
edge of steps or cuts in the bearing soils.

Anticipated settlement of footings founded on medium dense sand should be less am 1 inch.
However, disturbed soil not removed from footing excavations or recompacted prior to footing
placement could result in increased settlements. All footing areas should be inspected by AESI
prior to placing concrete to verify that the design bearing capacity of the soils has been attained
and that construction conforms to the recommendations contained in this report. Such
inspections may be required by the goven-iing municipality. Footing drains should be provided
as discussed under the section on Drainage Considerations.
9.0 DRAINAGE CONSIDERATIONS
9.1 Storm Water
We understand current plans call for the construction of storm water detention tanks beneath
the proposed deck to allow metered release of storm water to the city storm system. The
detention tanks will be buried below the deck. Roof and parking area runoff should be
tightlined into the detention system.
9.2 Footing Drains
All perimeter footings should be provided with a drain at the footing eleyation. Drains should
consist of rigid, perforated, PVC pipe surrounded by washed pea gravel. The level of the
perforations in the pipe should be set approximately 2 inches below the bottom of the footing
and the drains should be constructed with sufficient gradient to allow gravity discharge away
from the wall. Roof or surface runoff should not discharge into the footing drain system but
should be handled by a separate, rigid, tightline drain. In planning, exterior grades adjacent to
walls should be sloped downward away from the structure to achieve surface drainage.
10.0 PROJECT DESIGN AND CONSTRUCTION MONITORING
At the time of this report, structural plans and construction methods have been finalized. AESI
has performed a geotechnical review of the plans. Based on this review, we conclude that the
plans conform to the recommendations in this report. We are available to provide additional
geotechnical consultation as the project design develops and possibly changes from that upon
which this report is based.
We are also available to provide geotechnical engineering and monitoring services during
construction. The integrity of the foundations depends on proper site preparation and

Design Review Process
Design review for signs is considered a Type I decision subject to the requirements of ECDC 20.01.003.
Pursuant to ECDC 20.60.0 1 O.C, while a separate sign permit is required for each wall graphic, staff may
make a single design review decision on wall graphics that consists of related murals or artwork.
Analysis:
1. Location. Two of the mural sites (BLD20120434 and BLD20120436) are located within the BD-1
and are therefore subject to the requirements of ECDC 22.43 — Design Standards for the BD- 1 Zone.
The remaining mural is located in the BD-2 zone and subject to the general design requirements of
EC"DC 20.11. The location of the three murals, mural name, and zone are detailed in the Table 1
below:

2. The Comprehensive Plan identifies two the sites as DoNntown[Waterfrorit Activity Center — Retail
Core (3 13 Main Street and 104 - 5�h Ave. N); the other site (504 — 5th Ave S). is also within the

