The purpose of this letter is in response to your letter received May 8, 2002. Your letter
requests that the City of Edmonds not assess double permit fees against your deck permit.
You mention that the actual construction on your deck has not yet taken place instead
only the demolition of an existing deck.
After reviewing the facts, I am unable to waive the double permit fee assessment against
your deck permit. The reason the City must pursue a double permit fee is to discourage
unpermitted construction. Because the City has consistently enforced this policy we are
unable to grant you the waiver you've requested at this time. The remaining $355 must
be paid within 14 calendar days to prevent this matter being referred to enforcement for
resolution.
As the Building Official, I am authorized to require that building permit fees be
quintupled if work was started without permits. In this case, I am only requiring that a
double fee be assessed since your history with the City does not indicate a pattern of
infractions. However, in the future, if a clear pattern of starting construction that requires
a pen -nit is established then permit fees will be tripled, quadrupled or even quintupled to
prevent further infractions of the code. Please feel free to contact the City prior to any
project to clarify if a permit is required to prevent potential violations.
