This letter summarizes our opinions and recommendations for your patio and retaining wall
project at your residence at the above address.
INTRODUCTION
The site is situated on a moderate to steep north -facing slope off of Paradise Lane, as shown on
the Vicinity Map in Figure 1. We were informed that you started to construct a patio on the
northwestern side of your existing residence, but were stopped by the City of Edmonds who
requested a Critical Areas Study because the patio is located at the top of a steep slope. Plans
also include the construction of a short retaining wall.
For our use in preparing this letter, we have been provided with photos of the patio; a site plan
that was stamped by the City of Edmonds (the City) on September 21, 2009; a notice of
Enforcement Violation from the City dated August 16, 2010; a letter from the City dated
February 14, 2011 requesting an application and building pen -nit; an Order to Correct Violation
letter from the City dated March 1, 2011; and a letter from the City titled "Plan Review
Comments For Plan Check #2011-0152 — Patio Replacement and Retaining Wall at 505 Paradise

Lane," dated March 8, 2011. We have previously prepared a geotechnical evaluation for
foundation improvements for your residence titled "Geotechnical Engineering Evaluation —
Bodine Residence — Foundation Repairs — Edmonds, Washington," dated July 18, 2008, and
recommended pin pile foundation supports for settlement related issues in the northeastern comer
of the house.

The purpose of this study is to explore and characterize the site surface and subsurface conditions
within the vicinity of the planned patio and retaining wall, and provide geotechnical comments
and recommendations for the construction of those structures. Specifically, our scope of services
includes the following:
1 Review geologic maps of the area, project plans, and our previous geotechnical
report.
2. Visit the site to observe the current conditions.
3. Evaluate the existing conditions on the steep slope.
4. Conduct hand -auger explorations near the patio and within the extent of the
retaining wall.
5. Provide our opinion regarding the patio and the plans for the wall, and methods
to mitigate impacts to the steep slope.
6. Address the concerns of the City with respect to Edmonds Codes ECDC
23.40.090, 23.80.050, 23.80.060, and 23.80.070.
7. Document our observations and recommendations in a written geotechnical
letter.
SITE CONDITIONS
Surface Conditions
The site is approximately 0.14 acres in size. The site slopes moderately to steeply down to the
north towards neighboring residential properties. The property is bordered by Paradise Lane to
the south, and residential properties to the east, west, and north. The southern portion of the
property is occupied by the residence and is moderately sloping. The area behind the residence is
relatively flat and is mostly covered by grass. A retaining wall constructed of concrete
rubble/fragments approximately four feet in height is located at the top of the steep slope in the
northeastern portion of the property. A recently constructed patio is located behind the

northwestern comer of the house and is situated at the top of the slope. We observed concrete
rubble under a portion of the patio. A staircase created out of concrete pavers is located on the
slope starting at the northwestern comer of the patio.
The site then slopes steeply down at an approximate inclination of 35 degrees (70 percent) as
shown on Cross -Section A -A' and Cross Section 13-13' in Figures 3 and 4 respectively. The slope
is covered with trees and brush. We did not observe seepage on the site slopes during our site
visit on March 24, 2011.
Subsurface Conditions
Geology: The geologic units for this area are shown on the Prelim- inaKY Surficial Geologic Mal)
of the Edmonds East and Edmonds West Quadrangles, Snohomish and King Counties,
Washingto , by Mackey Smith (USGS, 1975). The site is mapped as Vashon Recessional
Outwash (Qvr). The recessional outwash deposits are generally described as sand and gavel,
with some cobbles. Our explorations encountered undocumented fill along the top of the slope
and we were not able to excavate through the fill.
Explorations: The subsurface conditions within the site were explored on March 24, 2011 by
excavating two hand augers on the steep slope to depths of 4.0 feet and 6.5 feet below the existing
ground surface. We also excavated one hand auger next to the patio and one in the middle of the
backyard near the location of the planned wall to depths of 4.5 feet to 7.0 feet. We have also
included the logs of our hand augers that we conducted on June 27, 2008 for the previous study
for the foundation improvements. The approximate locations of our current and previous
explorations are shown on the Site Plan in Figure 2. A geologist from NGA was present during
the explorations, examined the soils and geologic conditions encountered, obtained samples of the
different soil types, and maintained logs of the explorations.
The soils were visually classified in general accordance with the Unified Soil Classification
System, presented in Figure 5. The logs of our 2011 explorations are attached to this report and
are presented as Figure 6, and our 2008 explorations are presented as Figure 7. We present- a
brief summary of the subsurface conditions in the following paragraph. For a detailed description
of the subsurface conditions, the logs of the hand augers should be reviewed.