Downtown/Waterfront Activity Center with a comprehensive plan designation of Downtown Mixed
Commercial. The murals satisfies the intent of ECDC 22.43, specifically treating blank walls, as well
as the following goals and policies from the Comprehensive Plan:
a. Downtown Design Objectives are found on pages 56-60 and are intended to e ncourage high
quality, well designed projects to be developed in the downtown waterfront area that reflect the
values of the citizens of Edmonds.
b. "Improve pedestrian access and way -finding by providing a variety in buildingforms, color,
materials and individuality of buildings" (page 57).
c. "Art should be integrated into the design of both public andprivate developments, with incentives
provided to encourage these elements" (page 5 8).
.d. "Public art and amenities such as mini parks, flower baskets, streetfurniture, etc., should be ,
provided as a normal part of the public streetscape. Whenever possible, these elements should be
continued in. the portion of the private streetscape that adjoins the public streetscape" (page 5 8).
3. Sign type. The murals are considered wall graphics and wall graphics are conditionally permitted
sign types in the downtown business area. Review criteria for murals are contained within ECDC
20.60.010.C.3:
a. Quality ofthe materials used to create the artwork. Materials should be resistant tofading; no
fluorescentpaints:
All three murals will be painted using Nova acrylic paint and products. Nova employs a tough,
durable, 100% acrylic resin suitable for use outdoors. The murals will also be treated with a clear
top coat to protect against dampness, fading due to UV rays or weather damage. No fluorescent
paints are proposed for any of the murals.
b. Durability andpermanence, including ability to withstand age, vandalism and weathering.
Consideration should be given to anti -graffiti coating. -
The murals will be painted on building walls that have been leased for ten years. All three murals
will be painted using Nova acrylic paint and products. Nova employs a tough, durable., 100%
acrylic resin suitable for use outdoors. The murals will also be treated with a clear top coat to
protect against dampness, fading due to UV rays or weather damage.
Each spring, the murals will be examined by technical consultants retained by the Edmonds
Mural Society for signs of fading due to ultra -violet rays or dampness or weather damage. Any
damage will be immediately repaired in consultation with the technical consultant and artists
hired by the Edmonds Mural Society. Any graffiti on the murals will be painted over.
c. Compatibility of the artwork with architectural elements, other elements of the street, and
adjacent structures. Compatibility shall be determined by relationships of the elements ofform,
proportion, scale, color, materials, surface.t�eatment, and size and style of lettering. Lettering
shall be minimized, but may be consideredfor inclusion when necessary to the artistic content.
All three.murals are compatible with the character of the buildings on which they are being
placed as well as the downtown Edmonds streetscape. Only the mural at 504 — 5h Avenue South
contains letter, which is "It's an Edmonds kind of Day" reflect the theme of this year's murals.

Based on the facts and conclusions of this report, staff finds that the design review for BLD20120434
through BLD20120436 is APPROVED.

My concept for the mural embodies what comes to mind for me as an "Edmonds Kind of
Day."
I grew up in Edmonds, and my parents and many friends still live there. What I miss
about living so close to the water is the amazing sunsets and the beautiful sight of the
ferry coming in to dock.
As an artist, I lean towards a colorful and bright palette and feel that this scene would be
a way for me to play up the colors between the sky, water and land. This concept would
be similar to a kind of movie set experience for the people who are looking out into the
scene, as well as the actual viewer who would be looking into the mural from the street.

Maintenance Requirements
for Proposed Mural

This mural shall be painted on a building wall that has been leased by written contract for
a length of tcn years, with an option to renew. The Edmonds Mural Society, by contract
with the landowner, is responsible for all maintenance and upkeep for this mural during
the time specified by the contract.
The Edmonds Mural Society shall maintain this mural in the following manner:
This mural shall be mounted in keeping with the finest methods of mural creation to date.
In specific, the wall shall be pressure -washed at least two weeks in advance of the mural
raising. Second, before mounting the mural, a layer of primer shall be applied to the wall
surface area. Finally, following completion of the mural, it shall be treated with a UV -
protective sealant to minimize fading or weather damage over the years.
The two main sources of damage to a mural are sunlight and dampness. Each spring, this
mural shall be examined thoroughly for signs of fading due to ultra -violet rays or
dampness or weather damage. Any such damage will be immediately repaired in
consultation with artists hired by the Board of the Edmonds Mural Society.
On a final note, the Edmonds Mural Society is often asked about protecting murals from
vandalism, specifically "tagging." Surprisingly, the wealth of experience of mural
societies across the country all agree: tagging of murals is not a serious concern. It
almost never occurs. Then, too, on those rare occasions that tagging does occur, mural
societies have uniformly found that cost of repairs is relatively cheap. (Quite simply,
they paint over the tagging.)
Moreover, all the mural societies that we asked agreed that while there are anti -tagging
products available on the market, they are so expensive that their purchase is not justified
when repairs to the rare mural tagged are so inexpensively, and quickly, carried out.

