(Riley) has completed a geotechnical engineering study for the above referenced project. This report summarizes our findings and recommendations for the geotechnical aspects anticipated for the project design and construction. PROJECT DESCRIPTION Our understanding of the project is based on information provided to us in January and February 2003, by the client, the architect (Butterfield Design Group), and the structural engineer (CG Engineering). (This is the same design team as that for the "5th and Walnut" project, which is nearing completion, located to the north, across Walnut Street, from the current project.) The Holly Park site is located at the southeast comer of Walnut Street and 5th Avenue South in Edmonds, Washington, as shown on the Site Vicinity Map, Figure 1. We understand the proposed project consists of removing 3 existing buildings and constructing a mixed -use condominium/office building with I level of underground parking and 2 to 3 levels above grade. Finished floor elevation for the underground parking will be at about Elevation 65 feet [NAVD 88 Datum], which Geotcchnical Engineering Report Proposed Holly Park Building Edmonds, Washington February 7, 2003 Project No. 2003-007 Page 2 of 17 will require cuts to 15 to 25 feet below existing grade. The structural engineer intends to use shoring consisting of cantilevered soldier piles in combination with temporary cut slopes for the excavation. This approach was successfully used for the 5th and Walnut project. Maximum footi ng loads are estimated to be 4.5 kips per linear foot for continuous wall footings and 230 kips for isolated column footings. The recommendations in the following sections of this report are based on our understanding of the above design features. If actual features vary or changes are made, we should review them in order to modify our recommendations as required. In addition, we recommend that we be retained to review the final design drawings and specifications to verify that our project understanding is correct, and that our recommendations have been properly interpreted and incorporated into project design and construction. SURFACE CONDITIONS Existing conditions are shown on the Site and Exploration Plan in Figure 2. The site is about 200'feet north -south by' 120 to 180 feet east-w.est. At the time of our field explorations, there were 3 buildings on the site - an active restaurant in the northeast comer, an abandoned auto repair shop in the south center part of the site, and an occupied single family residence in the southwest comer of the site. Most of t he rest of the site was paved with asphalt; however, surface conditions in the southeast part of the site were grass, dirt, and light gravel. The site generally sloped down from southeast (Elevation 90 feet) to northwest (Elevation 77 feet). SUBSURFACE CONDITIONS Field Explorations On January 17, 2003, 3 borings (B-1 through B-3) were drilled to depths of about 34 to 39 feet below the existing ground surface by a subcontractor using a truck -mounted Mobile B-61 drill rig. The borings were advanced with hollow stem auger, and samples THE FJLEY GROUP9 INC. After comp letion, B-1 was backfilled with bentonite, and a concrete surface patch was placed. At B-2 and B-3, 2-inch diameter standpipe groundwater observation wells were installed, and protective surface monuments were placed. The approximate exploration locations are shown on Figure 2. Soil Where the surface was paved, the pavement section consisted of less than I inch of asphalt concrete. Soil conditions encountered in the borings were variable, but there was a correlation between borings that included the 5 following units, in order of increasing depth. Sand, sand with some silt, silty sand. This unit was 4 to 14 feet thick, and the top 3 feet was classified as fill in B- I and B-3. It ranged from medium dense to dense. 2. Sandy silt, silt. This unit was interpreted to be 4 to 12 feet thick. It extended to depth 13 to 18 feet, and it was very dense. 3. Clay. This unit was interpreted to be 5 t6 I I feet thick. It extended to depth 12 to 29 feet, and it was hard. 4. Silty sand, sand. This unit was interpreted to be 3 to 8 feet thick. It extended to depth 24 and 27 feet in B-1 and B-2, and it was very dense. It was not noted in B-3. 5. Layered sand, silty sand, silt, sandy silt and clay. This unit extended to the termination depth in each boring (34 to 39 feet). It was very dense. The soil type and order of these units were fairly consistent with soil conditions . observed for the project north of this project, across Walnut Street, as presented in a previous geotechnical report prepared by PanGEO, Inc. Geotechnical Engineering Report Proposed Holly Park Building Edmonds, Washington February 7, 2003 Project No. 2003-007 Page 4 of 17 Groundwater Perched water, as evidenced by water on the drill rods or wet samples, was encountered during drilling at depths of about 3 to 5 feet. It is common for near -surface water to percolate through the upper, more permeable soil (in this case, sand, silty sand), and stop on the underlying, less permeable so il (in this case, sandy