Harve Harrison, 210 Sunset Avenue, Edmonds, was present.
John Bissell presented the staff report and explained that the proposal received final approval at
the December, 1996 ADB meeting with the condition that the applicant return to the Board for
approval of a landscape plan prior to final occupancy of the building. At that meeting, the Board
requested that the landscape plan be placed on the consent agenda, however, since the submitted
plan will require the Board to modify the requirements of the Ldndscape Ordinance, this item has
-been placed on the regular agenda for discussion.
Mr. Bissell stated that the landscape plan includes a total of eight rhododendrons with four being
placed on the east and west sides of the building. River rock is being proposed as ground cover
between the rhododendrons, which is not consistent with the requirements of living ground cover
as outlined in the Edmonds Community Development Code.
Mr. Bissell pointed out that in order to approve this proposal, the Board must find that the
application is consistent with the requirements of the Design Guidelines and the Zoning
Ordinance as well as modify the requirements of the ECDC Section 20.12.
Harve Harrison commented on the proposal for use of river rock and explained that the
neighboring property has an abundance of mature landscaping and that their sprinkler system is
at the property'line which results in very wet soil most of the time. He stated that he would like
to avoid any possibility of mold buildup on that area of the building and will be installing a drain
system as well.
Boardmember Pierce clarified with Mr. Harrison that drain tile and a French drain system will be
installed under the areas to be covered by river rock.

Mr. Bissell also reminded Boardmembers that each person who wishes to speak during the
meeting must first be identified, and that the meeting procedures outlined in Robert's Rules of
Order should be followed. He explained that there will be training information provided soon
which can be used by volunteer boards and commissions to assist them in these procedures.
There were no audience comments on this proposal.
Boardmember Sullivan stated that he did not feel that the drainage concerns were substantial
enough to modify the Code.
Boardmember Pierce agreed and suggested that sub -surface drainage should be installed and that
bark or ground cover would be most appropriate in the two front planting areas. He stated that
the use of river rock in the area between the driveways would be acceptable if needed for
drainage.
Boardmember Oaklief agreed with other Boardmember comments. He also clarified with
Boardmernber Pierce on the specific type of ground cover which might be most appropriate.
Boardmember Pierce suggested a native ground, cover such as Kinikinik, planted with three foot
spacing for one gallon sized pots or two foot spacing for four inch sized pots, interspersed
between the rhododendrons, which should be a minimum of 18 inches high.
IT WAS MOVED BY BOARDMEMBER OAKLIEF, SECONDED BY
BOARDMEMBER SULLIVAN, TO APPROVE ADB-96-29, AND THAT THE
PROPOSAL IS CONSISTENT WITH THE COMPREHENSIVE PLAN, THAT
STAFF HAS FOUND THAT THE PROPOSAL MEETS THE REQUIREMENTS
OF THE ZONING ORDINANCE, THAT THIS PROPOSAL, AS
CONDITIONALLY APPROVED, WILL SATISFY THE CRITERIA AND
PURPOSES OF ORDINANCE 3078 WITH THE FOLLOWING CONDITIONS:
THAT GROUND COVER, WITH FOUR INCH POTS PLANTED 24 INCHES ON
CENTER, BE PROVIDED ON THE SIDES OF THE BUILDING; THAT FOUR
RHODODENDRONS BE PROVIDED ON EACH SIDE; AND THAT RIVER
ROCK IS ALLOWED AS AN EXCEPTION TO THE COMMUNITY
DEVELOPMENT CODE FOR THE PARKING LOT LANDSCAPE PERIMETER
IN THE SOUTHEAST CORNER OF THE BUILDING. MOTION CARRIED.
ADB-96-124 NEW 5-UNIT MULTIPLE FAMILY BUILDING

Brad Butterfield, and Lisa Kirkendahl, Project Architect, Butterfield and Associates, 400 Dayton,
Edmonds,, were present.
John Bissell presented the staff report and explained that this proposal is for a new five -unit
multiple dwelling building on a lot currently containing a single-family residence, which will be
removed. Parking for the building will be divided, with eight stalls contained under the building,
which will access off Bell street. The remaining three uncovered stalls will access off the alley.
He stated that the applicant has submitted a SEPA checklist and the City has issued a
determination of nonsignificance.

The body of the building will have light beige stucco siding on the north and south elevations,
and darker beige vinyl siding on the east and west elevations, which will wrap around to tie those
elements of the building together. The trim color will be forest green and the composition
shingle roof will be dark gray. No signing is proposed.
Mr. Bissell stated that a wide variety of ground cover, lawn, shrubs and trees are being proposed
in the landscape plan, and the plan includes effective landscape screening on the street side and
on the east side of the building. Private garden areas along the east and west sides of the building
are included, but do not contain any landscaping.
He pointed out that in order to approve this proposal, the Board must find that it is consistent
with the requirements of the Design Guidelines.
Brad Butterfield explained that lighting has been added to the proposal which includes two
exterior 100-watt wall sconces at the rear parking lot on the south wall. Three 100-watt wall
sconces will also be located at the front door on the east wall. These fixtures will be limited to
maximum of a 90 degree spread. He clarified that a color board has now been submitted which
details the specific colors for all components of the building.
Mr. Butterfield pointed out that the building has been designed to the front of the Bell Street site
with three open-air parking stalls located to the rear of the building. The only possible access for
the underground parking area is from Bell Street. However, the curb cut and the street entrance
have been offset with the parking garage entrance to maximize the street -front landscaping and
minimize any visual impact of a garage door. He reviewed the landscaping handout with the
Board, and indicated that the private garden areas on the ground floor are for the use of the
condominium owners. Modulated fencing has been used to create interesting spaces for the
ground floor units, and heavy landscaping is proposed around the fences to minimize any impact
on neighbors.
Mr. Butterfield explained that mailboxes are planned for the inside lobby areas. He clarified that
the backup area for the outdoor parking spaces exceeds the minimum requirements and that
certain parking stalls are designated as reduced -width spaces. There is also one extra parking
space in the back of the building which will be used for guest parking and one handicap stall.
Ramps and an elevator have been provided for handicap access both from the front entrance and
the underground parking area.
Shirley Frank, 604 Elm Place, Edmonds, requested a copy of the landscape plan submitted by the
applicant. (Mr. Butterfield provided copies of the landscape plan to the audience).
Art Starney, 622 Bell Street, Edmonds, asked for clarification on the ceiling height requirements
of the Building Code.
Boardmember Sullivan stated that the ceiling height requirement is 7 feet six inches.
Mr. Butterfield commented that the ceiling height will meet the requirements of the Uniform
Building Code.

Board chooses to approve this item, the Board will need to modify the requirements found

E. Summary: If the Board approves this item, the Board must find that the application is
consistent with the requirements found in the Design Guidelines and the Zoning Code.
Additionally, if the Board approves this item as submitted, the Board must include a
modification of the requirements of ECDC section 20.12 in the motion.