Schedule for Development, Fabrication
and Completion
for Proposed Mural

Development:
This mural design was submitted to the Edmonds Mural Society in January 2012 in the
competition to select three murals to be mounted. At that time, by the date the artist
submitted the design, its development was complete.
Fabrication:
This mural is being painted on the west wall of 504 Fifth Avenue South. Therefore, there
is little fabrication occurring.
Instead, the wall will be pressure -washed the week of June 17 - June 23.
A coat of primer will be applied early in the week of July 15 - July 2 1.
The mural itself, weather permitting, shall be painted during the week of July 22 - July
28. If the weather is not appropriate for the painting of the mural during this week, the
Edmonds Mural Society will make arrangements for the painting of the mural on a
following week.
Completion:
During the week following the painting of the mural, it shall be coated with a UV -
protective sealant to minimize fading, dampness, or weather damage over the years.

This mural shall be painted using Nova acrylic paint and products, widely regarded as the
first choice of muralists across the country. Nova Color Artists Acrylic Paints has been
made in Culverton, CA since the 1960s. Nova employs a tough, durable, 100% acrylic
resin suitable for use outdoors. No additives are needed for exterior use.
(By way of contrast: House paints or craft paints are often made with a less expensive
and less durable latex or vinyl latex resin, designed to last 5- 10 years before recoating.)
The American Society for Testing and Materials (ASTM) standard D5098 rates the
lightfastriess of pigments (ie resistance to fading). Lightfastness I is the highest rating,
and the majority of colors to be used in painting of this mural are rated 1.
In addition, the clear topcoat Nova Color #216 Exterior Varnish or Nova Color #206
Gloss Medium & Varnish designed for exterior use by Nova will be applied to the
completed mural to protect against dampness, fading due to UV rays or weather damage.
Nova Color Axtists Acrylic Paints conform with federal art material labeling guidelines
and have been reviewed by a toxicologist. All colors except the cadmium colors (rarely
used in murals) are labeled as follows:
No health hazard labeling required.
Labeling conforms with ASTM D-4236.
Chicago Public Arts Group recommends Nova paint in the painting of exterior murals,
saying: "Many murals in Chicago have life spans of thirty years and more. With ongoing
restoration and publication efforts, these works of art will speak to local, national, and
international communities for decades to come."

AGREEMENT BY AND BETWEEN THE EDMONDS MURAL SOCIETY AND BRUNO GIRARDI
This Lease between Bruno Girardi as Lessor (herein called "Wall Owner") and the Edmonds Mural Society, as
Lessee (herein called the "Society", WITNESS THAT
The Society has a program for expanding public experiences with visual art by placing works of art in public
places and in places open to the view of the public; and
The Wall Owner desires to participate in such program and to lease to the Society a building wall under its control
for the display of a painted mural on panels (hereinafter referred to as the "Work") and plaque, that will be open to the
view of the public from nearby public rights(s) of way;
NOW, THEREFORE, in consideration of the mutual covenants hereinafter contained, the parties hereto agree as
follows:
Article 1. Lease Propeft. The Wall Owner hereby leases to the Society the entire west wall of the building (which space
is referred to hereinafter as the "Wall") located at the property described as follows:
Addressed 504 Fifth Avenue South, Edmonds, Washington.
Article 2. Compensation and Payment Schedule.
The Society agrees to lease the space described in Article 1 for a sum of One Dollar ($1) per year paid in a lump
sum as compensation for the entire term of the lease. Lessor shall be paid by the Society for services related to this
Agreement only as provided hereinafter. Such payment shall be in full compensation for use of the Wall as described
herein. The total payment is subject to adjustment as set forth in Article 3a. Total payment shall be made as set forth
below:
Payment $10 Within ten (10) days of the execution of the agreement
Article 3. Duration. The term of this lease shall commence on July 1, 2012 and shall terminate on June 30, 2022, a
period of one hundred twenty (120) months, unless terminated earlier under special circumstances as subsequently
provided.
a. Execution of the right of termination under special circumstances as subsequently provided, the Wall Owner
agrees that it will not intentionally destroy, obliterate, damage, alter, modify or change the Work, or in any way restrict or
obstruct its view from the general public from nearby public rights(s) of way during the lease term. The Wall Owner may
terminate this lease upon thirty (30) days written notice to the Society due to actual needs of the building for
reconstruction purposes or to erect a structure that restricts or obstructs the view of the Work or if sale of the building is
jeopardized by having the agreement in place.
b. The Wall Owner agrees not to post signs or posters of any kind on the same wall as the Work.
c. The Society is responsible for all routine cleaning, maintenance and/or repair of the Work.
d. In the event a person other than the Wall Owner erects a structure that, in the opinion of an authorized
representative of the Society, restricts or obstructs the view of the Work, the Society may terminate this lease upon thirty
(30) days written notice to the Wall Owner