Below a surficial layer of topsoil, we encountered dark brown, fine to medium sand with silt,
gravel, and organics. We interpreted this material to be undocumented fill. Hand Augers 1
through 4 were terminated in the fill at depths of 7.0 feet, 4.0 feet, 6.5 feet, and 4.5 feet below the
existing ground surface, respectively. The 2008 explorations in the northeastern portion of the
site also encountered the undocumented fill and were terminated in the fill.
Hydrologic Conditions
Groundwater seepage was not encountered in our explorations. However, it appears that a
perched groundwater condition could exist on the site. Perched water could occur on the site
during periods of wet weather. Perched water occurs when surface water infiltrates through less
dense, more permeable soils and accumulates on top of underlying, less permeable soils. Perched
water does not represent a regional groundwater "table" within the upper soil horizons. Perched
water tends to vary spatially and is dependent upon the amount of rainfall. We would expect the
amount of perched water to decrease during drier times of the year and increase during wetter
periods.
SENSITIVE AREA EVALUATION
Seismic Hazard
Hazards associated with seismic activity include liquefaction potential and amplification of
ground motion by soft deposits. Liquefaction is caused by a rise in pore pressures in a loose, fine
sand deposit beneath the groundwater table. It is our opinion that the native glacial soils
interpreted to underlie the site at depth and form the core of the site slope have a low potential for
liquefaction or amplification of ground motion. However, the loose surficial. soil and fill on the
slope have the potential for shallow sloughing failures during seismic events. Such events should
not affect the planned patio and retaining wall provided they are designed and constructed as
described in this letter.
Erosion Hazard
The criteria used for determining erosion hazards include soil type, slope gradient, vegetation
cover, and groundwater conditions. The erosion sensitivity is related to vegetative cover and the
specific surface soil types, which are related to the underlying geologic soil units. The Soil

Survey of Snohomish County Area, Washington, by the Soil Conservation Service (SCS) was
reviewed to determine the erosion hazard of the on -site soils. The surface soils for this site were
mapped as Everett gravelly sandy loam, 15 to 25 percent slopes. The erosion hazard for this
material is listed as moderate. It is our opinion that the erosion hazard for site soils should be low
to moderate in areas where the vegetation is not disturbed.
Landslide Hazard/Slope Stability
The criteria used for evaluation of landslide hazards include soil type, slope gradient, and
groundwater conditions. The steep east/southeast-facing slope along the southern property line
descends at gradients in the range of 35 degrees (70 percent) with an overall height of
approximately 20 f.eet. We did not observe evidence of past erosion or sloughing on the site
slopes during our site visit. We did not observe seepage on the slopes during our recent visit.
Relatively shallow failures as well as surficial erosion are natural processes and could occur in
the loose surficial soil on the steep slope. It is our opinion that while there is potential for
erosion, soil creep, and shallow failures within the loose surficial. soils and undocumented fill that
is located at the upper portion of the slope, the potential for deep-seated slope failure under
current site conditions is low. Proper site grading and drainage as recommended in this letter
should help maintain current stability conditions.
CONCLUSIONS AND RECOMMENDATIONS
General
In our opinion the planned earthwork associated with the patio and retaining wall should be minor
and should not have adverse impacts on the steep slope, if conducted according to the
recommendations presented in this letter. Our explorations generally encountered loose to
medium dense, silty sand soils in the backyard and on the slope, which we interpreted as fill. Our
previous soil explorations in 2008 near the northeastern comer of the residence also indicated that
the site is underlain by loose undocumented fill. Although our hand tool explorations did not
extend through the fill, it is our interpretation that the fill is underlain by competent native soil
that form the core of the slope.
Development plans include a new patio behind the northwestern comer of the house, and

constructing an approximately 2-foot tall timber log retaining wall across the remainder of the
backyard at the top of slope. Backfill is planned behind the retaining wall to create a level area.
The existing undocumented fill has already experienced settlement and subsidence, as pin piles
were installed under the northeastern comer of the house to stop the settlement. The pin piles
r7l� stabilized that comer of the house, but not the fill in that area, nor the fill along the remainder of
the backyard area. Therefore, to limit the impact of the patio and the planned retaining wall on
the slope and to stabilize the top of slope, we recommend that a pin pile wall system be installed
on the downhill side of the patio and along the top of slope to the full extent of the planned wall
towards the eastern property line. The new pin piles will buffer the slope from the new
construction. Two-inch pin piles should be driven through the fill and advance a minimum of six
feet into native, competent material. The pin piles should stick a maximum of two feet above
final grade; the free board could then be used to support the patio and the new retaining wall.
These recommendations are farther discussed in the Patio and Retaining Wall
Recommendations subsection of this letter. The recommended effective setback and foundation
U11 embedment should allow for normal slope recession during a reasonable life span of the
structures, provided that the steep slope is not disturbed during or after construction.
Some of the pin piles may be in close proximity to the rubble wall in the northeastern comer of
the site. Every effort should be made to maintain the stability of this wall. If the pin piles