silti silt). This is referred to as "perched water". Volumes of perched water typically are greatest- during the wet winter months, and they decrease (or disappear) during the drier parts of the year. Water was also noted deeper in the borings. This likely represented the groundwater table. At the end of drilling, the depth to water in B-1 was measured at 21 feet. Because the water level was measured at the end of drilling, and did not have time to stabilize, it probably did not represent the static water level. At B-2 and B-3, 2-inch diameter standpipe groundwater observation wells were installed to allow long term monitoring of groundwater levels. The measured levels should represent st abilized, static groundwater levels. Dates and depths, to water are presented below. So far, the water table has been in or above the clay or silt unit (units 2 and 3), both of which are relatively impermeable, and we suspect the source of water is probably the. underlying sand or layered units (units 4 and 5). If this were. the case, the water in units 4 and/or 5 would be under artesian pressure. The 2-inch diameter wells could be pumped -out to further evaluate groundwater levels, artesian pressure conditions, and/or recharge rates. This was not done under our current scope of work. Table 1. A description of terms used for soil classification is presented on Figure A-1. SEISNHC CONSIDERATIONS The site is located within Zone 3 of the Seismic Zone Map shown as Figure 16-2 of the 1997 Uniform Building Code (UBC). This corresponds to a Seismic Zone Factor, Z, of 0.30. This, in turn, corresponds to an effective peak horizontal ground acceleration of 0.3g. It is our opinion that site conditions best fit the UBC description for Soil Profile Type Sc, "Very Dense Soil and Soft Rock". We assumed the design seismic even t was a Magnitude 7-1/2 earthquake with a peak horizontal ground acceleration of 0.3g. Liquefaction is typically associated with loose, saturated fine to medium sand. Considering that the majority of soil was medium dense to very dense or hard, it is our opinion that the potential for liquefaction at this site during an earthquake is not significant. DISCUSSION AND RECOMMENDATIONS General Based on our study, it is our opinion that the site is suitable for the proposed construction from a geotechnical standpoint. The building can be supported on conventional shallow spread footings bearing on hard or dense native soil. The proposed cantilevered soldier pile wall shoring system appears feasible from a geotechnical standpoint. Detailed recommendations regarding the above issues and other geotechnical design considerations are provided in the following sections of this report. THE RILEY GROUP9 INC. Geotechnical Engineering Report February 7, 2003 Proposed Holly Park Building Project No. 2003-007 Edmonds, Washington Page 6 of 17 Excavation The proposed construction will require cuts to about 15 to 25 feet below existing grade. The structural engineer intends to,use shoring consisting of cantilevered soldier piles in combination with temporary cut slopes for the deeper parts of the excavation (along the east wall). We understand this approach . was used successfully for the excavation recently completed for the 5th and Walnut project. Temporga Cut Slopes We expect that unsupported temporary cut slopes will be used mostly for.the upper portion of excavation for the east wall. Based on B-3, we expect that the cuts will be made mostly in sand or silty sand. For these soil conditions, we recommend temporary cut slopes that are not subjected to seepage forces be no steeper than 1-1/2 horizontal to I vertical- (1-1/211: IV). If there were seepage, such as due to perched water, slopes at this inclination should be expected to be unstable. They could require slope protection, such as a rock blanket, or might need to be made less steep. Shoring Some of the cuts are deeper than are typically shored with cantilever piles. To reduce the height of the shoring, the upper portion of the excavation is planned to be completed as a cut slope, and the lower portion will be supported with cantilever soldier piles. In areas of lesser depths of excavation, cantilever piles could be used to support the full height of excavation. Our recommended earth pressures, parameters, and assumptions for design of a cantilever wall with a flat (level) backslope are presented on Figure 3. Those for design of a cantilever wall with a 1-1/211AV backslope are, presented on Figure 4. The pressures (with the exception of the traffic surcharge) are presented in terms of Tim RILEY GROUP9 INC. --- ------ --- Geotechnical Engineering Report Proposed Holly Park Building Edmonds, Washington February 7, 2003 Project No. 2003-007 Page - 7 of 17 equivalent fluid density; i.e., a triangular earth pressure distribution equivalent to that which would be exerted by a fluid with the density noted. The following assumptions and recommendations apply to both figures. The water table was assumed'to be at the base of the excavation, on both sides of the soldier pile wall. Active pressure above the base of the excavation acts on the