this lease agreement, the Wall Owner shall condition such sale upon the acceptance of and adherence to the terms of this

Article 4. Entire Agreement. This writing embodies the entire agreement and understanding between the parties hereto,
and there are no other agreements and understandings, oral or written, with reference to the subject matter hereof that
are not merged herein and superseded hereby.
Article 5. Modification. No alteration, change or modification of the terms of the Agreement shall be valid unless made in
writing and signed by both parties hereto.
Article 6. Waiver. No waiver of performance by either party shall be construed, or operate as a waiver of any subsequent
default of any terms, covenants and conditions of this Agreement.
Article 7. Governing La This Agreement, regardless of where executed, shall be governed by and construed in
accordance with the laws of the State of Washington.
Article 8. Heirs and Assigns. This Agreement shall be binding upon and shall inure to the benefit of the Society and the
Artist and their respective heirs, personal representative, successors and permitted assigns.
Article 9. Dispute Resolution. All disputes or controversies that may arise between the parties with respect to the
performance, obligations or rights of the parties under this Agreement, including disputes as to the physical acceptability
of the work on the Wall or any alleged breach thereof, which cannot be otherwise settled shall go to binding arbitration.
Article 10. Notices. All notices, requests, demands and other communications which are required or permitted to be
given under this Agreement shall be in writing and shall be deemed to have been duly given upon the delivery or receipt
thereof, as the case may be, if delivered personally or sent by registered or certified mail, return receipt requested,
postage prepaid, as follows:

The purpose of this letter is to respond to your July 6, 1999 memorandum to the Planning Division
provide traffic information regarding the Girardi's restaurant located at the southwest corner of 5th
Avenue South and Walnut Street. According to plans prepared by North Sound Design, the
proposed project consists of an 1,309 sf. addition to an existing 800 sf (main floor) building to
create a 2,109 sf. restaurant.
Trip Generation
The total number of net new vehicle trips are those trips generated by the new land use less those
trips generated by the existing land use. The existing structure on -site housed a facility that taught
people how to use computers. It is no longer functioning at this location. No direct traffic counts
for the facility are available. It is estimated that 10 to 20 people per day the location for instruction.
Trip generation based on this number of students would be an estimated 20 to 40 average weekday
daily trips (ADT)
The number of trips from the proposed restaurant can be estimated using land use category 831,
Quality Restaurant , of the ITE Trip Generation Manua ' 1, 6th Edition (1997). Quality Restaurant is
defined as consisting of "eating establishments of high quality and with rates usually of at least one
hour or longer. Generally, quality restaurants do not serve breakfast; some do not serve lunch; all
serve dinner. Often the restaurants in this land use are not a chain and reservations are required."
The proposed restaurant fits this definition. It does not initially plan to serve lunch, but may in the
future. The expected trip generation from the proposed building is shown in the attached table.
With this level of trip generation, the traffic impacts can be mitigated by payment into City of
Edmonds traffic mitigation program. It is expected that the City will be able to determine appropriate
under its traffic mitigation policy.