encountered some elements of this wall, the pin piles should be moved a sufficient distance away
as to not undermine the wall.
The planned earthwork associated with the patio and pin pile retaining wall should be minor.
However, the soils encountered on this site are considered moisture -sensitive and may disturb
easily when wet. To lessen the potential impacts of construction on the slopes and to reduce cost
overruns and delays, we recommend that earthwork take place during dry weather if possible. If
earthwork takes place during wet weather, additional expenses and delays should be expected.
These extra expenses could include additional erosion control and temporary drainage measures
to protect the slope. In any case, any excavation spoils should be hauled off site and not allowed
to reach the slope. Also, the vegetation on the slope should not be disturbed. Any disturbed areas
should be promptly repaired.

Erosion Control and Slope Protection Measures
The erosion hazard for the on -site soils is listed as moderate, but the actual hazard will be
dependent on how the site is graded and how water is allowed to concentrate. Best Management
Practices (BMP's) should be used to control erosion. Areas disturbed during construction should
be protected from erosion. Erosion control measures may include diverting surface water away
from the stripped or disturbed areas. Silt fences and/or straw bales should be erected to prevent
muddy water from flowing over the slope. No material should be stockpiled on the site.
Disturbed areas should be planted as soon as practical and the vegetation should be maintained
until it is established. The erosion potential for areas not stripped of vegetation should be low.
Protection of the setback and steep slope areas should be performed as required by the City of
Edmonds. Specifically, we recommend that the slope not be disturbed or modified through
f*..i-_'1"1 placement of any fill or removal of the existing vegetation. No additional material of any kind

should be placed on the slope or be allowed to reach the slope, such as excavation spoils, lawn
clippings, and other yard waste, trash, and soil stockpiles. Trees should not be cut down or
removed from the slope unless a mitigation plan is developed, such as the replacement of
vegetation for erosion protection. Replacement of vegetation should be performed in accordance
with the City of Edmonds code. Any proposed development within the slope setback area, other
than the patio and retaining wall described above, should.be the subject of a specific geotechnical
evaluation. Under no circumstances should water be allowed to concentrate on the slope.
Site Preparation and Grading
Minor grading is needed for this project and should only consist of removing the grass and topsoil
in the backyard area, and removing any concrete rubble that is currently under the patio area. We
do not recommend removing the topsoil and sod until the pin piles are installed and the crushed
rock is ready to be placed. The subgrade should be covered with crushed rock as soon as possible
after the topsoil is removed.
The site soils are considered to be moisture -sensitive and will disturb easily when wet. We
recommend that construction take place during dry weather if possible. However, if construction

takes place during the wet season, additional expenses and delays should be expected due to the
wet conditions. Additional expenses could include the need for placing a blanket of rock spalls
on exposed subgrades areas. Wet weather grading will also require additional erosion control and
site drainage measures. The on -site soils are not suitable for use as structural fill.
Patio and Retaining Wall Recommendations
Two-inch diameter steel pipe piles (pin piles) should be used to support the patio and the
retaining wall and backfill. We recommend using galvanized Schedule 80 or stronger pipe. The
pin piles should be driven using a hand-held 140-lb jack hammer. The pin piles should be a
minimum of 15 feet long with a maximum 2-foot stickup, and be driven a minimum of five feet
into competent native material. The pin piles should be kept a minimum of three feet apart. Any
couplers will need to be a minimum of two feet below the finished ground surface on the
downhill side of the wall and patio. Piles that do not meet this minimum embedment criterion or
piles that are obstructed on debris in the fill should be replaced.
For the patio, the pin piles should be placed three feet on center along the northern side of the
patio, including one pin pile on the western side of the patio, as shown on the Improvements Site
Plan on Figure 8. The wall can then continue towards the eastern property line, with pin piles
placed every three feet. After the pin piles are placed, the wall and patio area should be lagged
using 4-inch by 12-inch pressure -treated timber. Adequate gaps should be maintained between
the lagging elements to allow any water flow through the face of the wall.
All backfill behind the wall and under the patio should consist of 3/4-inch clean crushed rock.
The crushed rock should be compacted with a plate compactor. It is imperative that water not be
allowed to pool behind the wall, therefore extreme care should be taken not to contaminate the
crushed rock with silt or organics. For the backyard area, filter fabric should be placed on top of
the crushed rock prior to placing any topsoil to prevent fines from washing into the crushed rock.
We recommend a maximum thickness of four inches of topsoil in this area. For the patio area,
the pavers can be placed directly on the crushed rock.
We should note that the existing undocumented fill is anticipated to be at least 10 feet thick. We
were not able to auger through the fill to the native soil below. There is also the possibility that