full center -to - center pile spacing. Below the base of the excavation, active pressure acts on I pile diameter, and passive pressure acts, on 2 pile diameters. A general trffic surcharge of 50 pounds per square foot (psf), where applicable, should be applied. Other surcharges, such as from nearby (within a horizontal distance equal to the subsurface height of the wall) equipment or stockpiled materials, should be considered on an individual basis. Lagging can be designed for pressures equal to 50 percent of those shown for design of piles, due to arching effects. A monitoring program should be implemented to verify the performance of the shoring system and evaluate possible effects of theexcavation on adjacent buildings, streets, and properties. The first step in this program should consist of surveying building, streets, and properties around the project, setting reference points for horizontal and vertical control, setting monitoring points, and documenting the condition of the buildings and streets. The documentation should include a photographic record. Monitoring of the shoring system should be done daily as the excavation proceeds, and then weekly once the excavation is completed. Daily monitoring data can be done by the contractor. Monitoring should continue until the permanent subsurface walls are adequately braced. Monitoring should include surveying the vertical and horizontal alignment of the top of each soldier pile. Monitoring points should also be established at the middle height of the shoring at 25-foot horizontal intervals. These mid -level points should also be surveyed to record horizontal and vertical movements. Th e project's strucbHal and geotechnical engineers should review the monitoring data weekly, and at any time there is unexpected movement. Groundwater Manaizement It is our opinion that there is shallow perched water, and deeper water that likely represents the groundwater table. The volume and flow rate of perched water will likely Aecrease in the drier parts of the year. The volume and flow rate of the deeper water could be evaluated with the observation wells that were installed during drilling. Near surface conditions in B-3 included about 10 feet of wet sand, and perched water at about depth 3 feet. This would result in seepage on temporary cut slopes, and would make them unstable. Accordingly, unless the perched water level is lowered, either naturally (during the dry season) or by dewatering, to below the toe of the cut slope, the slope should not be expected to be stable. There are similar concerns for soldier piles and conventional wood lagging - if the perched water level were high, the. sand would likely run into the excavation before lagging could be installed. Trenches might be effective in lowering the perched water level. Otherwise, well points could be used. We understand that for the 5th and Walnut project, the space between soldier piles was filled with lean concrete as the piles were installed, to act as lagging later when excavation started. This approach should be considered for this project. THE FULEY GROUP9 INC. If it is limited, the excavation could be dewatered with sumps and pumps. If it is not limited, well points and/or deep wells could be necessary. The observation wells that were installed during drilling could be used to evaluate potential groundwater flow rates. Site Preparation and Gradin Site Preparation The first step of construction should be to demolish existing structures. Any utilities that are in the proposed building footprint should be relocated to outside of the building footprint. Pavement should be stripped. The near -surface soil exposed after stripping should be silty sand or sand. The sand should be suitable for reuse as fill. The silty sand is moisture sensitive, and will be difficult, if not impossible, to work with if it is not near optimum moisture content. The underlying silt and clay are not suitable for reuse as fill. Reuse of excavated soil for fill later in the project would require a place to stockpile it. It appears that there will not be much fill required, and that it will be limited to the east side of the building where temporary cut slopes are used. Prior to placing fill, we recommend proofrolling all exposed surfaces with a heavy piece of rubber -tired construction equipment (such as a loaded dump truck) to evaluate if, any soft and yielding areas are present. If yielding areas are observed, they should be cut to firm bearing soil and filled to grade with structural fill. After cut areas are brought to final grade, . they also should be proofrolled and repaired. As discussed above, the excavated silty sand is moisture sensitive, and will be difficult, if not impossible, to work in wet weather and/or if it is not near optimum moisture content. This would require stockpiling it somewhere. If it is decided not to stockpile it, and structural fill material is required, we recommend importing material that meets the following gradation requirements. Table 2. Prior to use, Riley should examine and test all materials imported to the site for use as structural fill. A geotechnical engineer should be on site to monitor the site grading and verify soil compaction. Structural Fill Placement For.the purpose of this report, structural fill is defined as fill that will support buildings, slab�s-on-grade, pavement, and other settlement sensitive elements. Structural fill should be placed in uniform loose layers not more than 12 inches thick and compacted to at least 95 percent of the maximum dry density, as determined by ASTM Test Designation D-1557 (Modified Proctor). The moisture content of the soil at the time of compaction should be within about 2 percent of its optimum. Permanent Cut and Fill Slopes If permanent cut or fill slopes are incorporated into design, they should not be steeper than 2H: IV. '- � THE RILEY GROUP, INC. Geotechnical Engineering Report Proposed Holly Park Building Edmonds, Washington February 7, 2003 Project No. 2003-007 Page I I of 17 Foundation Support We expect that soil at footing bearing elevation (about Elevation 60 to 65 feet) will probably consist of hard clay. However, considering the variable soil conditions, it could also be very dense silt or sand. 'All of these soils have been glacially consolidated, and if undisturbed, they will be suitable to provide high design bearing pressures for conventional shallow spread footings. If the footing bearing surface is disturbed, it should be overexcavated to expose competent hard or very dense native soil, and replaced with compacted, well -graded, granular, structural fill. The term "granular" refers to soil that is predominantly sand and/or gravel, -and that is not predominantly silt or clay. The exposed subgrade should be cleaned of loose or soft soil before placing the structural fill. If it is not feasible to place and compact structural fill of the type described above (such as if there is water in the footing excavation), rock spalls or crushed rock could be used instead. Lean concrete could also be used; if it is used, it should have an unconfined compressive strength of at least 50 to 80 pounds per square inch. If there are any near -surface exterior footings, they should bear at least 1.5 feet below final exterior grade for frost protection, and their 'allowable design bearing pressure should be evaluated on an individual basis. Interior (garage level) footings should bear at least 1.5 feet below the floor slab. We recommend footing widths of atleast 18 and 24 inches for continuous strip footings.and isolated column footings, respectively. We recommend that a geotechnical engineer be present on site to inspect the foundation subgrade preparation before pouring concrete. The foundation subgrade should be undisturbed and hard or very dense. If loose or disturbed soil is observed, it should be removed and replaced with structural fill or crushed rock. The clay and silt will deteriorate rapidly if exposed to moisture and/or foot traffic. If prepared footing THE FJLEY GROUP9 INC. Geotechnical Engineering Report Proposed Holly Park Building Edmonds, Washington February 7, 2003 Project No. 2003-007 Page 12 of 17 subgrades are to remain exposed during the winter season or periods of wet weather, it is recommended that they be covered with a lean concrete "mud mat" to help protect the subgrades after they have been inspected and until the footings are poured. For footings constructed as recommended, and bearing on undisturbed, competent (very dense or hard) native soil, we recommend a design allowable bearing pressure of not more than 5000 pounds per square foot (psf). For short-term loads, such as wind and seismic, a 1/3 increase in this allowable bearing pressure can be used, as long as this conforms with the appropriate current UBC loading combinations. With the expected structural loading and the recommended foundation bearing pressure, total settlement of footings should not be more than I inch, and differential settlement between adjacent footings or across a distance of about 20 feet should not be more than 1/2 inch. We expect that most of the settlement will occur by the end of construction. Lateral forces may be resisted by friction at the base of foundations and by passive soil resistance acting against the buried portion of foundations. To compute passive resistance, we recommend using an equivalent fluid density of 250 pounds per cubic foot (pcf). This value is based on the foundations being const ructed neat against undisturbed competent soil or backfilled with structural fill. The upper I foot of soil should not be included in the passive resistance calculation because it can become disturbed by weather and/or future grading activity. For base friction, a factor of 0.5 may be used between concrete and soil. The coefficient of friction should be applied to the vertical dead load only. These values include a safety factor of about 1.5 and 2 applied to the estimated ultimate values for frictional and passive. resistance, respectively. Tim FJLEY GROUP, INC. Geotechnical Engineering Report Proposed Holly Park Building Edmonds, Washington February 7, 2003 Project No. 2003-007 Page 13 of 17 Slabs-on-Gra�e Subgrades for slabs -on -grade should be proofrolled'and