the fill may contain debris. If debris such as large chunks of asphalt, concrete, wood, or metal
exists in the fill, there is a possibility that such debris may obstruct the installation of driven piles
in some locations. There should be contingencies in the budget and design for
additional/relocated piles to replace piles that may be obstructed by debris in the fill.
EROSION AND DRAINAGE IMPROVEMENTS
The slope and all disturbed areas should be restored promptly after construction has been
completed. This would include compacting any loose material, covering exposed areas with jute
netting, and planting deep-rooted vegetation within the affected areas. The vegetation cover
should be maintained until established. Also, no runoff of any kind should be allowed to flow
over the site slopes either during construction or on a permanent basis after the work has been
completed. Runoff generated on this site, including downspouts, yard drains, footing drains, and
other hard surfaces should be collected in tightlines and routed to the bottom of the slope or to an
approved system.
USE OF THIS LETTER
This letter has been prepared for Mr. Allan Bodine and his agents for use in the planning and
design of the new deck planned on this site only. The scope of our work does not include
services related to construction safety precautions and our recommendations are not intended to
direct the contractors' methods, techniques, sequences, or procedures, except as specifically
described in our letter. There are possible variations in subsurface conditions between the
explorations and also with time. Our letter, conclusions, and interpretations should not be
construed as a warranty of subsurface conditions. A contingency for unanticipated conditions
should be included in the project budget and schedule.
We recommend that NGA be retained to provide monitoring and consultation services during
construction to confirm that the conditions encountered are consistent with those indicated by the
explorations, to provide recommendations for design changes should the conditions revealed
during the work differ from those anticipated, and to evaluate whether or not deck support
installation complies with our recommendations. We should be contacted a minimum of one
week prior to construction activities.

All people who own or occupy homes on or near hillsides should realize that landslide
movements are always a possibility. The landowner should periodically inspect the slope,
especially after a winter storm. If distress is evident, a geotechnical engineer should be contacted
for advice on remedial/preventative measures. The probability that landsliding will occur is
substantially reduced by the proper maintenance of drainage control measures at the site (the
runoff from the roofs should be led to an approved discharge point). Therefore, the homeowner
should take responsibility for performing such maintenance.
Within the limitations of scope, schedule and budget, our services have been performed in
accordance with generally accepted geotechnical engineering practices in effect in this area at the
time this letter was prepared. No other warranty, expressed or implied, is made. Our
observations, findings, and opinions are a means to identify and reduce the inherent risks to the

Dear Mr. Bodine:
This letter presents the results of our geotechnical engineering review of the plans for the foundation
repair at your residence located at 505 Paradise Lane in Edmonds, Washington.
INTRODUCTION
We have heen requested by Jim of Bodine Construction to provide a plan review letter for this project.
The northeastern comer of the existing house has experienced significant settlement. The residence is
situated near the top of a steep slope and undocumented fill was encountered in our explorations
adjacent to the footings. The project plans call for the installation of pin piles under the effected portion
of the residence to transfer the foundation loads through the fill to the underlying competent native soil.
We previously prepared a geotechnical report for the project titled "Geotechnical - Engineering
Evaluation — Bodine Residence — Edmonds, Washington," dated July 18, 2008. For our use in preparing
this plan review letter, we have been provided with plans titled "Foundation Repair — Bodine House —
1220 Paradise Lane — Edmonds, WA 98020;" prepared by Criterium Pioli Engineers, dated May 29,

2009; and an undated detail titled "Plan," showing foundation and pin pile details. We were also
provided with a letter titled "Plan Check: 2009-0403 — Project: Foundation Repair — Project Address:
505 Paradise Lane," prepared by the City of Edmonds, dated July 7, 2009. The City has requested a
geotechnical plan review for the project.
PLAN REVIEW AND CONCLUSIONS
We have reviewed the geotechnical aspects of the provided plans, and found the plans to be in general
compliance with our recommendations as presented in the geotechnical report. The structural
calculations indicate axial pressures of less than two tons per pile, which is in accordance with the
recommendations in our report. In the geotechnical report, we recommended that the site slopes be
protected from erosion. We recommend that erosion control and slope protection measures be
implemented during and after construction of this project.
CLOSURE
Provided that the recommendations in the geotechnical report dated July 18, 2008 and in this letter are
followed during construction, the areas disturbed by construction should remain stable. Therefore, the
risk of damage to adjacent properties from soil instability should be minimal, and the proposed grading
and development should not increase the potential for soil movement.
NGA should be retained to provide special inspections for pin pile installation and consultation services
during construction to confirm that -the conditions encountered are consistent with those indicated by the
explorations, to provide recommendations for design changes should the conditions revealed during the
work differ from those anticipated, and to evaluate whether or not earthwork activities comply with
contract plans and specifications.