repaired as necessary, as described in the Site Preparation and Grading section of this report. If the on site soil can not be compacted to provide a dense and unyielding surface, it should be replaced with I foot of compacted structural fill. Immediately below the floor slab, we recommend placing a 6-inch thick capillary break layer consisting of clean, free - draining gravel or sand and gravel that has less than 5 percent fines (material passing a U.S. No. 200. sieve). This material will reduce the potential for upward capillary movement of waterfi7om the underlying soil and subsequent wetting of the floor slab. A suitable vapor barrier should be placed on top of the capillary break. The vapor barrier may be covered with 2 inches of clean, moist sand to guard against damage to the vapor barrier during construction and to aid in curing of the concrete. Even though wall drains (as recommended later in this report) should draw the groundwater level at the wall down to the base of the wall, it would be prudent to install an underdrain system below the garage floor slab to control potential ground water seepage. A typical underslab drain system would consist of parallel perforated pipes placed on about 20-foot centers in a fi7ee-draining gravel layer about I foot thick. The pipes would feed to collector pipes or headers, which would probably drain to a sump from which water could be pumped. The cost of an underslab drain system would have to be weighed against the likelihood of groundwater rising to the point that it could affect the floor slab. Subsurface Walls Basement walls should be waterproofed and fully drained. We recommend a drainage system consisting of pre -fabricated drainage panels, such as Miradrain, that are attached to the lagging face and connected to a pipe at the base of the wall. The pipe should then be tightlined through the footing to collector pipes that lead to a sump for discharge of collected water. A typical wall drainage detail is shown on Figure 5 THE FULEY GROUP9 INC. Geotechnical Engineering Report Proposed Holly Park Building Edmonds, Washington February 7, 2003 Project No. 2003-007 Page 14 of 17 If basement walls are constructed against the temporary shoring, they can be designed for the same pressures that were recommended for the shoring. If basement. walls are constructed, and then backfilled (such as in the temporary cut slope areas), different design wall pressures apply. The lateral pressure acting on the wall is dependent on the nature and density of the soil behind the wall, the amount of lateral wall movement which can occur as backfill is placed, wall drainage conditions, and the inclination of the backfill. Subsurface walls should be provided with wall drains, as described above. For walls that are free to yield at the top at least 0.001 times the height of the wall (active condition), soil pressures will be less than if movement is limited by such factors as wall stiffness or bracing (at -rest condition). We recommend that walls supporting horizontal backfill and not subjected to hydrostatic forces be designed using a triangular earth pressure distribution equivalent to that exerted by a fluid with a density of 35 pcf for yielding (active condition) walls, and 55 pcf for non - yielding (at -rest condition) walls. These recommended lateral earth pressures are based on the assumption of a horizontal ground surface adjacent to the wall for a distance of at least the subsurface height of the wall, and do not account for surcharges. Additional lateral earth pressures should be considered for surcharge loads acting adjacent to subsurface walls and within a distance equal to the subsurface height of the wall. This would include the effects of surcharges such as traffic loads, floor slab loads, or other surface loads. Increased lateral earth pressure due to adjacent areal vertical surcharge pressures (such as uniform floor slab loads) can be taken as a uniform pressure equal to 0.3 times the vertical surcharge pressure for active conditions, and 0.5 times the vertical surcharge pressure for at -rest conditions. Traffic. surcharges are often accounted for by assuming a surcharge equivalent to 2 feet of soil, which corresponds to about 250 psf vertical pressure. THE RILEY GROUP, INC. Drainne Construction We expect that water encountered during construction could come from shallow perched water, or deeper water that likely represents the groundwater table. Drainage during construction is discussed in the Gro undwater Management section of this report. Surface Final exterior grades should promote free and positive drainage, away from the building. Water should not pond or collect adjacent to the immediate building area. We recommend providing a drainage gradient of at least 3 percent for a distance of at least io feet from the building perimeter. Subsurface We recommend that wall drains be installed for all subsurface walls. This is discussed in the Subsurface Walls section of this report. We also recommend that an underslab drain system be considered for the garage floor slab. This is discussed in the Slabs -on Grade section of this report. Utilities Utility pipes should be bedded and backfilled in accordance with American Public Works Association (APWA) specifications. For site utilities located within the City of Edmonds right-of-ways, bedding and backfill should be completed ' in accordance with City of Edmonds specifications. As a minimum, trench backfill should be placed and compacted as structural fill, as described in the Site Preparation and Grading section. THE RILEY GROUP, INC. The front door is locked and requires a key, code or fob to enter providing residents and customers with a false sense of security and one can easily forget this is a public building. This means securing one's belongings, being aware of what is happening around you and using caution when entering the V floor restrooms. The garage to the building is open 6 days a week 8 AM to 6 PM with general public access to the stairs and elevator which in turn provides access to all three floors of the building. The garage in particular has a number of little private entry ways. to the stairs, elevator and hallways where an individual can squirrel away and stake out garage activities; Now having had three incidents of inappropriate activities in the garage residents are concerned about their safety. j Reasorbwhy safety and a sense of security is compromised with the Gregotyiunderground parking garage open during business hours six days a week. 1) Two incidents -of trespassers (non-residents/guests or employee/customers) using the entry ramp and concrete floor e thg garage_�v le they -Aa-tv, 2) Theft of a resident's older during night hours. 3) Eight older resident's who live alone and no longer feel safe in the garage due to: -Lack of cell pho= coycrage in various parts of the garage. According to ECDC 20.60.025.A.4, a maximum of three co mmercial signs may be installed at the subject location, excluding window signs. Dear Bob, In response to your e-mail with regard to the missing concrete street light on 5'h Ave, we talked with Public Works and the Parks Department and neither of them removed the light nor were they given the light by Hammerworks to store. I talked to Dave Emory of Lightrix, manufacturer of the decorative street lights, today and asked if a 2'x2'x2' concrete foundation would be a sufficient foundation for the mid - block decorative lights. Dave said that size of foundation will work but recommended connecting the foundation to the sidewalk using V2" rebar dowels., By doing this, the sidewalk will help with the stability of the system. I would suggest 2-12" rebar per side should suffice. With regard signal light, we are not aware of any damage to the street light as a result of the fire and even if it was damaged, repair/replacement should be the responsibility of your insurance company. The visual damage we noticed was when your subcontractor hit the pole with his equipment, breaking it at mid joint. In order to resolve the issue of whether the signal pole can be repaired or replaced, you need to contact Dave Emory of Lightrix, at 503-297-8888, to determine what the manufacturer recommends. Whatever his recommendation/decision is, please provide us a copy of his written determination. Noel received an e-mail from Dave Emory on the cost for the mid block decorative lights and they are $2137 each. According to Dave the estimated delivery time is 8-10 weeks. If this is the direction you still want to take Bob, Public Works will order the 2 lights once they have received payment from you. As discussed in earlier conversations, we would not hold up the certificate of occupancy just because the decorative lights are not installed, but they do have to be on order. We also made suggestions to prioritize your tasks to minimize the impact of any sidewalk closure. Based on the schedule you provided, the Mayor agreed to allow the sidewalk to be closed until April 30, 2007, at which time you would be required to erect a pedestrian tunnel for the duration of the old Milltown renovation. We have discussed your recent request and our decision has not changed. A pedestrian tunnel must be operational by May 1, 2007 and remain operational until the completion of the projects. Since the sewer main is located where the pedestrian tunnel will be, when the time comes for you to connect to the main, the pedestrian tunnel can be temporarily closed and pedestrian traffic rerouted, as it is now, for a short period of time for your sewer work. Once the connection is made, the trench shall be immediately backfilled and the area patched so pedestrian traffic can resume through the tunnel. The total site is about 0.70 acres Development on the site will be a new three story building, with a mix of condominium units on the second and third floors and retail/office space on the first floor. Parking for the tenants of the building will be in a basement parking garage which takes access form Walnut Street. See Appendix A. EXISTING CONDITIONS: Currently there is a restaurant, an auto repair shop and single family home located on the site. The site drains westerly across a grass lawn and parking lot with an average slope of about 5 to 6 percent to 5h Avenue. Currently there is very little or no off site drainage onto this site. Neighboring properties to the East include a residential condominium building on Walnut Street and a single-family house on Holly Drive. A mixed Use building exists south on the opposite side of Holly Drive. Across the street on 5h Avenue is a small commercial retail building, and restaurant. The north side of Walnut is the 3-story new Mixed Use building. DEVELOPED CONDITIONS: The developed site will have a zero lot line mixed use building as described above. Drainage basins include the roof area, where a majority of the stormwater will be generated, landscaped planters along 5�h Avenue and Walnut Street, and the landscaped buffer and patio area along the east property line. Stormwater from these areas will be captured and drained into a large detention pipe located under the parking slab in the basement. This water will pass through a flow control structure that will control the flow to the predeveloped 2, 10, and 100 year -event, see Stormwater Calculations worksheet Summary in Appendix B. After the stormwater has passed through the flow control it will drain into a pump chamber where it will be pumped to a catchbasin located in at the comer of Walnut Street and 5h Street at the predeveloped I 00-year peak release rate, see StormWater Detention Lift Pump Design in Appendix C. Other quality control requirements as specified in ECDC 81.30.0603 are as follows. #2: Preservation of Natural Drainage Systems The existing stormwater currently drains onto 5 th Avenue where it is captured on the street by existing catch basins and then conveyed in a hard pipe system. After development is completed stormwater will be released, from the detention tank, into the same existing hard pipe system. #3: Source Control of Pollution: Stormwater being detained is from the roof and landscaped areas, where pollution sources are not very common. The main source for pollutants may come from some one inadvertently pouring a pollutant into the grate located in the garage. To try to prevent this from happening, a stencil with the wording "STORMWATER" "NO DUMPING" will be stenciled by the grate. Water in the garage area will be captured by floor drains and pumped to the sanitary sewer by a separate system detailed on the plans. #4: Runoff Treatment BMPs: Reinforced The site is discharging directly into a hard piped stormwater system and is less than one acre, therefore the predeveloped runoff for the 2, 10 and 1 00-year events will be matched as required by ECDC 18.30.060 (a.). The predeveloped runoff will be calculated using Second Growth Forest as a predeveloped condition. #5: Wetlands: There are no wetlands on -site or down stream from the site, therefore this requirement is not applicable. #6: Water Quality Sensitive Areas: There are no sensitive areas down stream from the site, therefore this requirement is not applicable. #7: Off -Site Analysis and Mitigation: Existing stormwater from this site is captured by catchbasins located on 5 th Avenue where it is conveyed in a closed system flowing North to the intersection of 5th Avenue and Dayton Street, west on Dayton to the intersection of Yd Avenue, then south on Yd Avenue to a manhole just north of Howell Way where it turns west and outlets into Union Oil Marsh through the Edmonds City Park. This area is also known as Shellabaker Creek #8: Basin Planning: The project is located in the Shellabaker Creek Basin. #9: Operation and Maintenance: Operation and Maintenance will be the responsibility of the owner. #10: Financial Liability: Required performance bonds will be provided as necessary. Erosion and Sediment Control The area of the building will be shored and, excavated to a depth of approximately 16 feet (plus or minus) below existing grade from the lowest point of the site. There will be little need for any erosion control measures, because the disturbed area will be below existing grade. Some silt fence may be required along 5 Ih Avenue when the basement is finished and the construction is above ground. A Filter Fabric fence is shown on the temporary Erosion Control Plan. Some diversion berms may be needed to keep the stormwater from the Holly Drive from entering the site; this will bedetennined at the time of construction. Drainage Outlet Pumps: The location of the stormwater detention system for this project requires that the metered flow from the detention system to be pumped. This pump system will be designed as a duplex system and be sized to handle the 1 00-year overflow event with both pumps on. In the event that there is a power outage, the system will be allowed to back up into the garage area where it will pool until power is reinstated or temporary pumps could be installed. The volume of the 100-year storm is 6970 CF, if the detention system was already full and another 100-year event occurred this volume would result in 12 to 15 inches of water in the lower north garage area. This would happen over a 24-hour period, so the residence would have plenty of time to more their cars out the basement before any major damage occurred.
